NEW BUSINESS - Proposed Summer Playground registration dates OLD BUSINESS - Utility Easement for Rockingham MEETING ADJOURNED NEXT MEETING ~ RECREATION COMMITTEE MINUTES FEBRUARY 7, 1995 NEXT MEETING MARCH 14, 1995 AT SCHlATHAUS PARK The regular meeting of the Town of Wappinger Recreation Committee was held February 7, 1995 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 p.m.by Chairman Ralph J. Holt. Others present were: Kathi Delisa, Senior Citizen Director, Bernie Reimer, Recreation Director and Committee Members James Chappas, Joseph Ennesser, Ronald Friedman, Barbara Gutzler, Ellen Korz and Stephen Miller. The minutes of the January 10, 1995 meeting were approved on a motion by Mr. Ennesser seconded by Mr. Chappas. OUTGOING lETTERS 1. Thank you letter from Kathi Delisa to Wendy Mallet, D. C. Heart Association. 2. letters from Bernie Reimer to Deer Hill Conference Center, Hughsonville Fire District and Peter Mack, Board of Health re: 1995 Summer Playground. 3. letter to Town Board re: electrical concern at Martz Field "Exposed Wire". 4. letters to Town Board - Request for P.O. for Myers For gymnastics and Southern Dutchess News for advertisements and to go to bid for a dump truck. 5. letter to Supervisor Smith re: Maintenance Salaries and request to Comptroller to raise Steve Tompkins'salary to $17,500 and Bob Weber's salary to $15,000. as of 1/27/95 payroll. 6. letter to Mr. & Mrs. Rasch re: condition Quiet Acres Park was left in last fall. 7. Memo to Town Board re: Ron Friedman sitting in for Ralph Holt from 2/8/95 to 3/13/95 CORRESPONDENCE A letter was received from Gerald V. Hayes, Attorney for Gary D. Caporuscio who is charged with driving over Rockingham fields and causing damage to the field. He suggested that the young men (all those who have been caught) could spend a Saturday in the Spring doing all the work to repair the fields. Mr. Holt spoke with Supervisor Smith and was told not to talk with the lawyer as the case was due in court soon. A copy of a letter addressed to Dutchess County Health Dept. from Peter Paggi regarding the Castle Point Recreation Site was forwarded to us for our information. A letter was received from Diane Quint, Castle Point WalkAmerica Coordinator requesting use of the Castle Point recreation area for a checkpoint for their March of Dimes walk on April 30th. They would also require a porta-john. A letter will be sent to Ms. Quint with approval of this request. Recreation Minutes February 7, 1995 Page 2 A letter was received from Carl Oken, President of Dutchess Debs requesting use of Robinson lane for their tournament from July 28, 1995 to July 30, 1995. They understand that they must supply portajohns and that little league would have the right to run the concession stand if there are any Town games being held. Their request was for 8 fields. Mr. Reimer will contact them regarding this request and ~that last year there was some damage to some of the pitcher's mounds. We must emphasize that the fields must be left as they were found. A letter was received from Jeanne Stupplebeen regarding the "Fun In the Park" 1995. Mrs. Delisa mentioned that last year we had a transportation problem as Dial A Ride would not take the Seniors. Mrs. Delisa was asked to investigate this and possibly we could do something as a combined effort with Fishkill. A letter was received from Denise Schirmer to teach a Babysitting Certification Course. Mrs. Delisa will look into this and report back at the next meeting. Memo's have been received from the Dutchess County Youth Bureau. The first gives a schedule of the dates for the quarterly and annual reports for 1995. The second was to announce the availability of $822. Youth Development and Delinquency Funds. It was mentioned that because we now charge for most of our programs that there are not too many things we could go in for. Approval was received from the Roy C. Ketcham SCRoal for use of their auditorium/cafeteria, band room and class room for the West POint Concert to be held April 28, 1995 from 6 - 11. It was also noted that they would need a certificate of insurance and that there would be custodial overtime after 10:00 p.m. Mrs. Roe noted that the certificate has already been forwarded to the school. Mr. Reimer mentioned that the band has not gonten back to him regarding the buffet but we should get information on it since it is usually requested. Mrs. K6rz said that she has spoken to the caterer that we had last time and that they would give us some information soon. Approval has been received from John Jay High for use of their gym for our summer boys and girls basketball clinic/camp to be held June 26th to June 30th from 10:00 a.m. to 12 noon. Mr. aeimer noted that during the summer the Wappinger School District rotates the school being used for outside activities and this year the school being used is John Jay. He also mentioned that we normally hold our clinic the first week in August but for 1995, they are not allowing outside usage after the end of July so we have to run our program the end of June. A letter was received from Sports Nine Inc with prices for the 1995 season. A check was received from the State of New York in the amount of $6,987. representing the Youth Bureau funding for 1994. The check will be placed in the recreation income account A-2001. Recreation Minutes February 7, 1995 Page 3 The attendance report for the Recreation Committee Members for 1994 which was given to the Town Board was given out to the membership. A copy of the 1995 budget was given to the Committee Members. A review of the budget will take place upon Mr. Holt's return from vacation. SENIOR CITIZEN REPORT Mrs. Delisa handed out a report on the Senior Citizen activities for the month of January. This report is attached to these minutes. She also noted that May is Senior Citizen month and she thought it would be nice to introduce a Wappinger Senior Citizen as "Senior of the Year". It was suggested that a placque be presented with the proclamation and possibly "he or she" would be honored in the Communtiy Day Parade. We will speak with Supervisor Smith regarding this. Mrs. Delisa is working on setting up a literary Club/Creative Writing Class. Finding someone to do this is a problem since a lot of qualified people are working. If anyone has any suggestions, please let her know. DIRECTOR'S REPORT Mr. Reimer reported the following: 1. They are working on a replacement for this program. 3. The West Point band has not gotten back with a confirmation of the buffet but we should plan on it since they usually request it. 4. A meeting was held last week to discuss changes for the summer playground program. Those attending were Mr. Reimer, Mr. Holt, Mr. Friedman, Miss Russell, Mrs. Carolyn Harding and Mrs. Roe. It was suggested that registration be handled differently to try and take some burden from the recreation office during the two weeks priorto the opening of the playgrounds. Mr. Reimer presented a proposal for scheduled dates for each playground. It was requested that each of the committee members check their schedule to see where they might be able to help. Mr. Holt is scheduled to meet with the Town Board on March 13th to discuss staff salaries. We also have to know how we should handle the mandated ratio. Do we put a freeze on registration??? Recreatioo Mirutes February 7, 1995 Page 4 5. We have received many applications for employment in the summer program. Mr. Reimer mentioned that he would like to make up an interview sheet and see if he could schedule interviews while some of the college students are home on break. 6. He is in the process of planning programs for the summer and made note that the end of summer picnic will be scheduled for August 8th. 7. Five of the seven concerts are set with the first one scheduled for the last Thursday in June. The final concert is scheduled for August 10th barring any rain outs. SOCCER Mr. Chappas mentioned that soccer would definitely be interested in using the Quiet Acres field if available. Mr. Ennesser mentioned that we have received an estimate of $1,935. from Chris Bar to do the lighting there. A date of February 13, 1995 has been set for the soccer workshop with the Town Board. It was found that there is a Central Hudson utility easement from the back of Rockingham complex to Brown Road with the property owner being "Stripe". What we need to know is whether this easement could be used as a roadway to exit the park area. We will bring this to the attention of Supervisor Smith in case it comes up at the workshop meeting. BOAT RAMP Mr. Ennesser met with the maintenance guys about the boat ramp and asked them to check the ramps to see what they need for repair (ie hardware, floats and wood). We also have to speak with "Mike" about the charge for sinking a piling instead of hooking the dock to the wall. LITTLE LEAGUE Registration for Little League was cancelled on February 4th because of the snow storm. Mr. Friedman said that it is now scheduled for February 11th and February 18th from 10 - 4 at the Masonic Lodge on Myers Corners Road. TENNIS Mrs. Korz asked about the tennis program. She will contact Barry Casowitz about scheduling. It was decided to have registration for the May adult session during the later part of Aprilw Recreation Minutes February 7, 1995 Page 5 CHAIRMAN'S REPORT Mr. Holt reported the following: 1. A letter has been sent to Supervisor Smith asking where the money will come from for the installation of the lights at Spook Hill and also the paint since this was not put in our budget. 2. We have received quotes for lights at both Martz Field and Quiet Acres. It was noted that we won't be doing these projects until we see how the lights work out at Spook Hill. 3. duty dump truck. Approval was received from the Town Board to purchase a new heavy We will be going out to bid soon. 4. The maintenance guys have been working at Castle POint to clear out the brush by the fence on the right below the pavilion. They are also working with the Castle Point Administrators to clear out brush across the street from the park so as to improve the view of the river from the pavilion. 5. We are in the process of getting estimates for doing the roof at Robinson Lane. This has to be done before opening day so the metal shield can be attached before they use the store. 7. A proposal has been put forth for the addition of Corey Castellano's name on the memorial stone at Robinson Lane. Before this can be approved, we have to receive a letter of approval from the parents. 8. The maintenance guys have painted the inside of the barn and have sharpened all the tools and servicee the trucks and mowers. They also did some finishing work on the "pole building". 9. We have to do some fencing at the Barn to stop the kids from coming through the back of the Town property. We are getting estimates on this. Also as soon as the property line between the Fulton Property and the Town Property has been settled, we will install fencing along that line. 10. Little League wants to put additional on deck fencing on 3 or 4 fields. We have approved this but Little League is paying for it. The quote received was given to Mr. Friedman for Little League. 11. We want to repair and resurface the 2 tennis courts on the barn side of Montfort Road. We have received a proposal from Copeland Coating of $4,080. to do this work. We have also reminded them that we have a problem with the back corner of the other courts and they bave agreed to fix this problem at the same time they do the other courts. We have spoken with the owners of Cross Courts and they recommend Copeland for this work. There is money in the budget for this work to be done. A letter will be sent to the Town Board for approval to go forward with this project. .' Recreation Minutes February 7, 1995 Page 6 12. Mr. Holt has spoken to Pat Moore of the Southern Exchange Club about funding for the second Christmas Party for the Seniors. Mr. Moore will bring this request to his Director's meeting. 13. We own 22 acres of land at Briar Lane. Maybe we should start to think about making a roadway into the property. Information was received from the New York State Recreation and Parks about the conference to be held April 22nd to April 26th at the Marriott's Windwatch Hotel in Happaugge, Long Island. It was suggested that a letter be sent to the Town Board requesting permission for three people to go to the full conference and one person to attend for a i-day session. The meeting was adjourned at 9:10 p.m. on a motion by Mr. Miller seconded by Mr. Chappas. Peggy Roe Secretary ~ FEBRUARY 1995 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF JANUARY SENIOR CITIZEN CENTER January activities at the Senior Citizen Center included the regular schedule of arts/crafts, oil painting, exercise, line dancing, photo club, videos, bingo, puzzles, cards and games. The Center was closed Jan. 2 for New Year's Day and 16th for Martin Luther King Day. The seniors celebrated Chinese New Year on Jan. 20th. The Center was decorated with balloons and Chinese decorations. Noise makers were provided so everyone could cheer in the New Year. Each senior received a LeSai, a traditional gift of money usually given to children in a red envelope. Our version of the LeSai was a penny or two wrapped in a red napkin. A variety of Chinese food was served and each senior received a fortune cookie. Raffle prizes were also awarded. On the 13th the seniors celebrated Hat Day. Several seniors wore hats, some funny, some pretty, some very unusual. Prizes were given for the best. Blood pressure screening was available on the 11th. Diana Weibrecht from the Office of the Aging was at the Center on the 12th. The monthly birthday party was on the 27th. Jackie Garvey, an intern from Keuka College worked with us this month. Her Field Placement will earn her credits towards her college degree. Jackie helped organize the Chinese New Year party and helped with crafts and general Center activities. There are 200 seniors registered at the Center and 155 on the waiting list. ITEMS TO BE NOTED: 1. Jennifer Marasco from Dutchess Community College will be at the Center as an intern from Jan. 31 until the end of April. 2. February activities include a Valentine Ball at the Holiday Inn in Fishkill and a Washington's Birthday party. 3. May is Senior Citizen Month. I am initiating a "Wappinger Senior Center Senior of the Year." Center members will vote the Senior to be honored. Suggestions?? 4. The 1995 trip schedule is almost complete. A copy of the list will be included in next month's report. 5. And I promise a full report when I return from Ohio as to her progress. Your thoughts and prayers mean so much to me. Thank you. If you haven't signed up for the Valentine Ball, please do so by Feb. 10th. The Valentine Ball will be held at the Holiday Inn in Fishkill on Wed., Feb. 15th at noon. There will be food, music, dancing and lots of fun. The luncheon includes soup and salad, a choice of broiled fish, sliced sirloin of beef or chicken franchese, dessert and coffee/tea. The cost for dues paying members is $8.00. The fun is free!! Don't forget to nominate a King & Queen of Hearts. We will vote on these nominations very soon. Write your choice of who you think should have this honor and place it in the box on the sign up table. The King and Queen of Hearts will reign at the Ball and have Royal Duties. There will be prizes for the best ballroom dancing (music will be by Johnny Dell) and other surprises. So sign up and enjoy some brightness in these dull winter months. On Feb. 22nd we will celebrate Washington's Birthday with cherry pie and ice cream. If anyone wants to chop down a cherry tree, bring your own tree and axe. Other February news...blood pressure screening is Feb. 8. Diana from the Office of the. Aging will be at the Center on Feb. 9. Birthdays will be celebrated on Fri., Feb. '24. Remember, those with birthdays are ask~d to bring a cake for the party. We will all help you celebrate. The center is closed Monday, Feb. 20 for President's Day. Bingo days are Wed. the 1st & 22nd and Thurs., the 9th & 16th. THE WALKING CLUB CONTINUES....... There are several seniors on the waiting list who join in the exercise classes and come to Bingo. Many of these seniors have chosen to pay the monthly/yearly dues. However, due to the overcrowding in the Center, there is not <O\/~/C) # " enough spaoe for these seniors to join our other "in Center" events and aotivities. In an attempt to aooommodate more seniors, those seniors who pay their dues and partioipate in exeroise may attend our outside lunoheons at the reduoed, oost. Last month I mentioned that May is Senior Citizen Month. In honor of Senior Citizen Month, I would like to initiate a "Wappinger Senior Center Senior of the Year." The senior should be one who is a member of our Center, oontributes to the suooess of our Center and goes out of the way to oare about our members by their aotions, kindness, eto. In April we will nominate those who you ohoose to reoeive this award. More on this later. Although this idea is still in the planning stage you may wish to start thinking of a senior who would deserve this award and the reason you think they should reoeive this award.. Any other suggestions? Something new!!! We have many talented seniors at the Center. Some do orafts, some paint or draw, some write poetry and/or stories, some have wonderful and oreative ideas. Starting this month, I will inolude any poetry or short story, or writing with the news letter. You may submit your "writing" or even a drawing or oartoon to me at any time. This must be written or drawn by you. Please do not submit preprinted artioles etc. from other sources. I am sure we will all enjoy reading or seeing the creativity of our fellow seniors. To start this off this month there is a beautiful poem written by Sue Bush attached to the oalendar and newsletter. I believe you will all enjoy reading this. The Wappinger Lions Club needs old eyeglasses or hearing aids. These are used for those less fortunate. So if you have any you no longer want or need, bring them to the Center. I will see to it that they are given to the Lions Club. In regard to paying dues. In the past, most of you have paid your dues by the month and I appreciate this very much. However, there are still a few who oontinue to pay dues on a weekly basis. To make my reoord keeping easier, please, if you can try to pay on a monthly basis. It is easie~ for you (you only have to think about it onoe a month that way) and it is easier for me. Also, if anyone is interested in paying dues on a yearly basis, feel free to do so. Many have ohosen to do this as they cannot be at the Center every week and want to partioipate in our speoial events. Yearly dues is $25.00. Again this will certainly make the reoord keeping easier and muoh more efficient. Thank you. For those paying dues by the month, February dues is $2.00. A big hug to you all! Smile!!! . .. ~ WHERE HAVE ALL MY YESTERDAYS GONE TO? by SUE BUSH As I look Back..it seems like yesterday, that I was so young I was so full of dreams, of things to do, places to see, And dreams of things to come in the future. But today is not my yesterday. Oh no, that was so long ago. I ask my self, if I could change my dreams for tomorrow, To be young again, if I had the chance, Would I wake up with a smile on my face? Or lay on a tear stained pillow thinking of the past? And all the years that flew by all too fast. Those days are gone forever, disappearing like a dream. My beautiful dreams, they didn't last forever. Since today is not my yesterday. It is time to put those dreams away And start dreaming anew, places to see, and things to do. That child is no longer a child, but a grown woman with Dreams for tomorrow, there is still so much to do. I may change my way of living, But I will always think of you. '. ~ .
