AUGUST 9, 1994

The regular meeting of the Town of Wappinger Recreation
Commission was held August 9, 1994 at Schlathaus Park, All
Angels Hill Road, Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:40 p.m. by Chairman
Ralph J. Holt. Others present were Kathi DeLisa, Senior
Citizen Director, Bernie Reimer, Recreation Director, Committee
Members Ellen Korz, Ronald Friedman, and Barbara Gutzler. Town
Board Member June Visconti was also present.
The minutes of the June 14, 1994 and July 12, 1994
meetings were approved on a motion by Miss Gutzler seconded by
Mrs. Korz with all in favor.
CORF:ESPONDENCE
A letter was received from the Hughsonville Fire District
stating that the area being used for the summer program has
been left in an untidy and disorderly condition. Mr. Reimer
mentioned that he has already talked with the counselors about
this.
A letter was received from the Hughsonville Fire District
confirming our telephone discussion of an earlier date giving
us approval to remove the dead trees which were a hazard to the
~;ummer program.
Forms were received from the Dutchess County Youth Bureau
for the 1995 Youth Development grant. Mr. Reimer will fill out
these forms and return them to the Youth Bureau by August 22nd.
A letter was received from Dana Sottile, Marketing Manager
of Fun Central thanking us for thinking of them for our camp's
outingm.
We received a Certificate of Insurance from Pop Warner.
A copy of a Notice of Claim was received in conjunction
with an accident of one of our Hughsonville Campers, Jaclyn
Rothermel, at Deer Hill Conference Center.
A resume was received from Stephen May. Although it is
quite impressive, we really do not have anything which would
fit his qualifications.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior"s activities
for the month of July. This report is attached to these
minutes.
Mr. Holt mentioned that he has spoken with IBM in
Kingston about obtaining 4 PC"s and it is on hold until
October. He also mentioned that he has 2 instructors willing
to come in and teach the computers.
DIRECTOR"S REPORT
Mr. Reimer reported that it was a pretty good summer
barring the injuries and the Notice of Claim. He thought the
staff worked out well.
The picnic is scheduled for tommorrow 8/10/94 and Mr.
Reimer noted that he received prizes from Splashdown, Fun
Central, Hoe Bowl Holiday, Ben & Jerry"s, and Movies 4 in the
Dutchess Mall. Ben & Jerry"s has been fantastic to us donating
350 free cone coupons. They even went to the Robinson Lane
Playground and donated a huge container of ice cream for the
campers.
Amy Russell has done a fantastic job developing a schedule
of events (hour by hour) and assigning the counselors to duties
from cooking to first aid to running the games. We have added
a karate demonstration by Southerton Karate. Judges for the
lip sync contest are coming from East Fishkill Recreation.
Regarding the Renegades game - if it is done next year we
will do it differently by sending 1/2 of the camps one time and
the other another day. Some changes must be made especially on
hot afternoons when the children are not allowed to take their
water in. It was a hardship on the children and it made for a
tough job for the counselors.
The weather for our concerts on Thursdays this year was a
little shaky with the threat of rain. We did however get all
the concerts in.
The basketball camp held at the Wappinger Jr. High was a
little rocky. For 3 or 4 weeks prior to our program East
Fishkill and Fishkill ran a similar program at the Jr. High and
did not have any problems. The week we started our camp the
school started working on something pulling out the bleachers
and not allowing us the use of 4 of the baskets. Since we had
one of the biggest groups (approx. 60 children) Scott needed
the use of all of the baskets. He complained to the school and
they said that he probably shouldn"t even be in there that week
even though we had received an approval for the usage which was

signed by Gerald Husted on May 27, 1994. As the week went on
the custodians felt bad and moved some of the bleachers in so
we could use 2 more baskets. Scott said that some of the
people complained about our changing the time from 8:30 - 12:00
to 10:00 - 12:00. Mr. Reimer said that the time was never
changed it was always 10:00 to 12:00. Some of the children
registered had also gone to the East Fishkill/Fishkill camps
and their times were longer. Mr. Reimer said that maybe next
year we should think about increasing the time and definitely
splitting up the group. Mr. Holt asked if we should go after
the school saying that they caused a hardship or would that
cause a problem later. Mr. Reimer said that we have approval
for the Basketball and Volleyball programs for the fall already
but that it was only a verbal approval. Mr. Holt said that he
would write a letter to Mike DeFillipo about this incident as
we expected full use of the gym and we planned our program
accordingly with 60 kids and 6 baskets. We won"t come down
hard but he should be made aware that this caused some problems
for us.
Mr. Holt mentioned that before registration comes next
year for the playgrounds, that we have to come up with a better
plan. People are slipping in from other Towns. Although we
check residence, people are signing up other people's children.
We don't know what the answer is but we have to think about it
and come up with a better solution. Mrs. Visconti mentioned
that the Town is thinking of issuing a Town I.D. and maybe that
would work in some way for us.
SPOOK HILL
Mr. Friedman mentioned that he was at the playground the
day the kids painted the building and he said they enjoyed
doing it. Mr. Holt said that we would probably go over it in
the Fall but the consensus was that the children painted it and
since they have an interest in it maybe the vandalism would be
cut down. They would be watching out for their interest.
ROBINSON LANE
Mr. Friedman mentioned that Little League is very
appreciative for all that the Town did at the Robinson Lane
complex prior to the Eastern Regionals i.e. painting the picnic
tables, cleaning the asphalt under the pavilion and painting it
and fixing up the rest rooms. The Town and Little League also
went together to purchase more clay for the fields. He
mentioned that the tournament was going great and that people
can't believe now nice the Town of Wappinger is not just
Robinson Lane but the Town itself.
Mr. Friedman also mentioned that the Wappinger Senior
Girls and the Little Girls became State Champions. They are
now playing the regionals. Mrs. Visconti mentioned that she

had received a phone call from a Michael Perpetua requesting
funds to help with their trips to the various tournaments. She
said that she told him that she spoke with the Supervisor and
that after researching the request a couple years ago~ that
they found that it was illegal to do this. Mrs. Visconti
referred him to Mr. Holt saying that he might know someone
willing to sponsor them.
The new gate has been installed at Robinson Lane.
Mr. Holt mentioned that our maintenance crew deserves a
lot of credit for all the work that was done at Robinson Lane.
He also noted that Eileen Hickey commented to him at the
Opening Day Ceremonies that Robinson Lane was one of the nicest
complexes in the County. Mr. Holt said that with Little
League's help we are able to accomplish a lot and that Little
League matches us dollar for doller on many of the projects.
Mr. Holt also told her that she could help make it nicer and
told her that we wanted to put lights on one of the fields.
She told him that she couldn't help him in 1994 but that he
should send her a letter with all the particulars and she would
see about 1995. When Mr. Holt said that the estimated cost
would be between 75 -105K she said that she didn't think she
could get the whole amount but she might get something. Mr.
Holt said that he would prepare a letter and give her all the
estimates that we have.
HALLOWEEN PARTY
Mrs. Korz mentioned that she has started calling on the
local businesses to obtain donations for the Halloween Party.
She has also called "Let Us Entertain You" and found that the
fees are the same as last year $125. Everyone felt that we got
out monies worth last year and decided to have them again this
year. The date was set for October 23rd and the entertainment
will start at 2:00. Miss Gutzler mentioned that if we are
going to have the Haunted House, we need to start with some of
the planning to see if we can obtain the money to purchase the
necessary decorations. It was felt that we shouldn't have to
use her personal decorations and that if the Town purchased
them we could have them for a number of years. Mrs. Korz and
Miss Gutzler will work on this.
QUIET ACRES PARK
Mrs. Korz mentioned that the playground at Quiet Acres
went well this summer and there didn't seem to be any major
problems. The counselors told her that the basketball court
needed to be fixed. The blacktop is cracked and uneven. She
also checked the backboard and thought it looked okay even
though the kids said it was uneven. Mr. Holt said he would
have Mr. Vorndran check this out. She also made note that the
swings need to be secured into the ground.

TENNIS
The tennis lessons went well and it was a great program.
Classes are all full. Mrs. Korz mentioned that the nets need
to be tightened and that there are cracks in the court in the
red part of the big courts. Mr. Holt said that they would look
into this.
VANDALISM
Mr. Holt mentioned that we had vandalism at Martz Field.
They spray painted the buildings with red paint. We are not
going to do anything with the building now while the progr-am is
in session. We also had vandalism at Robinson Lane where
someone cut a hole in the roof to get into the building. They
got into the building and the alarm when off so they stacked
the tables to get back out. The police did get a shirt and a
saw but that is all.
MOWER
Mr. Holt mentioned that we went to the Town Board for
permission to get a new mower. The one we presently have had
over 900 hours of mowing on it and needed a new undercarriage
for approximately $2,000. The dealer said that for an
additional $1,500. we could get a new 1994 model with the trade
in of the old mower. The Town Board approved this request and
the new mower has been delivered.
SCHLATHAUS STAGE
The maintenance crew is working on fixing up the stage at
Schlathaus. The boards in the front were bowing and needed
painting. We will also put some handrails on the steps and
lattice work on the sides to keep the children from going under
the platform and falling off the top.
VACATION
Mr. Friedman has agreed to sit in for Mr. Holt while he is
on vacation.
CASTLE POINT
A while ago we put in for a grant for $50,000. to do some
work at Castle Point. This grant was reduced to $20,000. so we
did the paperwork to comply with the new amount. We have now
been told that we are only going to get 510,000. and Mr. Holt

noted that we can't possible get the work done for that amount.
We were going to dig a well, build a pump house, run the water
lines and put in a septic system all in preparation of
providing rest rooms at Castle Point. We are very disappointed
that we will now not be able to complete the project.
AIRPORT PARK
Tim Rabbit has worked with the Environmental
Conservation people to come up with a plan for Airport Park. A
copy of this plan has been received and is available for
review. They are going to put up stakes in the ground with
measurements on them. We are anxious to do this job with the
money that has been set aside. We are not convinced that this
plan is the best way to go. The plan calls for a 4" pipe to be
laid across the fields. It seems we will spend a lot of money
to do this job using these plans. Mr. Holt requested those
with engineering expertise to give him some input on this. We
feel that the job could be done differently and get the same
effect. We want to know before we spend the Town's money that
we are doing this the right way.
1994 BUDGET
Mr. Holt mentioned that if we have any money left in
this year's budget that he would like to go to the Town Board
to request approval to buy additional clay for Robinson Lane
and Martz Field. If we were able to do this in the Fall, it
could settle during the winter and it wouldn't interfere with
the Little League/Ball Play. What we put in the 1995 plan we
would give back to the Town.
1995 BUDGET
The budget for 1995 has been submitted to the Supervisor
and Mr. Holt is looking forward to speaking with the Town Board
to explain why the budget has increased. There are several
things which make up this increase and they are as follows:
1. Addition of 2 full time maintenance people. This was
discussed with some of the Town Board members when we took the
field trip to the parks earlier in the year.
2. Purchase of a new dump truck. The present one is 8
years old and wasn't an expensive one. It now has a lot of
repairs. We now need a truck which is powerful enough to pull
the trailer with two mowers on it.
3. We requested that the tennis courts on Montfort Road
be resurfaced. We have received many complaints about the
surface and they haven't been touched in 10+ years.

4. We also put money into the budget to layout the
Rymer Property as we would like to move our Hughsonville
Playground from the Firehouse grounds to this property.
5. Under the Senior budget, we did put in a request for
a full time person to help Mrs. DeLisa.
6. We also addressed some safety items which Mr.
Ennesser suggested in his safety report and some equipment for
Fleetwood. (We like to try to upgrade at least one piece of
equipment each year.)
It was noted that volleyball has been very busy almost
all summer. The courts are getting a lot of use.
The meeting adjourned at 9:10 p.m. on a motion by Miss
Gutzler seconded by Mrs. Korz.

AUGUST 1994 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF JULY 1994
SENIOR CITIZEN CENTER
July activities at the Senior Citizen Center included the
regular schedule of arts/crafts, oil painting, exercise,
line dancing, photo club, videos, bingo, puzzles and cards
and games. The Center was closed July 1 and July 4 for
Independence Day.
Seventy-five seniors attended the picnic provided by the
Office of the Aging on July 20. Due to the extreme hot
weather, the "picnic" was held inside. The OFA served
barbeque chicken, potato salad and baked beans and fresh
fruit for dessert. Bill Paroli provided music. The seniors
had a great time, eating and dancing.
Bingo games were held on July 7 and July 27th. The
seniors enjoy this game so much they have requested Bingo
once a week. Therefore, beginning in Sept., Bingo will be
held on a weekly basis when possible. Attendance is very
high on Bingo days with approximately 50 or more seniors
playing.
Blood pressure screening was held on the 13th.and our
monthly birthday party on the 29th. A special birthday was
celebrated on the 7th for Anne Peters who turned 80 and for
our Supervisor Connie Smith.
The trip to West Point was super. There were many
favorable comments and requests to have this trip again next
year. The next trip is to Foxwood on Aug. 16.
The Walking Club is still walking and the Photo Club is
growing each week.
There are 197 seniors registered at the Center and 132 on
the waiting list.
ITEMS TO BE NOTED:
1. I have not heard from the Elks Club in regard to the
Christmas party. A letter was sent and I have left a
message by phone for someone to please contact me.
2. August activities include a visit from the Fishkill
Senior Kazoo Band, Ben & Jerry's and a Teddy Bear Picnic.
Exercise and line dancing are cancelled for two weeks.
3. Several new programs and activities have been added this
year: Bingo, Photo Club, Walking Club, puzzles, plus a wider
variety of crafts. Other programs are in the making. More
and more seniors are attending the Center to take advantage
of the various programs!

AUGUST 1994
Wow! Sure was a hot July! But don't despair, on Wed.,
Aug. 3rd, Ben & Jerry's will be at the Center to cool us
down with their famous ice cream. Yummy! However, before
the ice cream treat, we will be entertained by the Fishkill
Senior Kazoo Band. Yep, the Fishkill Seniors have their own
Kazoo band and are ready to go on the road. We are honored
to be their first public performance. And they promise to
let YOU try your skill at playing as well. It should be
lots of fun and laughs, so don't miss this or the ice cream.
Lots of cancellations this month. Sue Borchardt will be
on vacation and exercise and line dancing will be cancelled
Aug. 10, 11, 12, 17, 18, 19 and 24th. Blood pressure
screening is also cancelled. And Diana Weibrecht from the
Office of the Aging will not be here this month.
Well, to fill the void of all these cancellations, we
need something special. So on Fri., Aug. 19th, we will have
a Teddy Bear Picnic. What's a Teddy Bear Picnic? It's a
picnic that has Teddy Bears. How do the Teddy Bears get to
the picnic? Well, you guessed it, everyone coming to the
picnic brings a teddy bear. I understand they don't eat too
much so there will be plenty of food left for us. Now, I
know that many of you have a teddy bear 'cause we made them
a couple years ago at the Center. If you don't have a teddy
bear, well, you don't know what you are missing! You can
buy a little one for just a few dollars. If your teddy is a
fussy eater, you can pack it a picnic lunch or feed it

hamburgers. (I got that information from a teddy bear
expert.) You can dress your teddy bear up-formal or
informal will do. It can wear a hat, a bow or anything
teddy wants to wear. There will be prizes for the best
dressed, most creative, funniest, cutest, etc.
Since it has been so hot lately, instead of each of you
bringing something to supplement the hot dogs and
hamburgers, I will order potato salad and other salads from
.
a deli. Sign up with me by August 12th if you would like to
attend. Teddy Bears do not have to sign up!
Don't forget to check the calendar to see when Bingo is
scheduled I have scheduled a Bingo afternoon for Thurs.,
Aug. 11 and Wed., Aug. 24. Bingo is scheduled twice this
month. Please let me know if you want more days or
different times. Regina will be calling the Bingo numbers.
She does a great job! Mark your calendars.
Our monthly birthday party will be on Aug. 25. Remember,
those with birthdays are asked to bring a cake for the
party. We will all help you celebrate!
Craft Fair time is just around the corner! There are
several craft items that we need more of as well as the new
ones you are working on. Regina, Sue and I will be asking
many of you to help us by making extra items for the fair.
For example, pin cushion dolls, car flags, prairie dolls,
etc. A few of you have already agreed to help and I thank
you. Please pitch in and help us out so we can have another
great and successful craft fair. Thank you for your help
and cooperation.
On the subject of crafts. As a reminder to all of you
and for our new members, remember that when making crafts,
you may make one for yourself after you make one for the
house. Any others you make of the same item are for the
house. The sale of these items help provide us with the
funds for picnics, parties and luncheons.
To those in the Walking Club--let me know where you would
like to go for your luncheon and I will check prices, menus,
etc. Remember you must genuinely attempt to reach your goal
if you wish to reap the reward! Once a month around the
building does not count! It's not too late-just get
walking!!! Mark your times around on the chart. Your on
the honor system, no cheating!
DIAL-A-RIDE PATRONS: Dial-a-Ride is changing to a new
computer system. To make this possible, you must refile
with them and receive a new card or you will not be eligible
to ride with them. If you have not done so, call Audrey.
The Wappinger Lions Club needs old eyeglasses or hearing
aids. These are used for those less fortunate. So if you
have any you no longer want or need bring them to the
Center. I will see to it that they are given to the Lions
Club.
For those paying dues by the month, August dues is $2.50.
