1999-09-14 RECREATION COMMISSION MINUTES SEPTEMBER 14,1999 NEXT MEETING OCTOBER 5,1999 AT 7:00 P.M. AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held September 14, 1999 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Stephen Lowery, Recreation Director and Commission Members Joseph Ennesser, Ronald Friedman and Ellen Korz. Stephen Miller and James Chappas arrived late. The minutes of the August 2, 1999 meeting were approved on a motion by Mr. Ennesser seconded by Mr. Friedman. CORRESPONDENCE A certificate of insurance was received from the Wappinger United Soccer Club naming the Town as additional insured. A letter was received from Cheryl Musante, Assistant Principal of the Wappinger Junior High School informing us that their gymnasium has been reserved for use by the District from November 29, 1999 to February 29, 200, Monday through Friday. It therefore will not be available for use by the Town this year. A letter was received from Anthony Laman stating that he is working on his Eagle scout merit badge and he would like to propose building a pavilion at the Airport Soccer Fields. He would like to attend our meeting to present blueprints of the project and discuss it with the Commission members. Mrs. Roe mentioned that she had called him and left a message of the date and time of the meeting. A copy of the Resolution of Preliminary and Final Subdivision Plat approval for the Chelsea Bluffs 3-lot subdivision was received from the Planning Board. The Town is scheduled to receive land for this subdivision. A letter was received from David and Richard Whitman of New York Tick Control listing the Parks which will be treated and the fees to be charged. These parks consist of Airport Park, Rockingham Park, Schlathaus Park, Robinson Lane and Castle Point. The first application will be done on August 24, 1999 and the September spraying will be scheduled at a later date. The letter indicates that the total spray program for August and September which specifically targets the nymph and adult stages will be $7,600.00 or $3,800.00 per application. Mrs. Roe mentioned that she called and spoke with Richard indicating that Castle Point will only be sprayed the one time. Mr. Whitman indicated that there will be a 25% discount for the second spraying at Castle Point if we would like to consider this. With the removal of Castle Point from the second spraying the cost will only total $6,600.00 A letter was received from Kevin Hathorne indicating the 1998- 1999 accomplishments of soccer. Since he was at the meeting, he reviewed this letter as follows: They paved the apron at the entrance to Airport park fields. They filled in dips and seeded the Airport fields during winter break. Tim and Steve of the Town's maintenance helped a lot with this project. They had a successful season - no injuries and a growing number of registrations. They had successful tournaments one in the fall and one in the spring. Held a Senior Boys and Girls End of Season tournament for their own teams with a barbeque. Held a successful season ending family day at Airport with all ages enjoying tournaments Had a successful and enjoyable Travel tournament in late June. Agreed to donate the Rockingham trailer to the Town. Roped off the Rockingham fields to reduce parking on roadsides during activities. With the help from Steve and crew, installed sturdy field side benches at Rockingham Closed off the large field at Rockingham, following a major reseeding effort. Maintenance helped with the work. Participated in the Halloween, Christmas and Easter parties for the Town. We received a memo from Supervisor Smith regarding Community Day, which will be held on Sunday, September 12, 1999 with a raindate of the 19th. She requested that we post the event on the bulletin board at Schlathaus Park which Mr. Lowery has done. She also requested that the building be unlocked for the entertainers the day of the event. Mr. Holt took care of this. A request was received from Ed Doyle for the use of 2 fields for a Special Olympics tournament to be held on September 11, 1999. It would be a softball tournament and there will be 4 teams involved with not a lot of spectators. Mrs. Roe had Mr. Friedman contact Mr. Farrell to see if there were fields available and approval was given for them to use Fields # 1 and 2. A letter was sent to Mr. Doyle so stating and indicating that the fee would be $50.00 and the Town would require a Certificate ofInsurance. OUTGOING LETTERS I. A letter was sent to the Town Board to accept the bid of$15,350.00 from S. 1. Lore Contractors for the construction of the entrance into RYmer. 2 .. 2. A letter was sent to S.J. Lore accepting the bid for the entrance to Rymer. 3. Letter was sent to Richard Whitman with P.O. ' s for spraying the ticks at various recreation sites. 4. Memo went to the Town Board requesting a P.O. for fencing along field 9 at Robinson Lane. 5. Memo was sent to the Town Board regarding Hughsonville Playground Equipment. 6. Letter to sent A-I Portable regarding P.O.'s for various porta johns. 7. Letter went to D. C. Personnel with seasonal summer appointments. 8. Letter was sent to Cheryl Musante WPJH with updated applications for use of cafeteria and gym. 9. Letter went to the Town Board to accept bid for paving work at Spook Hill and South Fowlerhouse Road. 10. Letter to the Town Board regarding summer program fees. Tabled to Workshop. 11. Letter to Town Board regarding renovations at Schlathaus Park. 12. Letter to Town Board to authorize Jay Paggi to provide a plan for the roadway into Rymer. Approved at TIB meeting 8/23/99 13. Letter to the Town Board to transfer funds from fund balance for spraying of ticks. 14. Letter to the Town Board regarding the year 2000 C. D. Grant - Handicap restrooms at Martz Field. 15. Letter to Patrick Lacy regarding refund for the golf classes enclosing a P.O. 16. Memo to Supervisor Smith regarding a proclamation for Peter Kennedy. Mr. Holt mentioned that Supervisor Smith had a plaque to present to Mr. Kennedy at the Opening Ceremonies but since Mr. Kennedy was not there it was presented to his daughter. 17. Memo to Town Board regarding a leave for Paul Endress. 18. Letter to Bug Busters thanking them for proposal for tick spraying. 19. Letter to Town Board regarding Mr. Friedman as Acting Chairman 8/13 to 9112. 20. Thank you letter to Jack Barmello of How Bowl for Senior bowling day on 7/26. Mr. Hathorne presented a plaque to Mrs. Roe for alJ her help with the soccer club. C.D. FUNDING The C. D. Funding for Year 2000 was approved by the Town Board for handicap improvements to the rest rooms at Martz Field. These papers have to be in to the D. C. Planning by September 24, 1999. We will need Mr. Paggi to help us with these papers and to draw up some type of plan. (Whether we have to enlarge the building, if we need to remove a wall, etc.) It will probably be more than just enlarging the doorways and installing the handicap facilities. It was suggested that Mr. Paggi be contacted regarding this. AIRPORT BUILDING ADDITION Anthony Laman attended the meeting and presented a plan that he has incorporated to construct a pavilion to the already existing building. The Commission reviewed this drawing and 3 .. felt that this would be a welcome addition to the Park. Mr. Laman mentioned that Home Depot in Wappinger and Poughkeepsie were willing to donate the materials and that he would do the construction along with various soccer parents and contractors. The question of insurance was brought up and it was noted that Anthony was a member of the United Soccer Club and of the Boy Scouts Of America and he could be covered under either of these clubs. Mr. Friedman made a motion that we recommend to the Town Board that he be approved to construct the pavilion at Airport Park seconded by Mr. Miller with all in favor. SENIOR CITIZEN REPORT Mrs. DeLisa was unable to attend this meeting but sent the attached report. Under items to be noted she discussed the Senior Injury Prevention Program which is being offered by the Office of the Aging. The OFA will provide the ankle cuffs, weights and supplies for 15 of our seniors at no cost. It is their hope to be able to let each participating center to keep this equipment at the end of the six month study so they may continue the program on a permanent basis. Mrs. DeLisa indicated that there are more seniors who wish to participate in this program than the weights allocated to us. She indicated that she would like permission to buy four or five more of these weight sets to accommodate some of those that are now on a waiting list. The cost is approximately $50.00 per set. Mr. Miller made a motion that we use $250.00 to purchase 5 sets of weights seconded by Mr. Ennesser. Mr. Holt mentioned that the letter has gone out for the Senior Elks Christmas Party and we are doing pretty good with the contributions and raffies. We have ordered the gifts for all the parties and have called Rite Aid about obtaining candy etc. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that the summer playground barbeque went smoothly thanks to Sloper Willen and New Hackensack Fire District. He said that the State Police were unable to attend that day. Media One attended and took some video which was on NewsCenter 6 a couple days after the picnic. He mentioned that the Southern Dutchess News has not printed his column for the past 3 weeks and therefore information was not out about the sign up for the October 17th trip to Mohegan Sun. Fall programs will be starting in October. The programs will consist of aerobics and volleyball. Mrs. Roe will contact "Dr' to see if she will be returning to do the aerobic classes on Tuesday and Thursday at Wappinger Jr. High. Walter Leczinski will be conducting the volleyball program on Tuesdays at Myers. The men's basketball program is canceled since we received at letter from Wappinger Jr. High stating that the school was not available. 4 Mr. Lowery mentioned that he found the battery powered P.A. in the white shed. Mr. Holt said that we have since loaned it to Little League. Mr. Lowery will be working on the Recreation Guide for Year 2000 in November. If anyone has any information, please get it to him. He will also need contact names for soccer, little league, pop warner etc. He was approached by the Hudson Valley Council Band (boy scouts) to do the Christmas Program. Mr. Lowery mentioned that they were at Community Day and Mr. Holt mentioned that he thought that they played for Memorial Day and were pretty good. Mr. Lowery said that they are a non-profit band and would probably take a donation. It was suggested that Mr. Lowery look into this. Mr. Lowery mentioned that he would like to target a family night to be held on Friday nights during the month of July. He would have a children's show and a movie. It would be a family oriented night. He mentioned that he might be able to use the school's equipment for the movies. The normal concert schedule will still be held on Thursdays with one less concert and he would get rid of one of the Mohegan trips to cover the funds for the Friday schedule. The Commission felt that this might be a good idea and that he should work further on this and present it at the next meeting. He said that he registered the name "Wappinger Recreation.com" as a nice easy web address. The cost is a one time bill of $60.00. He is working on a TV show to start in January. It will be a Y:l hour show which will repeat every week for a month. It will give the month's happenings for recreation and programs coming up. He would take the Ketcham kids out to video the parks and have that on the show. He will also use pictures of events that were held this year i. e. Yankee game, Easter Egg Hunt, Concerts etc. Everyone thought that this was a great idea. CHELSEA DOCK Mr. Ennesser mentioned that we will have to save $1,200. from the budget to have the dock repaired. Somebody backed into the railings and snapped some of the weldls. Mr. Tompkins will take the docks out and someone will be there from Ecological Specialties to take them back to the shop to weld them and will bring them back. Mr. Tompkins will notifY them when he will be taking them out of the river. They will also look at all the hinges etc. SCHLATHAUS PARK GRANT This morning Mr. Ennesser attended a pre construction meeting for the above C.D. Grant. The meeting was with D. C. Planning, Petra Construction and Mr. Swartz. Mr. Ennesser 5 mentioned that we now have to come up with a contract to be signed by the Town and the Contractor, Petra Construction. He mentioned that the target for Petra Construction is approximately 3 weeks from start to finish as soon as a contract has been signed. Mr. Ennesser mentioned that he has spoken with Mr. Swartz about this contract. Mr. Ennesser mentioned that Petra has not put any contingency in his budget so we probably should put something away for this. MID HUDSON CLASSIC Mr. Ennesser mentioned that he will be meeting with the representatives of the Classic Race on Friday. They have to get into the store to run their lines etc. It was suggested that possibly Mr. Farrell of Little League will be available to help out with this. REESE P ARK! GREENWAY Mr. Ennesser mentioned that he has put in for another grant of$l,OOO. to cover the revision of the Walkbook. The cleanup on Sunday went well and they worked from 9:30 to 3 :00 p.m. with approximately 17 guys. The initial plan was to pull the junk up on the Village side but they were unable to do that. They ended up placing it on our side along the road. He has been looking for someone to come and take the junk which consists of pipe, washing machines, car parts etc. Mr. Ennesser mentioned that they took a grill down and fed the guys. He will be putting a piece in the paper in the next couple of weeks. The guys (National Guard) want to come back in November. He mentioned that he has asked Steve Tompkins to go down an pick up a couple of sections of pipe approximately 3 ft by 10ft. He has met with the Engineering Group from the National Guard and they have looked at the bridge. They will be coming up with a plan, material list etc to replace the bridge. Mr. Ennesser said that he has a grant of$3,300. to purchase what they will need. He mentioned that they might want to build it off site and bring it in. Mr. Ennesser mentioned that he has a gentleman who is very interested in nature and is a teacher at the Randolph School. He likes to take his students on walk through programs in the Park. Mr. Ennesser mentioned that he has other people who are interested in doing programs at Reese. 2000 C.D. GRANT Mr. Ennesser mentioned that when he was in Poughkeepsie at D. C. Planning they suggested that we go back in with the handicap paving work at Schlathaus Park. As you remember this was part of the original package that was submitted with the house renovations and 6 had to be removed because of the amount. They mentioned that we could submit 2 C.D. requests and that it could be done along with the Martz Field Handicapped Restrooms. DEPOSITION Mr. Friedman mentioned that he attended the deposition in Fishkill for the O'Leary Case. {Person who hurt his leg on the basketball court at Martz on April 6, 1997. Mr. Friedman said that the attorney asked questions that he could not answer. They will probably set another hearing and have Mr. Holt attend. NAMING OF RECREATION FIELDS Mr. Friedman asked about the correspondence regarding the naming of field which was sent to the Town Board. This is scheduled to be on a workshop but to date or time has been set. TENNIS TOURNAMENT Mrs. Korz mentioned that the tennis tournaments were great. Mr. Casowitz wasn't as impressed though. She mentioned that Mr. Casowitz told her that would like to do a Fall program. There was a discussion on this since the early Spring program had to be canceled because of low registration. It was decided that something has to be done to get the word out next year about the programs. Mrs. Roe mentioned that we probably should do the sign ups for tennis along with the playground sign ups. It was also suggested that maybe we should look into a trip to the U.S. Open. HALLOWEEN Mrs. Korz mentioned that she has been working on the Halloween Party and is in the process of visiting several of the businesses for contributions. She said that she and Mrs. Vazquez has split up the list of vendors and are working on getting the donations. She mentioned that she was unable to contact Mrs. Vazquez prior to the meeting about how her list was going. Mrs. Korz mentioned that she has also contacted the "witches" for the judges. It was suggested that a note be sent to Little League and soccer indicating that the date for the party is October 24th and we would welcome anything that they could do. Mrs. Korz mentioned that she is not familiar with the new entertainment but she mentioned that the party will be taking place outdoors and that she eXplained what we are looking for. When the contract came, it stated just a clown for a walk-a-round and we were concerned that there wouldn't be anything to keep the children busy while the judges made their choices. She has called Just for Fun and asked them to call Mrs. Roe to discuss what we need and see if they can provide what we need. We really need someone to be in front of the group and entertain them in some way. If they can't we will have to try someone else. 7 REAPPOINTMENT Mr. Chappas indicated that he has been reappointed to the Recreation Commission with his term ending May], 2004. AIRPORT PARK/SOCCER Mr. Holt mentioned that he attended Soccer Opening at Airport Park on September ] Oth and there was a lot of confusion. No one was there early enough to help with parking and therefore people were parking all over the place. While at the Opening Day ceremonies, soccer discussed cleaning out the ditch that runs along the fields. They also requested that we install some type of fence along the ditch to prevent the ball from going in. For the time being, it was suggested that we put up a snow fence. In the future we may look into putting in a split rail fence and put some chicken wire along the bottom. Mr. Friedman said that he felt that the snow fencing would be too dangerous and suggested the orange vinyl fencing for a temporary fix. Mr. Holt mentioned that we have put in the 2000 budget a flag pole and he mentioned that he asked soccer for suggestions for a site for it. The well for Airport Park has also been put in the 2000 budget and hopefully the water situation will be better when we proceed with the plan. Weare planning on stockpiling clean fill at Airport Park to eventually be used to correct the drainage problem. Even though we have had a drought this summer the fields over there have been wet. It will take a couple of years to stockpile enough fill to correct some of the problems. GREYSTONE Mr. Holt mentioned that the Town is still working on acquiring the Greystone property. MEETING DATE A vote was taken that the meeting be changed to the first Tuesday of the month at 7:00 p.m.. The meeting was adjourned at 9: lOon a motion by Mr. Miller seconded by Mr. Ennesser.
