NEXT MEETING SEPTEMBER 14,1998 AT 7:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was held August
3, 1998 at Schlathaus Park, AIl Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present
were Kathi Delisa, Senior Citizen Director, Stephen Lowery, Recreation Director, Commission
Members Joseph Ennesser, Ronald Friedman, Ellen Korz, Stephen Miller and Joanne Vazquez.
The minutes of the July 6, 1998 meeting were approved on a motion by Mr. Miller
seconded by Mr. Ennesser.
OUTGOING LETTERS
1. Letter to Town Board regarding lights at Robinson Lane.
2. A request for a P.O. in the amount of$5,575.00 for Hyde Park Painting for painting the silo at
the Barn. The P.O. was approved at the 7/27/98 Town Board Meeting.
3. Letter to Supervisor Smith regarding the water problem at Robinson Lane.
4. Letter to Mike Garrett of Ben & Jerry's regarding a donation of ice cream for the Senior
Center's "make you own sundae" day.
5. Thank you letters to Loretta Hickey and the Scott Family for donations to Senior Center in
memory of Anna Gaglione.
6. A memo to Supervisor Smith regarding a small increase for Paul Endress. This request was
denied.
CORRESPONDENCE
A contract was received from "Let Us Entertain You" for entertainment for the Halloween
Party to be held at Schlathaus Park on October 25, 1998. The fee for their services will be
$150.00. The show will be approximately one hour.
A letter was received from Mrs. Smith (Kathy) stating that the Town of Wappinger Little
League will be hosting a softball tournament on September 25th, 26th and 27th. She mentioned
that she has sent out fliers to all Little League Presidents and various softball teams. She said that
they are receiving a great response for this tournament. Mr. Holt and Mr. Ennesser mentioned
that we have already committed 3 fields at Robinson Lane for a tournament for battered women
that same weekend. Mr. Holt said that he spoke with Mrs. Smith and told her that the three
fields will be given to Sharon McSween (Battered Women) for her tournament. They can use the
rest of the fields at Robinson Lane and the fields at Castle Point and Martz Field.
A letter was received from DeWitt Sagendorph of the Dutchess County Department of
Emergency Response stating that they have made a decision to discontinue the phone call list for
weather advisory effective August 10, ] 998. In his letter he recommended that each camp
purchase a weather alert radio for use at their facility. The radio should be tone activated and
have a battery back up. By having your own radio, each facility would have continuous
availability of the most current information at all times. The information would be first hand and
most importantly not dependent upon outside influences. The Commission suggested that we
should look into purchasing one of these radios for our programs.
A letter was received by Elaine H. Snowden, Town Clerk informing her that Spiegel,
Brown and Fichera has been retained through Crum and Forster Insurance Company to defend the
Town in the matter of Williams vs the Town of Wappinger et al. They are advising the Town's
Employees not to speak with anyone concerning this case. This is the case involving the
girl that was hurt while swinging on a rope in Reese Park
A request was received from Laura Hamedl of 61 Scott Drive requesting a refund for the
Basketball clinic which was held at Fishkill Plains School July 20 to 24 from 10:00 a.m. to noon.
Her son Richard had a problem with his knee and was being seen by an orthopedic specialist.
Mrs. Hemdel provided us with a copy of the Doctors report. This request was approved by the
Commission. The refund was for $15.00.
A request for a refund was received from a Maria Pappalardo for the refund of $25.00 for
registration for the Quiet Acres Camp. The day after she signed the children for camp the Court
ordered that the children be given to the father for the summer months and therefore they would
not be in the area to attend camp. Mrs. Roe checked with the Director of the camp and the
children had not attended. The Commission approved this refund.
A letter was received from the Dutchess County Youth Bureau with directions for the
1999 Request for proposals for the YDDP grants which are due in by August] 7. Mr. Lowery is
working on this proposal.
A request was submitted by Heather Williams, our Swim Director, for reimbursement for
her WSI instruction which amounted to $80.00. It is hard to get someone who has this
qualification and we have placed funds in the budget for someone to get the WSI Instruction. It
was therefore, approved that this reimbursement be made.
A memo was received from Supervisor Smith stating that the Town's Annual Community
Day wiJJ be held on Sunday, September 13, 1998 with a raindate of September 20, 1998. She
requested the use of the speaker system that can be used with a car battery. She mentioned that
she needs this system because the reviewing stand is placed in an area where there is no electric.
She requested that the system be left in the shed at Schlathaus. Mr. Holt asked Mr. Friedman to

check with Little League to see if they have of the system. Mrs. Smith also requested that we
post the event on the community sign at Schlathaus. Mr. Lowery will take care of this.
The building will be unlocked for the use of the entertainers.
A discussion took place on the long term/short term plan for the Senior Center. Mr. Holt
has attended several meetings with Mr. Paggi, Mr. Schwartz and Mr. Roberts regarding this
subject.
A list of the commission's responsibilities was handed out so that each person would be
updated on their duties. The following are the responsibilities:
Mr. Chappas - Soccer, Airport Park, Rockingham, Martz and Christmas
Mr. Ennesser - Boat Ramp. Safety, Fleetwood, Christmas, and Reese Park
Mr. Friedman - Robinson Lane, Little League, Schlathaus and Christmas
Mrs. Vazquez - Castle Point, Halloween, and Christmas
Mrs. Korz - Quiet Acres, Halloween, Tennis, and Christmas
Mr. Miller - Spook Hill, Scheduling Fields and Christmas
Mr. Holt - Maintenance, Overall supervision of programs and recreation areas
Mrs. DeLisa - Senior Citizen Program
Mr. Lowery - Concerts, Summer Playground, Winter Programs, Special Events (including
Bus trips, Halloween and Christmas), Youth Bureau and Dept. Of Health.
Mr. Holt mentioned that we are in the process of putting together a budget for 1999.
What we need to do ASAP is to get information from each member of what they feel is needed at
their park. Mr. Holt requested that each member go to their park to see what improvements
might be needed and call Mrs. Roe by Thursday to have it included in the budget. Mr. Friedman
mentioned several items for Robinson Lane such as water problems, basketball court and more
parking. Mr. Holt mentioned that he has already addressed some of these items in his plan.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the senior's activities for the month of July. This
report is attached to these minutes.
ROBINSON LANE
Mr. Friedman mentioned that he visited Robinson Lane after the Dutchess Debs
Tournament and said that they were left in good shape. He said that they had all their garbage
picked up and bagged and ready to be removed.
He also mentioned that the handicapped painting at Robinson Lane has been completed
but he reminded us that we still need to install the signs. It was mentioned that the signs are at the

maintenance barn and they guys just have to install them.
RYMER
Mr. Friedman asked again if we have received any approval from the County for the curb
cut for Rymer and was told that so far nothing has come through. Mr. Holt mentioned that he
keeps asking Mr. Paggi about it and Mr. Paggi says that he keeps calling the County about it and
he assured us that we will have it by September.
CASTLE POINT.
Mr. Holt mentioned that the building at Castle Point is up and the paving is done around
it. The facilities inside the building are not completed. It was noted that some of the equipment
is still being stored at the barn. We are having a problem trying to get some areas for parking
because of the landfill. Mr. Paggi forwarded to Mr. Holt a copy ofa letter that he had sent to
Frank Kelly ofDEC stating that he has been contacted by the Town Recreation Commission
asking if we can use a portion of the landfill as a parking lot for vehicles. He went on to say
"Initially, I felt that this would not be possible, however, I did state that I would contact your
office to discuss this matter further. Would you either give me a call or drop a note regarding
your feelings on this subject." Weare waiting for an answer to the parking question. If the
answer comes back as no, we don't know where we are going to park cars. We will have a
beautiful park with a new building with no where to put cars. Mr. Ennesser mentioned that he
has prepared a layout for parking adjacent to the building at Castle Point and it should not
interfere with the septic fields. Mr. Holt will check on this plan.
SPOOK HILL
Mr. Miller mentioned that we should be looking at the chains on the bridge and the
swings and the bolts on the equipment at Spook Hill. He felt that they should all be changed as
they seem to be wearing. He asked about running a sprinkler at the camps on the hot days. We
would have to look into this with the Board of Health for next year. Mr. Miller also mentioned
that the counselors at Spook Hill have requested that we make a cut out in the far back of the
park for a kickball field.
DIRECTOR OF RECREATION REPORT
Mr. Lowery mentioned that the basketball camp ran at the Fishkill Plains School from July
20 to the 24 from 10:00 to noon. There were 42 kids in attendance. He mentioned that the 3
kids who ran the camp were excellent. Most of the kids who attended would like to see the camp
extended to two weeks. Mr. Lowery would like to do that for next year. We did have some
problems with the school in that we were originally scheduled to use the gym at the Wappinger Jr.
High and then we were transferred to Fishkill Plains. Evidently Mr. Corrigan's Office failed to

notifY Fishkill that we were coming and the first day of the camp was a disaster. It was a really
big headache. Mr. Lowery mentioned that he had no problem with going to Fishkill School but
the employees at the School gave him a hard time. Mr. Lowery mentioned that we had a paper
signed by Mr. Corrigan stating that we had permission to use the facilities.
We are also having many problems with the bus transportation. The buses are always
late or only one bus shows up when we have a request in for two. Last week Robinson Lane
camp was suppose to be at Fun Central at 10:30 and the bus did not show up to take the kids until
10:35. We then have the problem of trying to get extended time at Fun Central and then the kids
are not back to camp when they are scheduled to be and the parents are calling wondering where
the kids are. It is an all around headache. He mentioned that maybe next year we should look
into private transportation. Mr. Miller asked who we deal with and Mr. Lowery mentioned all
the names that he has been in contact with. Mr. Miller suggested that the next time there is a
problem to let him know and he would see what he could do. Mr. Lowery mentioned that he
would fax transportation a copy of the upcoming week's transportation and then call and
everyone says that there isn't any problem with the buses. Then when it comes to the day's
transportation we always have problems either the buses don't show up or go to the wrong
camps. Mr. Lowery said that we shouldn't have to deal with these problems.
The Saratoga trip still has one opening if anyone is interested. The trip is scheduled for
August 13th. The Yankee/Seattle baseball game on August 29th has three openings at this point.
This is a Saturday game.
Mr. Lowery mentioned that he had received a copy of the Beekman Recreation Guide and
he said that he would try and have something similiar for next year. He mentioned that they
charge $30.00 per week per child for their day camp and they run their camp from 10:30 a.m. to
1 :00 p.m.
Mr. Lowery mentioned that the concerts have been going pretty well. Thursday night we
have a great family show with Steve Max, Simon Sez and Ned Gelfars Juggler. It should be a
great night. He mentioned that he is trying to get K-l 04 to come for the End-Of Summer picnic
at Schlathaus Park. This year there will be a charge of $400. The last concert will be on August
13 and will be the West Point Jazz Band.
GREENWAY
Mr. Ennesser mentioned that Greenway has received a grant for $1,000. for parking for
Reese Park. They will be putting in item 4 or a rough coat of #2 blacktop on the roadway. He
mentioned that he still has to measure the area to see exactly what can be done. He mentioned
that he has the new sign for Reese from the grant money that they received and he will need some
funds to purchase lumber to finish it.

SClll.ATHAUSPARK
Mr. Ennesser is meeting with someone from Black Electric on the lights for the driveway
at Schlathaus. He is also talking to Bob Smith of Chris Bar to get an estimate.
BOAT RAMP
Mr. Ennesser mentioned that the boat ramp is heavily used and everything seems to be
okay at the ramp. The cars are parked all over the place but luckily we have not had any
complaints. He mentioned that we have had a few problems with the sea-doos around the ramp.
Mrs. Roe mentioned that Labor Day weekend is coming up and asked about the patrol hours for
the holiday. Mr. Ennesser will check on this and will get back with Mrs. Roe about scheduling
the hours.
TENNIS
Mrs. Korz spoke with Mr. Casowitz, the Tennis Instructor, and he has requested that we
purchase a divider net for the Courts to be used when he is giving instruction. The cost for this
net would be approximately $300. He also requested that we purchase numbers to be placed on
each of the courts. He would like the numbers so that he can indicate on a sign that certain courts
are closed on certain days for tennis lessons. Evidently, he had a problem with a couple of
people regarding the closure of the courts for lessons.
We are working on the tournament again. We will try for a singles tournament on August
22 and 23 and Mr. Casowitz suggested that we separate the ages into 3 groups instead of two.
We will have under 35,26-49 and 50 and over. Mrs. Korz and Mr. Holt said that they would
pass out fliers. This tournament would be for Town of Wappinger residents only.
HALLOWEEN
Mrs. Korz mentioned that she has been working on obtaining prizes for the Halloween
Party and said that she has sent out 18 letters to the local businesses: The Party is scheduled for
Sunday, October 25th. A discussion took place regarding the haunted house and it was decided
that we will not be doing it again this year. Miss Gutzler did a great job with the house but last
year we did not have enough people there to warrant all the work that has to go into it in setting
it up and running it that day. We will use some of the decorations that we have to decorate the
stage. Mr. Lowery was reminded to put in a facilities use form to Myers Comers School for that
date in case ofrain. The entertainment has already been set up and will be "Beetlejuice".

DEER RUN
Mrs. Vazquez mentioned that when she first attended a recreation commission meeting
she requested that the area at Deer Run be cleared and she asked about the status of that request.
Mr. Holt mentioned that the maintenance guys had been up there that day and they are planning
on doing some work there tomorrow.

Mrs. Vazquez asked about swimming and questioned the progress ofa plan for a Town
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. That Mr. Friedman will sit in for him while he is away on vacation. He will return on
September 10th.
2. That Mr. Humeston has done the paving work at Rockingham.
3. The Town Board has authorized $10,000. for the building attachment at the Barn for
the new equipment. We will have to get a plan together so that we can go out to bid.
4. He has spoken with Central Hudson regarding lights for Robinson Lane and has
received an estimate of approximately $75,000. A letter has been written to the Town Board
regarding this improvement and it will be placed in our 1999 budget plan.
5 . We are still trying to get someone to run the telephone line into Schlathaus for the
computers. Mr. Holt has spoken with Mr. Farrell and was unable to obtain a name because of the
Bell Atlantic strike.
6. The End of Summer Picnic will be held next Tuesday at Schlathaus Park. Everyone is
invited to help. Mr. Holt mentioned that he hoped that there was a plan in place for the day.
7. He reminded everyone about the West Point Jazz Concert on the 13th.
8. The letter for contributions for the Elks Christmas Party is ready and should go out the
end of August. Hopefully if we are able to obtain enough money and we are able to hold 2 parties
the dates are scheduled for December 8 and 15.

There was a discussion on the swim program and the possibility of making it a
separate program from the playgrounds. Mr. Lowery will be looking into the feasibility of this
and we will be discussing this further at another meeting.

AUGUST 1998 REPORT TO THE REOREATION OOMMISSION
FOR THE MONTH OF JULY 1998
SENIOR OITIZEN OENTER
July activities at the Senior Citizen center included the
regular schedule of arts/crafts, oil painting, photo club,
exercise, line dancing, bingo, puzzles, bridge, Spanish
class, cards and games. The Center was closed the 3rd & 6th
for Independence Day.
On the 30th, the seniors held their third Wheel of
Fortune Game using our new wheel made by our recreation
maintenance crew. The "wheel" now has sound effects,
buzzers to indicate wrong letters and much more. "Say Jack"
and "Nanna White" hosted the game. There were prizes for
all the contestants. It was lots of fun.. This and/or
other such games will be added to our monthly schedule. We
are working on a Trivia/Jeopardy game.
The Office of the Aging held their annual picnic for Town
Seniors at Schlathaus Park on the 22nd. There were over 300
Town seniors in attendance.
Blood pressure was on the 9th of this month. Our monthly
birthday party was held on the 24th. We celebrated an 80th
birthday of a senior on the 23rd.
The Trip to Earhardt's at Lake wallenpaupack was
excellent. Many seniors said they would like to go back
there.
There are 193 seniors registered at the Oenter and 239 on
the waiting list.
ITEMS TO BE NOTED:
1. Paul Tobin, principal of Evans school and I are working
on intergenerational programs to be put in place this school
year. Our goal is to give the children opportunities to
communicate with the seniors, learn how their "grandparents"
lived as children, share their knowledge of Wappinger and
surrounding communities in the 20's, 30'S etc. and much
more.
2. August events include ice cream donated by Ben & Jerry's
on the 27th, Music by MSgr. Martin.
3. Our annual Oraft Fair is scheduled for Fri. oct 23rd.

SUMMERTIME! SUMMERTIME! SUM-SUM-SUMMERTIME! Whoa! Sure
has been hot and sizzling! Too hot to work! Too hot to
cook! Too hot to clean! Too hot to Play?? NEVER!
There are a few fun things happening this month. There
may even be a surprise or twO! Instead of a planned party
or event, there may be an impromptu event, BBGue or iC4e
cream or whatever. These things depend on other things
SO....I don't even know what I'm trYing to say! But some
things are better when spontaneous especially when yOU don't
know if they can be or not be. Well,I think I'll quit trYing
to expain before I get YOU as confused as me!
On the 14th there is a special craft class to make spool
dolls. You must Sign up for this to participate. Regina
and Maria will be teaching this class.
On the 27th, Msgr. Martin from Fishkill and Ed Houston
(not sure if this is spelled correctly) will be at the
center to entertain YOU with music. There will be songs
from Broadway hits, popular music from the 40'S/50'S? I am
sure it will be a very pleasant time.
WHEEL OF FORTUNE!! NOW WITH BUZZERS AND A WHEEL THAT
SOUNDS LIKE WHEEL OF FORTUNE. There are repeated requests

other August news: Blood pressure (now the 2nd Thurs.) is
on the 13th this month. Birthdays* will be celebrated on
the 26th. BINGO DAYS are MON. Aug. 17th. Wed. Aug. 12th,
Thurs. the 6th and 20th and Fri. the 28th. please note
there is Bingo on Mon. the 17th. FRESA FRUIT DAY is AugUst
24th Maria has offered to pick up fresh fruit, cut it up
and have it available. Thank you Maria. ANOTHER WISH
CONTINUING TO BE GRANTED!
As we add more games and programs to our schedule you
will notice that more activities are being put into Monday
and Tues. Until now, I have kept most events to wed.& Thurs
to accommodate those taking Dial-a-Ride. And I will
continue to do so most of the time. However, there aren't
enough Wed. and Thurs. to get everything in. I will try to
rotate some of these such as Wheel of Fortune and will put
Bingo on a Monday now and then.
Regarding the WISH LIST. Please note many WISHES ARE
GRANTED! I will keep some copies by the sign in sheet (or
ask me>just in case you have a "wish". Just write it down
and put it on my desk. The feedback from those returned has
been very helpful, enlightening and in some cases
surprising. Thank you to all of you who have taken the time
and effort to do this and to speak up. Remember, you need
to tell me what you want or do not want. There are more
ideas I will continue to grant these as I can. More wishes
to come true in months to come.
SQUARE DANCING!! Some of you requested square dancing
lessons. I have contacted a professional teacher and
caller. I am working on this maybe for Sept? or next year?
If you are interested in this please let me know as soon as
possible. There may be a small fee for these lessons (not
sure yet> Lessons would be one and a half hours, either
Tues. in the morning or Thurs. afternoon. This is great
exercise for all while having fun too.
Anyone interested in scrabble, parchese, chess or
checkers? Let me know! There were requests for more
exercise. Anyone interested in a six week class in Belly
Dancing, Square Dancing, self defense? There may be a cost
to these but let me know if interested. Before I can get
more exercise type classes, I must know how many of you are
interested in a specific type of class. There's lots more

The WALKING CLUB continues..WALKING CLUB MEMEBERS? where
do YOU want to go for your award luncheon in sept? If yoU
would like to join the walking Club start now! A chart is
hanging on the door. Just add your name and start walking.
Six times around the Town Hall is a mile. Just mark the
number of times YOU walk around, I will convert it to miles
later. We do recommend yoU walk with someone. Use the
"BUDDY" system when possible. Walking is considered one of
the best physical exercises you can do for your health It
can help reduce blood pressure, regulate insulin for
diabetics, keep your heart healthier and so much more. Goal
for 1998 Walkers: To do 10 more miles this year than last
year. If you are just starting, you can make at least 10
miles your goal. That is only 60 times around the building
in a year or 5 time around a month. start now!

Brannen and Sue Bush. The Creative Corner was started for
YOU to share your thoughts, drawings or writings. So come
on seniors! L.et's see your "stuff."
In regard to paying dues, many of you are. now paying your
dues on a yearly basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the Center every week
and want to participate in our special events. Yearly dues
is $25.00. Many of YOU pay on a monthly basis and that too
makes it easier to keep track of. A few of yOU are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paYing dues by the month, August dues is $2.50. Those
on the waiting list are welcome to pay dues. This is
VOluntary. This entitles you to join our "out of Center"
activities at a reduced cost.

A few of you have asked why I don't write "Reflections of
a oat owner" anymore. It's been a sad time for me and TabbY
as you all must know by now. Tabby is diabetic and I have
learned to inject him. with insulin twice a day. It's been
quite a nerve wracking experience for me, but also a very
rewarding one. The fact that he waits at the proper time
for his shots and the way he nuzzles his head against my
body to thank me, purring away. He does not play anymore,
sleeps most of the time except at feeding time which is
about four or five times a day. Then he gets under foot and
rubs his body against my legs. He knows this annoys me no
end. Once he is fed, he goes back to sleep. He is not
suffering in any way. He seems content and happy just to be
with me. So I ask the good Lord every morning to give me
courage and strength and help me make the right decisions
for him and me.
***This brings me to the reason why I am writing this. I'll
be raffling off a round trip ticket for 2 to Atlantic City,
when Kathi gives me the OK. (OKAY WITH ME HELEN!) I'll be
selling the tickets for $1.00 each. The money will go to
the Dutchess Co. Assoc. for cruelty for Animals in the name
of the t.Jappinger senior center. L-et's do something for our
four legged friends. Those of you who have had a pet know
the JOY and pleasure they can give. The money will go
towards caring for unwanted pets, spaying and neutering of
strays so they don't have to be put to sleep. please buy
your ticket. The prize is a good one. Thank you.
