DECEMBER 5, 1996
NEXT MEETING JANUARY 10, 1996
The regular meeting of the Town of Wappinger Recreation Committee was held
December 5, 1996 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess
County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others
present were Bernie Reimer, Recreation Director, Committee Members James Chappas, Joseph
Ennesser Barbara Gutzler, Ellen Korz, and Stephen Miller. Ronald Friedman arrived at 8: 15 p.m.
The minutes of the November 6, 1996 meeting were approved on a motion by Mr.
Ennesser seconded by Miss Gutzler. With all in favor.
CORRESPONDENCE
A note of thanks was received from John Vorndran for the wonderful party given
him for his retirement and for the gifts and best wishes.
A letter of resignation was received from Mr. Reimer as Recreation Director as of
December 31, 1996. Mr. Holt mentioned that Mr. Reimer has done a super job and we will
certainly miss him but wish him luck in the future.
A letter and application was received from Barbara Gutzler for the position as
Recreation Director.
A letter was received from Mr. Daniel Zoller of the Dutchess County Health
Department in response to our letter of October regarding supposed incidents at Deer Hill. In his
letter he stated that he has worked for the betterment of our program.

SENIOR CITIZEN REPORT
Mrs. DeLisa was unable to attend the meeting but sent a report for the month of
November. This report is attached to these minutes. It was mentioned that their first Christmas
Party will be held tomorrow at the Villa and that the Elks Party is set for December 12th. They
are having a "little party" on December 19th. Mr. Holt mentioned that he has been asked by
several Seniors about the long waiting list and when the Town is going to do anything about it.

DIRECTOR'S REPORT
Mr. Reimer mentioned that he has been in contact with West Point regarding a
concert at Schlathaus Park in the Summer. Mrs. Roe noted that they called for information
regarding the Park and mentioned that we were on the list but that no decisions have been made to
date.
Mr. Reimer mentioned that the Winter programs are all set.. Tom Fisher will be
running the Boys and Girls Basketball program at Sheafe Road School and Brenda Peura and Art
Goldner will be doing the Boys and Girls Gymnastics Program at Myers Comers School. Both
programs will have registration on January 4th from 10:00 to 11 :30 with actual play starting the
following Saturday.
The second bus trip to Radio City Music Hall Christmas Show will be on
December 11 th and the bus will leave Town Hall at approximately 10:30 with the show scheduled
for 5:00 p.m.
Mr. Reimer has been in contact with Aristocrat Tours regarding the Spring
Spectacular at Radio City and a tentative date has been set for April 2nd for a 3:00 p.m. show.
More information will follow regarding this. .
Mr. Reimer mentioned that he has been looking into having a bus trip to an ice
show sometime in March possibly to Hartford or Albany. The Committee members were in favor
oflooking into this. Mr. Reimer will follow up. Mr. Miller mentioned that Hartford is easy to get
to.
Mr. Reimer mentioned that the sign boards are great but he noted that the top row is
really tight and in order to get the letters in he has to bend and squeeze the letters. We will follow
up with Superior Signs. He mentioned that the sign on the All Angels side is worse. Some of the
letters that we have are thicker and are harder to use.
Mr. Reimer thanked everyone for their help during the years especially Mr. Holt
and Mrs. Roe.
SPOOK HILL
Mr. Miller said that there is still graffiti on the building at Spook Hill. It was
suggested that a letter be written to Mr. Petrus at the Town Hall suggesting that he write to the
paint company telling them that we have tried to clean the graffiti from the building and it does not
come clean. We should ask them if there is something else we can do to clean it.

DOCKS
Mr. Ennesser has been looking into continuing the upgrade of the docks at Chelsea.
He has met with the dock vendor to minimize the design which he previously submitted and will
be getting a price on docks that can be expanded in the future. The price for the docks should
come in around $9,000. It was suggested that we write to the Town Board asking to encumber
$4,000. from the 1996 budget to put toward the purchase the new docks. We also need to mention
that the wood docks that we took out this fall were in deplorable condition and they are not safe to
put back in the water. We would like to go forward and replace them using the $4,000. from the
1996 budget and the $6,000. from the 1997 budget. Otherwise, we would have to replace all the
lumber, hardware and floats on the old docks. Mr. Ennesser will draft the letter to the Town
Board. He also mentioned that he is working on another Waternont Revitalization Grant . We
have resubmitted the previous grant and Richard Brodsky of the 86th Assembly district and the
Chainnan of the Environmental Conservation Group in Albany, a friend of Mr. Ennesser, will be
helping us obtain this grant. He wrote a letter directly to the grant directors requesting that they
look favorably on our grant application.
GREENWAY
Mr. Ennesser mentioned that he is working with Supervisor Smith and Hank Di
Marco on a Greenway Grant to upgrade Reese Park. In the grant application he will mention that
Reese Park is a focal point between the Northern and Southern Part of the Greenway.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. A grant has been submitted for C.D. funds for paving work at the Castle Point
Rec. Area. The paving work will include handicapped parking for approximately 4 cars, a path to
the pavilion and from the pavilion to the new rest rooms and a 10' apron on the rest room side of
the building. We still need to see what can be done to get the electric to the area. We have that
grant from 1994 and if something is not done soon we will probably lose the money.
2. He would like to have Mr. Friedman review the map of the Rymer Subdivision
to see what can be done there to clear out the frontage and make a roadway into the property.
Now is the time of year that the maintenance guys can do some of the clearing work and remove
the junk that has accumulated. He noted that we have to start work on that park in case
Hughsonville doesn't let us return to the Firehouse for the summer playground program.
3. The Christmas Party will be held December 8th at 5:00 at Schlathaus Park.
Everyone's help is requested. The gifts and candy canes are here. Tent and heater have been
ordered. Mr. Tompkins will have the barrels ready to be used. Mr. Ennesser and Mr. Reimer will

set up the sound system. Mrs. Roe and Mr. Friedman will be working on the Hot Chocolate and
Hot Cider at the Firehouse at 2:30. Miss Gutzler mentioned that a first aid kit should be available
at the party in case someone needs it. A stocked kit should always be in the house.
4. We need to set up a meeting date that is convenient for all members. Since
eveI)'one was in attendance, a poll was taken and it was decided that the meetings will be held on
the 2nd Fridays of each ~onth at 5:00 p.m.
5. A discussion took place regarding the fees in lieu of land and it was suggested
that a letter be sent to the Town Board to request that the fee be increased to $2,000. from its
present $1,500. per lot. A vote was taken and all members were in favor of raising the fees. Mr.
Friedman moved we recommend to the Town Board that l.the per lot recreation fees be increased
to $2,000. And 2. that we charge for all new subdivisions of three or more lots with the first two
lots being exempted. Seconded by Miss Gutzler with all in favor. A committee of Miss Gutzler,
Mr. Friedman, Mr. Holt and Mrs Roe was appointed to discuss the impact of the subdivisions on
Recreation.
6. Several years ago the Town Board had agreed to a $20.00 stipend which was
based on attendance at meetings. It is no question in our minds that a lot of work is done by our
members other than at meetings i.e. concerts, Halloween parties, Christmas parties, trips to various
fields, registration for playgrounds, inspections of various playgrounds during operation etc. It
was felt that this stipend should be paid even though a meeting is missed. Iflegally we can do it, a
letter should be sent to the Town Board requesting that the Town look at this payment and that it
not be tied to meetings. Mr. Friedman mentioned that none of us do the work that we do here for
the money. This $20.00 in a way reimburses us for the expenses which we incur, telephone, travel
etc. Most of us spend more time doing recreation work at non meeting times than on meeting
nights. We feel that the work should not be measured by meetings.

DECEMBER 1996 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF NOVEMBER 1996
SENIOR CITIZEN CENTER
November activities at the Senior Citizen center included
the regular schedule of arts/crafts, oil painting, photo
club, exercise, line dancing, videos, bingo, puzzles,
creative writing, cards and games. The Center was closed
Election Day, veteran's Day, and Thanksgiving.
On Nov. 14th, 90 Seniors enjoyed a Thanksgiving luncheon
at the Elks Lodge on Rt. 376. The "Hot Flashes" a musical
duo entertained us with good music and the opportunity to do
the Macarena several times. It was a nice day for all.
The last Senior trip of the year was on Nov. 6th to the
westcheter Dinner Theater. Many good comments about the
show and food. Also, once again, several seniors have
commented on the great job done by Regina. Plans for 1997
trips will begin soon.
The seniors are collecting gifts and food for a basket(s)
to be given to a needy family at Christmas. A Christmas
luncheon is planned for Dec. 6th at Villa Borghese.
The Christmas party at the Elks Lodge is all set.
Donations are in, reservations for 192 seniors have been
taken, gifts and raffle prizes are almost ready. This has
become a very popular event for Town seniors.
There are 199 seniors registered at the Center and 204
seniors on the waiting list.
ITEMS TO BE NOTED:
1. A "little" Christmas party will be held at the Center on
the 19th. Light refreshments will be served.

HAPPy HOLIDAYS!!! Santa is a rockin' and rollin'! He's
jumpin' and a jivin'! He's a waitin' and a hopin'! He's
ready to swing and sway on party day! Santa is on his way
with lots of fun, surprises, parties, food, music and lots
more. So you better watch out...here comes Santa!!HO!HO!HO!
On Fri., Dec. 6th we will have our annual Christmas
luncheon at Villa Borghese at noon. You must sign up by
Nov. 26th. There will be no refund if you cancel after Dec.
2nd. Lunch includes soup, salad, choice of Prime Rib or
Stuffed Filet of Sole, dessert, coffee or tea. The cost for
current dues paying members is $5.00. The cost may vary for
those not current with dues or those who are new to the
Center. There will be surprises, lots of good food and a
great day to enjoy your friends. A little elf whispered a
secret or two to me the other day. He sure was happy and
giggled at all the good things he told me. Tee Hee! Sure
sounds like fun!
On Thurs. Dec. 12th, the Wappingers Elks Lodge in
conjunction with Wappinger Recreation is sponsoring a
Christmas party for Town Seniors. This is made possible by
the generous donations of local businesses and
professionals. Reservations were taken for this on Nov.
7th. If you were not able to get a reservation, let me know
and we will put you on the waiting list. If you have a
reservation and cannot attend for any reason, please let
Peggy or me know so we can fill your spot. The doors WILL
NOT open before Noon, so please do not arrive at the Elks
Lodge too early. They will not let you in to the room.
Once your are in and settled, I guarantee you will have a
great day! You know that elf I told you about? Wow! You
should hear what he told me about this party! !! HO!HO!

On Dec. 5th, Peter Marchelos from U.S. Health Care will
be at the Center at 11:00 a.m. to talk to you about
Medicare/Medigap Insurance and Managed Care. There has been
several requests for information on this insurance. So
don't miss this. It could be very beneficial to many of
you. There will be a question and answer period during and
after lunch.
One more "little" party. On Thurs., Dec. 19th...a
"little" Christmas celebration at the Center. We will have
a light breakfast/brunch. ..bagels & cream cheese, danish,
orange juice, egg nog etc. If anyone wants to bring
Christmas cookies or another specialty feel free to do so.
All contributions for this are welcome and most appreciated.
Nothing fancy folks, just a nice day to share the Christmas
spirit, enjoy each others company, sing a Carol or two and a
chance to win at CHRISTMAS BINGO!!!!! Come join in.
In the past we have had a Christmas Grab Bag for those
who wish to participate. However, there have been several
complaints about this. So in lieu of a Grab Bag it has been
suggested that we put together a basket of goodies for a
needy family. A chance for all of us to share our Christmas
spirit and wishes to someone less fortunate than ourselves.
I will be checking with a local church and/or organization
to find a family or families in need. I will announce more
on this as soon as I have more information. .
Other Dec. news...Blood Pressure is scheduled for Dec.
11th. BIRTHDAYS will be celebrated on the 27th. Remember,
those with birthdays are asked to bring a cake for the
party. We will all help you celebrate. Bingo days are
Wed. the 4th, 11th, and 18th and Thurs. the 19th and 26th.
WANTED: If you have a craft project that you think
others would like to make, please bring them in to Regina
and Linda so we can share them. That's what crafts are all
about. So feel free to bring in projects for everyday, for
holidays or whatever. Thank you.
The WALKING CLUB continues...lf you have not joined this
club yet, start now! Just add your name to the chart and
start walking. Six times around the Town Hall is a mile.
Just mark the number of times you walk around, I will
convert it to miles later. Walking is considered one of the
best physical exercises you can do for your health. It can
help reduce blood pressure, regulate insulin for diabetics,
keep your heart healthier and so much more. We are setting
a new goal for walkers for 1997. Each walker will attempt
to do 10 more miles this year than last year. If you are

nasty. Please note Exercise and Line Dancing will be
cancelled if the schools are closed due to snow or ice.
However, that does not necessarily mean the Center is
closed. For Center closing information, please listen to
WEOK; 1390 AM on your radio.
In regard to paying dues. Many of you are now paying
your dues on a yearly basis and for that your Treasurers
thank you. This has made bookkeeping much easier and
efficient. Many have chosen to do this as they cannot be at
the Center every week and want to participate in our special
events. Yearly dues is $25.00. Many of you pay on a
monthly basis and that too makes it easier to keep track of.
Those paying on a weekly basis will be asked to pay $1.00 a
week instead of the previous 50e a week. The reason for
this is fairness. There are many who pay monthly or yearly
and do not come every week, but still pay their dues. Your
Treasurer says that for those paying dues by the month,
December dues is $2.50. Those on the waiting list are
welcome to pay dues. This entitles you to join our "out of
Center" activities at a reduced Cost.
