SEPTEMBER14, 1998
NEXT MEETING OCTOBER 5,1998 AT SCHLATHAUS PARK AT 7:00 P.M.
The regular meeting of the Town of Wappinger Recreation Commission was held
September 14, 1998 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess
County, New York.
The meeting was called to order at 7:03 by Chairman Ralph 1. Holt. Others present were
Kathi DeLisa, Senior Citizen Director, Steven Lowery, Recreation Director and Commission
Members James Chappas, Ronald Friedman, Ellen Korz, Stephen Miller and Joanne Vazquez.
The minutes of the August 3, 1998 meeting were approved on a motion by Mr. Friedman
seconded by Mrs. Korz with the following correction: On page 5 paragraph #4 it should read
"$30.00 per week per child".
CORRESPONDENCE
A memo was received from Marshall and Sterling enclosing an endorsement on the
Town's Commercial Package Policy effective 6/24/98, adding coverage for the new floating ramp
system at 80 Front Street, Chelsea, New York. This endorsement has been filed in the Town
Clerk's Office with the policy.
A letter was received from Mary Amundson requesting a refund of $25.00 for her two
sons who were unable to attend the basketball camp which was held at Fishkill Plains School July
20th to the 24th. This request was approved and a voucher will be approved and sent for
payment.
A letter was received from Spiegel Brown & Fichera stating that they have been retained
through Crum and Forster Insurance Company to defend the Town in the matter of O'Leary Vs.
Town of Wappinger. This is in reference to the injury on the basketball court at Martz Field on
4/6/97. The main purpose of this letter is to advise us not to speak with anyone concerning this
case.
A letter was received by Supervisor Smith from the Dutchess County Planning and
Development regarding the award of $21,750 of 1998 Community Grant Funds for Schlathaus
Park. It mentioned that their office had met with Joseph Ennesser of the Recreation Dept to
discuss the project implementation and bidding procedures. They also suggested to him that a
complete set of plans and specifications be completed by a licensed architect due to the scope of

the work involved. They noted that the preliminary bid package received on August 3 for the
proposed renovations to Schlathaus Park would not be acceptable for bidding purposes. Mr. Holt
mentioned that Mr. Ennesser is aware of this request and is working on this project with the Dept.
of Planning.
A letter was received from the Wappinger Central School District enclosing the mileage
charges for the summer recreation runs for 1998. The balance owed to the Wappinger Central
School District is $6,167.29. A copy of this has been given to Mr. Lowery for his review before
the bill is paid.
A memo was received from Mr. Friedman regarding the installation of an Internet access
at Schlathaus Park and it was discovered that the cost for the T -1 line for 8 computers would be
prohibitive. It was mentioned that we will go ahead with the electric work and put up our 6 to 8
computers but we will only run in at most two telephone lines for the internet. We will also talk
with the telephone company about getting a better deal since we will not be using this service all
year. Mr. Friedman suggested that since our thoughts are to teach about the Internet that we'
think about using the existing line and hook only one computer to an Internet service such as
AOL, Bell Atlantic etc. and our only other charge would be $20.00 a month. Mrs. DeLisa
mentioned that we have a long list of people who are interested in doing the class.
The following letter was received from the Vineyard Christian Fellowship of Fish kill.
" Remarks - We are requesting the use of the park for an outdoor Fall Concert hosted by our
Church, whose band will be the main performers. This would entail the use of the stage, and the
areas nearest to it for spectators. We will also need electricity for a PA system and some garbage
cans for trash. Concert Date: 26 September 1998 w/rain date of 4 October if possible. Time 3-5
p.m. Expected Crowd - 6-7 band members 25-50 spectators; maybe more depending on word of
mouth. Advertising: Word of mouth mainly, flyers to other churches probably, media (possibly).
J will be at 938-6332 until 4 p.m. today and again at 8 a.m. - 4 p.m. tomorrow. Please have
someone call me for any additional information, and to confirm this request. Louis Federico,
Pastor, Vineyard Christian Fellowship." A question was raised about why they are coming to
Wappinger when they are in the Town of Fish kill and about liability insurance. Mr. Holt said that
we can't take a position until he has further information. Mr. Miller mentioned that he would talk
with Mr. Federico regarding this concert.
OUTGOING LETTERS
Thank you letters were sent by Mrs. DeLisa to the following:
1. To Msgr. Martin and Mr. Ed Husted for sharing their gift of music with the seniors.
2. To Mike Garrett for ice cream for seniors "make your own sundae" day
3. To Dianne Wagner for donation of Omega Enlarger to the photo club.

A letter was sent to Service Distributors for a donation to the Elks Christmas Party.
A letter was sent to Dan Ehrich, Chancellor Commander of Dutchess Lodge 860- Knights
ofPythias for help for the photo club.
Mr. Lowery sent a thank you letter to Shop Rite for their help in providing food for the
end of summer picnic. Mr. Holt mentioned that we should put a picture in the paper thanking
them for their support for our picnic.
Mr. Holt mentioned that he called Irv Miller regarding the Mid Hudson Road Runners
Race. and said that he was in the recreation office to provide payment for the use of the Robinson
Lane facility for their race on September 19th and 20th. They also provided a copy of their
insurance. Mr. Holt mentioned that Mr. Ennesser usually acts as the interface to help them set up
the electric for their computers. Since he is on vacation, Mr. Holt said that he would see if Mr.
Tompkins would be available to meet with Mr. Miller to help with their set up. Mr. Friedman
mentioned that Little League still has a lot of things in the store since they will be up and running
for the Battered Women's tournament and the Little League Softball tournament the first
weekend in October.
Mr. Friedman mentioned that he has given Linda Margarone's phone number to Sharon
McSween and vise versa so that they could communicate regarding the opening of the store for
the Battered Women's Benefit Tournament which will be held at Robinson Lane on September 26
and 27. He also mentioned that he was under the impression that the tournament that was
running on the first weekend in October was not a Little League Tournament. Mr. Holt asked
Mr. Friedman to check further on this because if it is not a Little League sponsored tournament
then there will be an insurance issue we have to deal with. Mr. Friedman suggested that the
following be added to the application for use of facilities, " I understand that this approval does
not become effective until a $1,000,000. Liability insurance policy naming the Town of
Wappinger as additional insured is submitted." He suggested that we also put on the application
the fees.
RECREATION DIRECTOR'S REPORT
Mr. Lowery mentioned that the Mohegan Sun bus trip is scheduled for Sunday, October
18th. The cost will be $11.00 per person however, each person will be given a $10.00 meal ticket
and $5.00 bet. The sign up is tomorrow night at Schlathaus Park. The bus costs $435.00.
The Yankee trip went really well with many positive comments although it was a hot day.
Even the Yankees welcomed us on the score board.
The Schlathaus Race will be held October 3rd starting at 10:00 a.m. and Mr. Lowery said
that the trophies have been ordered. Linda Stow is the coordinator for this race.

Mr. Lowery has already approached the Ketcham Chorus for the Christmas Tree Lighting
Ceremony and they seem very interested. It would be nice to promote the school. The price will
be really cheap $50.00 or such. The date for this party is December 6, 1998. Mrs. DeLisa
reported that the gifts have been ordered for this party.
If anyone has any suggestions for choral groups that might be willing to perform at
Schlathaus Park in the summer, please let Mr. Lowery know. Mrs. DeLisa mentioned Johnny
Dell and Mr. Holt mentioned that a group he has talked to will be bringing in a tape and
information next week. Mr. Friedman also mentioned the River Bank Banjo Band and Mrs. Korz
said that she knows someone in the band so she would get some information.
Mr. Lowery suggested that we review the criteria for the Summer Playground Director.
Mr. Holt mentioned that we should devote some time to this issue and that it is his feeling that we
need a Summer Director for the full 7 weeks. Mr. Lowery said that he would also like to discuss
the swim program at the same time
Mr. Lowery mentioned that we have an issue with the transportation for the summer
programs. In the beginning of the year we give transportation a schedule of the bus
transportation needs and they gave us an estimate. We have now received the bill and we find
that they are charging us for the driver along with a mileage fee. They have never charged us
before for the driver. Mr. Lowery mentioned that sometimes the drivers especially on the movie
trips would stay and watch the movie and still get $21.00 per hour. Mr. Lowery mentioned that
he has spoken with transportation. We have the funds in our budget for these charges.
RYMER SUBDIVISION
Mr. Friedman mentioned that he has spoken to Mr. Paggi several times in the past month
regarding the curb cut for the above subdivision and we still have not received an answer. He said
that his contact at the Dept. Of Public Works is retiring.
HALLOWEEN
Mrs. Korz mentioned that we have received several items so far for the Halloween Party
from such places as Shop Rite, Subway, Party City, Hudson Valley Renegades, Fun Central,
KFC Pizza Hut, Dunkin Donuts, Eddie's Gourmet Pizza, Wendy's and Hometown ButTet.. Ben
and Jerry's has not called her back and McDonalds is all set to come.. Mrs. Korz mentioned that
Hoe Bowl Bowling will not give us anything because the summer program never went there this
year.
Mr. Holt said that he felt that we will have enough things for prizes. Mrs. Korz said that the
entertainment is all set and she has contacted the "witches" and they are all set. She still has to
go to Meadowbrook to order the apples, cider and donuts and decorations. That day we will set

up the sound system and Mr. Holt mentioned that we should but up some of the decorations that
we have from the haunted house on the stage. We will remind the guys that they need to be there
with the truck to help set up and deliver the items from Meadowbrook. Mrs. Korz reminded Mr.
Lowery that we need to contact Myers Comers as a rain site for that afternoon.
DEER RUN
Mrs. Vazquez mentioned that they have cleaned up the area at Deer Run and it looks
really good.
ROCKINGHAM
Mrs. Vazquez mentioned that the parking at Rockingham Park is very bad and dangerous.
People are parking on both sides of the road and you can't get around the turn. She mentioned
that it is dangerous. Mr. Holt said that he spoke with Soccer people and told them that they have
to keep the usage of Rockingham to a minimum. Mrs. Vazquez said that it is very crowded there
this year.
SURVEY
Mrs. Vazquez asked if we could prepare a survey to the residents asking what they want
for recreation in the Town. Mr. Holt said that this could be done. Mrs. Vazquez and Mr.
Lowery were asked to work on a form to go out and we will see if it can go out with some other
Town mailings.
NAMING OF THE FIELDS
Mr. Miller mentioned that we should discuss further the criteria for the naming of the
fields. It will be placed on the next agenda.
SENIOR CITIZEN REPORT.
Mrs. DeLisa handed out a report on the senior activities which is attached to these
minutes.
Mrs. DeLisa mentioned that she would be having a "grandparents day" this month with
children from James Evans School coming to the Center. She asked if anyone had any thoughts
for intergenerational programs. Mr. Miller suggested that the Seniors tell these children about
their experiences i.e. what they had as children, what they did for entertainment, historical
information with pictures etc.
The craft fair is on October 23, 1998.

She mentioned that we are gearing for 2 parties for the Elks but we still need more money.
Mrs. DeLisa said that the gifts for all the Christmas Parties have been ordered.
SOCCER! AIRPORT PARK
A copy of a letter was received from the Soccer Club to request more funds from the
Town for running their program. Mr. Holt would like this letter to be copied and sent to each
member for their comments so that recreation can take a position and it can be submitted to the
Town Board as soon as possible. Mr. Chappas mentioned that soccer has spent about $10,000.
for goals, netting, etc. for the fields but they also spend about $1 ,900. a year to use Bowdoin
Park. He emphasized that soccer puts a lot of their funds into the program.
Mr. Chappas mentioned that the locks on the doors of the portajohn's at Airport Park do
not work. We will call the company on this.
CHAIRMAN' S REPORT.
Mr. Holt mentioned that he is still working on the computer classes and we will have to
order new tables for the computers.
He mentioned that the building at Castle Point has been vandalized already and the soffits
have been damaged. Vandalism down there is very high.
KABLAOUI SUBDIVISION
We discussed the above and we will continue with our request for money in lieu ofland
for the above subdivision.

SEPTEMBER 1998 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF AUGUST 1998
SENIOR CITIZEN CENTER
AUgust activities at the Senior Citizen center included
the regular schedule of arts/crafts, oil painting, photo
club, exercise, line dancing, bingo, puzzles, bridge,
spanish class, cards and games.
On the 25th, the seniors held their fourth Wheel of
Fortune Game using our new wheel made by our recreation
maintenance crew. The "Wheel" now has sound effects,
buzzers to indicate wrong letters and much more. "say Jack"
and "Nanna white" hosted the game. There were prizes for
all the contestants. It was lots of fun.. This and/or
other such games will be added to our monthly schedule.
Trivia Challenge will be added to our game schedule in
september.
on the 27th Msgr. Martin and Ed Husted entertained the
seniors with music and song. This was followed by "Make
your own sundae." Ice cream was donated by Ben and Jerry's.
Blood pressure was cancelled this month. Our monthlY
birthday party was held on the 26th. We celebrated an 85th
birthday of a senior as well.
The Trip to Spring Lake was good. The weather was very
hot but a nice day to be at the seaside.
There are 192 seniors registered at the center and 240 on
the waiting list.
ITEMS TO BE NOTED:
1. september events include a Bingo Bango Bongo, a 3 center
Bingo at the Fishkill center, a "grandparents day, the award
luncheon for the walking club and our first Trivia
challenge.
2. Our annual craft Fair is scheduled for Fri. oct 23rd.
3. Letters have been sent for donations for the Elks
Christmas parties. We are hoping to do 2 parties to
accommodate more Town Seniors. The parties are scheduled
for Dec. 8 and Dec. 15th.
4. Our seniors did it again. The oil painting class, and
photo club plus some crafters entered their works at the
Dutchess Co. Fair. They won a total of 14 ribbons!!!!!
They are all quite excited and proud. We are all proud of
them! ! ! ! !

SEPTEMBER 1998
Ah! september! A glorious month with beautiful weather,
cool nights, warm days, a touch of autumn in the air and for
you couch potatoes no more reruns! september: a month to
ready ourselves for our annual craft Fair and the beginnings
of a whirlwind of holiday happenings. Also another year
gone by HAPPY BIRTHDAY TO REGINA ON THE 20th! Before we
discuss september news lets do some important business.
Gather your talents and crafts and let's get ready! The
CRAFT FAIR will be held Friday, oct. 23rd in the large
meeting room from 10a.m. to 2p.m. Regina and Maria will be
giving you some holiday crafts for Halloween, Thanksgiving
and christmas to work on. Also, there are some projects I
am asking them to make more of and others that we need No
more of. They will be asking you to work on specific
projects or to finish up project, etc. So thank you all in
advance for your cooperation. There is a lot of work
pulling this together and we couldn't do it without all of
your help. Each year gets bigger and better!!!Let's make
this the best yet! Suggestions and help are welcome
anytime!
Raffle tickets will be available soon. once again, we
are asking each of you to take a minimum of 5 tickets to
sell. It takes ALL OF YOU to help make this a success.
RAFFLE TICKETS ARE THE ONE THING THAT EVERYONE CAN
PARTICIPATE IN. Others also contribute by their crafts,
crocheting, knitting, baked goods, cleaning up etc. besides
buying or selling their 5 raffle tickets. Remember craft
sales plus your dues make it possible for luncheons, parties
and much more. PLEASE DO YOU~ PART!! THANK YOU!
Now onto september happenings. On the 4th there is a
special craft class to make decorative soap holders. Your
must sign up for this to participate. Regina and Maria will
be teaching this class.

On the 18th H.L. PRODUCTIONS PRESENTS TRIVIA CHALLENGE!
what is Trivia challenge you ask? This will be played
similar to Jeopardy except answers will not have to be in
the form of a question. There will be categories to choose
from, points per correct answer, buzzers, bells, lights and
who knows what else will happen during this game! There
will be prizes for all contestants and extra prizes for the
winners. So bone up on your trivia knowledge and join us.

On the 24th, the James Evans school principal, some
students will be at the center to celebrate a GRANDPARENTS
DAY! The agenda has not been confirmed as yet so just
ANOTHER SURPRISE!
On the 25th, THE WALKING CLUB will have their award
luncheon. This is only for those who have chosen to be a
part of the Walking Club. I've heard some of you grumble
about this and I do hgar you. However, there would be no
reason for a walking club and its rewards if everyone could
share in the reward even if they did not participate. So
for those of you who have chosen not to be part of the
walking club or cannot because of physical reasons, I do
understand your grumbling. Please understand this is to
present awards and to encourage more walking for health.
The new year for the Walking club begins oct. 1st. Those in
the walking club wishing to attend the award
luncheon, (remember 2 or 3 times around the building does not
count!) please sign up with Kathi before sept. 21st. The
cost for the award luncheon is $10.00.
On the MON. THE 2ath WE WILL HAVE A 3 CENTER
BINGO!BANGO!BONGO! at the Fishkill center beginning at
9:30a.m. The cost is $2.00 and you MUST HAVE A TICKET TO
ATTEND! There is a limit on how many can attend. Sign up
with Kathi before sept. 21st.
Other Sept. news: Blood pressure (now the 2nd Thurs.) is
on the 10th this month. Birthdays will be celebrated on the
24th. BINGO DAYS are wed. sept.23rd, Thurs. the 3rd and
17th and Fri. the 11th.
COMING EVENTS: start thinking about a costume for our
annual HALLOWEEN PARTY! Will you be a queen or king? A
goblin or witch? cute or FUnnyt Thanksgiving luncheon:
where would you like to go this year? I need to know very
soon! CHRISTMAS? Yipes! I can't even think of that it's 88
degrees out as I'm typing this!!
Regarding the WISH LIST. please note many WISHES ARE
GRANTED! I will keep some copies by the sign in sheet (or

ask me)just in case you have a "wish". Just write it down
and put it on my desk. The feedback from those returned has
been very helpful, enlightening and in some cases
surprising. Thank you to all of you who have taken the time
and effort to do this and to speak up. Remember, you need
to tell me what you want or do not want. There are more
ideas I will continue to grant these as I can. More wishes
to come true in months to come.
SQUARE DANCING!! some of you requested square dancing
lessons. I have contacted a professional teacher and
caller. I am working on this maybe next year? If you are
interested in this please let me know as soon as possible.
There may be a small fee for these lessons <not sure yet)
~essons would be one and a half hours, either Tues. in the
morning or Thurs. afternoon. This is great exercise for all
while having fun too.
Anyone interested in scrabble, parchese, chess or
checkers? ~et me know! There were requests for more
exercise. Anyone interested in a six week class in Belly
Dancing, square Dancing, self defense? There may be a cost
to these but let me know if interested. Before I can get
more exercise type classes, I must know how many of you are
interested in a specific type of class. There's lots more
and I will continue to put these ideas to you in the
upcoming newsletters. However, please If you have not
turned your wish list in or if you have more to say, pick up
a wish list by the sign in sheet.
The WALKING CLUB continues. .If you would like to join the
walking Club start now! A chart is hanging on the door.
Just add your name and start walking. six times around the
Town Hall is a mile. Just mark the number of times you walk
around, I will convert it to miles later. We do recommend
you walk with someone. Use the "BUDDY" system when
possible. walking is considered one of the best physical
exercises you can do for your health It can help reduce
blood pressure, regulate insulin for diabetics, keep your
heart healthier and so much more. Goal for 1998 walkers:
TO do 10 more miles this year than last year. If you are
just starting, you can make at least 10 miles your goal.
That is only 60 times around ~~e building in a year or 5
time around a month. start now!

started for YOU to share your thoughts, drawings or
wri t ings. So come on seniors! ~et' s see your "stuff."
In regard to paying dues, many of you are now paying your

dues on a yearly basis and for that your Treasurers thank
you. This makes bookkeeping much easier and efficient. Many
choose to do this as they cannot be at the oenter every week
and want to participate in our special events. Yearly dues
is $25.00. Many of you pay on a monthly basis and that too
makes it easier to keep track of. A few of yoU are NOT
current with dues, this may result in your paying full price
for the upcoming luncheons! Your Treasurer says that for
those paying dues by the month, September dues is $2.00.
Those on the waiting list are welcome to pay dues. This is
voluntary. This entitles you to join our "out of oenter"
activities at a reduced cost.
