RECREATION COMMITTEE MINUTES
May 16, 1995
The regular meeting of the Town of Wappinger Recreation Committee was held May 16,
1995 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present
were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Director and Committee Members
James Chappas, Joseph Ennesser, Ronald Friedman, Barbara Gutzler and John Vorndran,
Maintenance Supervisor.
The minutes of the April II, 1995 meeting were approved on a motion by Mr. Ennesser
seconded by Miss Gutzler.
CORRESPONDENCE
A letter was received from the Hughsonville Fire District stating that it was suggested by
their insurance agent, Marshall and Sterling, that sand or some other type soft material be placed
under the playground equipment located at the firehouse grounds. They also requested that an
inspection of the equipment be done prior to the Summer program commencing. Mr. V omdran
will see that the sand is placed around the equipment. They also requested that the Fire District be
named as an additional insured on the Town's policy for the summer program.
A memo was received from Betsy Brockway, Executive Director of the Youth Bureau
stating that the Youth Bureau will not be sponsoring a recreation worker training program in June.
They suggested that we send our staff to the training offered by Hudson Valley Leisure Services
Association on Saturday, June 24th. The workshop will be held at the Felix Festa Jr. High School
.B. Wing gym on Parrott Road in West Nyack from 8:30 to 12:00 noon. The fee for advanced
registration (no later than June 19, 1995) is $10.00 per person. The Late registration is $12.00 per
person. Miss Gutzler made a motion to spend up to $200.00 for this workshop.
A letter was received from Rose Ann DeFini, Ashley Garden Apts. 1229 Rt. 9 Wappingers
Falls, N.Y. requesting permission to conduct a bake sale (with all proceeds to be contributed to the
Friends of Corey). There was some confusion about where she wanted to hold this bake sale and
when. Mr. Friedman will contact her to get more infonnation. We did not have a problem with
this request if she wants to use Schlathaus but if she were requesting Robinson Lane we don't
want to conflict with the store.
A letter was received from Richard Rose, Town of Poughkeepsie Recreation Department
with the revised concert schedule for 1995.
A letter was received from the Dutchess County Department of Emergency Response with
a list of the 1995 Camp Call List Participation. This will be signed and returned.
A letter was received from the United Way requesting infonnation for their Human
SelVices Directory. Mr. Holt and Mr. Reimer will look into this.
A Certificate of Insurance was received from the John Dore Sunday Morning League.
The last time they will be using the SB-l Field is on May 21 st.
An application and check for $50.00 was received from the Castle Point Employee
Association for the use of a Castle Point Field on Fridays from 4 - 6 p.m. and on Saturdays from 1-
4 p.m. from May 5th to September.
A letter was received from Kathy Juhasz, Recreation Director of the City of Beacon
requesting a list of our fees for both children and adult programs in the Town. This letter was
answered.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the senior activities for the month of April. This report
is attached to these minutes.
Mrs. DeLisa mentioned that both Regina Waldron's and her CPR has expired and asked
about being recertified. We will check on this as it is a good thing to have. We will have to
contact Red Cross to see if they can just be recertified or if they have to go thru the whole course
since their certification expired a year ago.
DIRECTOR'S REPORT
Mr. Reimer gave out at calendar of scheduled events. He noted that the staff meeting is not
on the calendar but it is scheduled for June 15th at 6:00. He is still working on setting the dates for
the Red. Cross RTE and CPR certification. Tentatively he is working on the dates of June 3rd, 5th
and the 10th. The schedule is the same as last year except there are no long trips out of town. We
will be going to the malls South Hills to Media Play and the Dutchess Mall to the movies. A
schedule of the bus trips was also handed out and he noted that we will be able to keep track of the
bus runs. Other special programs are scheduled for July 17th and 24th with Encore Productions
and will qualify for the Youth Bureau funding. The end of summer picnic is scheduled for
Wednesday, August 8th and at this point it is scheduled to be held at Schlathaus Park but we can
always move it to Robinson Lane later. The real plus for Schlathaus is the stage. A list of the
summer staff was distributed as of the present date. Mr. Reimer thanked all who helped on the
registration. Mr. Holt requested that each member try to come up with some ideas for projects or
things to do. These ideas will be typed and given to each playground director as additional things
to draw from to keep the children busy. Back in January, Mr. Holt met with the Town Board and
presented a potential problem regarding the summer playground program. Mr. Holt mentioned that
in order to comply with the Board of Health ratio we must have a ratio of 1 counselor for every 12
children registered. To stay with that ratio, the maximum number of children we can register is
2
about 420 children and we have already signed up 385 and we still have Martz Field to register on
Monday and Hughsonville and Spook Hill to register on Tuesday. Both Hughsonville and Spook
Hill registrations are low so we know there will be a big registration. We now have a problem so
Mr. Holt went to see Supervisor Smith and she said that we have to go with what money we have
in the budget. He told her that it could mean that we have to turn people away and she said that if
we had a problem with that to send the people to her. We really need the staffup front and
probably after that the numbers will level off. If we could get some volunteers for the first few
weeks, history tells us that the numbers will level off and we could handle everyone. If anyone
knows of anyone who would volunteer, please give us their names
A request was received from the Wappinger Modified Softball League to cut out the base
paths on the upper field at Castle point.. They now go 60' and this year the league has extended
them to 65'. Mr. Vorndran will take care of this.
Regarding the 'Fox fire' concert on July 11 th, the band has requested lodging for the group
and a light dinner. Because there are 4 in the group, it was suggested that we make Schlathaus
available for the night if we can obtain cots. We can also provide drinking water and a cheap meal
(veggie pizza). Mr. Reimer mentioned that they need a sound technician who is able to hook up at
least IO mics. If anyone knows of someone who might be able to help us, please let Mr. Reimer
know. He also has East Fishkill Recreation looking into this.
TENNIS COURTS
Mr. Chappas reminded us that there are 2" deep holes on the 4 big courts. Mr. Holt said
that when the other courts are resurfaced that the company will fix the big courts. Mrs. Roe will
check with Martin Wylde of Copeland Corp. about when they will do this.
MARTZ FIELD
Mr. Chapp as mentioned that the backboard on the basketball court needs to be tightened.
Mr. Friedman mentioned that he had received many compliments on the work that was done on
the field.
ROBINSON LANE
It was suggested that the porta john that is currently at Robinson Lane be placed by the
girl's field and chained to the telephone pole. Mrs. Roe mentioned that it was only scheduled to be
there for 2 months and should be removed soon but that she would call to see if that could be
changed. Mr. Friedman mentioned that the stumps by fields 7 and 8 are dangerous and need to be
taken care of. Mr. Vorndran will see that this is done. It was mentioned that the instructional
fields are a disaster and full of rocks. It was suggested that some clay be put on those fields. Mr.
Ennesser will take a look at it. A discussion took place on whether to install a sensor light on the
pole outside the concession stand. At first it was thought that when this light went on it would be
a signal that all games in progress would have to stop. Mr. Friedman mentioned that the idea is
3
good but the light may come on too early or too late depending on the day (cloudy etc.) It was
suggested that Mr. Friedman tell Little League that if they would like to do this, they may.
ROCKINGH~SOCCER
Mr. Chappas indicated that soccer is in the process of holding their registration for the fall
play. If anyone calls the Recreation Office refer them to Karen Roberto who is the registrar.
Mr. Holt mentioned that the Town is going ahead with the $110,000. at Airport Park for the
parking lot and the one field. Our maintenance people will work on the rest of the park to make it
playable and safe.
Mr. Holt mentioned that Rockingham Park is a mess-- the gate to the trailer is open, the
cooker and a wheelbarrow has been left outside, the ropes for parking are down and all over the
place. Mr. Holt suggested that they get over there and clean up the area and lock up the trailer.
SIGNS
Mr. Ennesser mentioned that the signs are out to bid for the rules for the batting cages and
for Hamlet Park and Reese Park. Mr. Holt mentioned that when we do the dock situation, we will
have to have some signs for directions to the park for parking the cars. Mr. Ennesser mentioned
that he has included the other necessary dock signs in the plan he has prepared. He did not include
the direction signs so they will have to come from somewhere else.
DOCK
Mr. Ennesser asked if the flotations had been picked up from White's and Mr. Vorndran
said he would take care of it. Mr. Holt mentioned that Mr. Ennesser has prepared a time schedule
for the dock. We feel that we missed the window to get everything done for implementing the
plan for this year. He will submit this to the Town Board and hopefully we can get some of this
work done in the fall. Mr. Ennesser mentioned that Mike has put the pile driver away until the fall
so we missed getting this work done this Spring.
MONTFORT ROAD
Miss Gutzler brought to our attention that the bridge on Montfort Road will be closed and
undergoing construction starting May 22nd for approximately 5 months.

.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
I. The septic and well have been done at Castle Point. We now have to get an estimate for
the electric.
2. At the Hamlet there are numerous R.V. trails and the maintenance men will be putting
up 'No trespassing-No motorized vehicle' signs. We will also write a letter and distribute it to all
the residents stating that this area is not to be used for this purpose and that we will be closing off
the trails.
3. At Reese Park Mr. Holt said that there are probably 50 acres ofRV. trails and jumps
that people have made. Signs will also be placed there. Also on the right of way from Route 9 we
will put up a gate with a sign stating that R.V.'s are prohibited. Mr. Holt mentioned that he had
looked at the bridge that Supervisor Smith would like replaced and he said that it is on a really
steep grade and felt that we should look for another spot. He felt that no one would be able or
want to use it if it is constructed in the spot indicated.
4. The new Christmas tree has been planted at Schlathaus Park.
5. The paving around Martz Field still has to be done. We gave Mr. Foster another of our
flail mowers that we are not using in return for the paving at Martz Field.
6. The fencing has been completed at the back of the barn. Although, the next day the
kids had cleared another path to get around it. We therefore, will have to but in additional fencing
when we get the money.
7. The Little League will be placing fencing around the girls field # 1 (SB-2) as soon as the
Sunday Morning League is finished using it on May 21 st.
8. We are still trying to meet with the person from the surveillance company regarding the
proposed camera to be placed at Spook Hill. This camera will supposedly take pictures and report
to the sheriffs dept. Mr. Vorndran will be scheduling a meeting and Mr. Holt said that he would
also attend.
The meeting was adjourned at 9:25 on a motion by Mr. Friedman seconded by Mr.
Ennesser.

MAY 1995 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF APRIL
SENIOR CITIZEN CENTER
April activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, exercise,
line dancing, photo club, videos, bingo, puzzles, cards and
games. The Center was closed on Good Friday, April 14.
Eighty seniors enjoyed an Easter Luncheon at the Best
Western on April 6. On the 12th was the Annual Easter Egg
Hunt. A little different this year. Instead of hiding eggs
outside as done in previous years, colored sticks were
hidden in the Center. When found, these were turned in to
me for a corresponding colored egg. All eggs had candy
inside, some had "toys" and others had numbers that
corresponded to a numbered prize. Everyone had lots of fun
and we didn't lose any eggs this year!
Blood pressure screening was held on the 12th. Diana
Weibrecht from the Office of the Aging was at the Center on
the 13th. Our monthly birthday party was held on the 28th.
Our intern, Jennifer Marasco's last day was April 27th.
The seniors had a "goodbye" party.for her. Jennifer was a
great asset to our program and will be missed.
The trip to Hunts Landing's Country Western Festival was,
by all reports fantastic and is requested again for next
year.
There are 200 seniors registered at the Center and 161 on
the waiting list.
ITEMS TO BE NOTED:
1. The next trip is to Platzlbrauhaus, Pomona, NY on May 9
for a "Roaring Twenties Day."
2. Our line dancers, "The Wappinger Swinging Seniors"
performed at the Vassar Warner Home in Poughkeepsie. They
were well received and have been invited to return.
3. May events a Mother's Day luncheon at the Dynasty
Restaurant, breakfast at Fishkill Plains School and a Senior
Day Celebration.
4. The Senior Day Celebration will be held on May 24. We
will honor our "Wappinger Senior Center Senior of the Year."
There will be refreshments: sandwiches, vegetable platter,
lasagna and punch. I am inviting the Poughkeepsie Journal,
Southern Dutchess News and Cable TV and hope they will
attend. All Town Board Members have been invited.
Recreation Commission members are also invited to attend.
This is the first year for this award, I would like to make
this an annual event.
5. The Center's 7th Anniversary on June 8th will be
celebrated with our annual Anniversary B-B-Que.

On Wed., May 17, we have been invited once again to join

you would like to attend this breakfast, please sign up with
Kathi by May 10th. Those on the waiting list are welcome.
If you haven't experienced breakfast with these children, be

thoughts are! I will include these in the newsletter. We
have many talented seniors at the Center. Some do crafts,
some paint or draw, some write poetry and/or stories, some
have wonderful and creative ideas. You may submit your
"writing" or even a drawing or cartoon to me at any time.
Please do not submit preprinted articles etc. from other
sources. I am sure we will all enjoy reading or seeing the
creativity of our fellow seniors.
The Wappinger Lions Club needs old eyeglasses or hearing
aids. If you have any you no longer want or need, bring
them to the Center. I will see to it that they are given to

MAY I ALWAYS WAVE FOREVER WITH DIGNITY
by
Sue Bush
I Weep softly in the night.
My spirit has become restless.
Do I no longer hold dear the meaning of trust and the
Symbol of Freedom, for you and me?
I wear my colors proudly, red white and blue
I was there, keeping this precious land from a dictors hand.
I remember when little children were held high to see me,
When I passed by,
And me in all my glory flying high.
Have all those little children now grown,
Become ashamed of me?
Do they no longer hold dear the meaning, what I stand for?
Freedom for me and freedom for you.
Yes, I cry softly in the night,
My very soul has become restless.
I am filled with rage.
On the decision made by the highest court in the nation
Allowing me to be burnt.
They would be called rebels, in another land.
Have they ever lost someone dear to them
fighting to keep our precious land from a dietors hand?
Are they the same little children
That waved to me as I passed by?
Have all that died, died in vain preserving my name
Old Glory, red white and blue
Freedom for me and freedom for you.
