RECREATION COMMITTEE MINUTES
APRIL 11, 1995
NEXT MEETING MAY 16, 1995 AT SCHLATHAUS PARK AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation Committee was held
April 11, 1995 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County,
New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director,
Committee Members James Chapp as, Joseph Ennesser, Ronald Friedman, Barbara Gutzler, Ellen
Korz and Stephen Miller.
The minutes of the March 14, 1995 meeting were approved on a motion by Miss
Gutzler seconded by Mr. Miller with all in favor.
CORRESPONDENCE
A request was received from William Pauldine, Athletic Director at Roy C
Ketcham High School for the use of the tennis courts on Pye Lane for the Boys Tennis Team for
their practice and play matches. They would need the courts from 2:15 to 5:45 Monday thru
Friday until May 12th. A schedule was received. This request was approved.
A letter was received from Hemy Provost, President of T /O/W Little League
regarding the request received from the Dutchess Debs for the use of Robinson Lane for their
tournament. They noted that they had no objections except they didn't believe they could give
them eight fields because of a scheduled ll-year-olds memorial tournament. They also noted that
it was a concern of the Board of Directors that the amount of wear on the fields resulting from such
a heavy game load would require extensive work to bring the fields back to a condition for suitable
play. They also felt that they should be able to require the Debs to pay an additional $75.00 per
field to cover the cost of using their bases and to have them maintain the field. They also wanted
us to let them know that any damage done to Little League's equipment should be taken care of in
a timely manner. We felt that this was between Little League and the Dutchess Debs. Mr. Reimer
was asked to follow up on this.
Applications were also received from the Wappingers Men's Modified Softball
League and at this time we have given them the use of Castle Point on Mondays, Tuesdays, and
Thursdays. An application was also received from the Southern Dutchess Women's Softball
League and they have been given the use of Castle Point on Wednesdays and Fridays and Quiet

Acres on Monday, Tuesday and Thursday. The Sunday Morning League has also requested the
use of Robinson Lane on Sunday Mornings from 9:00 to noon. Peter Benes is the President and
contact person for this league this year.
A copy of a letter which Supervisor Smith sent to Ray Suarez, President of Soccer
was given to us for our information. In this letter it was mentioned that the Town Board had
requested a copy of the soccer roster and their plan of action to alleviate the dangerous traffic
problems as well as the over crowding at the Town's Rockingham park. The letter also requested
their plans of how they will assist the Town financially with the $380,000. Needed to complete the
soccer fields at Airport Park. The Town has authorized the Engineer to the Town to go out to bid
for the Phase 1 of the building of the soccer fields and allocated $110,000. needed. Mr. Chappas
indicated that the roster had been given to Supervisor Smith this date. This money will give us one
field, parking for 79 cars and the road. The other fields will be rolled by our maintenance crew
and will try and do some top dressing and reseed and hopefully they will be safe for use.
A letter was received by Supervisor Smith from Peter Paggi, ofPaggi and Martin,
Engineers to the Town indicating the bids received for the proposed sewage disposal and water
supply facilities at Castle Point. The funding for this project will be provided via a $40,000.
Community Development Block Grant. Mr. Holt mentioned that they are already down there
laying the stakes. He also mentioned that he thought there was a problem with the placement of
the building. As indicated to him the building was to go between the existing pavilion and the
river at the same level of the pavilion. It was our intention that the building be at a lower grade
than the existing building so that you could look over the building and see the view. Mr. Holt
mentioned that he will voice his concern about this. A copy of a letter from Dutchess County
Health Department addressed to the Town Board was received for our information. This letter
granted approval for the work to be done on the sewage disposal facility.
A letter was received from Diane Karasinski, Vice President of the Girls Senior
League requesting a small number of porta-johns for opening day on April 22nd. It was suggested
that we order one additional porta john for opening day. Mr. Friedman suggested that it be
chained to the telephone pole by the girls SB-l field. Mr. Friedman mentioned that as of Opening
day with bathroom facilities will be open and therefore the porta-john would not be required at the
building at that time. It was suggested that the one that is there be moved to the lower fields by
SL-2. Mrs. Roe will check into this.
Mr. Holt mentioned that he has spoken to the Sunday Morning Softball league and
they will not be using the SB-l field after the few weeks of practice. After that time it was
suggested looking into fencing in that field. Mr. Friedman indicated that Little League has been
interested in doing this as soon as they knew that the men would not be using it. Mr. Friedman
suggested that we ask them to pay for this work. Mr. Friedman will tell Little League that they
could do this work after May 1st.
Letters were received from Joseph and Roseanne Castellano giving permission for

a memorial pavilion/batting cages and to add their son's name Corey Castellano to the memorial
stone located under the flagpole at Robinson Lane.
A letter was received from Armen Manasar as an update of the work proceeding on
the batting cages at Robinson Lane. Mr. Holt indicated that he had hoped that this group would
cover all the costs involved. Dr. Manasar said that he had talked with Supervisor Smith and she
has agreed to pay the electric hookup from the electric box to the batting cages. We have received
an estimate of $600. To $650. tops.
A letter was received from Frank Gildea, Executive Director of Sloper Willen
Community Ambulance Service, Inc. advising us that Theresa Polhemus, Sloper's Director of
Operations will accept the position of Health Director for the Town's 1995 Summer Program.
A copy of the agenda for the public forum on .Y outh Issues in Dutchess County. to
be held at the Town Hall on Wednesday, April 26th at 7:00 p.m. was received. Mr. Holt and Mr.
Reimer are scheduled to attend.
A memo was received from the Dutchess County Youth Bureau regarding the
nominations to honor youths and adults in Dutchess County. Applications should be returned to
the Youth Bureau by April 14th.
OUTGOING LETTERS
1. Thank you letters to Frank Murphy for playing the bag pipes for St. Patrick's Day party for
Seniors and to Jack Barmello of Hoe Bowl Holiday for bowling party on March 24th.
2. Letters to Town Board requesting P.O.'s for the following: Deer Hill Conference Center for
$6,200.for use of their facilities for a swim program, Sherwin Williams for $1,200. for paint;
A-I Fence Co. for $1,560 for fencing at Montfort Road and for $940. for fencing at Quiet
Acres.
3. A letter to Town Board regarding the donation of a 'Christmas Tree' for Schlathaus Park.
4. A letter to Richard Rose, Town of Poughkeepsie Recreation with the schedule of 1995 Summer
Concerts.
ROCKINGHAM PARK
Mr. Chappas asked if the maintenance could get rid of some piles of dirt at
Rockingham in the parking area. Mr. Holt thought that it had been completed but will check on
this. Mr. Chappas also requested that the water be turned on and that several potholes be filled.
We will let maintenance know about this. Mr. Chappas mentioned that the roster should have

been brought in today. He said that some of the kids started in the program as Wappinger
residents and have since moved and therefore are staying with the program Mr. Holt said that if
we have any work at Airport Park that soccer could help with we will call him.
SPOOK HILL
Mr. Miller mentioned that there isn't much new at Spook Hill. They are playing a
lot of basketball. There is a lot of graffiti out there but that will be taken care of with the new paint
Supervisor Smith has told us that the paint has been ordered. We will do the fencing as soon as the
P.O. is approved. Mr. Holt said that the parking lot needs some work also and he will speak to Mr.
Foster about that.
LENNY COURT
A letter was sent to the Town Board regarding the .dead trees. which are on
Conservation District property off of Lenny Court. We had received a quote from Mr. Baisley of
$300. to have them taken down but we did not have any money in our budget for this. We asked
the Town Board for direction on this.
DIRECTOR'S REPORT
Mr. Reimer mentioned that the concert schedule has been completed and noted that
he has booked the Foxfire (Bluegrass band) as a joint venture with East Fishkill for a Tuesday
night on July 11th. Each of the Towns will pay $250. toward this concert.
The West Point Band is scheduled for April 28th and everything is set as far as Mr.
Reimer is concerned on his part. He has contacted a Mrs. Nevico of Castle Point regarding the
Veterans attending the concert and she said that she would love to but she didn't think that they
would make it because a lot of them are nursing home patients and not able to go out. He is trying
to get in touch with Bill Beale regarding the lighting. A discussion took place regarding the hiring
of a Sheriff for traffic control. It was suggested that we contact the New Hackensack Fire
Company to see if they could help with this. Mr. Holt will contact the Chief. Mr. Holt will take
the ad to Bill Parsons at the Southern Dutchess News so it can be put in the April 26th issue.
Invitations will be sent to the Town Board Members and a flyer will be made up for distribution at
the concert.
Mr. Reimer still doesn't have the schedule made up for the summer playground but
hopefully will have one by the next meeting. He is still in the process of making some changes.
Mr. Reimer and Amy Russell will be meeting this Thursday to go over the hiring. We are

planning on going with the same numbers as last year. We will need help for registration
especially in the beginning until the kids are home from college. The schedule dates are 4/24~
4/25~ 5/1~ 5/9~ 5/15~ 5/22~ and the 5/23.
The trip to Radio City Music Hall for the Easter Show went well. The show was
great and everyone had a good time. A suggestion was made to look into having a trip to
Eisenhower Hall at West Point.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the senior activities for the month of March.
This report is attached to these minutes.
BABYSITTING COURSE
Mrs. DeLisa mentioned that she had spoken to Bill Green from East Fishkill
Recreation and he is running the baby sitting course and has had good luck with the program. All
of his classes are full. Bill Green doesn't run it he just advertises it. They use the library and all
they need is a blackboard and enough seats. They can have between 12 - 16 and it is usually two
2-hour classes. Mr. Green charges $25.00 a child. The Red Cross gets $10.00 for supplies and the
instructor gets $25.00 an hour. Mr. Holt mentioned that he would check with the New
Hackensack Fire Company to see if they run the course and if they are not doing it maybe we
should pick it up.
HALLOWEEN
Miss Gutzler mentioned that she is planning designs for the Halloween haunted
house.
ROBINSON LANE
Mr. Friedman mentioned that the batting cages are up and that the Town will be
responsible for laying the electric line from the electric box to the cages. Little League has made
up a set of safety rules for the use of the cages and the Board will adopt these rules at their meeting
and send a copy to us for approval. At the opening day ceremonies~ the batting cages will be
turned over to the Recreation Committee and we will then turn it over to Supervisor Smith. She
will then give the plaque to the family.
He requested that the water be turned on at the store and Mr. Holt said that it was
on in the store only. The water has not been turned on in the rest rooms or the fountains yet. It
was decided not to put the water on in the restrooms or fountains for at least another week.

Mr. Holt mentioned that he has spoken to Mr. Foster and as soon as pick up starts
they will take away the refrigerator that is no longer useable. We will also clean out one of the
dugouts removing all the old helmets, bats, gloves etc.
Mr. Holt mentioned that the roofhas been completed at the concession stand and
the apron is on the top. Mr. Ennesser is still looking into a collector for the stack at Robinson
Lane.
Hopefully before opening day, the guys will be able to do some touch up painting.
If anyone sees any safety concerns, please let us know as soon as possible so that they can be
corrected.
DOCKS AT CHELSEA
Mr. Ennesser mentioned that we have the three P.O.'s for the supplies for the docks.
The flotation blocks are at White's and he will speak with Mr. Tompkins about picking them up.
We have not heard anything about the status on the plan for the boat ramp from the Town Board.
We really don't feel that we have enough time to get the whole plan in place for this year.
We have ordered new comer brackets for the old docks but they haven't been received. Mr.
Ionizer will check on this order.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. Supervisor Smith mentioned that she has ordered the paint for Spook Hill.
2. He is in the process of making a deal with Mr. Foster. We have 2 flail
mowers which we don't really use a lot. Mr. Holt is proposing that we keep I and give the other to
Highway and in turn Highway would do some paving around the back of the bam and around
Martz Field back stop and building. Mr. Holt asked Mr. Vorndran to follow up on this.
3. The softball people mentioned that the top field at Castle point on the left field
is short. They would like us to put some dirt in there to make it longer. We don't know where we
would get the dirt.
4. The new truck should be coming soon. This is heavier than what we have. Mr.
Holt mentioned that maybe we should bring Santa in the new truck. Most of the commission
members felt that the kids enjoyed seeing the fire truck.

5. Mr. Holt mentioned that on the basketball court at Martz Field a boy sprained
his ankle. Mr. Holt mentioned that there is a 4" drop under the basket. Mr. V omdran has fixed
this. It was mentioned that we should think about re-surfacing these courts in the near future.
The meeting was adjourned at 9:00 on a motion by Mr. Ennesser seconded by
Mrs. Korz.

APRIL 1995 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF March
SENIOR CITIZEN CENTER
March activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, exercise,
line dancing, photo club, videos, bingo, puzzles, cards and
games.
The Seniors celebrated St. Patrick's Day on the 17th.
The day started with green bagels and juice. Frank Murphy,
a grandson of a senior, came in and played the bagpipe for
everyone. He was really excellent and the seniors loved it!
Frank really put the seniors in a St. Patrick's Day mood as
they sang Irish songs and enjoyed his performance. For
lunch pizza was served.
On the 24th, 47 seniors went bowling at Holiday Hoe Bowl.
Everyone had a great time and requested to do this more
often. HoeBow1 includes in their price, coffee and danish
for a morning snack and pizza and soda for lunch.
The Heart Assoc. provided blood pressure screening on the
8th. Diana Weibrecht was not able to come to the Center
this month due to her very heavy schedule. She will be at
the Center in April. The monthly birthday party was held on
the 30th. We celebrated our oldest member'~ birthday,
"Petey" is 91 years old.
The first trip of the year was to see "Gigi" at the
Westchester Broadway Theater on March 23rd. The trip was a
great success!
There are 200 seniors registered at the Center and 159 on
the waiting list.
ITEMS TO BE NOTED:
1. The next Town trip is for Hunts Landing's Country
Western Festival on April 24th.
2. April events include an Easter Luncheon at Best Western
and an Easter Egg Hunt.
3. The Seniors will be nominating our Wappinger Senior of
the Year in April. I spoke to Connie Smith and she will do
a proclamation for this occasion. I am tentatively setting
May 17th to present this award and to celebrate "Older
American's Month." I will notify Cable TV and also the
newspapers of this event. Any other suggestions?

Well, Spring is finally here! Many of you have been
walking even in the oolder weather. Congratulations! You
are doing a great job!! Now the weather is better, I hope
many more of you will join in walking and be a part of our
Walking Club. Here's a little "rules refresher." There is
a ohart on the storage room door for you to reoord your
progress. If you are joining us let me know so I oan add
your name to the chart. Six times around the Town Hall is 1
mile. Just mark how many times around, I will convert it to
miles for you. You can only count the walking done around
the Town Hall. Set a goal for yourself. Last year we set a
goal of 50 miles. Sound like a lot? Well, a few times
around each day, really adds up. Remember, ,this is a good
source of exercise and has many health benefits. For those
of you who have some difficulty walking, set yourself a
smaller goal, maybe 15 or 20 miles. And of course, there is
The Reward! For those who genuinely attempt a goal, we will
go out to lunch at a plaoe of our mutual choice in
September. This will be only 'for those who partioipate in
the Walking Club. Once or twice around the building from
now till Sept. does not count. You must make an effort! If
you do not want to walk alone, let me know and someone will
go with you. Oh, and the person who walks the most miles
gets a FREE lunch! So bring your walking shoes and start
walking. You are on the honor system, no oheating!
Now on to April news. Our Easter Lunoheon will be at The
Best Western on Rt. 9, Poughkeepsie on Thurs., April 6th at
Noon. The menu includes: soup, salad, a choioe of Stuffed
Chioken with wild rioe, London Broil with mushroom sauce or
Rolled Filet of Sole, stuffed with spinaoh, dessert and
ooffee/tea. The cost to those current with dues is $7.00.
If you are not current with dues, the oost will be $14.50.
Please sign up with Kathi. Reservations and money must be
in by April 3rd.

On Wed. the 12th, we will have our annual Easter Egg
Hunt. It's lots of fun, lots of prizes and surprises so
don't miss this! The "Hunt" will be a little different this
year, but you have to wait until THE day to find out!
Other April news...blood pressure screening is April 12.
Diana from the Office of the Aging .will be at the Center on
Apr. 13. Let me know if you want to speak to her.
Birthdays will be celebrated on Fri. April 28. Remember,
those with birthdays are asked to bring a cake for the
party. We will all help you celebrate.
Bingo days are Wed. the 5th,&19th and Thurs., the 13th &
27th. The Center is CLOSED ON GOOD FRIDAY, APR. 14.
For the last 2 months, I have mentioned that May is
Senior Citizen Month. In honor of this, I would -like to
initiate a "Wappinger Senior Center Senior of the Year."
Now, I am asking each of you to nominate the Wappinger
Senior who you feel should receive this honor and award.
The senior should be one who is a member of our Center,
contributes to the success of our Center and goes out of the
way to care about our members by their actions, kindness,
etc. Nomination forms will be available shortly. Please
write the name of the person you are nominating and the
reason or reasons you think he or she should receive this
award.
Don't forget to read and("Weep") the beautiful poem by
Angelo Sarno this month. This NEW ADDITION was started in
February so you all have the opportunity to share your
creative writing, thoughts, drawing or cartoon. I will
include these in the newsletter. We have many talented
seniors at the Center. Some do crafts, some paint or draw,
some write poetry and/or stories, some have wonderful and
creative ideas. You may submit your "writing" or even a
drawing or cartoon to me at any time. Please do not submit
preprinted articles etc. from other sources. I am sure we
will all enjoy reading or seeing the creativity of our
fellow seniors.
The Wappinger Lions Club needs old eyeglasses or hearing
aids. These are used for those less fortunate. So if you
have any you no longer want or need, bring them to the
Center. I will see to it that they are given to the Lions
Club.
For those paying dues by the month, April dues is $2.00.
Also, if anyone is interested in paying dues on a yearly
basis, feel free to do so. Yearly dues is $25.00. A big
hug to you all! Smile!!!
