SEPTEMBER 12, 1995
NEXT MEETING OCTOBER 10, 1995 AT SCHLATHAUS PARK AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation Committee was held September
12, 1995 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present
were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director and Committee
Members James Chappas, Ronald Friedman, Barbara Gutzler, Ellen Korz, and Stephen Miller.
The minutes of the August 8, 1995 meeting were approved on a motion by Mr. Friedman,
seconded by Mr. Chappas.
CORRESPONDENCE
A letter was received addressed to Mr. Friedman from Henry Provost, President of the
Town of Wappinger Little League. In this letter he mentioned that they have in excess of eighteen
teams of either baseball or softball participating in the fall program at Robinson Lane. He
mentioned that the games are on Saturdays from now until the weather becomes too cold to play.
Also that the fields may be in use on Sundays and through out the week depending on weather and
managers practice requirements. In his last paragraph he stated: 'We in this organization expect the
availability of Robinson Lane to remain the same as it has in past years. Should the Recreation
Commission choose to change this and allow other organizations to use these facilities then we
need this information relayed to us as soon as possible.' Mr. Friedman said that this all came
about because the Dutchess Debs had called to see if they could use some fields for a fall ball
program of their own on Sunday afternoons. Mr. Friedman called Mr. Provost to see if they were
using all the fields and was told that they use the fields on Sunday for practice. He also went on to
say that the Debs left the fields in bad shape after their tournament in August. Mr. Friedman
mentioned to him that if that is the case then Mr. Provost should write a letter to the Recreation
Committee and put the facts on file so that we are aware of this for future requests. In the end Mr.
Friedman spoke to Mr. Oken and told him that we do not have any fields this year at such a short
notice but if they plan on running a similar program next year to get their request in much earlier.
A facilities use application was received for the use of Castle Point Recreation Area on
September 23rd. Mr. Friedman said that he would open the gate and Mr. Chappas would close.
Applications have also been received for September 16th and 17th. Mr. Reimer will open and
Mrs. Roe will close.

A letter was received from Henry Provost, President of Little League regarding the
vandalism at Robinson Lane which had been reported to the State Troopers specifically the door
on the batting cage had been removed and damage had been done inside. Mr Provost mentioned
that he had noticed the door was loose on Sunday afternoon but it was not removed at that time.
Mr. Friedman mentioned that he saw the door but felt that the door would have to have been
unlocked in order to do the damage that was done. Mr. Provost also mentioned that all the banners
at the concession stand had been pulled down and were on the ground and that someone had
climbed on the roof of the concession stand and pulled off the stack from the furnace. The
flashing protruding from the roof had been damaged and the stack was found with the American
flag wrapped around it and tied at the top of the flag pole. Mr. Holt mentioned that we will still
have to put the stack back on the building. Mr. Friedman mentioned that he also looked at the
building and that the grease trap was missing. This will also be checked. Mr. Friedman
mentioned that he had received a call from Dan Zoller of the Health Dept. saying that while he
was out at Robinson Lane checking on the water he noticed one of the storage doors damaged.
Mr. Friedman said that it was the door to the tractor shed and that it was in bad shape for a long
time. He also said that he mentioned to Mr. Provost that the door should be fixed as soon as
possible..
A letter was received from the Hughsonville Fire District stating that they had experienced
a high invasion of bees this summer and because of the summer playground being at their site that
they had Mid Hudson Environmental spray three times to rid the property of the bees. They were
writing to request that the Town Recreation share the cost of this spraying and that the most recent
spraying cost $75.00. The Committee felt that this was justified and that we should pay them the
$75.00 as requested and thank them for their concern.
A letter was received from J. Hetsler, Estimating/Claims Supervisor for Central Hudson
developing a preliminary plan and cost to supply electricity to the Castle Point Park. In the letter ,
they estimate 1,245 feet of overhead electric line would be needed. Of the 1,245 feet, the Town of
Wappinger would be financially responsible for the construction of 553 feet and that the cost to the
Town including material and labor was estimated at $3,531.62.
A letter was received from the Dutchess County Youth Bureau regarding the 1995 grant
allocations. As of August 24th, New York State Division for Youth informed the Youth Bureau
that the 1995 Cost of Living Allowances will be honored. This means that the original grant
monies of$7,918.00 can be claimed.
When Bottini Fuel was at Schlathaus to clean the burner, they discovered a cracked block.
They, therefore, have sent a proposal to install a new boiler which comes to $2,850.00. It was
suggested that we write a letter to Supervisor Smith to see if we have to go with this bid from
Bottini because of the yearly bids or if we have to go out for other bids.
A letter was received from the Ford Motor Company regarding a recall on the 1993 F-250
Ford Truck. The recall number and description is 94S79 - Front Bumper Retention. This letter
was given to Steve Tompkins for follow up.

A memo was received from Supervisor Smith regarding Community Day which will be
held September lOth (raindate September 17th). In her memo she requests the use of the speaker
system that can be used with a car battery and also to post the event on the community sign at
Schlathaus. Mr. Holt mentioned that Community Day was good and that there was a nice crowd.

1. Memo to Town Board re the water hook up at the Barn. Was referred to workshop.
2. Memo to Comptroller Ann Buckley regarding the storage tanks for recreation.
3. Memo to Town Board regarding Mr. Friedman sitting in for Mr. Holt while on vacation.

SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior Activities for the month of August. This
report is attached to these minutes.
RECREATION DIRECTOR'S REPORT
Mr. Reimer mentioned that he had met with the Town Board last evening in a workshop
and that they have decided to go ahead with using the swim program to acquire the Youth Bureau
funding for 1996. This means that the Town Board will have to cancel the fees for the swim
program because we are not allowed to charge for any program funded by the Youth Bureau.
Mr. Reimer said that we will have to revamp the swim program because it now has to be open to
all Town Residents not only to those who attend our playground program. We will have to decide
how the transportation will be handled and how we will schedule the counselors because some will
have to be at the swim site and some will have to be at the playground site. Mr. Reimer also
mentioned to the Town Board how hard it is to find someone with the W.S.I. qualifications. He
told the committee that the Town Board has approved that the Town pay for the certification of the
W.S.I. counselor.
Mr. Reimer mentioned that he has sent in a request to West Point for concerts both indoor
and outdoor for 1996. Requests must be in early.
He also mentioned that he has to arrange for the Christmas Party entertainment really soon.

The party is scheduled for December 3rd at Schlathaus Park. It was suggested that we try to get
the Evergreen Chapter of the Sweet Adelines again this year. They were really good last year but
this year we will have to set up some more mics for them.
The Schlathaus Race is scheduled for October 7th at Schlathaus Park. We will need to get
P.O.'s for the trophies and for the pumpkins for the race.
The fall activities will start the first week of October. Aerobics will be Monday and
Thursday at Sheafe Road School, Basketball will be Wednesdays at Wappinger Jr. High starting
October 11 tho It was noted that again they will have to cancel the month of March because of the
gymnastic program at the School. Hopefully, volleyball will be at Myers Comers School on
Tuesdays although we have not heard from the school yet as to availability.
Mr. Reimer mentioned that he had a meeting with Mr. Rich Robbins and Mr. Dan Zoller of
the Health Department recently concerning the actions of one of our summer counselors. They
felt that the counselors actions toward one of the campers was considered to be child abuse and
should have been reported. Mr. Reimer mentioned that we all felt that it was more child vS. child
and that the counselor was a little immature. It was stated that this counselor would not be brought
back next year. While there, Mr. Reimer mentioned that both Mr.Robbins and Mr. Zoller praised
our program saying that it was an outstanding top notch program. They also commended the work
done by Amy Russell. Mr. Reimer and all the Recreaion Committee members praised the work
done by Miss Russell.
AIRPORT PARK
The park is coming along and the fields have been cleaned up. Garbage barrels have been
placed out there but Mr. Chappas feels that we need some more around the concession area. He
also mentioned that he was concerned about the kids playing in the trench. At the present time the
'overpasses' are open on the sides and the dirt is not evenly distributed. He mentioned that we
should monitor this for safety sake. The contractors are still working there and maybe they will
take care of this situation. Mr. Chappas said that he will update us on this. We feel that it is up to
the parents and the soccer people to help monitor this situation. Maybe a notice should be posted
that the children are not allowed in these areas. Mr. Holt mentioned that we have gone out for
bids for the fencing along the front of the park. Mr. Holt also asked Mr. Chappas to tell soccer that
they are not allowed to park along the road. As soon as the contractors are out of there, soccer is
planning to get in there to start the building.
ROAD RUNNERS RACE
Mr. Ennesser was unable to attend but left information on the items that he has discussed
with Mr. Irv. Miller, coordinator of the Dutchess County Classic. He mentioned that he has sent a
map which was marked as to where they were to park and where to place the porta johns. He has

given permission for them to park inside SB-I (Field #2). The rest of the parking will be where we
nonnally park for opening day. He has left a copy of this map with us for our infonnation. It was
also mentioned that the speed bumps still have to be painted and Mr. Holt mentioned that the
maintenance people were aware of this and that it will be done this week. Mr. Ennesser made note
that Mr. Miller will pick up the key to the gate the day before the race at the recreation office and
he has told Mr. Miller that he has to get with Mr. Provost about gaining access to the building for
the use of electric. Mr. Provost is suppose to meet with Mr. Miller on Friday evening to go over
the electric needs. Permission was also given to the runners to remove the sign 'No Parking' at
the entrance. Mike Donnolly of the Runners club was given pennission to put in 2 posts at the
finish line to hold a banner and a clock and to do this they will insert two sleeves in the ground so
it could be used in the future. This request was approved but it was emphasized that it must be low
enough so people wouldn't trip over it or interfere with the mowers and equipment.
POP WARNER/QUIET ACRES
Mr. Ennesser mentioned that he has been in contact with Wayne Holten of Pop Warner
about using the field at Quiet Acres for football practice and was told that they did not need it. We
therefore do not have to think about putting in lights.
BOAT RAMP
Mr. Ennesser noted that we still have to pick up the flotation docks from Whites. He has
also contacted Port Supply and the dock hardware is suppose to be shipped on September 14th.
Mr. Holt mentioned that the docks became loose and were floating down the Hudson River. They
were retrieved and are back in place. At first we thought that the rope was cut but on further
inspection we noted that from the nonnal wearing it just wore out. Mr. Holt mentioned that we
have in the budget to start to replace the docks. The ones that are there are made of wood and they
are rotting and the ones we want to get are plastic and should wear a lot better. A proposal for the
purchase of the signs for the boat ramp has been sent out and quotes have been received from
Brighton Steel and Hudson Valley Signs. These will be ordered this Fall.
ROBINSON LANE
Mr. Friedman mentioned that there was some trouble with one of the groups using the
wrong field at Robinson Lane. It was suggested that we put NO SOFTBALL signs on SL 2 and
Holt Field. The fall ball program is going and hopefully they have not planned anything for this
weekend. They had been given plenty of notice regarding the race and should not have scheduled
any games.
HALLOWEEN
The haunted house is scheduled for the 29th of October and Miss Gutzler requested that

they be able to set up the week before. Mrs. KOIZ mentioned that she has a lot of the donations for
the Halloween party. She still has to go to McDonalds (they have been busy opening their new
store) and to Ben & Jeny's. We have received the contract from 'Let Us Entertain You. for the
entertainment. We will see if we can get some cornstalks from Mr. Tompkins. Mrs.KoIZ still has
to go to Meadowbrook to order the cider, apples and donuts.
SCHLATHAUS
Mr. Vorndran will be putting all the keys that you would use at Schlathaus (electric box,
shed etc) all together in one spot in the house and each key will be labeled. Hopefully someone
will be available at each function (concert etc) to turn on the electric or get any supplies needed.
SPOOK HILL
Mr. Miller mentioned that we still have to clear out the shrubs and undergrowth at the
above park. The lights still work and the building was painted. We still have to put up the
stockade fence. We already have the P.O. for the fence work. He mentioned he would work on a
plan to see what we can do there. The parking area needs to be fixed. Overall the summer went
well.
CASTLE POINT
Mr. Holt mentioned that we have approximately $13,000. left from the grant monies
received for Castle Point. We have already put in the well and septic system. We have until the
end of October to use the rest of the money or we will lose it. We have received a quote of
approximately $4,000. From Central Hudson to get the power to the park. Mr. Holt went to the
park with the maintenance guys to see where we might want the building to go. We want to draw
up a building with a plan for the rest rooms and storage. Since we won't have the building, it was
suggested that we get the pump and put it in a pit. Mr. Friedman suggested to Mr. Paggi that we
use the left over grant funds to purchase the pump, the pressure tank etc. and if we have to store it
in the bam over the winter. He emphasized to Mr. Paggi that we really don't want to leave
$10,000. Of the grant money unused. The last Mr. Friedman heard was that Mr. Paggi was going
to Supervisor Smith to get approval to use these funds in some way. We have been told that Peter
Paggi has done infonnal bids for the equipment but we have to find out what he has actually gone
to bid for. Mr. Holt asked Mr. Friedman ifhe could draw up a plan for the building for Castle
Point so we can use it for the 1996 C. D. Funding.
The meeting was adjourned at 9: 1 0 p.m. on a motion by Mr. Miller seconded by Mrs.
KOIZ.

SEPTEMBER 1995 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF AUGUST
SENIOR CITIZEN CENTER
AUgUst activities at the Senior Citizen center included
the regular schedule of arts/crafts, oil painting, exercise,
line dancing, photo club, videos, bingo, puzzles, cards and
games.
seventy-five seniors enjoyed a TOPSY Turvy Cincip on the
17th. Definition: A "upside down, inside out picnic."
started our picnic with dessert and watermelon and finished
with burgers, hot dogs and salads. EVerYOne came with their
clothes inside out and other "topsy turvy" combinations.
The cincip was held inside so the number of seniors
attending was limited to our capacity. It was a fun day,
lots of food, games and laughs.
Blood pressure screening was held on the 9th and our
monthly birthday party on the 31st. Two more of our seniors
joined our octagenarian group.
Three of members of the oil painting class entered the
art show at the Dutchess Co. Fair and all three came away
with prizes. All in all their were 4 first prizes 3 second
prizes and 2 honorable mention, plus Chairman's Excellent
Award and Chairman's choice awards. Also our photo club
leader won several awards for his photos. We are all proud
of our outstanding seniors!!!
The trip to Aqua Turf was great and one of the favorites.
There are 198 seniors registered at the center and 171 on
the waiting List.
ITEMS TO BE NOTED:
1. sept. events include a series of pizza parties as the
seniors get ready for their Craft Fair.
2. The next trip is scheduled sept. 19 to Woodloch Pines
3. The Elks Christmas party is scheduled for Tues. Dec.
12th. Letters requesting donations have been sent out.
4. Other upcoming dates: The Annual Craft Fair is
scheduled for oct. 20th. The center Christmas luncheon is
scheduled for Dec. 8th at Villa Borghese.

September! Cool nights! Warm days! Autumn arrives on
the 23rd. Are you ready for beautiful foliage, crisp cool
days ahead, Craft Fairs, Halloween, Thanksgiving, Christmas,
winter? Am I rushing things? I don't think so, all will be
here before you know it!
First things first! Time to buckle down and get things
ready for our Craft Fair. The Craft Fair will be held on
Friday, Oct. 20th in the large meeting room from 10a.m. to
2p.m. Sue and Regina have already started giving you some
holiday crafts for Halloween, Thanksgiving and Christmas to
work on. There are certain projects I am asking them to
make more of and others that we need no more of. In turn,
they will be asking you to work on specific projects. Thank
you for your cooperation with these projects. We want to
make this Craft Fair even better that last year and last
year was our best yet! As you all know there is a lot to
pulling this together and we couldn't do it without all of
you who help so much.
Raffle tickets will be available soon. Once again, we
will be asking each of you to take a minimum of 5 tickets to
sell. It takes ALL OF YOU to help to make this a success.
Raffle tickets are the one thing that everyone can
participate in. Others also contribute by their crafts,
crocheting, knitting, baked goods, etc. besides buying or
selling their 5 raffle tickets. Remember, craft sales plus
your dues make it possible for luncheons, parties and much
more. Please do your part! Thank you.
Since you'll all be working SQ hard, we'll have
spontaneous Pizza Parties throughout the month. Not telling
you when, they will be a surprise.
Other September news...blood pressure screening is Sept.
13th. Birthdays will b~ celebrated on Thurs. Sept. 28th.
Remember, those with birthdays are asked to bring a cake for

Bingo days are Wed. the 20th, 27th and Thurs. the 7th &
14th.
The WALKING CLUB will be having their award luncheon on
the 29th. This is only for those who have chosen to be a
part of the Walking Club. I've heard some of you grumble
about .this. However, there would be no reason for a walking
club and its reward if everyone could share in the reward
even if they did not participate. So for those of you who
have chosen not to be part of the Walking Club, complain if
you wish, just drop your quarter in the Complaint Jar on the
table. The new year for the Walking Club begins Oct. 2nd.

Remember the restaurant must be able to accommodate about 80
or more people. Also start thinking of your 1995 Halloween
costume! Tee Hee!

started in February so you all have the opportunity to share
your creative writing, thoughts, drawing or cartoon. Come
on Seniors, let's see what your thoughts are! Don't be shy!
Share your thoughts and creativity with us!!!!I will include
these in the newsletter. We have many talented seniors at
the Center. Some do crafts, some paint or draw, some write
poetry and/or stories, some have wonderful and creative
ideas. You may submit your "writing" or even a drawing or
cartoon to me at any time. Please do not submit preprinted
articles etc. from other sources. I am sure we will all
enjoy reading or seeing the creativity of our fellow
seniors.
The Wappinger Lions Club needs old eyeglasses or hearing
aids. If you have any you no longer want or need, bring
them to the Center. I will see to it that they are given to
the Lions Club.
For those paying dues by the month, Sept. dues is $2.00.
Also, if anyone is interested in paying dues on a yearly
basis, feel free to do so. Yearly dues is $25.00. A big
