RECREATION COMMITTEE MEETING
AUGUST 4, 1997

The regular meeting of the Town of Wappinger Recreation Committee was held
August 4, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County,
New York.
The meeting was called to order by 7: 15 p.m. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Joseph Ennesser, Ronald Friedman, Barbara
Gutzler, Ellen Korz and Stephen Miller.
The minutes of the June 16, 1997 and the July 11, 1997 meetings were approved
by Miss Gutzler seconded by Mr. Miller with the following corrections: June Minutes page 4
Breland Edwards was given tentative approval to use Robinson Lane Fields but he was to let us
know what the age groups were and how many teams they would have.
Attending the meeting to discuss the clearing of Town property located on Deer
Run were Joanne Vazques and Nancy Savidge. They mentioned that they were interested in
clearing the area of the cinder blocks and debris that have been dumped there and making trails
back to the creek and old cemetery-- not making it a park. They mentioned that a while ago
someone (maybe the Highway or DOT) went back there and cleaned out one side of the creek
and really opened up the area which made the kids interested in the creek. They mentioned that
they would even plant flowers to make the area look nice. It is their intention to have the
neighbors, children included do this work with the help of the Town Maintenance crew. Mr. Holt
mentioned that he would have Mr. Tompkins meet with them sometime during the next week to
go over their ideas. Mr. Ennesser said that he would also try and make this meeting. He also
mentioned that maybe this could be a job for the guys at Camp Beacon for the fall. Mr. Friedman
asked if the letter has been sent to the Supervisor regarding insurance coverage for residents
working on Town property. Mr. Holt said that he is in the process of doing this letter.
They also asked the Committee about the future of a pool for the Town of
Wappinger residents. They noted that they had to go to Red Wing Park in East Fishkill and pay a
high fee for a non resident pass. They noted that if they were aware that the Town of Wappinger
had no swimming they would not have purchased their homes here but in the Town of East
Fishkill. We told them that as far as we knew there were no immediate plans for any type of
swimming for the Town. It was suggested that they write a letter to the Town Supervisor/Town
Board with as many signatures as possible.

CORRESPONDENCE
A letter was received from John 1. Schmid of Day & Oswald, Engineers & Land
Surveyors requesting information concerning public recreational opportunities in the Town. They
are working on an environmental impact statement for a proposed 88 lot single family residential
development in the vicinity of Old Hopewell Road and Cedar Hill Road. This letter was given to
Mr. Friedman for follow up.
A letter was received from Supervisor Smith regarding the Community Day which
will be held Sunday, September 7, 1997 (raindate September 14, 1997). In her letter she
requested the use of the speaker system that can be used with a car battery. She requested that
the system be left in the shed at Schlathaus. She also asked that the event be posted on the
Community Sign at Schlathaus Park and that the building be unlocked for the use of the
entertainers the day of the event. This letter will be given to Mr. diPierno for follow up.
A letter was received from June Ellen Cioppa, Youth Programs Analyst thanking
Mr. diPierno for spending time with her on July 16th to discuss the Learn to Swim program. It
was found that the paperwork was in order and that the program was operating satisfactorily.
A letter was received from Betsy Brockway, Executive Director of the Dutchess
County Youth Bureau, regarding the 1998 Requests for Proposals. This information was due to
the Youth Bureau by August 8, 1997. The letter and information was given to Mr. diPierno on
July 21 st for follow up. Mrs. Roe noted that this information was sent today.

ROBINSON LANE
Mr. Friedman mentioned that Breland Edwards league used Robinson Lane fields
the weekend of July 4th and the facility was left in good condition. He also asked about the status
of the handicapped parking signs at Robinson Lane.
CASTLE POINT
Mr. Friedman asked if the electric work at Castle Point has been finished and was
told that the electric was up to the park at this time. He also asked if the building had gone out to
bid yet and was told that it hadn't and that Paggi and Martin had just received approval to use the
$5,000. left from the electric grant for the engineering services for the building. Mr. Friedman
mentioned that he would hate to see us lose the grant since the building has to be finished by
December and we are running out of time. Mrs. Roe was asked to call Peter Paggi in the
morning to check on the status of this project.
RYMER PROPERTY.
Mr. Friedman mentioned that we need a map of the property and Mr. Holt said
that he would try and set up a meeting with Mr. Paggi for Wednesday. Mr. Holt and Mr.
Friedman would like to meet with Mr. Paggi to find out where we should go in with the road.
Mr. Friedman felt that it would be much better to come in from Woodland Court since it is a
straight shot in and it is all decent land. Ifwe come in from Old Hopewell we would have to go
through swamp. What we really need is a layout of the land. Mr. Friedman felt that the cost to
come in from Woodland Court would probably be about $10,000. ifit is done right versus maybe
$40,000. to come in from Old Hopewell. We first have to find out if there is anything in writing
saying that we have to come in from Old Hopewell Road.
AIRPORT DRIVE/P ARK
Mr. Friedman asked about the pavinglhandicapped work at Airport Park. He
noted that it has not been done yet and soccer will be opening next month. He also mentioned
that one of the new trees that were planted along the roadway is dead and he asked if there was
any kind of warranty. He felt that it should be taken down and replaced.
SENIOR CITIZEN REPORT.
Mrs. DeLisa gave a report on the senior activities for the month of July. This

report is attached to these minutes. She also noted that the photo club would like to use
Schlathaus Park as a dark room for developing etc. She said that they would only have small
equipment which could be locked up in one of the cabinets. They would need water and a sink
for their work. The Committee was basically receptive to this request and Mrs. DeLisa will take
them over to look over the facilities and find out what it would entail i.e. size of cabinet and what
chemicals would they be using etc.
Mrs. DeLisa mentioned that she has booked the Christmas Party for the Elks on
December 10th and the musician, Johnny Dell. Mr. Holt asked ifthere was some way we could
have the Santa beard cleaned. The suit we have taken to Evanal Cleaners several times but we
aren't sure about the beard. We will have to check on this soon.
The Arthritis Foundation is looking for people who might want to help on a
County wide seminar. Anyone interested., please let Kathi know. It would probably be during
the daytime hours.
TENNIS TOURNAMENT
Mr. Casowitz, our tennis instructor, attended the meeting to explain and answer
questions on a proposed Tennis Tournament which he would be willing to run in the fall. This
proposal was brought to the Commission a few months ago and everyone felt it was a good idea
but we needed more information about it. It would be run on a weekend and if we get rained
out it would be the following weekenCl. It was suggested we do this in October maybe the first
weekend since the weather is still good at that time. We would split it into two groups, young
people (men and women under 35) and over 35 men and women. It would be a doubles
tournament. Mr. Casowitz suggested that everyone bring one can of balls and the winner takes the
balls and moves on in the tournament. He said we should keep it simple for the first year. It was
suggested that we give trophies and maybe tee shirts. It was suggested that the fee for the
tournament will be $5.00. Mr. Casowitz will work with Mr. Ennesser on finalizing the plans and
prizes. We will also get the information to Mr. diPierno to put in his column. Mr. Ennesser will
also get something to the Poughkeepsie Journal and on the Cable T.V. It was also suggested that
some type of advertising be put up at the tennis courts.
REESE PARK
Mr. Ennesser mentioned that he is working on a layout for the gates for Reese
Park and is trying to get an estimate from Poughkeepsie Steel for the bulk material cut to size for
welding. Mr. Tompkins mentioned that he has someone in Hopewell who might be able to do the
welding or even possibly maybe Mr. Glass from the Highway Dept. The telephone poles from
Creek Road work project should be dropped off at the park tomorrow and Mr. Ennesser will go
down there and check on them.

SIGNS
All the signs No Dogs Allowed, handicapped parking, etc are on order and should
be ready soon. Mr. Ennesser mentioned that instead of putting KEEP OFF signs on the rock wall
at Schlathaus Park, that we put up temporary snow fence for protection. Hopefully, it will keep
the kids from climbing on it knocking the rocks down. Mr, Holt will talk with Mr. Tompkins
about this since there are only two concerts left.
SUMMER PROGRAMS
Mr. Holt mentioned that we were disappointed that Mr. diPiemo was unable to
attend the meeting as we had questions regarding the basketball program and summer programs.
Mr. Ennesser was interested in how the basketball program went since this year it was held at
John Jay High School and it was at a remote location for many of the Wappinger residents. How
was the attendance and the instructors? An evaluation form for the Summer Program was passed
around for the committees information. These evaluations will be given to all the summer
program employees to rate the playground, supplies, equipment, safety. Also they will evaluate,
the summer director, recreation director, playground director and counselors along with the
commission. We will be asking for information that will help make the summer run smoother.
Mr. Ennesser asked if we might have access to Jekoce Acres. Mrs. Korz
mentioned that it is used exclusively for their camp.
Mrs. Korz mentioned that she has gone down to the Quiet Acres Playground and
everything seems to be going okay with no complaints.
We have been working with Shop Rite for the items for the picnic on Thursday.
They will be giving us the hamburgers, hot dogs and rolls at cost. The soda and the watermelon
were donated along with the soda cups. Shop Rite will also have their refrigerated truck on the
premises to keep the meat and the soda and watermelon cold. They will also be there with their
camera that day to do some P.R. work. Mr. Holt asked about prizes and Mrs. Roe mentioned
that the only thing that she had do date were coupons from Hoe Bowl Holiday for free bowling
passes and that one of the counselors that works for Ben & Jerry's will be getting free cone
coupons for all the children.
Mr. Miller mentioned that the basketball net is now at Hughsonville Playground
and the kids are really enjoying it. He said that they lowered the net to 7-8 ft. so that more kids
could play verses the 10ft. that it was originally set at.
He also mentioned that the barb wire that was at Spook Hill is gone. He did
indicate that there is a lot of trash and garbage in the wooded area by the building. Maybe in the

Fall it would be good to get in there to clean out this area. It would even offer a lot of shade. We
could even make some kind of trail. Mr. Miller mentioned that Lisa DeFelice is doing a great job
at that camp. She also has a good group of counselors.
HALLOWEEN
Miss Gutzler mentioned that she will be going to Schlathaus in the next few weeks
to take an inventory of the things available for the haunted house. She said that she thinks that
when the guys took down the haunted house (after she had her accident and was unable to do
this) that the window coverings were thrown out etc. She said that she might have get some new
things. She said that she is willing to do the haunted house as long as she gets some help with it.
Mrs. Korz mentioned that she has not started working on the Halloween Party yet
but will be working on it within a couple of weeks. She said that it is a little early and most of the
businesses know that she will be around.
YOUTH CENTER DEVELOPMENT
Miss Gutzler mentioned that she compiled a list of topics to consider and questions
to answer regarding the development of a youth center. Those who volunteered to be on the
committee were Mrs. Korz, Mrs. DeLisa, Steve Miller, Mr. Holt and Miss Gutzler.
Mr. Holt mentioned that Mr. diPiemo told him that he had gone to Mr. Saland and
asked him why he didn't help the Town of Wappinger with a Teen Center. Mr. Saland's response
was that no one from the Town had every approached him about it. Maybe we should sit down
and hammer out some of these ideas and maybe in a few months send a letter to Mr. Saland, Mr.
Miller etc.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. The ditch at Castle Point has been dug up to the Park property.
2. The P.O. is in to the Town Board for the repair of the roof at Schlathaus.
3. The roof at the barn needs another coat of paint and at the same time they will
fix a couple ofleaks. The request for approval to do this is in to the Town Board.
4. We are getting an estimate for blacktop work in front of the stage. Mr. Miller
suggested that we also check on a price for cement. He mentioned that in the summer the
blacktop gets soft.

5. We will be looking into sensor lights to be placed at Martz Field for security.
The buildings and dugouts are again marked up. At least they didn't put 4 letter words on the
building.
6. We are going to do some work in the bathroom at Schlathaus. We also have to
put together a plan (handicapped plan) to cover buildings sinks, fountains, paving etc.
7 . We are going to get an estimate for paving of the dock. We will be getting
two estimates for the work. One will be for the work to be done in cement and the other for
blacktop.
8. We are in the process of completing the budget requests for 1998. Mr. Holt
indicated that he has put in the budget funds for the purchase of a mower. At this point we have
so much mowing to do that if one of the mowers are down we find that we really get behind. We
also put funds in the budget for a chipper, and backhoe and also a finishing mower. We also need
more bleachers, tables and pea gravel.
Mr. Friedman asked if we had received a report from Mr. diPierno on the
information he received at the Recreation Conference that he attended in May. The whole
purpose of the conference is to have someone bring back to the commission information that we
can use to better our recreation programs and activities.

AUGUST 1997 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF JULY 1997
SENIOR CITIZEN CENTER
JUly activities at the Senior Citizen Center included the
regular schedule of arts/crafts, oil painting, photo club,
exercise, line dancing, videos,. bingo, puzzles, creative
writing, cards and games. Bridge is cancelled JUly and
August and will resume in September. The Center was closed
for the 4th of JUly hOliday.
72 Seniors enjoyed T-Shirt day on the 10th. Everyone
wore their Wappinger Senior Center T-shirt. We had pizza
for lunch followed by Bingo. Fun day.
On the 16th, a representative from CHP Senior Advantage
spoke on CHP and Medicare. There are a lot of supplemental
plans now available to Seniors. GUidelines are set by the
state. The varaious plans are being presented to offer the
seniors information to help them make a more informed
choice.
On the 23rd, the Office of the Aging sponsored a picnic
for Wappinger seniors at Schlathaus park. The weather was
beautiful, food good and everyone enjoyed.
Blood pressure screening was held on the 10th and our
monthly birthday party on the 25th.
The trip to Aqua Turf was wonderful! Seniors enjoyed the
day, the food the location.
The seniors welcomed Maria Borges as our new
craft/activity person. Maria replaces Linda soto, who moved
to Delaware. Maria is dOing a good job. She and Regina
will be working on some new craft projects for the seniors.
there are 191 seniors registered at the Center and 235 on
the waiting list.
ITEMS TO BE NOTED:
1. The photo club has requested uSing Schlathaus so they
could set up a dark room. The kitchen could be darkened
allowing the photographers to develop their own film and
also to do some printing. Equipment is portable. If
possible a locked cabinet would enable them to keep their
equipment safe when not in use. This would avoid any
problems of lost items. Is all this possible?
2. August events include "Dress a Banana" contest followed
by Ben & Jerry's ice cream and make your own banana split.
3. September brings another 3 Center Bingo Bango at the
Fishkill center.
4. Christmas dates for senior parties are Dec. 4th for
Villa Borghese and Dec. 10th for the Elks Lodge Town Senior
party. Santa are yOU out there? Are yOU available?

WHEW!!! Sure has been a lot of hot and sweltering
weather! Do you think we could bottle some of the high
temperature days and use them in the winter? NO? Well,
since we haven't found a way to do that. How about a nice
way to cool down?
A party you say? Nah. A water balloon fight? Not a bad
idea. A swim in the pool? Great idea! No Pool!! what's
nice and cooling and refreshing and cold and DEEEEEELICIOUS?
BEN AND JERRY'S ICE CREAM!!!!! Yep!! That's cool! That's
refreshing! And DEEEEELICIOUS!!l -But wait!! Now, we can't
just have ice cream can we? Don't answer that! Before we
get to the ice cream part, we are having a DRESS A BANANA
CONTEST!!! <tee hee!) Here's what you do. Each of you
will bring in a banana. Then, there will be sprinkles,
marshmallows, syrups, whipped cream, cherries and other
goodies. You'll peel your banana half way and decorate it
with the goodies of your chqice. Now that is not the end.
There will be prizes for the most original, cutest and ???
After all this is done, there will be Ice Cream donated by
Ben and Jerry's and you can make your own banana split or
sundae and ENJOY! It should be lots of fun for all. So on
Thurs. AUGUST 14th BRING A BANANA TO THE CENTER!!!! Join
the fun, laughs and ice cream. And maybe a few brain
teasers to keep us entertained!
On August 13th, Shirley Stilgenbauer from Physicians
Health Services will be at the Center to talk about their
HMO/MEDICARE program. There are still a lot of questions
out there on these insurance programs so mark your calendar.
Other August news: Blood pressure screening is cancelled
this month, but will resume in september. Our MONTHLY
BIRTHDAY will be on the 21st. BINGO days are Wed. AUgust
6th, 13th, and 27th and Thurs. the 21st 28th. please note
dates that Exercise is cancelled!

Anyone interested in making bows? We will be holding a
BOW MAKING OLASS on SEPTEMBER 4th at 10:30a.m. The holidays
are not far away then and you can get a head start on
learning to decorate your gifts and packages. Regina and
Maria will be working together to teach you and assist you
with this. If you have a special ribbon you would like to
use, feel free to bring that. We will have supplies at the
center for you to use on this project. You may also wish to
bring a basket or wreath for your bow. There are a few
baskets at the center as well. If interested, please put
your name on the sheet beside the attendance sheet headed
BOW MAKING.
BINGO! BANGO! BONGO! at the Fishkill oenter is scheduled
for september 8th. will give you more details later. This
still has to be reconfirmed. You will need to get a ticket
as in the past. More on this later.
Anyone interested in learning spanish? Elena Garrido,
one of our members has offered to teach a class. Elena has
taught for continuing Education and is a native of Panama.
She is fluent in her native language as well as English. It
is a great opportunity to expand your horizons and learn a
new language. You will have a better understanding of other
languages as well. Many of the Latin languages have similar
sounds and meanings. Besides, who knows? Maybe you'll want
to take a trip to spain or puerto Rico or Panama or the many
other spanish speaking countries. If you are interested
please let me know. We need at least 3 or 4 to begin a
class. Sign UP with me soon.
Something new! well, it's not new, I'm borrowing the
idea from oprah1s Gratitude Journal. Each month, I would
like each of us to share something we are grateful for. So,
there will be a box labeled GRATITUDE BOX by the sign UP
sheet. Just write your thought of gratitude on a piece of
paper and put it in the box. Each month I will put these
positive thoughts in the newsletter. If you wish others to
know who wrote the thought, sign your name or if not just
don't put your name. Your positive thoughts of gratitude
may inspire others, help others who are down and feel there
is nothing positive for them, they may cause a smile on a
sad or grumpy face. Let's try it and share our thankfulness
with one another. I'll start! I am truly grateful for the
privilege of knowing each of you. I am thankful for my
health, my friends and familY. I am so happy to be having
Ben & Jerry's ice cream and a banana split on the 14th.

NOW, some up and coming eventsI The craft fair is just
around the corner, probably on Friday, Oct. 24th. That is
not a definite date as yet, but will let you know. It's
that time when Reg and Maria will be asking you to finish
this or please do that! Also in Oct. is our annual
Halloween party so start to think about a costume. Next,
where would you like to go for Thanksgiving Lunch? Help me
please! And then would you believe "You better watch out,
you better not pout, you better not cry" cause you know who
will be coming to town. A tentative date for our Villa
Borghese Christmas luncheon is Dec. 4th. Mark you
calendars.
would you like to have a day of GAMES. Games such as
"PRICE IS RIGHT" or TRIVIA or BRAIN TEASERS? please let me
know. I will schedule these in the coming months. Of
course there will be prizes for the' participants and
winners. This could be a fun day, something a little
different plus mind stimulating. Do you want to try it?,
BRIDGE has been cancelled for July and August. and will
resume in september. If you are interested in Bridge,
please let me know and we will contact you in September.
The CREATIVE WRITING Class continues. The schedule is
flexible for this activity. If you are interested in
joining let me know. Don't be shy! It's fun and can be an
exciting experience.
The WALKING CLUB continues...If you have not joined this
club yet, start now! Just add your name to the chart and
start walking. Six times around the Town Hall is a mile.
Just mark the number of times you walk around, I will
convert it to miles later. walking is considered one of the
best physical exercises you can do for your health. It can
help reduce blood pressure, regulate insulin for diabetics,
keep your heart healthier and so much more. The goal for
walkers for 1997 is for each walker to do 10 more miles than
last year, or if just starting, you can make at least 10
miles your goal. That is only 60 times around the building
in a year, or 5 times around a month. No Cheating! 1997 is
the year of the Serious Walker!! Only those who participate
in walking at least 10 miles (exceptions must be approved>
can enjoy our Award Luncheon.

thoughts, drawings or writings. So come on Seniors! Let's

In regard to paying dues, many of you are now paying your
dues on a yearlY basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the center every week
and" want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of you are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, AUGUST dues is $2.00. Those
on the waiting list are welcome to pay dues. This entitles
you to join our "out of center" activities at a reduced
cost.

CREATIVE CORNER
REFLECTIONS OF A CAT OWNER

A house cannot prove it's a perfect house, but if yoU live
in one you'll know. 8efore Tabby came to live with me, my
home was empty. Now sharing it with Tabby, it's a place I
like to come back to and I don't. live to leave for more than
a few hours at a time. At least I have something to do,
feeding him, brushing him and talking to him. He listens
and understands!
I don't have a beautiful home. I'm not much of a decorator.
But, Tabby makes it warm and rich in furnishings.
There's one thing I cannot do with Tabby, that is to pick
him up and hold him in my arms. He shies away from this for
whatever reason, I'll never know. He must fully know how
much I love him and I would never hurt him. perhaps, it's
just his personality. It makes me very sad.
There is only Tabby and I living here, but we talk to each
other any time we can. He answers me by his gestures and
purring and every once in a while a meow.
He greets me with love, but sometimes anger, especially when
I am gone all day. When I walk in you can see how
frustrated and annoyed he is that I wasn't here to cater to
him.
Tabby, whenever I talk to him, just stares at me with an
understanding look. It's hard to describe. Anyone who has
a cat for a friepd knows what I mean.
