The regular meeting of the Town of Wappinger Recreation Committee was held
September 9, 1997 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess
County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Committee Members Joseph Ennesser,
Ronald Friedman, Ellen Korz and Stephen Miller.
The minutes of the August 4, 1997 meeting were approved on a motion by Mr.
Ennesser seconded by Mrs. Korz with all in favor.

CORRESPONDENCE
We received approval from Sheafe Road School for the use of their facilities for
the Boys and Girls Basketball program which will be held starting January 10, 1998 and will run
until March 1998.
We received a copy of a letter that Sebastian Carta of the Dutchess Debs sent to

John Smith of the Town of Wappinger Little League. In his letter he expressed appreciation for
the excellent job the Little League personnel did on running the concession stand at their
tournament which was held July 27 and 28th. " Under very hot and humid weather conditions,
they were able to handle the large quantity of people with respect and in a pleasant manner which
added to the success of the tournament's festivities". Mr. Friedman mentioned that as far as he
knew they left the area in good condition after the tournament.
A memo was received from June Ellen Cioppa, Youth Programs Analyst with a
copy of the 1997 annual Report Form which has to be returned to them by Monday, September 1,
1997. This was given to Mr. diPierno on August 18, 1997 and the report has been completed and
was forwarded to the Youth Bureau.
A letter has been received from Mark Laman of the Wappinger United Soccer
League giving us their field utilization schedule for the 1997/98 Fall Season. A copy was given to
Mr. Chappas. In his letter he noted that they have moved most of the program to the Airport
Park site. It was suggested that a letter be sent to the League noting that we are pleased that they
have reduced the activities at the Rockingham Park and hope that they can keep it that way in the
future.
A memo was received from Supervisor Smith regarding certificates of insurance.
She attached a copy of a fax received from our insurance company, Marshall and Sterling, Inc..
The following is the response:
"1. Use of Town facilities by groups such as boy scouts, fire departments,
churches, employees from Home Depot etc.: a request should be made for the group to furnish
the Town with a certificate of insurance showing general liability coverage and naming the Town
of Wappinger as Additional Insured for General Liability as respects use of the Town's premises.
2. Requests from volunteers to work on Town property: in the event that the
Town is alleged to be negligent, the company would defend the Town. If the Town is found
negligent in a court oflaw, there would be coverage up to the policy limits. Volunteers are
covered for their actions under the general liability policy, however, if a volunteer gets injured
while performing there service, their is no coverage for their injuries unless the Town is found
negligent. "
The Committee did not have any problems with the information that was received, they did
however, question the use of the parks by families or small groups which are not covered under a
business insurance policy. Must they have insurance? Are they not able to use the park areas?
It was suggested that a letter be sent to the Supervisor for further clarification.
The Committee received a copy of a letter that Joanne Vazquez and Nancy

Savidge wrote to the Town Board regarding the development ofa town swimming facility.
This letter was sent to the Town Board with a copy to Mrs. Visconti. Mrs. Smith mentioned to
Mr. Holt that this letter was to be presented to the Town Board for discussion at a workshop and
that Mr. diPiemo should Not be going to various members of the State Government for funding
until there is a direction from the Town Board.
The Committee received a copy of the Certificate of Insurance from the Mid
Hudson Road Runners Club stating that the Town of Wappinger is additional insured with respect
to the events held on 9/21/97 at Robinson Lane.
A letter was received from Klaus Wimmer of the Hudson Valley Soccer League
Hawks requesting the utilization of the Rockingham Park soccer field for one game on Sundays
during the fall and spring seasons. They also requested permission to use part of the park - not
necessarily the existing field - for practices on Tuesdays and Thursdays from 6 to 8 p.m. In his
letter he indicated that he had already spoken to Mr. Chappas and received approval. After
granting approval we find that this is not the case. Mr. Chappas is away at this time so Mr. Miller
has been trying to contact Mr. Wimmer to put a hold on this request until the issue can be
resolved. It was suggested that they could use Quiet Acres, Spook Hill or any other area on
Tuesdays and Thursdays. Mr. Miller will follow up on this issue.
A contract was received from "Let Us Entertain You" for a performance at the
Halloween Party to be held at Schlathaus Park on October 26, 1997. The performance will begin
at 2:20 p.m. and will be approximately 45 minutes at a cost of$150. This was approved by the
Committee.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior activities for the month of August.
This report is attached to these minutes.
Mrs. DeLisa mentioned that there were three accidents at the senior center during
the last few weeks and she noted that twice they had to call the ambulance. She happened to be
out at Leprechaun paying for one of the trips at the time of one of the accidents and she stressed
that is very important for her to have coverage at all times in cases of such incidents. She noted
that a lot of the seniors are now getting up in age and are more apt to have such accidents.
She mentioned that she has started a Spanish class and there are 12 seniors signed
up for the class. She would like to move them to Schlathaus along with the oil painting class but
then she feels that there should be someone with them.
DIRECTOR' S REPORT
Mr. diPiemo was unable to attend the meeting but sent in a report. This report is

attached to these minutes. He mentioned that in the minutes of the last meeting he was alleged to
have spoken to Steve Saland regarding a community center. He noted that he was not aware that
the commission was interested in such a project and that he did discuss what the State might offer
us in building a pool complex. He said that Mr. Saland indicated that it was worth looking into
and it would be a worthwhile project. Mr. diPiemo said that he would follow up in late September
or October. He mentioned that it should be noted that the Town of Wappinger currently received
all the DFY funding to which it is entitled and at this point there would be no further funding
available from DFY for a Community Center.
Mr. diPierno mentioned that the basketball clinic held at John Jay had 38
registrants and virtually all attended. He said that they utilized all three coach/instructors who
broke the group down into three near equal groups. He said that Rebecca Faulds informed him
that the program went very smoothly and that she returned all the equipment to him at one of the
concerts at Schlathaus Park.
He said that from his perspective the Summer Camps went well. Of course there
were some minor parental problems which were handled by either Mr. diPierno or Mrs. Irvin. He
did note that he was forced to register a complaint with the Child Protective Services because one
of the children from Robinson Lane Camp was not picked up until 8:10 p.m. (The child had by
then been turned over to the State Police.) He mentioned that he has been notified by the Agency
that their investigation has indicated that they do not believe that the situation warrants any
further action. Both parents were counseled by them.
He also mentioned that there were some personnel problems at Martz Field. He
said that despite counseling by Mrs. Irvin the situation did not improve so he therefore re-assigned
the 4 counselors in question to different parks. He interviewed all 4 later and 3 of the 4 admitted
that the change had resulted in a better attitude and better insight into the duties of a counselor.
The fourth had little or no comment but admitted as did the other three that he was enjoying his
work at his new camp.
The summer concerts ended in a rainout but otherwise went well. Except for some
minor problems at the Jazz Knight Concert, there were no technical problems. He mentioned that
if the turnout is any indication of our success, then here too we are looking at a really fine
program. Mr. diPierno mentioned that he noticed that the chains and no parking signs have been
erected and he has a couple of concerns about their placement and the "No Parking between
Signs". Mr. Holt mentioned that at this point they were only put in temporarily at this point.
HALLOWEEN
Miss Gutzler was unable to attend but she sent a report. In her report she
mentioned that she has spent 3 hours taking an inventory of the supplies and checking on their
condition. In the end she came back to ask the committee for permission to purchase the

following items: 1. a new string oflights, 2. At least ten black tarps to cover the windows and
doorways. These tarps could also be used by the seniors to cover the windows for their
photography club. 3. ten small pumpkins to be painted at a local elementary school art class.
She mentioned that where possible she would use vouchers or P.O's for the purchases.
It was recommended that the haunted house be held on the Sunday before
Halloween (the same day as the Town Party). She said that she didn't recommend that we hold
the house on Saturday, as no one came last year. Mr. Holt mentioned that he felt that it was at a
lot of work for one day but Mrs. DeLisa said that people wouldn't make a separate trip to the
house but because they come to the party on Sunday they enjoy it,
Miss Gutzler mentioned that she would need help this year in setting up and also
people to help" to scare the living daylights out of the residents". Mrs. Korz suggested that
maybe we could ask Joanne Vazquez to have her scout group help with this project. She will
contact them.
Mrs. Korz mentioned that we need to put in a facilities use application to Myers
School for a rainsite for the Halloween Party. Mrs. Roe will remind Mr. diPierno to do this.
She has called McDonalds to reserve the character for the party and to get a promotional coupon.
She has also contacted the following for prizes: Subway, Fun Central, Hoe Bowl, Carvel,
Hometown Buffet, KFC, Renegades, Wendys, Taco Bell, Dunkin Donuts, Party City, Ben &
Jerry's. She said she contacted Play It again Sports but she hasn't heard anything. We mentioned
that maybe she should call Shop Rite to get the "Kids Club Coupon". She was told to speak to
John Weber. Mr. Holt mentioned that in the Community Day parade MVK had a float which
was a large pumpkin. The pumpkin was big enough that at least three people could get inside.
He suggested that Mrs. Korz call him to see ifhe could bring the pumpkin over for the party. It
would also help him to do some advertising. Mrs. Korz mentioned that she has to contact the
three judges. She will also contact Meadowbrook regarding the cider, donuts and decorations
needed for the party. Mrs. Roe will get the P.O. needed.
CONFERENCES
Miss Gutzler also asked if the committee had received a report from Mr. diPierno
from the conference he attended in Lake Placid in May. She also asked if the Town or the
Recreation Committee has a policy on when conference reports were due or if reports are
required at all? She suggested that ifthere was not a policy in effect that a policy should be
adopted. There was a discussion on this matter. To our knowledge we don't think the Town has
any such policy - it just has been a practice of the Recreation Comm. Since everyone is unable to
go to the conferences it is advantageous to all of us if we can get a report to keep us up to date
on recreation policies and information that could help us all do our job. It was felt that this could
be a policy of the Recreation Committee and not a Town policy. Mr. Friedman suggested that a
policy be adopted by the recreation committee as follows: "When any member of the committee

attends a conference where expenses are paid in whole or in part by the Town that a report be
given to the Recreation Committee within 45 days of such conference or it shall negate going to
future such conferences." This was approved.
STIPENDS.
Miss Gutzler also requested that Mr. Holt resubmit to the Town board our request
to receive our stipends based on our work, not on our attendance at meetings. She mentioned
that she had spent 3 hours last week on the Haunted House materials, I hour pricing tarps and
other materials and in October will spend at least 20 hours setting up and acting in the Haunted
House.
REESE PARK
Mr. Ennesser mentioned that he has ordered the material for the new gate at Reese
Park and that it should be delivered to the maintenance area on Thursday of this week. All pieces
will be cut to length. Mr. Glass (of the Highway Dept.) will be welding the pieces together on his
own time. A P.O. has been sent down for approval and a number. Mr. Ennesser mentioned that
they have started to collect the telephone poles at Reese Park and that there are at least a half a
dozen poles there at the present. He is watching to make sure that they don't disappear.
TENNIS TOURNAMENT
Mr. Ennesser mentioned that the T-Shirts and trophies are on order for the
tournament. Mrs. Korz mentioned that there was a terrible showing at the sign ups last week and
that there is another registration scheduled for this Thursday. Mr. Ennesser mentioned that there
is a sign at the courts. It has also been in the Poughkeepsie Journal twice and on the Channel 6
announcements. Mr. diPierno has also put it in his column for the past two weeks.
BOAT RAMP
Mr. Ennesser mentioned that he would like to approach the Commodore at
Chelsea to request permission to store the docks there over the winter. We will also have to
check on the insurance issues regarding this.

ROBINSON LANE
Mr. Friedman mentioned that Little League is still holding their Summer/Fall Ball
program. Until school started they were playing during the week and now they are just playing on
Saturdays. If it rains on Saturday they might play on Sunday.
A request was received from Tim Fisher of the Mens Baseball League to use Holt
field on Sunday September 7th for playoff games. After checking with Mr. Miller and Little
League this request was approved. Mr. Friedman mentioned that he has also requested a field
for this coming Sunday and he felt that should not pose a problem as Little League doesn't use all
the fields.
Mr. Friedman mentioned that we are still having trouble getting a certificate of
insurance from Little League Mrs. Roe has called, he has called and we still haven't received any
response. Mrs. Roe mentioned that she had spoken to Kathy Smith 2 weeks ago and she was
going to put it in the mail that day. Our insurance adjusters have been calling repeatedly
requesting a copy of this in conjunction with the accident that happened at Robinson Lane on
Opening Day. It was suggested that a letter be written to Mr. Smith stating that after repeated
requests that we have not received this certificate and that we don't want to be in at a position to
take further action. What do we have to do to get this certificate???? A copy of this letter
should be sent to Supervisor Smith.
Mr. Friedman asked if we were going to be able to do the additional paving for
parking at Robinson Lane sometime this Fall. We will pull the plan which we put together earlier
in the year and see what is left to do. He also asked if the handicapped markings will be done
soon. Mr. Ennesser mentioned that all the signs are in and can be put up.
AIRPORT PARK
Mr. Holt mentioned that the paving work has been done at Airport Park but that
we are not satisfied with the job that was done. The striping also has to be done for the
handicapped markings and the signs have to be installed. Mr. Friedman mentioned that the dead
tree is still there and should be taken down and replaced. There should have been some sort of
guarantee on it and it should be replaced by the contractor, which we believe is Ameri- Tech.
CASTLE POINT.
Mr. Friedman asked about the work at Castle Point and was told that the electric
line was in place to the Castle Point site. Mr. Ennesser mentioned that he had spoken with Mr.
Paggi and was told that the plans for the building were about 80% finished. Mr. Paggi said that
the building will be done by the end of December and he assured us that we would not lose the
grant money. Mr. Ennesser mentioned that the landfill work has not been started yet. Mr.

Ennesser also asked Mr. Paggi about the comparison of the building with a pre cast building.
RYMER SUBDIVISION
Mr. Holt mentioned that he has spoken to Mr. Paggi regarding obtaining a map of
the Rymer Property and he said that he was compiling one map of the area for us. He mentioned
that he would walk the area with us and will give us his best judgement as to where the road
should go. He mentioned that if we plan to come in from the development area we might have a
problem. He mentioned that there was a big controversy with Mr. Rymer when they were doing
the development and that there was a stipulation that we would come in from Old Hopewell
Road. Ifwe now turn around Mr. Rymer could have a good case because he could have gotten
another lot in the development. Mr. Paggi said that he felt that we should be looking to go in
from Old Hopewell Road and he said that it would cost us more but he really felt that is the way
we should go. Mr. Friedman said that it will be probably 4 times as long and we will have to go
through the swamp.
GOLF LESSONS
Mrs. Korz mentioned that a couple of people had asked her about golf lessons and
she told them that we use to hold them but she would ask about it. Mr. Holt and Mr. Miller
mentioned that the last time we held them we did not have a good enough turnout to warrant
paying the pro for his time. Maybe we could put something in the paper next year to see if there
might be some interest
SPECIAL EVENTS
There was a discussion on special events! trips. It was suggested that we look into
more of these events for the "Town residents" - families etc. Mrs. DeLisa mentioned that East
Fishkill advertises a lot of nice trips for their residents. Mr. Holt mentioned that we had looked
into a trip to the ice show but last year we were unable to obtain tickets early enough to get any
good dates. Some suggestions were trips to Atlantic City, Ball Games etc.
CHAIRMAN'S REPORT
Mr. Holt mentioned that the new roof has been completed at Schlathaus along
with the new gutters. The new boiler will be installed soon. It was also mentioned that the trees
that were uprooted during the storm in April still need to be taken down. Mrs. Roe will check
with Mr. Tompkins to see ifhe has received a quote for this work and then get a P.O.
The barn roofhas a few leaks and therefore we have sent to the Town Board for a
P.O. to have it repaired and painted.

The summer picnic was a success but there is always still room for improvement.
We need to have more structure etc. We did, however, have a problem with the bus
transportation.
We did send out the Christmas Letters to the businesses and professionals in the
area for the Elks Party. The party is scheduled for December 10th.
There was a concern brought up regarding Mr. diPierno's absences from the last
few commission meetings and the lack of communication regarding the recreation programs. Mr.
Holt will set up a meeting with Mr. diPierno and will report back to the commission at the next
meeting.
The next meeting is scheduled for Monday night at 5:00 p.m. so that Miss Gutzler
could attend. If there is a change Mrs. Roe will be in touch with everyone.
The meeting was adjourned at 9:15 p.m. on a motion by Mr. Friedman seconded
by Mrs. Korz.

SEPTEMBER 1997 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF AUGUST 1997
SENIOR CITIZEN CENTER
August activities at th~ senior citit~en center included
the regular schedule of arts/cra!ts, 01 pa1nt1n9, photo
club, exercise, line dancing, videos, bingo, puzzles,
creative writing, cards and games. Bridge is cancelled July
and AUgust and will resume in september.
60 seniors joined in our "Dress a Banana" contest. Each
senior brought a banana to decorate with a selection of
goodies. This included marshmallows, M&M'S coconut,
peanuts, whipped cream, cherries and other sundae makings.
After they were done and best were chosen, all enjoyed
making their own banana split with ice cream donated by Ben
& Jerry's. There was a variety of toppings to make
everything just delicious. It was a fun day.
Over 70 seniors participated in the dedication for the
shuffle board court donated by Mr. Richard Clark and his
sister on the 28th. In honor of this special dedication, we
all enjoyed a B B Que and of course invited our guests of
honor. We are looking forward to some shuffle board
tournaments next spring.
On the 13th a representative from Physicians Health plan
spoke to the seniors regarding HMO/Medicare coverage. There
have been several of these plans represented over the past
months to provide information and comparison of plans to the
seniors.
Our regular monthly birthday party was held on the 21st.
However, on the 3rd, we celebrated a seniors 85th birthday
with a special cake. Those turning 85 are presented with a
dozen roses as well.
The trip to Earhardt's at Lake wallenpaupak was
excellent. Many requested a repeat of this next year.
There are 190 seniors registered at the Center and 235 on
the waiting list.
ITEMS TO BE NOTED:
1. september brings another 3 center Bingo Bango at the
Fishkill center and the annual Walking club Award Luncheon.
2. Christmas dates for senior parties are Dec. 5th<this has
been changed from the 4th> for Villa BOrghese and Dec. 10th
for the Elks Lodge Town senior
3. The Oil Painting class did it again!! They brought 20
ribbons back from this year's Dutchess Co. Fair for their

photos. The cabinet already there is adequate for the

SEPTEMBER 1997
Ah! september!. A prelude to autumn, painted leaves, cool
nights, warm days! And with this, we will be preparing for
our annual CRAFT FAIR!!! And thoughts of Halloween,
Thanksgiving, Christmas and PARTIES! PARTIES! PARTIES! Busy
days ahead.....
Yes, it is that busy time of year again. In the coming
weeks, Regina and Maria will be asking you to make this or
that, finish these, cut those and giving warnings that
"Kathi has the 'stick' out!" Come on! It's fun! It's for
the Fair!! well, you get the idea. Putting a craft Fair
together is a lot of planning and work and thanks to all of
you, Regina and Maria we have one of the best craft Fairs
around!!! Let's make this an even better year than last
year!!!! suggestions are welcome anytime! The rewards are
worth it. Don't forget, lots of holiday "doings" coming up.
The CRAFT FAIR WILL BE HELD ON FRIDAY, OCTOBER 24th in
the large meeting room!!! Mark your calendars. Raffle
tickets will be ready in the next few weeks. Once again, we
are asking each member to take a minimum of $5.00 worth of
tickets. It takes ALL OF YOU to help make this a success.
Raffle tickets are the one thing that EVERYONE CAN
PARTICIPATE IN. Of course if you want to buy or sell more,
please do. The more the merrier. as the saying goes. And
then there will be the bake sale, book sale, granny's attic
as well. Remember craft sales plus your dues make it
possible for luncheons, parties and much more. please do
your part!! If you would like to help the day of the Fair,
please let me know as soon as possible. please do not bring
granny's attic items in before oct. 8th as there is no room
to store them. Thank you all in advance for your
cooperation and help.
BINGO !BANGO !BONGO! IS HERE AGAIN!!! We will have a three
center Bingo on SEPT. 8th at the Fishkill center. The
Center will open at 9:30a.m. You must have a ticket to

attend. There are only a few left so if you did not sign
up, see me now!
The WALKING CLUB will have their award luncheon on
Friday, sept. 26th at Gino's cafe on Rt. 82 at 11:30a.m.
This is only for those who have chosen to be a part of the
walking club. I've heard some of you grumble about this and
I do hear you. However, there would be no reason for a
walking club and its reward if everyone could share in the
reward even if they did not participate. So for those of
you who have chosen not to be part of the Walking Club or
cannot because of physical reasons, I do understand your
grumbles. please try to understand this is to present
awards and encourage more walking for health. The new year
for the Walking Club begins september 29th. Those in the
walking club wishing to attend the award luncheon, please
sign up with Kathi before september 19th. The cost will be
$10.00.
other september news: Blood pressure screening is held
on sept. 10th. Our MONTHLY BIRTHDAY will be on the 24th.

Bow Making class is sept.4th. The center is CLOSED ON LABOR

Spanish classes will begin on Tues. Sept. 23rd at
12:30p.m. Elena Garrido, one of our members has offered to
teach this class. Elena has taught for continuing Education
and is a native of Panama. She is fluent in her native
language as well as English. It is a great opportunity to
expand your horizons and learn a new language. You will
have a better understanding of other languages as well.
Many of the Latin languages have similar sounds and
meanings. Besides, who knows? Maybe you'll want to take a
trip to spain or puerto Rico or Panama or the many other
spanish speaking countries. If you are interested please
let me know or come to the class on the 23rd!
Something new! GRATITUDES OF THE MONTH! The following

good fortune for living in a free and rich country, U.S.A.;
For my good health and the ability toward helping others in
time of their needs; Am so grateful for the wonderful
"senior center" we have here in Wappingers and for the good
times we enjoy each year; Am thankful for the many
educational opportunities I enjoyed in my younger life; and

Wappingers Senior center and especially for a super director

Each month, I would like each of us to share something we
are grateful for. There is a box labeled GRATITUDE BOX by
the sign up sheet. Just write your thought of gratitude on
a piece of paper and put it in the box. Each month I will
put these positive thoughts in the newsletter. If you wish
others to know who wrote the thought, sign your name or if
not just don't put your name. Your positive thoughts of
gratitude may inspire others, help others who are down and
feel there is nothing positive for them, they may cause a
smile on a sad or grumpy face. Let's try it and share our
thankfulness with one another. You can be grateful for so
much or just grateful for a simple thing like ice cream.

NOW, some up and cpming events! oct. is our annual
Halloween party so start to think about a costume. Next,
where would you like to go for Thanksgiving Lunch? Help me
please! And then would you believe "YoU better watch out,
you better not pout, you better not cry" cause you know who
will be coming to town. The Villa BOrghese christmas
luncheon is Dec. 5th. Mark you calendars.
would you like to have a day of GAMES. Games such as
"PRICE IS RIGHT" or TRIVIA or BRAIN TEASERS? please let me
know. I will schedule these in the coming months. Of
course there will be prizes for the participants and
winners. This could be a fun day, something a little
different plus mind stimulating. Do you want to try it?
The CREATIVE WRITING Class continues. The schedule is
flexible for this activity. If you are interested in
joining let me know. Don't be shy! It's fun and can be an
exciting experience.

thoughts, drawings or writings. So come on seniors! Let's
see your "stuff."
In regard to paying dues, many of you are now paying your
dues on a yearly basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues

is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of you are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, SEPTEMBER dues is $2.50.
Those on the waiting list are welcome to pay dues. This
entitles you to join our "out of Center" activities at a
reduced cost.

CREATIVE CORNER
REFLECTIONS OF A CAT OWNER

Michael Joseph, an English writer, writes: "All cats are
possessed of a proud spirit, and the surest way to forfeit
the esteem of a cat is to treat him as an inferior being."
This is true, Tabby came to live with me when he was about
1~ years old. It seemed his former owner just threw him
out. Anyway, he was no doubt mistreated as a stray. I
don't know how long he was on his own, but it took me a long
time to restore his faith in humans. Even today he doesn't
trust or I should say, is suspicious of some things I may
do. I have to constantly assure him of my love.
Tabby is very disappointed in me because I don't play with
him enough. I tire easily and he can see that by just
watching my face and looking into my eyes. His nails are
too long and they get caught in some of the fuzzy tOYs I
have for him. He won't let me cut them and I can't get him
to a vet.
Today, I was in my room getting dressed before I put my
girdle on, I decided to go to the bathroom. As I turned to
go out, Tabby was coming full speed down the foyer when he
saw me turn, he applied the brakes, stopped short, made a
leaping turn and ran back into the living room. I laughed
so hard, I had a pain in my chest. That is another reason
whY I love him so much.

camuti.) Yes, that's why I'm writing these notes.
Hopefully, when someone reads them they will understand
better why I loved Tabby so much. One morning waiting for
my ride with Dial-A-Ride, I was in the back room. He came
to the doorway and looked at me, then down the foyer to the
front of my home. I looked out and sure enough there was my
ride waiting for me. He watches and waits with me.

Please be advised that I will be out of town on Tuesday September 9th and doubt that r will be
able to make our monthly meeting.
Following are some comments that r think are relevant and are of interest to the board:
Last Meeting:
I noted in the minutes that I was alleged to have spoken to Steve Saland regarding a community
center. 1 was not aware that the commission was interested in such a project so I could not have discussed
this matter.. I did however discuss what assistance the State might offer us in the building of a pool
complex. He indicated that it certainly was worth looking into since that would be a very worthwhile
project. I am to follow up sometime in late September or October. It should be noted that the Town of
Wappinger currently receives all the DFY funding to which it is entitled. I discussed this matter witll JWle
Ellen Cioppa who explained in detail how the funding is allocated. The Town of Wappinger is the serond
or third largest recipient of DFY funding in Dutchess. There would be no further funding available from
DFY for a Community Center.
Our basketball clinic that was held at John Jay had 38 registrants virtually all of whom attended.
It is my understanding that this is about normal for the program. We utilized three coach/instructors and
they mare or less broke the group down into three near-cqual groupa. Rebec:c:a Fauld informed me that the
program went very smoothly and returned all the basketballs to me at one of the Schlathaus concerts.
At Community Day I had the opportunity to casually discusa State assistance for a pool complex
with Joel Miller. He thought the idea was a very good one and worth following up. He asked many
questions regarding land availability, Town participation in financing, location etc. He invited me to send
him a letter describing what we v.ere looking to do and noted that he and Senator Saland (with whom he
works very closely with on projects such as this) would get together and let us know to what extent the
State could help. He indicated that he would be unable to do anything until at least October because of the
late budget.
From my perspective, the Summer Camps went well. To be sure there were some minor parental
problems (mostly dealing with enrollment) which were handled either by myself or Maureen Irvin. (One
incident was noted in the last meeting).
I was forced to register a complaint with the Child Protective Services of the Dutchess County
Department of SociaI Services. This complaint focused on a youngster at Robinson Lane who was not
picked up on time and was eventually turned aver to the State Police. It was they who managed to finally

contact someone to have the child picked up - at 8: 10 PM! I I have since been notified by the ~r:y that
their investigation into the matter has indicated that they do not believe that the situation warrants any
further action. Both parents were counseled by them.
There were some personnel problems at Martz field. Despite counseling by Mrs. Irvin the
situation did not improve. Consequently. Ire-assigned 4 counselors to four different parks. All four were
later interviewed by me personally and three of the four admitted that the change resulted in a better
attitude and better insight into the duties of a counselor. The fourth had little or no comment but admitted,
as did the other three, that he was enjoying the work at his new camp (Spook Hill).
The Summer Concerts ended in a rain-out. but otherwise went well. Except for some minor
electrical problems at the Jazz Knights c:onc:ert. there were no technical problems. If the tum-out is any
indication of our success. then here too we are looking at a really fine program. Better promotion and
advertising could subltantiaUy increase attendance. I noticed that chains and no parking signs have been
erected. However, the no parking signs are in the chains and when the chains are removed, so is the
· message. I would re-iterate placing "No Parking Between Signs" be placed on the poles. Perhaps we c:ould
get stock signs from the Highway Department Also the southern most 'entrance' is too far south since we
would be encouraging traffic too close to where people are sitting for the concert. I would recommend we
take another look at that situation.

I'm sorry I cannot attend tonight's meeting. The constant juggling
of dates makes it impossible for me to deliver this report in
person. I hope this written report is satisfactory.
Regarding the Halloween party, I spent three (3) hours one day last
week taking inventory of our supplies and checking on their
condition. After locating and re-assembling his parts, Mr. Bones
is back together and hanging in the closet. Several of the hanging
figures, along with Mr. Bones, were stuffed into plastic garbage
bags and thrown up in the attic. r located all of our figures,
fixed what was broken and hung up the severely wrinkled pieces.
Several strings of lights which had adorned the doorways were not
put back into their boxes, but were similarly stuffed into bags.
Hence, one string was completely destroyed: the plastic "heads"
were broken off and could not be repaired. This string needs to be
replaced, not only because we need it, but because it was/is my
personal property on loan for the Haunted House.
I ask the committee for:
1. permiSSion to purchase the following items
a) one new string of lights
b) at least ten black tarps to cover the windows and doorways.
TheBe tarps then could be used by the seniors to cover the
windows for their photography club.
c) ten small pumpkins to be painted by a local elementary school
art class
2. a check for at least $150.00 to cover the cost of said items.
Is it possible to use vouchers or P.O. IS to cover the cost if an
approved vendor is used?
I also recommend that the Haunted House be held on the Sunday
before Halloween, which, hopefully, is the same day as the party.
I do not recommend holding the House on a Saturday, as no one came
last year.
As I said at last month's meeting, I must have help this year in
setup. Ron and Jim have always been available for setup, acting,
and takedown, but three people are too few for this task. I
respectfully ask committee members to try and help the week before
the House. Also, some youngsters are needed to scare the living
daylights out of our residents.

Finally, under new business, has the committee received Mr.
diPierno's report on the Lake Placid conference? Better than 90
days have passed since he attended, therefore I hope the committee
is in receipt of said report.
Does the town or this oommittee have a policy on when conferenoe
reports are due, or if reports are due at all? If not, I would
recommend that the Recreation Committee adopt a written policy
stating that any member or employee who attends a conference at the
town's expense MUST submit a written report, along with supporting
materials, within 30 days of said conference. Failure to comply
with this requirement should result in a letter to the attendee,
copy to town board members, stating the policy violation. If said
report is not received within 30 days of the letter, the attendee
should be placed on notice that he/she will be removed from hiS/her
seat, if no report is received within the next 10 days. In the
case of a salaried employee, if no report is received within 30
days of the first letter, a second letter should be sent to the
town board, copy to employee, stating the policy violation. The
town board should handle the matter, as they appointed the
employee.
Also under new business, I request that the committee chair re-
submit to the town board our request to receive our stipends based
on our work, not on our attendance at meetings. Using myself as an
example, I spent 3 hours last week on the Haunted House materials,
1 hour pricing tarps and other materials, and in October, will
spend at least 20 hours setting up and acting in the Haunted House.
My number of hours pales in comparison to the time other committee
members. I realize the town board refused our request last year,
but I thin~ we (Ralph) should try again this year.
