SEPTEMBER 13, 1994
NEXT MEETING OCTOBER 11, 1994 AT SCHlATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Committee
was ~ special dinner/meeting held at the Steak and Stein Restaurant, Route 9,
Wapp1ngers Falls, New York on September 13, 1994.
The dinner was to honor 2 members of the Committee who had resigned.
Mr. Terry Fisher left in April 1993 after serving from Oecember 1990 and Mr. Donald
Rider resigned in April of 1994 after serving from May 1989.
The meeting portion was called to order at 7:30 p.m. by Chairman
Ralph J. Holt with the following persons present: Kathi Delisa, Senior Citizen
Director, Bernie Reimer, Recreation Director, Commission Members James Chappas,
Joseph Ennesser, Ronald Friedman, Barbara Gutzler, Ellen Korz, Stephen Miller and
Maintenance Supervisor John Vorndran.
CORRESPONDENCE
A letter was received from the Board of Fire Commissioners of the
Hughsonville Fire District stating that they were unhappy with the supervision
provided for the program this year. The Board requested that more experienced,
mature supervison be provided in the future.
Approval was received from the Wappinger Jr. High for the use of
their facilities on Wednesdays starting October 5th to February 22nd for our Adult
Basketball Program and on Thursdays, starting October 6th to February 23rd for
our Adult Volleyball Program. It was also noted that our program would be cancelled
the end of February instead of going through March since the gym is not available
during that month because the school holds gymnastics.
A letter was received from Douglas McHoul, Director of Dutchess
County Office of the Aging thanking Mrs. Delisa for her assistance with this summer's
Senior Citizen Picnic.
A letter was received from Laurie Johnson, Contract Compliance
Specialist, D. C. Department of Planning and Development regarding the 1994 Castle
Point Restroom Facility Project. The letter stated that the information on this
project had been forwarded to the New York State Division of Coastal Resources.
They also said that their office would need a detailed plan and specifications
for the project.
The program application for the Dutchess County YDDP/Recreation
Application for 1995 funding has been completed by Mr. Reimer and forwarded to
the County. A copy has been given to members for their information.
A thank you was received from Pat Wilday for the clock that the
Committee presented to her for her 10 years of service as Summer Playground Director
for the Town of Wappinger.

Approval has been received from Stephen Miller, Principal of
Sheafe Road School for use of their facilities for our Tuesday and Thursday
Aerobics from October 4th to April 13th and for the Boys and Girls Basketball
Program Saturday mornings from 10 - 12 starting January 7th to April 8th.
SENIOR CITIZEN REPORT
Mrs. Delisa handed out a report on the Senior activities for the
month of August which is attached to these minutes. She noted that the "Big"
event for the month was the Teddy Bear Picnic and that the Town Senior Citizen
Christmas Party at the Elks is set for December 13th.
DIRECTOR'S REPORT
Mr. Reimer will be working with West POint for a concert during
the winter and/or summer.
He also mentioned that he went to the funeral for Corey Castellano
who died unexpectedly the end of August. He said that Corey's father expressed to
him his thanks for the great summer program. He mentioned that Corey has thoroughly
enJoyed being involved in the program. Mr. Reimer said we should also think about
adding Corey's name to the placque at Robinson lane since he was also involved
in the little league program.
SAFETY/EQUIPMENT
Mr. ennesser said he has been working with Crum & Foster Insurance
Company regarding the evaluation of the Parks and equipment for general safety
purposes. He mentioned. that he was concerned that the new equipment suggested
for the 1995 budget had been removed. He felt that Fleetwood park was now being
used to a greater extent. He also mentioned that Crum and Foster's concerns were
basically the same concerns that we have i.e. removing/replacing some of the
equipment that doesn't meet new safety standards and adding pea gravel under the
equipment.
CHELSEA BOAT RAMP
Mr. Holt has requested Mr. Ennesser and Miss Gutzler to work up
a plan for parking and permits for the Boat Ramp. This was requested for the
next meeting so we could review it and then pass it on to the Town Board.

ROAD RUNNERS RACE AT ROBINSON
Mr. Ennesser said that he has been in contact with Mr. Hack of
the Road Runners Club regarding their race being held at Robinsun Lane on
September 18th. He has made arrangements with Mr. Provost and Little League to
open the store for the electric usage and possibly Little League will sell
refreshments. The rest rooms will be closed and they will bring in their own
porta-johns.
HALLOWEEN
Miss Gutzler said she is planning on the haunted house and she
will purchase the items and the cost shouldn't be over $100.00. Mrs. Korz has
been working on the gifts and she noted that Pizza Hut is not donating this year
and that Party's Plus is no longer in business. She will) however} go to the new
Bagels & Stuff and the New Sports Shop in the Imperial Plaza.
SOCCER
Mr. Chappas noted that soccer's opening day was September 10th
and he apologized on behalf of soccer for not having invitations sent to the
Commission members. He also said that Pop Warner football is interested in using
Airport Park and wants to discuss this with soccer. They are planning a meeting to
discuss usage and Mr. Chappas will attend as a representative of the Commission. We
didn't want to just brush them off but to hear their plan.
ROBINSON LANE
Mr. Miller reported that Robinson Lane is still very active with
the Fall Ball program. This started September 10th and will go until November
approximately 10 weeks.
He also noted that Corey Castellano's name would be added to the
placque and stone but before that is done, the family would be contacted to make
sure there are no objections.
CHAIRMAN'S REPORT
Mr. Holt reported the following:
1. He noted that we have received a $20,000. grant to do the well,
lines and pump house at Castle Point. We have now been notified that there are
available recaptured funds from the 1991/92 Community Development Grant program.
It was suggested that we make application for $34,000. so we can build the restrooms.

Mr. Holt mentioned that we have Mr. Paggi working on this with the Board of Health
regarding the closure of the landfill. We can't do anything until we get approval
from them. All paperwork for the additional grant has to be in by October 14,1994.
2. We have received a breakdown on the work to be done at Airport
Park from Mr. Rabbit and it was felt that $50,000. would not do the job. It was
suggested that maybe we should shift the project to the Town and get input from
someone else since we are not engineers and we feel we shouldn't make these decisions
especially when so much money is involved. We would oversee the project once
the Town agrees with a plan.
3. It was noted that the Supervisor has approved the addition of
the 2 full time maintenance people for 1995 and the purchase of a truck from Parkland
funds.
4. We will still try to get additional clay from the 1994 budget
if there is any money left. We would give back to the Town the money in the 1995
budget which is labeled for clay.
5. There is a hole in the roof at Martz Field and the building
still has to be painted.
6. Gifts need to be ordered for the Christmas party.
The meeting was adjourned at 8:05 on a motion by Mr. Friedman
seconded by Mr. Miller.

SEPTEMBER 1994 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF AUGUST
SENIOR CITIZEN CENTER
August activities at the Senior Citizen center included
the regular schedule of arts/crafts, oil painting, exercise,
line dancing, photo club, videos, bingo, puzzles and cards
and games.
The Fishkill Kazoo Band entertained us at the Center on
August 3rd. They were great! Ben & Jerry's Mike Garret
treated us and the Kazoo Band to ice cream after lunch. It
was a fun day for all.
The "big" event for the month was a Teddy Bear Picnic.
There were teddy bears dressed in gowns, night gowns,
rollers in their hair and bathrobes, princess bears and even
an Hawaiian bear. Of course there were prizes for the best,
most original, biggest, smallest, etc. The seniors enjoyed
hot dogs, burgers and salads. And for dessert there was
watermelon and of course cake. All had a good time. Even
the teddy bears cheered another successful picnic!
The Photo Club and the Oil Painting Class entered their
work at the Dutchess County Fair. Bob English, the photo
club instructor, won an award of excellence and a second
place for his infrared photograph entitled "Woods." He also
won an Award of Merit for two other photos. Martha Peterson
won a blue rosette for excellence, the Chairman's Choice
Rose and first prize for her oil painting of a horse,
entitled "Snow Fantasy". She also won first prize for a
copy of a Rembrandt painting.
The trip to Foxwood was successful. The next trip is to
Aqua Turf on Sept. 27.
Blood Pressure screening and the representative from the
Office of the Aging was cancelled this month.
There are 200 seniors registered at the Center and 135 on
the waiting list.
ITEMS TO BE NOTED:
1. The Town Senior Citizen Christmas Party at the Elks
Lodge is scheduled for Tues., Dec. 13. Letters requesting
donations have been sent out. More on this next month.
2. The Bocce players have requested sand and clay to be put
down as the Court is uneven.
3. The Senior Annual Craft Fair will be held in the large
meeting room at Town Hall on Fri. Oct. 21.
4. September activities include blood pressure screening,
the RCK Flute Quartet. Bingo is now held once a week. The
Walking Club luncheon will be held on the 30th.
