NEW BUSINESS - budget OLD BUSINESS- MEETING ADJOURNED NEXT MEETING NEXT MEETING AUGUST 9, 1994 RECREATION COMMITTEE MEETING MINUTES JULY 12, 1994 The regular meeting of the Town of Wappinger Recreation Committee was held July 12, 1994 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. Chairman Ralph J. Holt called the meeting to order at 13:15 p.m. with the following persons present: Senior Citizen Director Kathi DeLisa, Recreation Director, Bernie Reimer, Commission Members Joseph Ennesser, Ronald Friedman, and Barbara Gutzler. James Chapp as arrived at 8:50 and Stephen Miller arrived at 9:05. CORRESPONDENCE A letter was received from Mr. & Mrs. E. Maisonet stating that the old chicken wire fence that separated the Town property from theirs desperately needed replacement so they removed it. They now find that people tresspass on their property and they are requesting that we install a chain link fence to secure the parks boundaries. This will be looked into. A letter was received from Maggie Vinciguerra of the Greenway Conservancy for the Hudson River Valley indicating that they are releasing the funds that they set aside for us for the Chelsea Beach project. A letter was received from Henry Provost, President of Little League stating that he would be away from July 1, 1994 to July 17, 1994 and that Mr. Rob Wood would be acting on his behalf. If we need to reach him his number is 297-9671. OUTGOING CORRESPONDENCE 1. A letter was sent to the Town Board requesting a transfer of funds in order to hire two additional counselors because of the very high registration at the playgrounds. 2. A letter was sent to the Town Board with a copy of the Town Safety Plan which was compiled by Amy Russell. 3. A letter was sent to the N.Y.S. Department of Labor in answer to their letter regarding Mr. Ronald Broadie. 4. A letter was sent to Cathy Matheson, of "People Who Care Committee", requesting additional information regarding their use of Schlathaus fer a concert which they wish to hold on August 6th. 5. A letter was sent to Henry Provost regarding the 1 periodic cleaning of the exhaust flu and the roof at the Robinson Lane complex. We are concerned with the grease from the cooking. 6. A letter was sent to Arthur Waddle of the Hughsonville Fire District requesting approval to remove several small dead trees on their property. 7. A letter was sent to Mr. Paul Hunt confirming his approval for us to remove several small dead trees from his property which pose a safety hazard for the summer program held at the Hughsonville Firehouse. 8. A thank you from the Seniors to Carol Ann Orefice for craft materials, to St. Nicholas Church for donation of puzzles~ and to John Butler for sharing information on NYNEX services for seniors. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior's activities for the month of June. This report is attached to these minutes. She reminded the Committee that the Office of the Aging picnic is to be held at Town Hall on Wednesday~ July 20th and that we will need tables brought from Schlathaus. It was also noted that it is now time to start thinking about the Townwide Christmas Party and she requested a contact name for the Elks Club. DIRECTOR'S REPORT Mr. Reimer mentioned that the registration numbers for the playgrounds are pushing around 700 and that we will need to look at our procedure for registration. Mrs.Roe has had to put in many extra hours to work on the registration and to prove out the money. We now have 6 Directors, 29 counselors 4 swim instructors plus the Summer Director. Robinson Lane has had a large turnout this year with an average of over 50 attending daily. We still might have to shift a counselor from one of the other camps to Robinson Lane to keep our counselor/camper ratio. We had over 200 people at Martz Field for the Magic Show. We had Martz and Quiet Acres campers plus a few younger children. June Ellen from the Dutchess County Youth Bureau was there to observe in order to put in a report for our funding. Dan Zoller of the Dept. of Health was also there to observe for the Health Department. 8eth were pleased with the way the camp was run. Miss Gutzler mentioned that she had visited a couple of the parks and had 2 praise for the program and the counselors. Mr. Reimer indicated that June Ellen had been to the Town Hall to review the personnel files for those employees that we use to get the Youth Bureau funding. She also requested that those employees, even though they are all salaried employees, fill out time sheets which the County will be reviewing at a later date. It seems that the requirements are really getting involved and it takes us more time to prepare the reports than the money we actually get. It was suggested that maybe we should think this over to see if it is really worth it. If there is a possibility of getting more in a year or so maybe we should stick with it. Mr. Reimer said that he has gotten 410 tickets for the Renegades game on July 20th. Each playground will be going and the counselors will be the chaperones. He has also sold tickets to several adults who will also act as chaperones for the game. The plan is for the buses to leave each playground at 11:00 for the 12:30 game. The buses will drop off the children and then go back to the bus depot. They are scheduled to be back at the stadium at 3:30 and the buses will leave at that time whether the game is over or not. If the game looks like it will be over earlier, Mr. Reimer will call the transportation department for the buses to arrive earlier. Since the end of summer picnic will be here before we know it, we will start to make plans now. Mrs.Roe will pull the file from last year to see what we will need. The concerts have had a rough start because of the weather. The Wood's Tea Company was rained out and we have rescheduled them for July 18th a Monday night. Tennis is going well. The classes have a Qood turnout. Mr. Holt noted that we night have to rethink our tennis attendant situation. This year we have had no one to post the sign up sheets and to do the little maintenance jobs on the courts i.e. picking up the lids from the cans, checking the nets, and small maintenance which would help our full time guys. Radio City Music Hall trips are almost filled. We only have a couple of seats left for each show. The basketball camp to be held at the Wappinger Junior High the first week in August has between 55 and 60 people registered and more on the waiting list. SAFETY Mr. Ennesser noted that he has had a couple of safety 3 p~oblems co~rected. He wo~ked with the Hughsonville Fir'e Dist~ict to get permission to ~emove the dead t~ees and he had Mi~acle Rec~eation ~epai~ a boa~d on the Billy Goat G~uff B~idge at Spook Hill befo~e someone got thei~ leg stuck in it. He is still wo~king up figu~es on the pea g~avel and the excavation costs. SPOOK HILL M~. F~iedman noted the vandalism that has taken place at Spook Hill. M~. Holt mentioned that the playg~ound directo~ and counselo~s have suggested that we let the kids paint the building using b~ight colors and making a swi~ling patte~n o~ just painting each block a diffe~ent colo~. The thought was that maybe they would be mo~e apt to t~y and keep it that way. It was voted that we let them do this but we will have to have the maintenance pe~sonnel prime the surface fi~st. AIRPORT PARK M~. Holt mentioned that he had spoken with M~.Rabbit of the Socce~ Club and he had indicated that he thought that the park was in the wetlands and that we would need special pe~mits to do anything the~e. M~. Holt mentioned this to Mr. paggi, Engineer to the Town, and he said that he didn't think it was in the wetlands and this has now been ve~ified. We have had the $50,000. app~oved by the Town Boa~d to be t~ansfer~ed f~om Pa~kland so we can p~oceed with the wo~k at the Pa~k. We a~e now waiting on information f~om M~.Rabbit. Mr. Chappas will contact him to get him going on this. BOAT RAMP Mr. Holt mentioned that Supe~viso~ Smith mentioned to him that there was a lot of t~ouble at the boat ~amp on July 4th afte~ the fireworks when the boats came in to dock. Ou~ pat~ol only wo~ks until 6:00 p.m. and the t~ouble happened afte~ they left. She now feels that maybe the extra docks might help the situation. Mr. Ennesse~ said that the~e is a lot of work that has to be done with the wall etc. before they can be installed. Supervisor Smith also would like us to ~eview a possible plan of having the ca~s/t~aile~s pa~k at the Castle Point site and have someone hi~ed to shuttle the d~ive~s back and forth. Maybe we could even charge $2.00 for them to pa~k the~e. Anothe~ thought was that maybe we issue permits to ~esidents only. If we do this we will have to have someone to check the pe~mits. It was suggested that we think about this furthe~ to see if we could come up with a solution. 4 ..' I ROBINSON LANE Mr. Miller mentioned that the camp at Robinson Lane was going well. We have fixed up the old truck body that is down by the tree line by the road for the storage of our equipment. Mr. Miller said that we are better off using that than using their equipment room since it is a mess. Mr. Holt mentioned that we will be going to get an additional P.O. to get some clay to put on SL-2 and Memorial Field during the first week in August. Little League has agreed to split the cost of 50T with us. Mr. Miller suggested that we save a ~ile of to use to fill in holes as needed. We would like to go to the Town Board to request permission to use any extra money to put more clay on the fields this Fall. What we did in the Spring was nice but all the fields still need more and the best time to do it is in the Fall where it will have time to settle before being used. Mr. Foster has also agreed to take out the roller and roll the fields for us. Mr. Foster has also indicated that he would help us with the installation of the speed bumps as soon as he can. Mr. Holt i~dicated that the new gate is up and we are looking for a P.O. to put up the fencing. A letter will have to go to the Town Board for their July meeting requesting permission to do this work. Mr. Friedman suggested that a gate be put by the first field in order to be able to get a tractor in to move bleachers etc. We will also be painting the tables at the pavilion at Robinson Lane and while the tables are being painted we will put some blacktop sealer on the blacktop to help protect it. The bleachers will be worked on especially on the fields which will be in use for the tournament. Mr. Friedman mentioned that we usually have 3 bleachers on each side. The holes in the road at the entrance will be patched. Mr'. Miller mentioned that the road between R-l and R-2 needs to have some patching work done. Mr. Holt mentioned that he has gotten a diagram of a net that could be put on the back of the backstop at Memorial field to catch the foul balls. If we do this it would save a lot of money on balls. We will do this if it is a reasonable cost. SOCCER Mr. Chappas mentioned that soccer has a new president. c::- ~I His name is Ray Swarez. He was requested to get his phone number so we can have it on file for referral purposes. REESE PARK Supervisor Smith has indicated that she wants to do something at Reese Park for ice skating. A year or so ago we received some quotes to do some electric work around the pond and she would like us to check on this work to see if the prices would remain the same. Mr. Holt mentioned that in the Fall we would have our guys go down to clean out the area. We will also have to get in touch with Central Hudson to see if they will give WS a break on their work., BUDGET Mr. Holt indicated that we are now working on the budget for 1995 and asked all members if they had anything they would like to see in it. The members gave many ideas of things which they thought should be repaired, upgraded or corrected for safety purposes. These items will be reviewed and placed in the budget. The meeting was adjourned at 10:10 on a motion by Mr. Friedman seconded by Miss Gutzler. The photo club is now meeting on Monday and is growing. The big event of the month was the celebration of the 6th anniversary of the Senior Center on June 10th. It was celebrated with a picnic. The "Wappinger Swingin' Seniors" our line dancing group performed for us. Hamburgers and hot dogs along with salads and fixings were served. There were raffle prizes, music and lots of food. On June 15th, John Butler from NYNEX was at the Center to speak about the phone company, its changes and services available to seniors. On June 17th, the seniors enjoyed a Father's Day/Mother's Day luncheon at Mariner's Harbor. Blood pressure screening was held on the 15th. Diana Weibrecht from the Office of the Aging was at the Center on June 9th. The monthly birthday party was on the 30th. Bingo is now a part of the Center program. Our first Bingo game was held on June 7th and the second on June 22nd. The seniors are thrilled to have this added activity. This will continue on a twice a month basis for the summer. Attendance is high on Bingo days, some seniors come specifically for this fun game. Regina is our official Bingo number caller and does a great job! The trip to Kelly's was successful. However, this was not the Country Western Festival as previously noted but an Italian Fest. The next trip is to West Point on July 19. The Walking Club is still walking, but much slower in the hot weather. The comments on this program are very positive. The seniors participating often are walking around Town Hall at 9:00a.m. to beat the heat. There are 196 seniors registered at the Center and 128 on the waiting list. ITEMS TO BE NOTED: 1. We now have a new water cooler and bottled water at the Center. This corrects the problem we had with the poor water quality. A big thank you to Connie Smith for moving quickly on this problem. 2. July activities include a picnic for the Center sponsored by the Office of the Aging on July 20. The Center is closed July 1 and July 4. 3. It's time to think about the Elk's Christmas party! Please note the Center is closed on Friday, July 1 and Monday, July 4th! Have a safe and happy holiday! !! Before I start with all the news for the month, I want to thank Sue Borschardt and the Wappinger Swingin' Seniors for their great line dancing performance at our Anniversary Picnic. You all did a super job! Thank you. And thank you to Regina and Sue (our chef of the day) for all the extra work you both did that day. And thanks to all of you who helped set up and or clean up. Now on to other news! On Wed., July 20, we will have another barbeque. But, this one i~. different. The Office of the Aging will bring their huge grill and will barbeque chicken for us. However, the number of people is limited to 75 ONLY. This will be on a first come, first serve basis--no exceptions. The cost is $2.00. If you wish to attend, you must sign up with me no later than July 15th. Payment is due at the time of sign up. If you need a County, senior discount card, you will be able to get one at the picnic. The Center will be closed for any other activity that day. Don't forget to check the calendar to see when Bingo is scheduled I have scheduled a Bingo afternoon for Thurs., July 7 and Wed., July 27. Bingo is scheduled twice this month. We are experimenting to see which days you prefer. Please let me know if you want more days or different times. Regina will be calling the Bingo numbers. She does a great job! Mark your calendars. Any suggestions on time, days etc. are welcome! Blood pressure screening is on July 13. Diana from the Office of the Aging will available at the picnic on July 20. Our monthly birthday party will be on July 29. Remember, those with birthdays are asked to bring a cake for the party. We will all help you celebrate! The photo club has changed to Monday at 10:00a.m. and it is growing!! Bob English, a prize winning photographer is . ~ at the Center each Monday at 10:00 to teach those interested, all about cameras, how to take prize winning photos and even how to develop your own film. This is open to all seniors in the Town of Wappinger. So if you have a friend, tell them too. Bob will work with each of you according to your own level, beginner to advanced. Also good for those who just want to take snapshots of family, friends or even a vacation. So come join Bob for a new and exciting adventure. The Walking Club is moving along! Remember you must genuinely attempt to reach your goal if you wish to reap the reward! Once a month around the building does not count! The reward is lunch at a place of our mutual choice. This will be ONLY for the Walking Club and ONLY those making a serious effort. That is all that counts. There is a Member Chart for you to record your progress and help you to keep track of your miles or partial mile. (I convert times around into miles each week for you). You can only count the walking done around the Town Hall. The person who walks the most miles at the end of this period, gets a FREE lunch! It's not too late-just get walking!!! Mark your times around on the chart. Your on the honor system, no cheating! The Wappinger Lions Club needs old eyeglasses or hearing aids. These are used for those less fortunate. So if you have any yo~ no longer want or need bring them to the Center. I will see to it that they are given to the Lions Club. I am working on finding a leader for the Literary Club. If you are interested and have not told me, please let me know. It will include reading literature, poems, novels and some of the "classics," and then discussing them as a group. I will keep you informed. For those paying dues by the month, July dues is $2.00. Happy July 4th! A Happy and safe holiday! A big hug to you all! Smile!
