NEXT MEETING JUNE 7,1999 AT 7:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was held on May
3, 1999 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7: 10 P.M. by Chairman Ralph 1. Holt. Others present
were Kathi DeLisa, Senior Citizen Director and Commission Members James Chappas, Joseph
Ennesser, Ronald Friedman, Ellen Korz and Joanne Vazquez.
The minutes of the April 12, 1999 meeting were approved on a motion by Mr. Friedman
seconded by Mrs. Korz with all in favor.
CORRESPONDENCE
A copy of a letter which was sent to the Town Board from Peter Paggi regarding the
Robinson Lane Recreation Site Water System was forwarded to the Commission. In his letter he
mentioned that his office has solicited bids from qualified firms to perform Phase 1 (investigative)
water quantity and quality analysis for the site. He mentioned that Request for Proposal letters
were sent out to four qualified local firms on March 17, 1999 and only one proposal was received
by the April 9, 1999 deadline. The proposal was from P.F. Beal and Sons, Jnc in the amount of
$1,260.00 ($850 quantity/$41O quality). The Engineer recommended to the Town Board that the
bid be accepted and that work be scheduled to begin as soon as possible. He mentioned that they
would coordinate work schedules with Recreation so as to avoid disrupting activities at the site.
A discussion followed on this work.
A resume was received from Jeanette W. Sotland. It will be placed on file.
An application was received from the Chelsea Fire Dept. for the use of Castle Point fields
on Fridays from May to August. This application should be followed up by Mr. Miller.
A letter was received from Brian Acard of Spiegle Brown and Fichera regarding the
lawsuit of O'Leary V the Town of Wappinger. This was in regard to an ankle injury on the
basketball court at Martz Field in April of 1997. The letter stated that a deposition of all parties
has been scheduled for Thursday, June 3, 1999 at 10:00 a.m. at their offices on 272 Mill Street in
Poughkeepsie. Mr. Holt mentioned that he would attend this deposition.
A memo of approval was received from Camo Pollution regarding Mr. Tompkins request

to dig at Castle Point for the installation of the phone lines.
A letter was received from Kyle Rabin of the Environmental Advocates requesting
permission to hold a press conference at the Chelsea Public Boat Launch on April 20, 1999 at
12:30 p.m. Environmental Advocates, the N. Y. Public Interest Research Group, American Lung
Association and possibly a few other environmental and health groups will be involved in a press
event that will last about an hour. The purpose of this event is to increase public awareness about
air and water quality issues. Mrs. Roe called Mr. Rabin on 4/19/99 with approval. Mr. Holt
mentioned that the docks are in.
A letter was received by Supervisor Smith from Kathy Knauss, Coordinator of CPR
Programs/AHA requesting that information regarding the CPR MONDA Y on May 17th be put on
the board at Schlathaus Park. Mrs. DeLisa mentioned that Mr. Lowery has already put it on the
sign.
A copy of the Certificate ofInsurance was received from John Smith for Little League and
from the Mens Senior Baseball league.
OUTGOING LETTERS
1. A thank you letter was sent to Mrs. Mastroianni for donation of yarn to the Senior Center.
2. A fax was sent to the Southern Dutchess News with the senior column for 4/21 and 4/28.
3. A fax was sent to the Southern Dutchess News with information on the tennis ad to be placed
in the paper 4/28/99 and the playground registration ad to be in the April 28 and May 5 edition.
4. A memo was sent to Town Board regarding placing an ad for the Recreation /Senior Assistant.
5. A memo was sent to the Town Board advising them that Tim LeRoy has given his two weeks
notice and will be leaving our employ as of April 30, 1999. We also requested permission to
place an ad for the position of Seasonal Maintenance Worker.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior activities for the month of April. Her
report is attached to these minutes.
Mrs. DeLisa mentioned that the Seniors always go somewhere else ( Fishkill for Bingo
Bango) because our center is so small. Mrs. DeLisa said it was suggested that Wappinger host a
picnic at Schlathaus for the 3 centers and she has tentatively schedule.d an August 30th picnic. It
will be very simple - they will bring their own lunch and we would provide watermelon etc.

RECREATION DIRECTOR'S REPORT
Mr. Lowery was unable to attend the meeting but sent a report.
1. Summer staffing is complete. We had 97% of the people returned from last year.
2. He has requested the appointment of Kim Allen as Summer Director. She is
graduating from SUNY Cortland on May 16th. He mentioned that she is sending a resume.
3. Since the swim program has changed we may need more counselors and lifeguards.
4. He has sent a letter to Mr. Zoller of the Health Department informing him that the
swim program is no longer a part of the playground program.
5. He has sent a request to Mr. Miller for the use of Sheafe Road Elementary School for
the week of July 12-16 for our basketba)) camp. He mentioned that he has tried RCK and they
are redoing the bleachers this summer. Van Wyck is fu)) with Fishkill and East Fishkill programs.
It becomes harder and harder to get school space.
6. He mentioned that he thinks that the Bill Roos' footba)) camp is a dead issue. He
suggested that we have a list of criteria that we can hand out when requests come in i.e.
insurance, fees etc.
7. Mohegan Sun trip on June 13 still has a few openings. The cost is $13.00.
8. He mentioned that he liked the survey that Mrs. Vazquez put together. He suggested
that the survey be handed out at registration and that we request that they take a few minutes to
fill it out that night and leave it instead of mailing it back. No one had a problem with that. Mr.
Friedman mentioned that we really need a larger exposure. We will have to get it out to more
people in the Town. Mr. Lowery should also put something in the Southern Dutchess News.

PLAYGROUND
Mr. Holt reminded everyone that playground registration will be held May 11, 13, 18 and
20 at R.C. Ketcham High School. Everyone's help would be appreciated. Mr. Holt also
mentioned that the Town Board has increased the registration fee to $30. for the first child and
$20. for each additional child. Councilman. Paoloni made a motion at the Town Board Meeting
that the difference between the old rate and the new rate be given back to recreation to be spent
for the summer program. A discussion was held regarding possibilities for this money. Because
of the new structure of the swim program, we might have to put more funds into staffing this
program. Please come back to the next meeting with your input.
SOCCER! AIRPORT PARK! ROCKINGHAM
Mr. Holt mentioned that he would like a letter to go to the President of Soccer and Little
League suggesting that there are certain commission members who are their interface personnel
and if they contact them it might speed up their process of requests. Mr. Chappas is the interface
with soccer and Mr. Friedman is to work with Little League. We will send the list which shows
everyone's responsibilities.
Mr. Holt mentioned that he will be talking with Mr. Paggi regarding the restrictions for a
well at Airport Park.
PARK SIGNS
Mr. Ennesser mentioned that the signs that have been ordered are in and he has picked up
the ones from Hillman Signs. Mr. Tompkins has to pick up those that were ordered from ESP.
Mr. Holt mentioned that signs are needed at Montfort Road for the R. V's. These signs should
be in stock.
SCHLATHAUS PARK
Mr. Ennesser mentioned that the bids are due to be opened on Wednesday for the work at
Schlathaus Park which includes the handicapped bathroom renovations and the new ramp.
REESE PARK
Mr. Ennesser said that he has met with the Army National Guard to set up a fall schedule
to clean up Reese Park of all the old trash, cars, washing machines etc. We would nave liked to

have it done this Spring but with all the undergrowth it makes it difficult. He plans to meet with
the Mayor of the Village regarding the junk since most of it comes from there to see if they can
come up with a common goal and a place to cart the stuff to. Mr. Holt mentioned that he has
spoken to John Weber and on the 16th of May, Scenic Hudson is planning on cleaning from the
bleachery all the way to the bridge. Shop Rite is planning to donate food. Royal Carting is
donating a large dumpster. Mr. Weber asked ifhe could put a porta john at the entrance to
Reese Park. Mr. Holt said that he has no problem with that. We can move one for that day. Mr.
Weber also asked permission to use one of the Recreation dump trucks. Mr. Holt will check with
Supervisor Smith regarding this. Mr. Holt said that Mr. Weber mentioned that he would like to
get into Reese Park and do some cleaning in there. Mr. Ennesser said that he has just had the Boy
Scouts in there and he requested Mr. Tompkins to remove the junk that was picked up. Mr.
Ennesser said that the Boy Scouts are planning on going back on a regular basis and said that the
park was pretty clean.
The Army National mentioned that they would have one of their engineers down to give
recommendations to rebuild the bridge. He is working on this through Scenic Hudson!
Greenway.
Mr. Ennesser is trying to set up a meeting with Roger Humeston to take a look at the
roadway up in the back where it is washed away. It will need surface treatment. He has $3,300.
grant money to do this.
CASTLE POINT.
Mr. Holt mentioned that parking is still a problem at that site. He has been talking with
Mr. Humeston, and the Engineers to the Town about this issue. He also mentioned that we still
have to put the equipment back in before the playground starts. Maybe we should put in pipes
and build up the area for the equipment. We have to make sure that all the safety issues are
corrected before the park is opened in June
Mr. Holt mentioned that the water is on at Castle Point.
ROBINSON LANE/LITTLE LEAGUE
A discussion took place about the dugouts at Robinson Lane and an incident that took
place at the field. Mr. Friedman asked to check on these incidents.
Mr. Holt mentioned that Mr. Farrell will be conducting his annual trip to Pa. on
June 5th and a letter should be sent to the Supervisor requesting permission for the parents to
park at Town Hall.

Mr. Holt mentioned that we need two telephone poles from Reese Park put at Robinson
Lane to stop parking between the fields
TENNIS
Mrs. Korz mentioned that she has purchased the tennis balls for the clinics. She
mentioned that there are not enough signed up for the adult clinic in May so that we have
canceled this session. Mrs. DeLisa mentioned that we will be having additional signups for the
June and August sessions.
GOLF
Mr. Holt mentioned that he received a call from the golf pro at the Beekman Country Club
and he offered a deal for the Town ofWappinger~ He was looking into offering a program for
the children to take golflessons. He has offered 10 houI:s of golf with 10 children at a time
taking instruction. He suggested that Mrs. Korz try something like this with the Tennis Clinics.
Mr. Holt mentioned that Beekman also suggested a day of Golf for Town of Wappinger residents.
The first hour he would give a class and then they would play. Mrs. DeLisa mentioned that Mr.
Shay called today and is faxing information about this.
CONCERT
Mrs. Vazquez mentioned that her son has a band and they would like to hold a concert at
Schlathaus Park some time in June. It would be like a "battle of the bands". Mr. Holt will
review the letter and we will discuss it further at the next meeting.
HUGHSONVILLE
At the last meeting, we decided that the Hughsonville Firehouse site will be closed and
that those children would attend a camp at the Evans School. A letter has to be sent to
Hughsonville notifying them that we will not be using their facilities. We also have to do
something about the liability for the equipment that is there. We will have to ask for advice from
the Town Board or Attorney to the Town.
COMPUTER CLASS
Mr. Holt mentioned that he had a name of someone who might be able to help out with
the computer classes on Friday. He will contact him to see ifhe might be available.

PATROL FOR MEMORIAL DAY
We will need times for the Sheriff's patrol at the boat ramp for the Memorial Day
weekend. Mr. Ennesser said that he would look into this and get back with Mrs. DeLisa so that
she may contact Mr. Amburgy.
RYMER PROPERTY
Mr. Holt attended the meeting with the Town Board regarding the above property and we
now have the Board's blessing to move forward with the roadway. Mr. Valdati also asked if we
could do something with the bank between our property and that of Mr & Mrs. Addis - maybe
put in some trees or something. Mr. Holt said that at this point we don't have the time or
manpower to do any more work at that area.
The meeting was adjourned at 8:40 on a motion by Mr. Ennesser seconded by Mr.
Chappas.
