RECREATION COMMITTEE MINUTES
JUNE 14, 1994
The regular meeting of the Town of Wappinger Recreation
Committee was held June 14, 1994 at Schlathaus Park, All
Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
Chairman Ralph J. Holt called the meeting to order at
7:30 p.m. with the following persons present: Kathi DeLisa,
Senior Citizen Director., Bernie Reimer, Recreation Director,
Committee Members Joseph Ennesser, Ronald Friedman, James
Chappas, and Maintenance Supervisor John Vorndran. Stephen
Miller arrived at 8:20.
The minutes of the May 12, 1994 meeting were approved on
a motion by Mr. Ennesser, seconded by Mr. Friedman with all
in favor.
Chris Maus came before the Committee proposing to run a
2 week baseball camp using the Robinson Lane facilities. The
first week would be for 8 - 11 year olds and the second week
would be for 12 year olds. The program would be from 9 - 3
Monday thru Friday. He stated that 50% of the net would go
to Little League as a charitable contribution. Before we
would approve this request we first wanted information on the
following:
1. Does Little League approve of this venture (the
Board not just Mr. Provost?
2. Does he have proper insurance?
Mr. Maus will get back with Mr. Holt regarding the
above questions and it was voted that if the Little League
Board approves it and he has proper insurance that we will
let him run the camp. We also made note that we will require
a financial statement when the camp is over.
CORRESPONDENCE
A letter was received from Noreen Sweeney requesting a
refund for her daughters swimming fee for last year. She
stated that the first day the program was cancelled, the
second day it rained and then a problem came up between
several children which caused her daughter to be suspended
from the camp. When the injured child came back it was
discovered that her daughter did not have anything to do with
the problem. She said that the park director was wonderful
and did her job properly under the circumstances but she does
feel that she should be entitled to a refund. It was stated
that a refund would not be possible at this time but we would
let her daughter do the swimming this year and waive the fee.

A letter was received from the Hughsonville Fire
District requesting a copy of our insurance naming the
District as an insured. Mrs. Roe has already had the
Certificate sent to them. They also requested that we have
someone from the Committee stop by to check the playground
equipment.
A letter was received from the Board of Health with an
approval of our request for a variance to have a medical
history of the camp participants without immunization
records. '
We received a Certificate of Insurance from the
Southern Dutchess Womens Softball League.
We received a letter from Sloper-Willen stating that
Paul Martire would accept the position of Health Director for
the Town"s Summer Program.
A thank you was received from the New Oaks Service Unit
for the use of Schlathaus Park for their Annual Flea Market.
An invitation was received to attend the Opening Day
Ceremonies for the 1994 Eastern Regional Junior Tournament to
be held at 9:00 a.m. on Monday, August 8th.
A letter was received from Cathy Matheson of "People Who
Carell requesting use of Schlathaus Park or Mesier Park for a
summer concert which is scheduled for Saturday, August 6,
1994 with a rain date of August 13th. We were a little
confused regarding this because she was also requesting
Mesier Park and she noted that she would attend their board
meeting on June 8th. We felt that we needed more information
regarding the type of band, parking, security etc. before we
would make a decision. A letter will be sent to her so
stating.
A copy of a letter received by Supervisor Smith
regarding the soccer fields off Airport Drive was forwarded
to us. The letter discussed the best approach to make these
fields useable. It also gave a breakdown of estimated costs.
A letter was received from the Dutchess County Emergency
Response for the summer program. It lists the camps and the
information required to participate in the emergency response
program.
OUTGOING LETTERS
1. A letter was sent to James Chappas to welcome him to
the Committee.
2. A letter was sent to Supervisor Smith regarding the
attachment of a 20-30 ft. finger dock to the north wall of

the Chelsea Yacht Club Property.
3. A letter was sent to the Greenway Heritage stating
that we have been unable to clear the deal which would enable
us to upgrade the beach area and that we are recinding our
award.
4. A letter was sent to the Town Board regarding the
emergency repair of a water leak at Robinson Lane and that we
had to do the work before a P.O. could be obtained.
5. A letter was sent to the Town Board Members
requesting their presence for a tour of our facilities on
June 4th at 9:00 a.m.. Mr. Holt mentioned that the tour went
well.
6. Letters were sent to Wendy Malley and Barbara
Aliberto for their information on cholesterol.
7. A letter was sent to Department of Labor stating
that Mr. Broadie has been asked to return to work for the
Town but that he refused. We felt that the Town should not
have to pay his unemployment.
8. An ad has been placed in the Southern Dutchess News
for Part Time Seasonal maintenance help.
9. Certificates of Insurance have been sent to
Hughsonville Fire District, Deer Hill Conference Center, and
the Wappinger Junior High for our summer programs.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the senior's
activities for the month of May. This report ia attached to
these minutes.
DIRECTOR'S REPORT
Mr. Reimer mentioned that he still has to hire 1 more
person as he recently found out that Pat Wilday was resigning
after wor-king for many years for the Town. It was suggested
that we present her with a Certificate of Appreciation and
purchase a small gift to be presented to her at the End of
Summer Picnic.
The staff orientation meeting was held at Schlathaus on
June 13th at 6:00. At this meeting, the staff manual was
reviewed, payroll information was handed out and W-4 forms
were signed. Mr. Holt and Mr. Ennesser were also in
attendence to speak with the counselors about their job and
also to review safety aspects with them.

We have had a problem finding a 21 year old person with
W.S.I. which is a Board of Health requirement. We have
someone who is willing to take the course but we are also
having a hard time finding a place where the course is being
given.
At present 6 of our playground staff have been certified
in a 24-hour course "Responding to Emergencies". This cour'se
is good for 3 years. When we get finished we should have a
total of 10 certified counselors.
Six playground counselors/directors attended the
workshop on June 8th given by Dutchess County at Bowdoin
Park. They shared their information received at these
sessions with the other counselors at the orientation

He has been on the telephone trying to make arrangements
with the "Renegades" for' a 12:30 game on 7/20. The charge is
$2.00 per ticket and he is hoping to get 75 tickets per
playground.
Registration will be held Saturday June 18th from 9- 1
and he requested staff members to be present to help. If any
of the committee members can help, it would be appreciated.
The other registration times are Monday, June 20th from 10 -
2 and 7 - 9 at night.
An ad for the concert series will be in the Southern
Dutchess News on June 22nd.
Outdoor volleyball is scheduled to start on Thursday,
June 30th. He mentioned that he has had some complaints
regarding the $15.00 fee in that we collect it 3 times.
After a discussion, it was decided that we actually have 3
separate 10 week programs. One in the Summer June to
September', one in the fall October to December, and the third
in the Winter January to March, therefore, the fee will
stand.
We have received confirmation of the bus tickets for
Radio City Music Hall Christmas Show and notice has gone into
the paper for reservations. We are having 2 buses, one on
Saturday, November 19th with the tickets for $23.00 and the
other on Thursday December 8th with the tickets costing
$18.00 each. The buses will leave the Town Hall at 10:00
a.m. and arrive in New York around 12:15 giving people time
to see the sights before the 5:00 show.

Mr. Ennesser mentioned that the new totville playground

SAFETY
Mr. Ennesser is still compiling the paperwork on the
safety audit for each of the Parks.
SPOOK HILL
Mr. Friedman again noted the graffiti at Spook Hill but
we said that we were not going to paint it. We would only go
over any obsene words. There also has been some damage done
to the eves.
ROBINSON LANE
Mr. Miller noted that cars have been parking in back by
R-2 too close to the 3rd base line. It was suggested that
poles be placed there so they don"t park too close to
pitchers mound.
Mr. Ennesser mentioned that he has not heard anything
from Mr. Hack regarding the installation of the additional
electric at Robinson Lane for their race in September.
CHAIRMAN"S REPORT
Mr. Holt reported the following:
1. A request will be sent to the Town Board for approval
to fence in the new totville playground equipment.
2. Approval has been received to replace the fence at
Castle Point.
3. The new red clay has been delivered to Robinson Lane
and it looks good but all fields could use more.
4. Mr. Ennesser has spoken with Mr. Waddle at
Hughsonville regarding the removal of dead trees from their
property. This was one of the requirements given to us by the
Board of Health for our playground held there. This work
must be done before the opening of the playground.

5. We will be putting 4 speed bumps in at Robinson
Lane. Hopefully the highway department will help us with
this project. One speed bump will be placed as you enter the
park, another will be placed before the store, another on the
road betwee R-l and R-2 and the last just past the store.
6. The rest rooms at Robinson Lane will be painted
before the Eastern Regionals.
7 The ditch where the electric line was put in for the
scoreboard needs some more top soil to finish off where it
has settled during the winter.
8. The hole in the roof of the Senior League dugout has
been repaired but the hole in the roof of the dugout at Holt
Field still needs to be repaired before it gets any bigger.
9. We are still trying to find a place other than the
Little League building to store our playground equipment. We
have steel cabinets at Schlathaus that we can use. One
suggestion was that we use the telephone room. We will look
into this.
10. We did not have enough clay this time to put any at
Martz Field. This will have to be done at another time.
11. It has been suggested that we stain the gazebo at
Town Hall using a natural stain. Mrs. DeLisa suggested a
stain by the name of C.W.F.
12. Mr. Vorndran was reminded that Mrs. Vicsonti has
volunteered a tree to be transplanted at Schlathaus Park and
that he should put a red ribbon on the one that we want.
13. We still have not heard anything from Central
Hudson regarding the lights at Robinson Lane. We mentioned
this to Supervisor Smith and she said that she will call Mr.
Mack. We told her about Central Hudson putting in a field in
Kingston as a trial type of a deal and that they might be
able to do one here.
14. We have hired a new maintenance person.

15. We need to do another inventory of the keys on the
parks since a lot of them have been changed since our last
inventory. If any are changed, please let Peggy know.
16. The State Legislature has approved of the change of
the line between the Fulton property and the Barn on MontfcJrt
Road. We don't propose to do anything there this year but in
our fall plan we will want to put money in to fence in the
property.

17. We had our meeting on Saturday, June 4th with
Supervisor Smith, Joseph Incoronato, and Joseph Ruggiero to
show them Airport Park, the Barn and the new building that
the men put up last fall, Robinson Lane to show them what we
want to do there, and then to Castle Point.
Mr. Rabbit, a Civil Engineer for Soccer, was at
Airport Park and he had a plan for what should be done there.
The plan called for an amount of $291,000. for the work they
want done there. We also discussed what has happened at this
site since we received the deed in March of 1993. It was
suggested that the items listed to be done should be broken
down into smaller jobs and that $50,000. be taken from
Parkland Trust to do this work. The Recreation Committee
will oversee this work - the money would not just be given
to soccer. We will see what we can get done for prevailing
wages.
The meeting was adjourned at 9:30 p.m. on a motion by
Mr. Ennesser seconded by Mr. Chappas.

JUNE 1994 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF MAY 1994
SENIOR CITIZEN CENTER
May activities at the Senior Citizen Center included the
regular schedule of arts/crafts, oil painting, exercise,
line dancing, videos and cards and games. A photo club was
added to our program this month, led by one of our seniors,
Bob English. The club began with one member and has grown
to eight members participating in this activity.
On May 5, the art class went to Vassar College Museum to
see the 15th-17th Century drawings on display. All enjoyed
an opportunity to see works done by these early artists.
On May 6th the seniors celebrated Mother's Day. Each
"Mom" received a carnation. We then had cake and coffee.
On the 11th, the Heart Assoc. provided blood pressure
screening plus a speaker on cholesterol-how to read
cholesterol test numbers, nutrition and exercise.
May is Senior Citizen Month. Therefore we had a Senior
Citizen Day celebration with hero sandwiches, salads and of
course cake and coffee.
The week of the 23rd, the seniors held a week long book
sale. Our monthly birthday party was held on the 27th. The
Center was closed May 30 for Memorial Day.
The trip to Proctor's Theater for the "Will Roger's
Follies" was very successful. The next trip is June 14th to
Kelly's Country Western Festival in Gouldsboro, PA.
The Walking Club is "moving" right along. Approximately
30 seniors are participating. It is heartening to see those
who could only walk around the building once are now able to
walk around the building 2 to 4 times. So, while they are
walking for the ultimate reward of a luncheon, they are also
improving their health. Since there is such a good
response, this will be extended until inclement stops us.
There are 196 seniors registered at the Center and 125 on
the waiting list.
ITEMS TO BE NOTED:
1. .Since our waiting list keeps growing, I suggest to those
"waiting" to join the exercise and line dancing classes
where there is available space. I have also opened the
photo club to any Town Senior and suggest this to those on
the waiting list. I will continue to open up certain
activities to those on the waiting list when possible.
However, space limitations are a consideration.
2. I am working on starting a Literary Club and have many
seniors interested in joining. I am in the process of
looking for a leader to lead this Club.
3. Bingo games begin in June. The first one will be June
7th and the second one on the 22nd. The seniors are looking
forward to playing this several times a month.
4. Marlene Mills generously donated a sewing machine and
table to the Senior Center. This will certainly be helpful
when doing specific crafts.
5. I spoke to Connie Smith about the poor quality of the
water at the Center. She will look into a water cooler and
bottled water and asked me to price a cooler at BJ's
Wholesale. BJ's did have a cold water cooler for the cost
of $174.00.
6. I also would like to introduce seniors to computers. Is
it possible IBM may donate 2 or 37
7. June activities will include our 6th anniversary picnic,
a luncheon to Mariner's Harbor, a speaker from NYNEX.

JUNE 1994
June is busting out allover! And we have a busy month
ahead. We have some new programs added: a walking club, a
photo club and NOW IT'S HERE----BINGO!!!! So read on-first
some other important news.
The Town of Wappinger Senior Citizen Center turns 6 years
old on June 8th. But wait-we are going to celebrate-this
anniversary on Friday, June 10 with a barbeque. There will
be lots of food, bocce, horseshoes, raffle prizes AND our
Line Dancers have agreed to perform for us once again! But,
you must sign up with me and get a ticket by June 7th if you
wish to attend our famous anniversary barbeque.
The following Friday, June 17, we will have a
Mother's/Father's Day Luncheon at Mariner's Harbor at noon.
Choice of lunch: Lobster Bake, Chicken Parmigiana or Prime
Ribs. You must sign up for this by June 13. The cost of
lunch for current dues paying members (for at least 6
months) is $9.00. We are once again carpooling. Several
members need a ride. If you can take an additional
passenger or 2 please let me know. Thank you in advance.
Our new Bingo cards are here!! The Wappinger Lions Club
donated the funds needed for us to order the Bingo game. So
let's Play! I have scheduled a Bingo afternoon for Tues.,
June 7 and Wed., June 22. We'll start out with this just
twice this month and see how it goes. If there is a demand
for more days, then more days it will be. So get Ready!
Set! Go! Any suggestions on time, days etc. are welcome!
Blood pressure screening is on June 8. Diana from the
Office of the Aging will be here on June 9. On the 15th,
John Butler from NYNEX will be at the Center to explain new
telephone services, how to save money, services for seniors
and will answer any of your questions. This will be quite
informative, so don't miss this one. Our monthly birthday
party will be on June 30. Remember, those with birthdays
are asked to bring a cake for the party. We will all help
you celebrate!

The photo club is growing!! Bob English, a prize winning
photographer is at the Center each Thursday at 10:00 to
teach those interested, all about cameras, how to take prize
winning photos and even how to develop your own film. This
is open to all seniors in the Town of Wappinger. So if you
have a friend, tell them too. Bob will work with each of
you according to your own level, beginner to advanced. Also
good for those who just want to take snapshots of family,
friends or even a vacation. So come join Bob for a new and
exciting adventure.
The Walking Club is moving along! I am really pleased so
many of you have decided to take the walking challenge.
Don't you feel better already? If you haven't started, it's
not too late! Six times around is a mile. You may only
want to walk around one time or you may want to walk the
whole mile. Whatever is best suited for you is all you need
do. This is a good source of exercise and has many health
benefits. Between May 2nd and Sept. 30th, our goal is to
walk at least 50 miles. For those of you who have some
difficulty walking, set yourself a smaller goal, mayb~ 20 or
25 miles. In five months, if you do ten miles a month (60
times around the building) you'll make the 50 miles. You
must genuinely attempt to reach your goal if you wish to
reap the reward! Once a month around the'building does not
count! The reward is lunch at a place of our mutual
choice. This will be ONLY for the Walking Club and ONLY
those making a serious effort. That is all that counts.
There is a Member Chart for you to record your progress and
help you to keep track of your miles or partial mile. (I'
convert times around into miles each week for you). You can
only count the walking done around the Town Hall. The
person who walks the most miles at the end of this period,
gets a FREE lunch! It's not too late-just get walking!!!
Mark your times around on the chart. Your on the honor
system, no cheating!
The Wappinger Lions Club needs old eyeglasses or hearing
aids. These are used for those less fortunate. So if you
have any you no longer want or need bring them to the
Center. I will see to it that they are given to the Lions
Club.
Anyone interested in a Literary Club? That would include
reading literature, poems, novels and some of the
"classics," and then discussing them as a group. I am
presently looking for someone to lead this club. I will
keep you informed. Please let me know if interested.
For those paying dues by the month, June dues is $2.00.
