NEXT MEETING MAY 3, 1999 AT 7:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was held on April
12, 1999 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7: 10 by Chairman Ralph 1. Holt. Others present were
Kathi DeLisa, Senior Citizen Director, Commission Members Ronald Friedman, Ellen Korz, and
Stephen Miller. Mr. Chappas arrived at 7:30 p.m.
The minutes of the March 15, 1999 meeting were approved on a motion by Mrs. Korz
seconded by Mr. Friedman with all in favor.
CORRESPONDENCE
A notice was received from the Building Department that our permit for the construction
of the pole building at Quiet Acres and the building at Spook Hill were about to expire and that
we would have to renew it or if the work had been completed that a final inspection had to be
scheduled for an inspection for the C.O. Appointments were made with the building inspector on
April 6, 1999 and a C. O. has been received for both structures.
In reviewing the files it was noted that a building permit was never issued for the pole
building that was constructed by Recreation in 1993. A permit was issued, and an appointment
for inspection was made for AprilS, 1999. The building was approved for a C.O.
A letter was received which was addressed to the Town Board from Joseph E. Paggi, Jr.
regarding the Robinson Lane Water. In his letter, he mentioned that he was asked by Mike
Tremper what the status of the proposed water improvements were at that site. He mentioned
that baseball season was rapidly approaching and recommended that a workshop be scheduled as
soon as possible.
A letter was received from Peter Paggi regarding the Castle Point bathrooms. He
mentioned that he had spoken with Daniel O'Connor of the Dutchess County Health Dept.
regarding completed works approval for the non community water system. Dan stated that at a
minimum the system should be disinfected and that bacteriological samples be taken. He
recommended that the following steps be taken:
Disinfect well and allow pump to run to clear water supply.
Take raw water samples for bacteriological testing.
Take raw water samples for inorganic and volatile organic chemical testing

Set up chlorination system (i.e. solution, metering pump, etc.)
They suggested that Camo Pollution Control be contacted to obtain a cost
estimate for the above work.
A letter was received from Marcus Paroli requesting information concerning baseball and
softball leagues held in the summer for 25 year olds. A letter was sent to him with some contact
names.
A request was received from Ed Doyle, Special Olympics Director asking permission to
use the Robinson Lane Site for the N.Y. S. Fall Games for 2001 and 2002. These games would
be played the first weekend in October and would be a 2 day event. Some of the events would be
softball, soccer, cross country, bicycle. He mentioned that he has looked at the facilities at
Robinson Lane and felt them to be perfect. He said that he needs a facility close to hotels and
motels (Route 9/Interstate 84 in Fishkill) and golf which could be held at Dogwood Knolls.
A call was received from Brian Fitzgerald asking permission to use Castle Point
Recreation Area for a birthday party for his wife on May 1 st from 1 to 5. He was informed that
no alcoholic beverages were allowed in the Park. There is still the question of insurance. We
will have to check further on this.
A Charles Davenport of the East Hudson League is looking for a practice field for his
soccer team for the Fall. He would like to have some spot for Tuesdays, Thursdays and Fridays.
He said that it does not have to be a soccer field. Mr. Miller will work on this. Mr. Miller
asked Mr. Chappas where the East Hudson League was and he was told that it is a region and it
comprises East Fishkill, Fishkill, LaGrange etc. (It is the same as District 17 in baseball). Mr.
Chappas said when East Hudson is involved it is usually the All Stars. He mentioned that if they
are looking for a field here, most of the kids are from this area. Mr. Miller will call and talk with
Mr. Davenport.
A Charles Straley attended the meeting to ask about forming a ladies softball league and to
ask why Wappinger does not have one. We told him that he would need to get some information
to us and we would be glad to save them some field time. We would need to know the number of
teams and how many games. We would also need to have insurance. We are not going to turn
them off but we need this information and the sooner they get their information together the
better.

RECREATION DIRECTOR'S REPORT
Mr. Lowery was unable to attend the meeting but sent the following report.
1. Summer camp positions are in the process of being filled. Final decisions will be made
by the end of this week.
2. Two new trips have been added. Mohegan Sun trip to take place on Sunday, June 13
and a trip to see "Beauty and the Beast" in N. Y. on September 12. Cost for this is $50.00. Next
month will be sign ups for Saratoga Raceway Trip which is scheduled for Thursday, August 12.
3. He has written a newsletter to give to the Town Board members to remind them of
what is being done and what is planned for the future. It will be done every 3 months.
4. Playground registration will be May 11, 13, 18 and 20 at Roy C. Ketcham High
School's cafeteria from 7 to 8:30 p.m. Help is needed.
5. The transportation schedule has been done and forwarded to Steve Miller for his help
on this issue.
6. The new web site has finally been put on a new server. The new address is:

7. Swim program will run from June 28 to August 12. There will be 7 separate sessions
for which children can sign up. He is going to be talking with the Swim Director about changing
the program a bit to gain the interest of as many children as possible. Any feedback would be
welcomed.
8. Staff orientation will be shifted to 2 days instead of one. Three camps will be done on
June 2 from 6 to 7:30 and the other three will be done on June 9 same time. Both locations will
be at Schlathaus Park.
9. He mentioned that he felt that the Easter Egg Hunt was a success despite the weather
and the few youngsters who were greedy and took "lots" of eggs.
10. If anyone has any questions he will be in the Schlathaus Office on Thursdays from 5 _
8. He will also try and expand his hours to an additional day per week.
RYMER
Mr. Friedman asked about the progress on the Rymer Subdivision and was told that here
was to be a Town Board workshop tonight at 9:00 p.m. with this subject on the agenda. Mr. Holt
mentioned he was prepared with the information regarding when we received all the properties
and what has been done so far.
PLAYGROUND REPORT
Mr. Friedman mentioned he read the playground report with interest and was not

impressed with the written work. After reading about the attendance at Castle Point being down
he did a 5 year comparison regarding the attendance at the Parks and found that each year there
was an increase in the attendance at each park. He mentioned that the registration may not have
gone up but the attendance has. He also did a comparison of the swim program and noted that
Castle Point attendance has increased, Hughsonville, Martz and Robinson Lane are down a bit
and Quiet Acres and Spook Hill have remained about the same.
TENNIS
Mrs. Korz mentioned that she has spoken with Mr. Casowitz about the tennis program
and that he was to stop in at Town Hall and speak with Mrs. Roe. Mrs. Roe said that he was in
and the dates are all set for the lessons. She also mentioned that she had called around to various
catalogs, and to Anaconda Kaye regarding the purchase of the tennis balls for the clinics and
found that it was cheaper to go to K-Mart. She has a P.O. in to the Supervisor at this moment
and will get it to Mrs. Korz when it has been approved. Registration days have been scheduled
as follows: For May adult session - April 15th, 20th, and 21st and for the summer sessions May
11 th, 13th, and 19th. All registrations will take place at Town Hall from 9 - 3.
FIELD USE APPLICATIONS
Mr. Miller mentioned that he has been working with the various applications for use of
our facilities. He mentioned that there will be a new wooden bat league at Robinson Lane on
Sunday Mornings.
Mr. Miller spoke with Mr. Lowery about the request to use some recreation area for a
Football camp and he is under the impression that Mr. Roos doesn't have the insurance and
wanted to have the Town to take over the sponsorship. He would run it through the Town and
use the Town's insurance etc. If that is the case the request will not be approved.
REESE PARK
Mr. Miller mentioned that he has not been able to get anyone willing to purchase the
printing of the booklet. He mentioned he needs to sit down with Mr. Ennesser and go over the
revIsions.
He mentioned that the person that wanted to do the run at Reese has not been in touch
with him recently. He said that he had asked him to go to the Park and then mark on a paper
what trail he was interested in using.

CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
I. He is meeting with the Town Board at tonight's workshop regarding Little League.
Opening Day of Little League is this Saturday at 9:00 a.m.
2. We are planning on running the line for the telephone to the Castle Point building on
the 19th of this month. We have gotten a lot of help with this from Mr. Farrell.
3. The clay that was suppose to corne today but they were unable to get here because of
the rain over the weekend. It is now scheduled to corne on Wednesday.
4. The dock parts should be in this week and the docks have to be put in the river soon.
5. We are also scheduled to talk to the Town Board tonight regarding the proposed
dedication procedures. Mr. Miller will be also attending to explain what has been proposed.
6. We are holding a computer recognition on Wednesday, April 14th at Schlathaus Park.
We will have someone from Poughkeepsie Journal, Southern Dutchess News and Media One
there and we will thank Mr. Macek, Infinity and Mr. Paoloni for all their help in getting this class
up and running.
7. As far as we know now, the Summer Director position is still open. We have not
heard from Mrs. Irvin and we are in the process oflooking for another person to fill that position.
8. We have sent a letter to the Town Board to reconsider the funding for the paving at
Spook Hill and also a new trailer to move the mowers.
9. The fees are also on the Town Board's workshop meeting for tonight. We still will
recommend that the summer playground fees be changed to $30.00 for the first child and $20.00
for each additional child.
10. We are trying to get the fields at Robinson Lane rolled. The Senior league outfield
needs it badly.
11. He went to soccer last weekend for their opening. We will also look into rolling
those fields. Mr. Holt asked if the nets could be removed in order to make it easier for them to be
rolled. Mr. Chappas said that the nets could be pulled in but the posts are in the ground quite
deep. Ifwe know when we are going to roll it, we will take down what we can. While he was

at the opening day he was also asked about the well. Mr. Holt said that he spoke with Mr. Paggi
and they could have a well but there is a problem with the disposal of the water. Mr. Paggi will
look into finding out if it would be possible to put in a 1000- 5000 gallon tank and have it
periodically pumped. It was also mentioned that there are approximately 200-250 children in the
program who are residents of Fish kill and the league gets no support from them. Maybe we
should write a letter to Supervisor Smith regarding this.
12. We are still working on the lights for Robinson Lane and have heard from Central
Hudson with a lot more data.
SENIOR CITIZEN EXPANSION
Recently Mr. Valdati asked Mr. Holt about the progress that is being made with a place
we could lease, buy or build for the Senior expansion. In that conversation, they discussed
modular buildings. Mr. Ennesser is now in the process of getting information on a 60 x 100, 125
and 150 building with movable partitions.
SAFETY REPORT IHUGHSONVILLE
Mr. Ennesser has turned in his safety report for this Spring and it is really a great piece of
work. The maintenance guys are in the process of working on the items discussed in the report.
He mentioned that he also looked at the equipment at Hughsonville and the equipment needs a lot
of work. A discussion was held regarding the removal of the camp from Hughsonville Firehouse
and Mr. Miller felt that there would be no problem using the Evans School until the Rymer Area
is ready for the playground at that location. We said that it might be a few years and Mr. Miller
felt that it shouldn't be a problem. We should be writing a letter to Hughsonville informing them
that we will not be using there facility and look into what has to be done regarding the liability for
the equipment that is there.
Mr. Ennesser was unable to attend but sent the following information:
1. Next Saturday there will be a clean up at Reese Park. He would like Steve Tompkins
to purchase 2 flats of flowers (marigolds) and have some garbage bags available.
2. Signs ordered from E.S.P. will be available this week for pick up (No dumping etc.)

3. Signs ordered from Hillman regarding No Motorized Vehicles are available and he will
pick them up this week.
4. He has contacted a Major Coty from Army National Guard regarding the rebuilding of
the foot bridge at Reese Park and to clean up the area around it. He has also spoken with the
Mayor of the Village to get him involved.
5. Hardware for the dock is due this week.
6. Per Supervisor Smith we need a second estimate for the installation of the fan at
Schlathaus Park.
The meeting was adjourned at 8:30 on a motion by Mrs. Korz seconded by Mr. Miller.

APRIL 99 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF MARCH 1999
SENIOR CITIZEN CENTER

March activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, photo
club, exercise, line dancing, bingo, puzzles, bridge,
Spanish class, Computer classes, cards and games.
80 seniors enj oyed a st. Patrick} s:'Dayi ~ceHebrat ion at the
center. There was green bagels, cream cheese and juice.
All seniors received a green carnation. And then an
afternoon of Bingor
101 Seniors enjoyed an Easter luncheon at the Umberto's
Mamma Marissa's on the 24th. They were surprised by four
"Easter Bunnies" giving out eggs, candy and prizes for those
who received "lucky eggs." Music was provided by Larry
Hazzard. A wonderful afternoon for all who participatedr
On the 29th, our seniors along with the seniors from the
Zion Church and the Fishkill Senior Center enjoyed a day of
bowling at the HOliday Hoebowl. They were able to play
three games of bowling or to watch other if they chose.
There was coffee and danish on arrival and Pizza and soda
for lunch. It's a fun day and an opportunity for seniors to
be with their friends from other towns and centers. We will
do this again in July.
Those who have taken the Computer classes were invited to
R.C. Ketcham High School for a Computer lab sponsored by
students of the Rotary Interact Club. The students showed
the seniors how to use the internet, how surf the web, get
E-Mail etc. The students were very knowledgeable and
excellent teachers to our seniors. We hope to do this
again.
The computer classes at Schlathaus continue. John Macek
has been volunteering his time to teach basic computer to
our seniors. The seniors all comment on how much they learn
and would like to do more. We hope to set up Friday a.m. as
a for seniors to practice what they learned. John
MacDonald, a senior will monitor this and help with any
problems they may have.
Blood pressure was held on the 11th this month. Our
monthly birthday party was held on the 26th. A special
birthday was celebrated for a senior who turned 95r We had
pizza and the seniors bought him balloons and cake to help
