RECREATION COMMITTEE MINUTES JUNE 13, 1995 NEXT MEETING JULY 11, 1995 AT SCHLATHAUS PARK AT 7:30 P.M. The regular meeting of the Town of Wappinger Recreation Committee was held June 13, 1995 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director, Committee Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz. The minutes of the May 9, 1995 meeting were approved on a motion by Mr. Friedman seconded by Mr. Chappas with all in favor. CORRESPONDENCE A letter was received from Irvin Miller this year's Director of the Mid Hudson Roan Runners Club's 17th Annual Dutchess County Classic. This year they are requesting the use of Robinson Lane for their race on September 16 and 17. They will need the park on the 16th for the setup and for a childrenis race. He also mentioned that they would be providing approximately 20 porta johns for the runners and would be responsible for cleaning up the park after the event. Mr. Ennesser mentioned that he also received a letter from Mr. Miller requesting our help in two areas with regard to the race. He mentioned the speed bumps which have been installed and said that they are a safety hazard to the runners. He also asked if there was a back way out of the park or if a special exit gate could be put beside the main gate which would help greatly with the traffic leaving the park. Mr. Ennesser was requested to answer Mr. Miller's letter and tell him that we will paint the speed bumps yellow and that they were placed there for the protection of those participants that use the park on a daily basis. He will also tell Mr. Miller that the entry/exit area is a property limitation of which we have no immediate control. Mr. Ennesser will also advise him to get in touch with Mr. Provost to work out the plans for the use of the electric. A letter was received from Betsy Brockway listing the new telephone numbers for the Youth Bureau as of June 2nd of this year. 1 .f i A contract was received from Deer Hill Center for the use of their pool facilities for our swim program. The cost of the season June 26th to August 11th is $6,200. payable in two installments. OUTGOING LETTERS 1. Letter to Carl Oken, Dutchess Debs giving approval for the use of Robinson Lane for their Tournament on July 28th to July 30th. Mr. Holt mentioned to Mr.Friedman to speak with Mr. Provost and let him know that we have to honor our decision to let the Debs use 6 fields that Weekend. Little League was notified in plenty of time that these fields were given out and therefore they will have to work around this for their Castellano Tournament. Mr. Holt asked if we mentioned anything about the Debs not tearing down the mounds on R-3 and R-4 and we haven't. A letter should be addressed to to the Debs advising them not to remove the mounds and that if they do, they will be expected to replaced them. Mr. Friedman mentioned that Little League has decided not to let the Debs use their bases. 2. Thank you letters from Kathi DeLisa to: Merle King for craft materials, and Fishkill Plains Elem School P.T. A. And Karen MacLeod for the wonderful breakfast and entertainment on May 17th. 3. Invitiations were sent to the Town Board to attend the Senior's 7th anniversary barbeque at the Town Hall on June 8th. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of May. This report is attached to these minutes. Items to be noted: 1. We will need the electric on at Schlathaus Park on July 17th for the Office of the Aging Picnic. 2. We have to start to work on the Elks Christmas Party. We are hoping to schedule it for Tuesday, December 12th. Mrs. DeLisa asked if the K. Of C. might do anything for this dinner and Mrs. Korz said she would check on this. Unless we get a lot of donations, we shouldn't even think of doing two parties. 3. The C.P.R. certification for Regina Waldron and Kathi DeLisa have expired and they would like to be recertified. Mr. Reimer will check on this to see if they can be recertified or if they have to do the whole course. It was felt that they should be recertified. 2 .' RECREATION DIRECTOR'S REPORT Pursuant to instructions received from Supervisor Smith, Mr. Reimer mentioned that he is in the process of hiring the additional 3 playground staff members. It seems that every day the staff changes. As soon as we can, we will distribute a completed list of the staff. Eight of the ten people attended the First Aid Certification on June 3rd, 5th and lOth. The rest will have to make arrangements with the Red Cross for their Certification. We have 3 people scheduled for June 19th, 20th and 22nd for the course, which will be held at the Red Cross site in Poughkeepsie. There are 5 people to be recertified in C.P.R. this Friday, (June 13th) also at the Poughkeepsie site. The staff workshop to be held in Haverstraw, New York will be attended by 7 staff members mostly the Directors and Amy Russell. The staff meeting for all the summer personnel will be held this Thursday, June 15th at 6:30 at Schlathaus. Mr. Ennesser mentioned that he would attend this meeting to stress the primary concern is safety. We must emphasize to them that they must be aware of where the kids are at all times and that they should use their imaginations and keep the children busy. They should also check all the equipment for any safety problems. Tickets for the Radio City Music Hall Christmas shows will be announced in the Southern Dutchess News tomorrow (June 14th). The shows are scheduled for Saturday, November 18th for the 3:30 show and the second is scheduled for Wednesday, December 6th for the 5:00 p.m. show. It was decided that there will be a limit of 6 tickets per family to give more people a chance to go. The ad with the complete concert schedule will be in the June 21 st edition of the Southern Dutchess News. The first concert is on June 29th with the Phantoms. We have hired Mark Ettinger to work with the Foxfire Band regarding the requirements for the sound system. It was decided that we would provide cots, bottled water and towels and have the Band members stay at Schlathaus. There are 2 cots upstairs in Schlathaus and we will look around to borrow the others. We will also need sheets and pillowcases. We also have to provide a light meal. We have asked the maintenance men to go over to Schlathaus to run the water in the shower to make sure it works. Mr. Reimer asked if maintenance could look at the white building at Schlathaus to see where the squirrels are coming in. They get in and ruin the equipment that is stored especially the nets etc. They really make a mess in there. We will also check on the desks that are stored there to see if they are going to be used somewhere. 3 .' ROCKINGHAM PARK Mr. Holt mentioned that the area around the trailer is a mess. There is also a broken window. Mr. Holt mentioned that effective tomorrow the Town will be putting a combination lock on the gate. Weare going to cut the grass inside the gate and clean up the area but then the lock will be put on. Weare concerned that the trailer will become a mess and then we will have to ask soccer to get it out of there. We don't understand what is going on the place jq.st seems deserted. BOAT RAMP Mr. Ennesser mentioned that there might be a possibility that we can get more docks from White's. It was suggested that for the July 4th weekend, the Sheriff Patrol be hired for Saturday, Sunday and Tuesday. It was suggested that we have the patrol later for the day of the fireworks. It was suggested that they go 6 a.m. to 6 p.m. on Saturday and Sunday and from Noon to 11 :00 on Tuesday. Mr. Holt requested that Mr. Ennesser look into some directional road signs for the boat ramp area saying .Dock Parking.. ROBINSON LANE Mr. Friedman mentioned that there is a problem with the kids using the telephone at Robinson Lane and dialing the 900 numbers. It was suggested that we call Frontier Communications (Sylvan Lake Telephone Company) to see if they can put a block on these numbers. A request has been received from a Jim Lyons of Diamond Sports Training Center to run a softball clinic for ages 7 to 14. Jim, who is a coach at Lourdes and his partner, a coach at Dutchess Community College, are trying to set up 5 separate weeks of clinics throughout the County. The clinics would run from 9:00 to 12:30 Monday, Tuesday, Wednesday and Thursday. They will not be playing games it would be strictly teaching. The request for Robinson will be for the week of July 24th to July 27th. It was felt that the major Little League use would be over. They mentioned that they would not need bases from Little League and they would not use the mounds. They would like to use the 3 girls fields. We see no problem with this. They would bring jugs with water or ice tea and if Little League wants to open the store they have no problem with that. Mr. Lyons mentioned that they have insurance and Mr. Friedman said that we would need to be named on the policy and have a copy for our files. His counselors will be all high school or college players and the ratio will be 1 to every 8 possibly 6 players. They are charging about $75.00 per kid. It was decided that this was a good proposal and we think they should be allowed to run the camp. It was suggested that Mr. Friedman mention to Mr. Lyons that there is a fee of $10.00 a field per day. Mr. Holt said that it is still his understanding that A-I Fence Company is still going to install the 3rd batting cage at Robinson Lane. The cost to do this is approximately $5,000. Which is more than what it would have cost if A-I did all of them at the same time. They are asking A-I 4 .' what it would cost for the labor only since they still think they will get enough material donated to to put up this 3rd cage. QUIET ACRES It was mentioned that the infield at Quiet Acres has grown in. with spots of grass and is very hard to play on. It was suggested that the maintenance guys try to scrape it and dig the spots out. The guys have already done Martz Field, Robinson Lane and will do Castle Point. Quiet Acres should be next. TENNIS LESSONS. Mrs. Korz spoke with Barry Casowitz and the Ist session (Adult Lessons) went well. Mrs. Roe mentioned that the sign ups for the 2nd session has gone well and all of the childrens sections are full. In fact, we have changed one of the adult classes during the day to another childrens class. We still have openings in the evening adult classes at this time. MARTZ FIELD Mr. Holt requested that Mr. Friedman contact Mr. Provost of Little League and have them clean out the storage room at Martz Field as soon as possible. He also mentioned that he didn't think that the paving would get done around the building before the camp started because the Highway Crew is still busy with the Town clean up. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. He was told that the Rymer Property has been deeded to the Town. As soon as we have the deed, Mr. Holt and Mr. Friedman will go down and look over the property to see what we plan to do there. We have money in this year's budget so if we get the okay we can start clearing the area this Fall. 2. The Metzger Subdivision is still before the Planning Board but we have been told that we will be getting money in lieu ofland for this subdivision. 3. We will be ordering another load of the good clay and it will be put in a stockpile at Robinson Lane. A little of this will be taken to Castle Point to fill in where we extended the base paths. 4. Tomorrow the guys are scheduled to paint the Spook Hill building with the new paint. 5 , . l .' 5. The guys are putting up a gate at Reese Park off of South Avenue. It will be like the one at Schlathaus with the two poles and a chain between the poles. The cost of this is mostly the cost of the chain. We will see if this works. 6. Mr. Holt asked about the status of the tennis court resurfacing project. The last we knew was that Copeland was to do the work some time the early part of June. Mrs. Roe will call and see what she can find out regarding a date to start the work. 7. Mrs. Korz and Miss Gutzler will start working on Halloween soon. Mrs. Korz said that she usually starts to go to the businessses in August. The date for the Halloween party was set for October 29th. 8. The Town Christmas party will be scheduled for December 3rd at Schlathaus Park. Mrs. DeLisa mentioned that the Senior Christmas party at the Villa will be December 8th. 9. Weare still waiting for Central Hudson to give us an estimate for the electric at Castle Point Park. It is our estimation that we need a pole approximately every 200' and we think that we would need about 5 poles. Mr. Holt mentioned that we have 2 poles at Castle Point which could be used if necessary. We will go to the Town Board as soon as we get the estimate from Central Hudson to see if we can get the electric and water hooked up this fall. We will be using the grant money for this. 10. We also have to start working on getting some more of the pea gravel down under the playground equipment. A discussion was held on possible projects for the counselors to do for the summer programs i.e. treasure hunts, Jr. Olympics, teddy bear picnic, etc. The meeting was adjourned at 9:05 on a motion by Mr. Friedman seconded by Mr. Chappas. For all too soon unrest and hatred started once again And along came World War Two. To you from falling hands, I threw the torch, My buddie, you caught it and held it high. But you and I were oh so young, When the enemies bullets made us die. Now that I am no longer alone, I have you, my buddie with me. We ask you Lord above to please, Listen to our plea. That there shall never come a day That there is a World War Three. 5
