MEETING ADJOURNED NEXT MEETING 3/15/99 - , RECREATION COMMISSION MINUTES FEBRUARY 1,1999 NEXT MEETING MARCH 15, 1999 AT SCHLATHAUS PARK AT 7:00 P.M. The regular meeting of the Town of Wappinger Recreation Commission was held February 1, 1999 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Acting Chairman Ronald Friedman. Others present were Kathi DeLisa, Senior Citizen Director and Commission Members Joseph Ennesser, Ellen Korz, Stephen Miller and Joanne Vazquez. The minutes of the January 4, 1999 meeting were approved on a motion by Mrs. Korz seconded by Mr. Miller with all in favor. OUTGOING CORRESPONDENCE 1. Thank you letters to aU who contributed to the Elks Christmas Party. 2. An article was sent to the Southern Dutchess News by Joseph Ennesser regarding Reese Park. 15. Letters were sent to Enviro Clean Porta Potty, A-I Portable Toilets, M. & O. Sanitation and Jones Septic requesting quotes for porta johns for 1999. 16. Letter to Town Board regarding Mr. Friedman as acting chairman from 1/28/99 to 3/8/99. 17. Letter to Planning Board regarding land in lieu of money for the Chelsea Bluffs Subdivision. 18. Letter to Cheryl Musante regarding problem at W.F.J.H. 19. Letter to Town Board regarding the new dedication procedures 20. Letter to Town board requesting permission to obtain a P.O. for clay for fields at Robinson Lane. 21. Letter to Deer Hill requesting permission to use their facilities for swim program for 1999. CORRESPONDENCE. A letter was received from Brealand Edwards indicating that they would like to change the date for their tournament from July 9, 10, and 11 to July 23,24, and 25. Mr. Miller has been working with the Express, Dutchess Debs and the Little League regarding dates for their tournaments. He has suggested that they all sit down and decide which dates they want since they all seem to want the same time frame. A request was received from Kevin Hathorne of the Wappinger United Soccer Club to use Schlathaus on February 23. Since Mr. Lowery will be there that evening for office hours, he will be able to let them into the building. We will then ask them to lock the door on the way out and someone will be down to check the building. A memo was received from Betsy Brockway of the Youth Bureau with the 1999 Youth Bureau Calendar and OCFS Program Listings. A letter was received from Bill Johnson, Chief of the New Hackensack Fire Department indicating that for their 50th anniversary, they will be hosting a large parade which will march down Myers Comers from Blackthorn Loop to the fire station. Since they anticipate a large attendance of both participants and observers, they would like to request that the Schlathaus Park area be roped off to prevent any possible problems. Mrs. Roe will make sure that Maintenance is aware of this. Letters with check lists were received from Site Management Services regarding 2 Recreation Minutes February 1, 1999 the "y2k compliance". These have been filled out and returned to Supervisor Smith. A letter was received from John Weber of the Danger Rock Kayak Club. Mr. Ennesser indicated that this group would like to use Reese Park as a loading point to get out to the river via the lower creek. They are also willing to do some work in the park. He indicated that he didn't feel that this was a problem. Mr. Miller asked about insurance and Mr. Ennesser said that they have insurance. Mr. Ennesser mentioned that he has been talking with the scouts and Greystone about working on the trails. He indicated that the scouts have a tour permit so that they are covered for insurance purposes. They need to pick the dates and set up a project and they will be covered. Mr. Miller indicated that they should send a copy of their insurance to the Town. Mr. Ennesser said that Greystone people will also work in the park and they will also have insurance. He mentioned that the only reason he went after them was because of the Greenway. An attendance report for the monthly recreation meetings were handed out to all members. This is the report that is given to the Town Board Members. Mr. Friedman mentioned that he felt for a volunteer board that the attendance was very good. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of January. This report is attached to these minutes. She indicated that several of the programs had to be canceled because of the weather. She also indicated that the computer classes at Schlathaus Park are going well. She mentioned that they will be holding a Valentine's Ball on February 12th at the Holiday Inn in Fishkill. RECREATION DIRECTOR'S REPORT Mr. Lowery was unable to attend the meeting but sent in his report as follows: The trip to Mohegan Sun is scheduled for March 14th. The bus will leave at 8 a.m. from Town Hall and return at 7:30 p.m. The cost is $13.00 and includes a $10. meal credit, $5.00 free bet, round trip transportation and tip for the bus driver. Checks are to be made out to Aristocrat Tours for $12.00 and there is a $1.00 cash tip for the driver. Reservations will be taken on February 16th to the general public. He has scheduled the Easter Egg Hunt for March 28th at 2 p.m. at Schlathaus Park. He indicated that he is breaking the children down into 3 age groups with a chaperone at each level. The cost to the Town should be around $200. and will consist of plastic eggs with 3 Recreation Minutes February 1, 1999 candy in them and a special golden egg in each age category with a special prize (donation from a local merchant which he is working on) and an egg collection box where they will redeem their egg for a chocolate or lollipop. He will be contacting each member for help with this project. Winter programs are underway. Registration for gymnastics seems low from last year. Basketball has about the same registration as last year. He will be sending a press release to the Poughkeepsie Journal with information on these programs. He is working on the Yankee vs Mets baseball game with a date of July 11 which is a Sunday afternoon at 1 :35 p.m. at Shea stadium. The cost will be $15.00 for the bus, box seat and tip for the driver. The 1999 Recreation Guide debuted or will debut. He thanked everyone who corrected his spelling and helped by providing information. After 1,000 rough copies it is now 99.997% correct. Mrs. Korz brought in a copy of the East Fishkill Recreation Guide which they have professionally printed. It is an impressive information guide. CHELSEA BLUFFS SUBDIVISION. Mr. Ennesser mentioned that at the Town Board meeting on January 24,1999 approval was given to receive land in lieu of money for the above subdivision. This is the subdivision that is adjacent to the Castle Point Recreation area. There should be approximately 15 acres. BOAT RAMP Mr. Ennesser mentioned that he has been in contact with someone to get estimates to resurface the boat ramp. It would be precasted concrete made in 3 pieces assembled and slid into the water. The cost would be between $35,000 and $38,000. Mr. Ennesser mentioned that the area is very big. There would be 2 slabs approximately 15 x 50 x 7 Ih inches thick and then a mating section at the top of the ramp. Mr. Ennesser called the vendor regarding the existing dock repair. We have bolts that have loosened because of the tides and the dock piling stay mechanism has snapped again. The vendor will look at those two items in the near future. SCHLATHAUS PARK C.D. GRANT Mr. Ennesser will meet with Don Swartz on the Schlathaus Park improvements prior to going on vacation. He will review with him the engineering documents for Schlathaus 4 ;. Recreation Minutes .F ebruary 1, 1999 and Mr. Swartz will put together the bid package on the project. REESE PARK BOOKLET. Mr. Ennesser mentioned that since the funds were taken out of the 1999 budget for the Reese Park booklet that he has sent letters to businesses and special people to see ifhe could get donations to proceed with this project. He is trying to generate more and more interest in Reese Park with the schools etc. PLAYGROUND SHIRTS Mr. Ennesser mentioned that he has been in contact with Print Plus regarding the summer playground shirts and we should be receiving an estimate in the near future. MEETING REGARDING LIGHTS AT ROBINSON LANE Mr. Ennesser and Mr. Friedman were among those who attended the recent meeting regarding the installation of lights at Robinson Lane. Mr. Ennesser mentioned that there were some differences regarding the cost of installing the lights from the two companies and that he has gone back to each to see if we could get comparable prices. Mr. Friedman mentioned that it was a very preliminary meeting and those who attended were Marion Balone and Bill Farrell from Little League, Roland Norris from the Yankees, Mr. Friedman, Mr. Ennesser and Mr. Holt from Recreation, Mr. Foster from Highway and Bob Smith from Chris Bar Electric. They just discussed the project in general and looked at potential problems such as electric out there and whether Central Hudson might have to bring another phase out to the area, the demand time etc. Mr. Holt at the meeting mentioned that there is more to this than just the lights on the field, there are other problems that would have to be addressed. We would have to light the parking areas, the toilet areas etc. It is at a very preliminary stage at this time. The ballpark figure just for doing Holt Field would be about $75,000. and that is just for lights. Mr. Friedman mentioned that we should have another meeting in March and it should be around the third week hopefully not on Wednesday or Thursday. ROBINSON LANE Mrs. Roe asked about a date for the porta johns to be delivered to Robinson Lane. Mr. Miller said that Opening Day should be around April 24th but that we should have the porta 5 l .. Recreation Minutes February 1, 1999 johns placed there around March 15th. If the weather stays nice they will be having tryouts out there around that date. The meeting was adjourned at 7:35 on a motion by Mr. Ennesser seconded by Mrs. Korz. Peggy Roe Secretary 6 ~ ~ FEBRUARY 1999 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF JANUARY 1999 SENIOR CITIZEN CENTER January activities at the senior citizen Center included the regular schedule of arts/crafts, oil painting, photo club, exercise, line dancing, bingo, puzzles, bridge, Spanish class, cards and games. Our Hat Day party was cancelled due to snowy and icy conditions. On the 20th Kathy Banham from Rite Aid Pharmacy spoke to the seniors on "How to Get the Most from Your pharmacy Dollars." The seniors had an opportunity to then ask questions concerning their own prescriptions. Blood pressure was cancelled this month because of snowy and icy weather. Our monthly birthday party was held on the 29th. A special birthday party was held for two of our seniors, one turned 85 and one turned 90 in January. computer classes are held Schlathaus. Each group of six seniors meet three times for a basic computer course. The response to this has been overwhelming. John Macek has volunteered his time to teach this class. There are 190 seniors registered at the center and 275 on the waiting list. ITEMS TO BE NOTED: 1. Computer classes will continue in /february 2. February upcoming events include a valentine's Ball, Wheel of Fortune, and a day with children from Evans School. 3.
