JANUARY 10, 1997
NEXT MEETING FEBRUARY 14, 1997 AT 5:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Committee was held
January 10, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess
County, New York.
The meeting was called to order at 5:00 p.m. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Committee Members James Chappas, Joseph
Ennesser, Barbara Gutzler, Ellen Korz. Stephen Miller arrived at 5: 10 p.m.
The minutes of the December 5,1996 meeting were approved on a motion by Miss
Gutzler seconded by Mr. Chappas with the correction of two typographical errors. Page 3 loose
should be lose and on page 4 pole should be poll.
CORRESPONDENCE
A letter was received from John Smith which was address to Supervisor Smith
regarding improvements which are now needed on the Senior League 1 Field, which is located
directly behind the snack bar. In his letter he mentioned that at the end of the 1997 baseball season
they would like to begin repairs and improvements which are necessary to keep the field safe and
playable. They indicated that they would like to have the field dug down and graded correctly so
that there is no longer a drainage problem. In doing this they would also like to sod the field. Mr.
Holt sent a reply stating that in the future all requests should be fOlwarded to the Recreation
Committee and if after reviewing the particular situation if it should require Town Board approval
the request would be then forwarded to them. He also requested the following information be
submitted to the Committee with regard to the work proposed for Senior League Field # 1. They
should prepare a detail plan of what they want to accomplish. They should list the vendors and/or
personnel that will be doing the work and we should be given detailed cost estimates and meet
with Little League Officials to discuss the plan.
A letter was received from West Point confirming the date of June 19, 1997 for the
Jazz Knights to perform at Schlathaus Park.
A winter newsletter and a copy of the 1997 Youth Bureau Calendar has been
received from the Dutchess County Youth Bureau.
A thank you letter was received from Sue and Chet Albertson for the wonderful
Christmas Party that was held at the Elks Club.
OUTGOING CORRESPONDENCE
I. A memo was forwarded to Supervisor Smith regarding the salary for the Director of Recreation
and also for permission to advertise for a full time maintenance position.
2. A memo was forwarded to the Town Board to encumber funds for the excavation work to be
done at various parks to put in the pea gravel.
3. Thank you letters were sent to all businesses and professionals who contributed to the Senior
Christmas party at the Elks on December 12, 1996
4. A letter was sent to the Editor of the Poughkeepsie Journal regarding the Elks Christmas Party.
5. A letter was sent to the Editor of the Southem Dutchess News regarding the Elks Christmas
party .
6. A memo was sent to Dyna Watch to change the personnel for the Robinson Lane alarm system.
7. A letter was sent to Bea Seagull regarding the "Mind your Mind Workshops".
8. A thank you letter was sent to Peter Marchelos for speaking on Medicare/U.S. Health Care.
9. A letter and certified copy of the Town's resolution to accept the 1997 Y.D.D.P. funds was sent
to the D. C. Youth Bureau.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior's activities for the month of
December 1996. This report is attached to these minutes.
AIRPORT P ARKIROCKINGHAMlSOCCER
Mr. Chappas mentioned that there is snow on the fields but reminded us that we
have to do something regarding the handicapped parking at Airport Park. This was promised to a
resident during the fall session of soccer. The estimates that we received for doing this work was
approximately $7,500. We have to have some commitments made so that the work is done by
Opening Day. Mr. Holt mentioned that per the request received from soccer officials, that some
dirt has been moved to Rockingham for patching and fixing of the holes in the fields. It was
suggested to Mr. Chappas that he remind the officials that they should go through him instead of
calling the recreation office. They should also give the office some time and not expect to call the
office one day and expect a delivery or usage of Schlathaus the same day or the next. Sometimes
it takes a while to contact the necessary people to effect the request.

RYMER PROPERTY
Mr. Ennesser mentioned that he, Steve Tompkins and Mr. Friedman walked the
Rymer and Woodland Court Properties and he is presently working on a layout of the area for a
new playground.
DOCKS AT CHELSEA
Mr. Ennesser mentioned that the request to encumber the $4,000. from the 1996
budget for the upgrading of the docks has been approved. It was requested that a letter be sent to
the Town Board requesting a P.O. for the $6,000. in the 1997 budget so that we can get the vendor
working on the 1 st phase of the dock system so that it is ready in the Spring when we are ready to
put in the docks. He also mentioned that we had received a call from Albany regarding the grant
application that was submitted in October. Evidently they had misplaced the application and
wanted another copy in order to review it.
WINTER PROGRAMS
Mr. Ennesser mentioned that he had been to the sign ups for the gymnastics at
Myers on Saturday, January 4th and that approximately 60 children were registered. They are
expecting more to sign up this week. Mr. Goldner also requested that the Town purchase some
equipment to be used for this program i.e. parallel bars and a balance beam. Mr. Ennesser asked
him to check into the prices of this equipment.
Mr. Holt was at the sign up for the basketball program at the Sheafe Road School
and mentioned that 20 children have registered so far. Mrs. Roe indicated that she had received
several calls regarding registration and that there should be more this coming Saturday. There also
is a problem with the director of this program. The current director is unable to do the entire
program so we are looking for someone to replace him.
Mrs. Roe was at the Aerobic sign up on Tuesday night and approximately 15
signed up. It was indicated that more would be in to sign up on Thursday night but because of the
snow they did not show up. There was also some communication problems regarding the
cancellation of the program in the event ofincIement weather and Mrs. Roe was unable to get in
touch with the Director "D.1."so she had to go to the school. This problem has since been worked
out and contact will be made in case of bad weather.
SCHLATHAUSPARK
Miss Gutzler mentioned that we should consider putting in a walkway into the Park
to access wheelchairs. Mr. Holt mentioned that he would like to see a section of the area in front
of the stage also blacktopped for this purpose and for dancing when we have the summer concerts.

He hopes to present some plans for the next meeting Le. footage etc.
SPOOK HILL
It was mentioned that we still have not received any answers regarding cleaning of
the paint on the building at Spook Hill. Mr. Miller mentioned that he would be willing to write a
letter to the company requesting help in cleaning the graffiti from the building if we can get the
name from Mr. Petrus. Mr. Holt mentioned that the maintenance guys will be cleaning out the
brush and junk from around the building at Spook Hill as long as the snow doesn't effect the work.
We will also be looking to do some paving around the building and to put up a higher fence.
ADVERTISING
It has been mentioned several times that since the residents have to pay for the
Southern Dutchess News that a lot are not aware of our programs. Mr. Ennesser met with the
receptionist at Channel 6 and was told that they would put articles on the Community Bulletin
Board. The information must be brought in at least two weeks prior to the event.
CHAIRMAN'S REPORT
Mr. Holt thanked all members of the committee for all their efforts in 1996. We
have continued to move forward.
He also mentioned that it was suggested at our last meeting that the members not be
paid only for attending meetings but that different criteria be made to evaluate this stipend. There
are times when someone is unable to attend a meeting but they put in much time doing work on
weekends and during the day to help provide our programs and to inspect our recreation areas.
We feel that we should not be penalized if we are not able to make the meeting when we have put
in many hours promoting programs. Mr. Holt mentioned that a letter will be sent to the Town
Board requesting that this payment not be tied to a meeting. It was discovered that the other
boards get paid for meetings along with other inspections.
Mr. Holt mentioned that the maintenance guys have been at Castle Point clearing
the outfield on the top field. They have done a fantastic job clearing the area and if we are able to
get some fill we will be able to extend the field making it better for the softball players to use the
field.
The maintenance guys will be working at Sch1athaus in the house to clean up the
place and do some painting. The toilet and sinks are in terrible shape because of the water
situation. It was suggested that we call Camo to see what else can be done with the water. Since
we do not use the water constantly every day, the smell is terrible. When the members of the
"Evergreen Chorus" were using the building prior to the Christmas Entertainment the smell reeked

through the whole house. It even smelled sulphur outside if the door was opened.
As was mentioned, a letter was sent to Supervisor Smith requesting permission to
advertise for a full time maintenance person. This slot is open from the retirement of Mr.
Vorndran. Mr. Tompkins is the youngest of our personnel and the rest are retired persons. Mr.
Rompala is in his early 70's and his main job is cutting grass. Mr. Endress is in his 60's and has
recently had a triple bypass although he has been given a clean bill of health from his doctor. Mr.
Boss is also a retired person. We really need some young muscle. Mr. Holt requested that we be
able to offer this position at least $17,500.
Mr. Holt mentioned that Little League is planning on subcontracting the cleaning of
the store to be done some time in February. They are planning on taking out and stripping
everything. Mr. Holt noted that our maintenance personnel will be on top of what is going on
since the building is alarmed.
It was noted that we are in need of a bank of names for the different programs that
we run. An article should be written to establish a pool of volunteers, directors etc to run our
various programs.
A discussion took place regarding the Summer Program. Since school does not get
out until Tuesday June 24th, if we started the camp on June 30th the seventh week would bring us
to August 15th which is late for some of the counselors. It was decided that we start the camp on
June 25th the Wednesday and run it until Tuesday, August 12th.
The committee also discussed the fees for the summer program. After a discussion
Miss Gutzler made a motion to raise the fees to $30. for the first child in a faIJrily and $20.00 for
each additional child. The motion was seconded by Mr. Miller with all in favor. A letter will be
written to the Town Board regarding this as soon as possible since we have to establish these fees
prior to April when we will be scheduling the registration and advertising will be done.g
The meeting was adjourned at 6:40 p.m. on a motion by Mr. Ennesserseconded by
Mrs. Korz.
Interviews were then held for the position of Director of Recreation.

JANUARY 1997 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF DECEMBER 1996
SENIOR CITIZEN CENTER
December activities at the Senior citizen center included
the regular schedule of arts/crafts, oil painting, photo
club, exercise, line dancing, videos, bingo, puzzles,
creative writing, cards and games. The center was closed
christmas Day.
The center Christmas party at Villa Borghese was
rescheduled to Dec. 13th due to inclement weather on the
6th. 115 seniors attended the gala affair. Johnny Dell
entertained us with great music, santa arrived to hand out a
gift to all, food was great and all had a super time!
The Holiday party at the Elks Lodge on the 12th was
spectacular! This is open to all Town Seniors and sponsored
by the Rec. commission and the Wappinger Elks Lodge.
Donations and prizes are provided by local businesses and
professionals. Music was provided by Johnny Dell. This
event is so popular!! But the facilities and funds provided
for only 180 seniors. We would like to accommodate more
seniors for this event and will work on ways to increase
donations to make this possible.
on the 19th, 85 seniors enjoyed a "little Christmas"
party at the center. Light refreshments were served. Many
seniors brought cookies and "goodies" for all. We sang
Christmas carols, laughed and just had a good time sharing
in the Christmas spirit.
Instead of the usual "Christmas Grab Bag",the seniors
adopted a needy family of 8 for Christmas. EVeryone brought
in food, some brought gifts for the children and parents.
We filled numerous boxes of food and wrapped many gifts for
the family. All were delighted to help a family less
fortunate and to help them have a Merry Christmas.
other Dec. events included a talk on U.S. Health Care and
Medicare on the 5th, Blood pressure on the 11th, our monthly
birthday party, plus a special birthday party for a senior
who turned 80.
There are 196 members registered at the center and 206 on
the waiting list.

JANUARY 1997
HAPPy NEW YEAR!!!! A very happy and healthy New Year to
each and everyone of you. May the New Year bring you
laughter, love, joy, health, wealth and lots of fun parties!
Before we get down to January business, Regina, Linda and
I would like to thank you all for your generous and
wonderful Christmas gifts and wishes. We truly appreciate
all you do for us. Thank you so much and a big hug for all
of you!!!!!
Need a rest from ~ll the parties? Need to recharge those
party batteries? Need time to think about those New Year's
Resolutions? Well, just a little break ok?
On Jan. 15th we will have our annual HAT DAY!! Come to
the Center wearing your craziest hat creation. Check your
closet, junk drawers, craft box, where ever! Hats can be
goofy, pretty, silly, ugly, droopy. Just have fun. Prizes
for the best!!!!
On the 23rd we'll have our second T-SHIRT DAY!!!. So
wear your WAPPINGER T-SHIRT and let's party. This is also a
Bingo!Bango! day so we should have a good time.
Other January news: Blood Pressure is held on the 8th.
Birthdays will be celebrated on the 30th. Remember, those
with birthdays are asked to bring a cake for the party. We
will all help you celebrate. Bingo days are Wed. the 15th,
22nd and 29th and Thurs. the 2nd, 9th, and 23rd. The Center
is closed Jan. 1, New Year's Day and Jan 20th, Martin Luther
King's birthday.
Thank you all for your generous contributions to the
needy family of eight. There were lots of canned goods,
pastas, etc. as well as gifts for the children. With the
monies that was donated, we were able to provide a large
ham, potatoes, yams, onions, carrots other fresh vegetables,
fruits and even a pie for desert. This was all possible

the Writing Class! Don't be shy! Share your thoughts and
creativity with us!!!!I will include these in the
newsletter. We have many talented seniors at the Center.
Some do crafts, some paint or draw, some write poetry and/or
stories, some have wonderful and creative ideas. You may
submit your "writing" or even a drawing or cartoo~ to me at
any time. I am sure we will all enjoy reading or seeing the
creativity of our fellow seniors.
Winter is here and the weather may turn a bit nasty.
Please note Exercise and Line Dancing will be cancelled if
the schools are closed due to snow or ice. However, that
does not necessarily mean the Center is closed. For Center
closing information, please listen to WEOK; 1390 AMon your
radio.
In regard to paying dues. Many of you are now paying
your dues on a yearly basis and for that your Treasurers
thank you. "This has made bookkeeping much easier and
efficient. Many have chosen to do this as they cannot be at
the Center every week and want to participate in our special
events. Yearly dues is $25.00. Many of you pay on a
monthly basis and that too makes it easier to keep track of.
Those paying on a weekly basis will be asked to pay $1.00 a
week. The reason for this is fairness. There are many who
pay monthly or yearly and do not come every week, but still
pay their dues. Your Treasurer says that for those paying
dues by the month, January dues is $2.00. Those on the
waiting list are welcome to,pay dues. This entitles you to
join our "out of Center" activities at a reduced cost.
