RECREATION COMMITTEE MINUTES
JULY 9,1996
NEXT MEETING AUGUST 6, 1996
The regular meeting of the Town of Wappinger Recreation Committee was held
July 9, 1996 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County,
New York.
The meeting was called to order at 8:25 p.m. by Chairman Ralph 1. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director,
Committee Members James Chappas, Ellen KOIZ and Stephen Miller.
The minutes of the June II, 1996 meeting were approved on a motion by Mr.
Chappas seconded by Stephen Miller with all in favor.
CORRESPONDENCE
A letter of thanks and certificate of appreciation was received from the March of
Dimes Birth Defects Foundation for our assistance and support with their walk held in April at the
Castle Point Recreation Area.
A letter was received from Susan Theiss requesting a refund' for the tennis clinic
which started on May 21, 1996. Because of an injury that she sustained two weeks prior to the
start date she was unable to attend the clinic. Mrs. Roe stated that she has been a constant
participant of the program. It was voted to refund the $15.00.
Supervisor Smith forwarded to us for our infonnation and comment a letter that she
received from Edward Blaney of the Chelsea Fire Company requesting pennission for their Fire
Company to have a night of fireworks for the Town residents on September 21 st at the Chelsea
Recreation Area. He mentioned in his letter that the Fire company would take all responsibility
for the evening and have on hand their fire trucks. They would also make sure that the area was
left clean. As discussed at our last meeting, we wrote back to Supervisor Smith that we like to see
our parks being used by our citizens but that we had reservations regarding the fireworks display.
We were especially concerned about the parking situation. River Road is narrow and not a good
safe place to leave a car. We also feel that the park itself would not be able to handle a lot of cars.
A letter was received from Friends of Parks requesting some additional infonnation
on our proposal for a $300. Grant. Mr. Reimer will call them regarding this infonnation.
The paperwork has been received from the Dutchess County Youth Bureau for the
1997 funding. This has been given to Mr.Reimer to be completed.
A letter has been received from the Southern Dutchess Women's Softball League
requesting additional playing time at the Castle Point Fields. Since the weather has been so
unpredictable, they are having trouble scheduling make ups. Mrs. Roe spoke with Mr. Miller on
June 18, and approval was given for them to use the fields on Tuesdays and Thursdays during the
month of July.
A copy of a letter addressed to the Town Board from Graham Foster was received.
This letter referenced the Town Boat Ramp and it mentioned that he felt that most of the traffic for
the Chelsea Yacht Club park on the public property which leaves most of their private property
vacant and eliminates all the parking for vehicles with trailers who use the public ramp. He
mentioned that he would like to propose that the Chelsea Marina continue to encourage all their
customers to park on the marina property. He is asking that a formal request be sent from the
Town Board to the Marina.
A request was received from the Hope Alliance Church for the use of Schlathaus
Park for an "outdoor" church service open to the public on Sunday, August 4, 11, 18, and 25th
from 10 a.m. to noon. They also would like to use the Park and stage on the evenings of August
25,26, and 27th. The Committee was concerned about legalities and would like some direction
from Supervisor Smith. Mrs. Roe will speak with her regarding this. The Committee questioned
whether these dates were all for church services.

time position in the Senior Center.

A letter was sent to Supervisor Smith regarding the Town Vehicle which is stored
at the Highway Dept. It was requested that the Highway Dept. Look at it to see if it is useable for
Boat Ramp Service.
A letter was sent to the Town Board members with reports from Mrs. DeLisa, Miss
Gutzler and Mrs. Roe of information received at the NYS Recreation Conference held in Syracuse.
A questionnaire was returned to the Youth Bureau on the Direct Contract
monitoring for the 1996 DFY Funding Program.
SENIOR CITIZEN REPORT
Mrs. Delisa handed out a report on the Senior's activities for the month of June.
This report is attached to these minutes.
RECREATION DIRECTOR'S REPORT
Mr. Reimer mentioned that he was able to hire 4 additional counselors for the
summer program. The numbers have leveled out quite a bit. Attendance is as follows Castle
Point 50 to 60, Hughsonville 50 - 60, Martz Field 100, Quiet Acres 50-55 (but this probably was
low because they have been swimming), Robinson Lane 50, and Spook Hill 60. Mrs. Korz
mentioned that she had been down to Quiet Acres and all is going well at that site. She asked
about the new piece of equipment and was told that the slide was on order and will probably be
installed after the camp closes. We will have to do all the excavating work to install it. Mrs. Roe
has been calling the people on the waiting list.
Mr. Reimer mentioned that he is working on his budget and he is basing his
numbers on the number of employees hired this summer. We will have 47 people including
Jennifer and he will base his figures on step raises accordingly. It was suggested we have a
separate committee meeting to discuss fees. Mr. Reimer and Mr. Miller volunteered to be on this
committee.
This year we have set up a progressive swim program which is through the
American Red Cross. Each child is given a card from the Red Cross which monitors each child's
progress. The Youth Bureau needs to see how we measure the progress of the children and this is
a good way to do it. The program was introduced to us by Lisa France the WSI Instructor. Mr.
Holt asked if someone would write about all the changes that have taken place with the swim
program for this year.
3
.'
The mobile telephone at Castle Point has given us some trouble but Mobile Office
Concepts has been working with us on fixing the problem.
Mr. Reimer mentioned that he strongly recommends that we purchase shirts for
every camper for next year to be worn on outside trips. Our counselors are identifyable but
sometimes we don't know whether the children are from our program or not. It will be easier for
accountability etc. It was suggested that we get 6 different colors one for each camp therefore if
we see someone we will immediately know that child is from a certain camp. The cost of the shirt
will be included in the registration fee and the children must wear them on all out of camp trips.
Mr, Reimer mentioned that the Yorktown Recreation has them when they are at Splashdown and it
is a real help identifying the children.
Another negative for the program this year has been the buses being on time. Even
though they have a schedule they have not been on time to pick up the kids. Mr. Reimer
mentioned that he has talked with them. Mrs.Roe has mentioned that she had received several
calls where the bus was late or didn't show up and she had to call the transportation dept. Mr.
Reimer will go over and speak to the person in charge of the transportation.
He is trying to get a rain site for the musical program to be held on July 22nd. A
request was submitted to Ketcham on June 5th and we never received an answer. Mr. Reimer
mentioned that he tried to follow up on the request and was told that we would not be able to use
their facility. They mentioned that there was only one building available for activities during the
summer and we were told that Van Wyck was the building. Mr. Reimer mentioned that he called
the Jr. High and was told the same thing. He will be following up on this.
The picnic planning will be underway soon. We have been discussing the
possibility of charging $1.00 for each child who will attend. No one had any problem with this.
Mrs. DeLisa suggested that maybe we could get the orange drink machine from McDonald to help
with the drinks. .We were not sure that this would be enough but Mrs. DeLisa will follow up on
this to see how much we can get and what the charge will be if we need to purchase extra.. The
children get a hot doglhamburger, drink and watermelon.
The basketball clinic is scheduled for July 15th to July 19th at the Van Wyck
School from 10 to 12. Tom Fisher and Rebecca Faulds will be co-directors for this program.
We are having trouble with the Winter Basketball program which is usually held at
the Wappinger Jr. High starting in October to April. At first the school cut back on the Month of
March. Then they cut out the month of February. We use to start the program at 6:30 and go to
9:30. This year we were called and told that we have to start the program at 8:00 p.m. It seems
that they keep trying to get our programs out of the school. It was suggested that a letter be
written to the new president of the School Board stating that they should be a little flexible with us
Roy C. Ketcham and Wappinger Jr. High has always given us some problems. Myers and Sheafe
Road seem to be the only schools that work with us.
4
Mr. Reimer mentioned that he would not be available to be at the concerts on July
25th and August I st. Mr. Ennesser had mentioned that he would be available to be there for those
days. Mr: Reimer mentioned that the crowd for the first concert was very good. The one held on
July 4th was good but it rained. People were there and stayed in their car to listen. The band was
very good.
TENNIS
Mrs. Korz mentioned that she has checked with the Tennis Director and everything
is going well. All of the clinics are well in swing. Mrs. Korz will be checking with Mr. Casowitz
to see ifhe will need additional tennis balls for the third session of clinics. Mr. Holt mentioned
that the lights are now on until 10:00 p.m. and he has been by several times and they have all been
full.
SANTA OUTFIT
Mrs. DeLisa asked if we have the Santa outfit. Mr. Verlin had it and he has since
moved to South Carolina we are not sure where it is. Mr. Miller mentioned that he will check on
this. Mr. Holt said that the suit was probably still at the house in Wappinger since his daughter
now lives there.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. He showed everyone a copy of the 1990 Master Plan which was prepared by the
Commission Members. He then asked that a copy of the Plan be sent to each current member and
that they in turn read and update their section of the plan by the end of the year.
2. We were able to hire a part time person to help during the summer months only.
3. Weare scheduled to do the paving at Martz Field and at the Barn the week of
July 29th. The clay for Martz Field will be coming Next Tuesday.
4. We have the P.O. for the additional fencing for around the barn.
5. He received a letter from Mr. Friedman about doing some additional parking at
the Robinson Lane Recreation Area. Mr. Holt mentioned that maybe we should earmark a specific
project to be done each year using Parkland Funds. It was mentioned that at Robinson Lane we
have many cars out there at one time and we should really work on putting in some specific
parking areas. If anyone has any item which they feel should be done, please bring the idea to the
5
~. .
next meeting. A copy of Mr. Friedman's plan will be sent out to all members for their review and
we will discuss this further at the August meeting. Parkland money should be used to upgrade
the parks.
6. We are still going to try to open up the roadway into Briar Lane. We need to
find the right of way into the area.
7. We are planning to put in the 1997 budget money to purchase a chipper,
backhoe and a finishing mower. The chipper is needed when we clean up brush and open new
areas. The backhoe attachment is needed especially with all the pea gravel work we have ahead
of us.
8. We need to look forward to getting Christmas lights. When the tree went down
several times last winter, most of the lights were broken. Weare looking at a major purchase for
this year.
9. We have not heard anything regarding the electric at Castle Point.
Mrs. Korz.
The meeting was adjourned at 10:00 p.m. on a motion by Mr. Miller seconded by
Peggy Roe

JULY 1996 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF JUNE 1996
SENIOR CITIZEN CENTER
June activities at the Senior Citizen Center included the
regular schedule of arts/crafts, oil painting, exercise,
line dancing, photo club, videos, bingo, puzzles, cards and
games.
On June 6th over 100 seniors celebrated the Center's 8th
anniversary with a B B Que/Picnic. It was a great day, good
weather, bocce, prizes, lots and lots of food. Everyone
contributed something, salads, pasta, deserts and other
goodies. This has become a very popular event for the
Center.
On the 14th, 75 seniors celebrated Father's Day at
Mariner's Harbor. The seniors carpooled to the restaurant
and enjoyed either the lobster bake or prime rib. A very
nice day.
The Heart Assoc. provided blood pressure screening on the
12th, the monthly birthday party was held on the 28th. A
special 80th birthday party was held for one of our seniors
on the 22nd.
The Town of Wappinger Senior Center T-shirts arrived just
in time for the anniversary picnic. So those who ordered
and paid for them wore them for the first time at the B B
Que and then again to Mariner's Harbor. The seniors were
delighted with the shirts and thanks to Mr. Ennesser, the
price was very reasonable. We will be ordering more for
those who did not order the first time.

writer has volunteered to conduct a Creative Writing Class.

pressure from 10-11a.m. They will then conduct a Stress
Management seminar from 11a.m. to noon. Then on Aug. 15th,
we will have an Hawaiian Luau at the Holiday Inn at
Fishkill. So find your grass skirts? Hawaiian outfits?
practice the hula? Well, it promises to be a great day of
fun. Hawaiian music by Johnny Dell. There will be a hula
contest, other dance conte~ts and who knows what else? So
save the date. Food and cost has not been qetermined yet.
Should have all the details soon.
What is a luau without flowers? Well, Regina will show
you how to make your own flower bracelet that you can wear
to the luau. I'm told you can make a grass skirt out of a
large green trash bag. HAve fun! More later!
The WALKING CLUB continues especially now that the
weather is better for us fair weather walkers. We have a
few new walkers. Welcome to our Club!! If you haven't
started walking and would like to join our walking club, let
me know and I'll put your name on the chart and explain the
rules.
If anyone is interested in helping to plan different
Center events and help with the planning, please let me
know. Suggestions are always welcome. As you know, our
Center is really too small to do big parties or events. But
with some good ideas and help from you, we can do things
outside the Center or plan smaller events for inside the
Center. I welcome any ideas and help you can give. Maybe
we can have party committees, idea committees or whatever.
Please give me some feed back on this. Thank you.
The Wappinger Lions Club needs old eyeglasses or hearing
aids. If you have any you no longer want or need, bring
them to the Center. I will see to it that they are given to
the Lions Club.
Enjoy the poems by Ed Glick and Sue Bush. I think you
will enjoy the two completely different writing styles this
month. Thank you Ed and Sue for sharing your creative
spirit with all of us.' The Creative Corner was started so
you all have the opportunity to share your creative writing,
thoughts, drawing or cartoon. Come on Seniors, let's see
what your thoughts are! Don't be shy! Share your thoughts
and creativity with us!!!!I will include these in the
newsletter. We have many talented seniors at the Center.
Some do crafts, some paint or draw, some write poetry and/or
stories, some have wonderful and creative ideas. You may
submit your "writing" or even a drawing or cartoon to me at
3
any time. Please do not submit preprinted articles etc.
from other sources. I am sure we will all enjoy reading or
seeing the creativity of our fellow seniors.
In regard to paying dues. Many of you are now paying
your dues on a yearly basis and for that I thank you. This
has made bookkeeping much easier and efficient. Many have
chosen to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay' on a monthly basis and that too
,
makes it easier to keep track of. However, there are still
few who insist on paying on a weekly basis. Those paying on
a weekly basis will be asked to pay $1.00 a week instead of
the previous 50~ a week. The reason for this is fairness.
There are many who pay monthly or yearly and do not come
every week, but still pay their dues. However, if this is a
financial hardship for anyone, please see me. For those
paying dues by the month, July dues is $2.50. Those on the
waiting list are welcome to pay dues. This entitles you to
join our "out of Center" activities at a reduced cost.
A big hug to you all! Smile!!!

CREATIVE CORNER
COLD SP~ING IN FALL
by
Edward Glick
Camel back mountains
Bisected by a stream
A collage of reds and yellows and greens
Outcroppings of rock upon the mountains stand
Here, in this place, God is at hand.
CROSSROADS
BY
EDWARD GLICK
I walked upon the grass and stopped to wonder why
A tiny bit of sand should deign to pierce the sky
While up above the sky looked down and wondered too
At this little bit of fire that thought to dim its blue
The sun and all the stars shone in everlasting light
And talked about the life that thought to chain their might.
While here upon the earth
All men reared up their heads
While here upon the earth
All men raised up their
eyes
And with their God and
mind
Conquered all the skies.
And with their god the mind
Tore themselves to shreds

THE GRANDEST LADY OF THEM ALL
by
SUE BUSH
I fell in love with her, the grandest Lady of them all
Standing so majestic and tall.
With lighted torch in her hand,
She welcomes all to our land.
She is the symbol of freedom and good will to all
The Lady is a most gracious hostess, of them all
She welcomes millions to our shore,
Some may stay forever more.
She shows no preference, if they are rich
Or if they are poor, or the color of their skin
To her, they are all her kin.
That Lady has weathered many a storm,
She has seen our ships sail off to foreign shores.
With our girls and boys
To fight for freedom in other lands
And keep our precious land from a dictor's hand.
Yes, that Lady has seen it all
With nostalgic memories of the past,
The present and for the future
That Lady stands so diligently watching over us all.
With tears and smiles on our face,
And a feeling of pride,in our hearts,
We say a prayer, to keep that special Lady safe.
As we say so long for now
To the grandest Lady of them all.
Her name? Whe she is the Statue of Liberty.
