The meeting was called to order at 7:05 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Commission Members Joseph Ennesser, Ronald Friedman, Ellen Korz, and Stephen Miller. The minutes of the February 1, 1999 meeting were approved on a motion by Mr. Ennesser seconded by Mrs. Korz with all in favor. CORRESPONDENCE Quotes were received from Anaconda Kaye and Print Plus for the summer staff shirts and the camp shirts. A survey form was received from the Dutchess County Office for the Aging regarding senior services and sources of funding. Mrs. DeLisa filled out this survey and returned it to Mr. Beale of the Office for the Aging. A letter was received from the Town of Wappinger Little League inviting us to their Opening Day ceremonies on Aprill7, 1999 at 9:00 a.m. The rain date for this event is April 24th. They also asked that porta johns be placed at the site for that date. They indicated that they will be contacting Supervisor Smith to request ambulance coverage and will be contacting New Hackensack Fire Company for assistance with parking. A letter was received from Skip Rottcamp of the Wappinger Central School District stating that both Junior High Schools are starting a baseball program this year (7-8th modified "B"). He indicated that he was looking for fields for Wappinger Jr. High School softball maybe just for 5 games. This letter was sent to Steve Miller for follow up. A letter was received from the U.S. Military Academy Band stating that unfortunately they are unable to accept our request to perform this summer for our concert series. They suggested that we submit a request for the summer of2000. We received a copy of a letter sent to Donald Swartz by Dutchess County Planning with comments on the plan for the upgrading of the Schlathaus Property under the 1998 1 ~ Recreation Commission Minutes March 15, 1999 C. D. Grant. Mr. Swartz sent us a copy of his letter addressed to Mr. David Buckley of Dutchess County Department of Planning-and Developing with answers to the issues addressed in Mr. Buckley's letter of February 19, 1999. A check was received from N.Y. State Department of Taxation and Finance in the amount of$7,918.00 representing the 1998 YDDP grant funds. A letter/contract was received from Deer Hill Conference Center listing the particulars in the agreement between Deer Hill Center and the Recreation Department for the 1999 use of the Deer Hill pool. The fee for 1999 is the same as last year $7,500.00. A copy of a letter sent by Donald Swartz to Supervisor Smith regarding the GreystoneProperty was received. A request was received from William Pauldine, Athletic Director for Roy C. Ketcham for the use of the Tennis Courts from March 8th to May 27th from 2:30 to 5:30 p.m. Monday - Friday for the boys tennis team. A copy of their tennis schedule was attached. This was approved and we are having our maintenance personnel clear the courts to get them ready as soon as possible. A letter was received from Dory D' Agostino of the Southern Dutchess Women's Softball league requesting use of the Castle Point fields Monday - Friday from April 1 st to September 30th. They also requested usage on Saturday, April 24th to host the Keith J. Murphy Memorial Tournament. These requests were given to Mr. Miller for follow up. A letter was received by Town Clerk Elaine H. Snowden from Speigel, Brown and Fichera advising that a deposition in the matter of Williams v Town of Wappinger will take place on April 29 and April 30 at 9:30 a.m. at the offices of Gellert and Cutler. The letter requested that someone who has knowledge of the accident to appear at these depositions. Mr. Holt or Mr. Ennesser will attend. Quotes were received from EnviroClean, A-I Portable Toilets and M. & O. Sanitation for the use of porta johns for the parks for the 1999 season. A letter was received from Dynawatch informing us that the company has merged and is now known as Protection One. 2 Recreation Commission Minutes March 15, 1999 A letter was received from Windsor Building Supplies indicating that they will be going out of business. We will need to find a new company where we can get the plus 5 for the fields. A message was received from Sharon McSween requesting use of Robinson Lane fields for a benefit for Sloan Kettering Research on September 25 and 26. She is requesting 3 fields. She also indicated that she would like to use 3 fields on June 12th and was told that since Little League is still going at that time that we would not be able to accommodate her. Both of these requests were given to Mr. Miller for follow up. Mr. Miller will check with Little League to verify their schedule for that time frame. OUTGOING LETTERS 1. Letter to Lori Johnson from Mr. Ennesser enclosing engineering documents for Schlathaus Ramp, Building and Bathroom. 2. Letter to East Coast Bingo Corporation from Mrs. DeLisa for a new cage and slide cards. 3. Letter to Town Board members requesting a P.O. for $780. to Crop Production for 2 Ton of fertilizer. Richard Toll, Treas. from Mrs. DeLisa requesting information on corrugated cardboard containers. 10. Memo to Supervisor Smith with information on the duties of the new full time person. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the activities of the Seniors for the month of February. This report is attached to these minutes. Mrs. DeLisa mentioned that Mr. MacDonald has volunteered to monitor a practice 3 Recreation Commission Minutes March 15, 1999 class for the computer students. This schedule will start on April 16th. She also said that we are starting an internet class with the students at Roy C. Ketcham High School on Tuesday, March 16 and will hold another class on March 18. She has 13 seniors signed up for the Ketcham classes. Mr. Holt asked if anyone knows of someone who would be willing to back fill for Mr. Macek, please let him know. Mrs. DeLisa mentioned that the seniors have requested a change in the set up of the Senior Center. She has requested that they make a drawing to scale to decide if this proposal is feasible. Mr. Ennesser will stop by to check to see if the change will be possible. They want to use the T. V. for different purposes other than just watching movies. It would require a change in the cable line but since there is a drop ceiling that should not be a problem. If we moved the T. V. it would get more use. The photo club has also requested some changes to Schlathaus. Mr. Ennesser met with them and he requested a drawing. He also mentioned to them that we cannot incorporate their changes into what we are doing with the grant. He eXplained to them that the improvements being made at Schlathaus are to be made through a C. D. Grant and the plans cannot be altered but that we would look into what they have requested. Mrs. DeLisa mentioned that the 1999 bus schedule is out and is attached to her report. LITTLE LEAGUE/ROBINSON LANE At this time Bill Farrell and Mark Ziluck from Little League came to the meeting to discuss several items. They mentioned that the school was asking for the use of fields and he said that the Senior League is not opposed to giving them 5 spots for their games but they would not be willing to give them practice time. Senior League has not worked up their schedule as yet and will be willing to work with the school to develop a schedule. Mr. Miller will contact Mr. Rottcamp to see if he can obtain the 5 game schedule which they will try and work around. They can't promise anything but they are willing to work with them. Mr. Miller mentioned that school games will start around 4:00 p.m. Any questions can be directed to Mark Ziluck, Vice President of the Senior League at 298-1747. Mr. Farrell also mentioned that the Town of Wappinger American Little League will be holding a baseball tournament open to Boys ages 9 -16. The games will take place in August on the weekend of the 14th and all the fields at Robinson Lane will be needed for the 4 Recreation Commission Minutes March 15, 1999 event. In the event of rain it will be held the weekend of August 21. This tournament will be for the benefit of the Andy Vito Scholarship Fund and they will get 75% of the profit. The American Little League will get the profit from the store. This scholarship is given to a student in our area. The tournament will be a double elimination format. The cost of entering the tournament will be $125.00 per team and there will be four age groups open in the tournament. The Hudson Valley Umpires who sponsor the scholarship will provide the umpiring. Trophies will be awarded at the conclusion of the tournament. Mr. Vito organized the Hudson Valley Umpires Association and we use them in the Town program. Mr. Farrell mentioned that almost every year one child from John Jay or Ketcham has received a scholarship. Mr. Farrell mentioned that he has gone to the Little League Board and they have approved his request. He also mentioned that it is sponsored by Little League so the League has insurance. It was also mentioned that the Castellano Tournament will be held in July and the Bisaccia Tournament will be run in September. Along with this request Mr. Farrell mentioned that Little League will be running its summer/fall ball program. The games will start the Monday of August 16 and continue on Wed. and Friday during the summer. After school play will be only on Saturdays. The season will end on Columbus Day weekend with a tournament. When the recreation area is used by the Mid Hudson Road Runners and the Battered Women's tournament they will play on Sundays. Mr. Miller mentioned that the Debs are not using Robinson Lane this year. Registration for this program will take place at Robinson Lane in August. MOHEGAN BUS TRIP Mr. Friedman mentioned that the Mohegan trip on March 14th went well. RYMER SUBDIVISION Mr. Friedman asked if we have gone out to bid on the Rymer Subdivision entrance. Mr. Holt mentioned that he and Mr. Tompkins visited the area and met with the neighbors a Mr. & Mrs. Walter Addis and they were very concerned about the proposed recreation area. They said that they were not told anything about this when they purchased their home. They also mentioned that they have planned on installing a hot tub and felt that with the clearing that they would not have any privacy. Mr. Holt mentioned that sometime in the future we can put in some fast growing trees or they could put in a fence. The residence is 20-30 ft up on a hill. While Mr. Holt was away, Mrs. Addis called the Supervisor and told the Town Board about their conversation. The Board has put a stop on any further work at the area and they will be scheduling a workshop meeting to discuss the plan. Mr. Holt will be asked to provide them 5 Recreation Commission Minutes March 15, 1999 with a plan for the site. Mr. Friedman mentioned that it would be cheaper to go in on the other side of the property. Mr. Friedman mentioned that if we don't do the road right from the Old Hopewell side it is quite wet and the road will not last. Mr. Ennesser mentioned that as a safety aspect going out on Old Hopewell could be dangerous because of the traffic. We will do the drawing and present it to the Town Board. EASTER EGG HUNT Mr. Holt mentioned that we will be holding an Easter Egg Hunt on March 28th at 2:00 p.m. and we will be needing all the help that we can get. We will be having the men put up the orange fencing to make at least 3 areas for the hunt. We will need people to police the areas to make sure people don't get in early and that no one gets hurt trying to charge into the area to grab the eggs. Mr. Friedman said he would be available. Mr. Holt mentioned that everyone who can come will be welcomed. Mr. Miller mentioned that he would be unable to be there. Mr. Lowery has at least 6 volunteers to help from Ketcham school. We have to separate the age groups so that the little ones are not being trampled on by the older kids. BOAT RAMP Mr. Ennesser mentioned that he has contacted the vendor and he has the hardware fix for the dock floatation problem and will deliver it sometime the middle of April. Toward the end of last season we had the stay break on the end of the dock and the vendor will be redoing that part with a different design. He is also getting an estimate on the aluminum apron. Mr. Ennesser has also asked Mr. Humeston for some suggestions for resurfacing the ramp. SCHLATHAUS PARK GRANT Mr. Ennesser mentioned that Don Swartz will have all the plans and the bid package ready for Schlathaus sometime this week and all we will need to do is to insert the window for the bid dates etc. The package was approved by the Dutchess Co. Planning Board. REESE PARK BOOKLETIREESE P ARKJGREENW A Y Mr. Ennesser mentioned that the booklet for Reese Park that was taken out of the 6 Recreation Commission Minutes March 15, 1999 1999 budget, was taken to the Wappinger Business People for the $475.00 to print it but that was not approved. He is still looking at other avenues to get this booklet done. We did get grant money of approximately $1 OK for Greenway which is for 3 different areas, 2 in the Village and Reese Park. Mr. Ennesser has a scheduled meeting with the Mayor to go over these grants. Mr. Ennesser mentioned that he hopes to get at least 1/3 of the money and the balance can go to the two Village parks. He is hoping also to get someone in the Village to oversee their portion of the grant. The meeting is set for March 22nd. We have finally located the $200.00 check which represents the balance due on the past Greenway Grant. This money is due to Roger Humeston for his work that was done at Reese Park leveling and working on the parking area. The check had been sent to Mr. DeMarco's home. Mr. Ennesser mentioned that he has been working with a scout troop to do some clean up work at Reese Park on April 17th. He said that they have a waiver for insurance. Mr. Miller asked if we could get the Village to clean up their part of the property. Mr. Ennesser asked ifthere was a map of the property so that we will know the Town's boundaries. Mrs. Roe will check at Town Hall to see if there is a map. LIGHTING AT ROBINSON LANE Mr. Ennesser mentioned that he has received a package from Musco Lighting and he will be putting together a comparison study between Musco and Qualite for the proposed lighting at Robinson Lane. SAFETY AUDITS Mr. Ennesser will be starting the safety audits of the recreation areas very soon. TENNIS Mrs. Korz asked about the purchase of tennis balls for the tennis program. She mentioned that she ususally got them from Caldor but since they have closed we will have to make other arrangements. K-mart is about the only place left where we can purchase with a P.ONoucher. We will check in the playground supply books to see what we can do to purchase the balls. 7 Recreation Commission Minutes March 15, 1999 RECREATION SURVEY Mrs. Vazques was ill and unable to attend the meeting but she asked Mrs. Korz to mention the Recreation Survey. She would really like to have it available at the summer sign ups. She thought it could go in the recreation guide if we were mailing it. Mrs. Roe said that the booklet has been available at the recreation office but we are not making a large mailing so as to get the survey out. RECREATION DIRECTOR'S REPORT Mr. Lowery was unable to attend the meeting but sent the following report: He has changed his office hours from Tuesdays to Thursdays from 6 p.m. to 8 p.m. The Yankee trip sign up will begin at the end of March. The trip will cost $15.00 and include the bus and upper tier reserve ticket. The Saratoga Raceway trip is scheduled for August 12. Sign-up for this will be in early May. Sign ups for the summer playground will be on May 11, 13, 18 and 20 from 7- 8:30 p.m. in the cafeteria at Roy C. Ketcham. He changed it to the Cafeteria to accommodate the people and for the tables, space etc. He will be interviewing staff soon. March 16 is the final day applications will be accepted. The safety plan for the Board of Health is 90% complete. We need updated information for Castle Point (new survey plan, water testing etc.) We do not need to apply for a permit for the swim program. Next month he will give more details on the swim program i.e. staffing, schedules, and program. He is still collecting information on this. He sent in a request from Coach Bill Roos of Roy C. Ketcham in regards to running a football camp for the children of Town of Wappinger. He is looking to do a non contact football camp for one week in July. He would charge a fee that would cover his costs for a coaching staff. Mr. Holt mentioned that we need more information i.e. what is he going to charge, where the money is going, etc. Mr. Miller mentioned that the money would probably go to the football coaches fund and if that is the case we can't do that. The program needs to get the funds. Mr. Miller will follow up on this request. 8 Recreation Commission Minutes March 15, 1999 FIELD USAGE Mr. Miller mentioned that he is working on the field usage requests. He has several that he has to follow up on. Mr. Miller said that he has been working with Mr. Rottcamp regarding his request for the use of 5 fields at Robinson Lane for the Jr. High's new Program. Mr. Holt is having a meeting at the Jr. High at 10:00 a.m. with Mrs. Musante, Assistant Principal regarding the problems that occurred in January with our Men's Basketball Camp. Mr. Miller will be apprised of the situation after Mr. Holt's meeting at the school. We seem to bend over backward to help the school district with their requests i.e. tennis courts, ballfields etc. but we don't seem to get the same cooperation with the school. CHAIRMAN'S REPORT Mr. Holt mentioned that he has received a letter regarding Little League and that the letter also addressed the water system at Robinson Lane. When we had the water problem at Robinson Lane last year we had a sign up and immediately started to treat the problems. We will be working with Camo on the chlorine testing situation. Mr. Holt mentioned that he has been reading in the paper a lot about the tic situation. and asked if the Health Dept. had anything non toxic that we could put down on the fields. Mr. Miller mentioned that the Health Dept. will not recommend anything. There is now a vaccine available and Mr. Miller mentioned that we could make the parents aware of the vaccine but we can't recommend it. We will contact the Health Department to get information that we can hand out at the playground sign ups. Mr. Holt mentioned that Paul Endress has now been hired as full time maintenance. Weare hoping that Mr. Rompala and Mr. Leroy will be returning as part time some time in April. We will call them when the workload gets a little heavier and the grass starts growmg. Mr. Holt mentioned that we need to get a second computer instructor for the Senior Center. Mr. Macek is excellent with the seniors but as the nicer weather gets here he will be wanting to go golfing more and will not be able to have as many classes. We will be finishing up this class this week. The next group will start in April. 9 Recreation Commission Minutes March 15, 1999 Mr. Holt said that we will be needing a P.O. for clay for Robinson Lane. Mrs. Roe mentioned that we have them but we are waiting for the fields to dry up a little bit so that we can get the trucks in. At Castle Point we still need to get the telephone lines in and we have someone to help us. We will have to dig to get the line up to the building. We are working on getting this completed. The recognition proposal for the recreation areas was sent to the Town Board and there was a little confusion regarding the wording. It will now be set up on a workshop meeting. Mr. Holt will attend this meeting and Mr. Miller mentioned that since it was his recommendation he will be glad to attend the workshop and answer any questions. The term for Jim Chappas expires on May 1, 1999. We will have to make a recommendation to the Town Board for their April meeting. A discussion took place regarding the future of Hughsonville Firehouse Playground. It is our intentions to hold the playground at Evans School this year and if Rymer is not finished we will have to continue it at that site until the new area is ready. We do not want to completely cut our ties with Hughsonville if we won't be able to use Evans School. Mr. Miller mentioned that he was fairly confident that we will be able to use the school grounds until Rymer is available. Before we cancel out Hughsonville by letter we want to make sure there is no problem with the School so Mr. Miller will contact them. The annual report for 1998 is available and each member has been given a copy. Copies will be also given to each Town Board Member. We sent a letter to Mrs. Irvin and so far we have not heard from her and the deadline for the applications is tomorrow. Mrs. Korz mentioned that she has heard that she is trying to get into East Fishkill. We feel that she was not happy with the 5% increase. The previous year she had been promised more from Mr. DiPierno and didn't get it and we had hoped to bring her up to $3,700. which is in the budget but find out that her salary was set at $3,150. for 1999. 10 Recreation Commission Minutes March 15, 1999 The meeting was adjourned at 9:00 on a motion by Mr. Ennesser seconded by Mr. Miller. Peggy Roe Recreation Secretary 11 MARCH 99 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF FEBRUARY 1999 SENIOR CITIZEN CENTER . February activities at the senior citizen center included the regular schedule of arts/crafts, oil painting, photo club, exercise, line dancing, bingo, puzzles, bridge, spanish class, cards and games. 110 Seniors enjoyed a valentine's Ball at the Holiday Inn on Feb. 12. Music was by DJ "zolz", there were valentines for all, prizes, lots of food and a good time. It was a great day and a bright spot in the dull dreary months of winter. On the 11th, students from James Evans School visited with the seniors, brought valentines for their senior friends and shared a craft project. The seniors and students worked together making a beaded heart pin. A great day for all. On the 26th, seniors were invited to attend a play at the Evans school. such talent these children displayed! Then back to the center for Wheel of Fortune. Blood pressure was held on the 10th this month. Our monthly birthday party was held on the 26th. A special birthday was celebrated for a senior who turned 80. Computer classes are held Schlathaus. Each group of six seniors meet three times for a basic computer course. The response to this has been overwhelming. John Macek volunteers his time to teach this class. There are 192 seniors registered at the center and 276 on the waiting list. ITEMS TO BE NOTED: 1. computer classes will continue in March. And a computer lab with high school students at R. C. Ketcham is being scheduled. 2. March upcoming events include an Easter Luncheon at Mamma Marissa's and a st. patrick's Day party at the center. .:I.: <<3 ~.: .ah ~~q.T I'dl .~-" ~r' ~_-i t ;-'- 'J rilii l:;+E-t 1. . . -t : Town of Wappingers Photography Lab at Schlatthaus Park (1) We would like a single or double bowl sink, with base cabinet, on the wall adjacent to the bathroom sink. This would keep us out of the bathroom for washing and drying film and printed pictures. (2) We would also like an exhaust fan, thru the ceiling into the attic, to remove possible harmful fumes from chemicals used in developing film and pictures. (3) The Iightswitch that operates the lights in the Photo lab, if possible, should be rewired so that the hall light with red bulb, comes on when the labs lights are switched off. During developing and printing pictures the red light would alert others not to open the door to the lab.
