"i_ , i: ".c RECREATION MINUTES DECEMBER 7,1999 NEXT MEETING JANUARY 11, 2000 AT SCIaATHAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held December 7, 1999 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Recreation Director, Steve Lowery and Commission Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz, and Joanne Vazquez. The minutes of the November 3, 1999 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. OUTGOING LETTERS 1. Letter to Supervisor Smith inviting her to the Elks Parties on 12/8 and 12/14 2. Letter to Planning Board regarding Lands of Reese recommending money in lieu ofland. 3. Letter to Planning board regarding Newbuy, Inc. indicating we welcome additional recreation in Town. 4. Letter to McDonalds thanking them for "Orange Bowl" for the November 8th Bingo Bango with Fishkill. 5. Letter to John Gadonniex and Bob Ledrich for information on Y2K and Estate Planning. 6. Letter to Office of Aging thanking them for speaker on HMO's and Medigap Insurance. 7. Letter to Richard Silinsky of Wappinger Liquors inviting him to Elks Party on 12/8 or 12/14. 8. Letter regarding soccer in Town of Wappinger for Wappinger United to obtain a grant. CORRESPONDENCE A copy of a letter written by Joseph E. Paggi to the Supervisor and Town Board was received. In his letter he mentioned that he has met with Mr. Holt and has visited various existing available sites to construct a senior center. His letter gave the good and bad points of various locations and listed several sites that would not lend themselves for the construction such as Rockingham, Briar Lane, Spook Hill, Quiet Acres, Robinson Lane, Airport Park and Castle Point Mr. Holt mentioned that the Town will probably be going forward with Greystone and we do not know how it will affect the placement of the Senior Center. -::;.. t. Recreation Minutes December 7, 1999 SENIOR CITIZEN REPORT Mrs. DeLisa was sick and unable to attend the meeting but she sent in a report on the Senior Activities for the month of November 1999. This report is attached to these minutes. BOATRAMP Mr. Ennesser mentioned that he has taken an assessment of the dock damage from the storm "Floyd" and has submitted a claim to the insurance company. He said that he has a meeting scheduled with the adjusters for Tuesday next week. He said that the total damage came to approximately $1,600. and out of that we may get $600. REESE PARK Mr. Ennesser mentioned that he has gone out for an estimate on the bridge at Reese Park and it came in at $8,400. for materials and $3,400. for the engineering portion of the bill. He said that he then went to the person that fabricated the dock and he received a quote of $7,225. for the same work. The breakdown on the $7,225. was $5,875. for the bridge and $350. for the hardware and $1,000. for on site overseeing and installation. He mentioned that he was to get a grant of$3,300. from the State and he would like to encumber $8,200. from the recreation budget (Reese lines) to put toward this work. The total grant was for $10,000. but $3,300. is for the bridge work, $1,000. is for mapping of the trails (Greenway) and the balance goes to the Village Adam, a local scout, is working on his Eagle badge and will be setting up a work party soon to spread chips at Reese Park. Grayco volunteered equipment and staff to clean up two trails at Reese Park and rebuild two foot bridges. Mr. Ennesser mentioned that he has sent a thank you to them and a piece will be in the paper. Mr. Ennesser mentioned that he has heard from the grant that he applied for to do the publication of the booklet for Reese Park and it was denied. We will have to go elsewhere for that. In February, at our meeting, Mr. Ennesser would like to have a discussion on the Greenway to let us know how important Reese Park is to the Greenway function.. He will explain \yhat it is etc. If he gets the maps from the Cooperative Extension he might be able to do it in 2 . , .. ~ l. Recreation Minutes December 7, 1999 January. He mentioned he has a meeting with them on Friday to make some changes on the maps and if they are available he can do it earlier. They are making up 3 x 4 maps for the Supervisors of the Towns of Poughkeepsie and Wappinger and one for the Village. They will then have 8 Y2 x 11 's to give out. SCHALTHAUSPARK Mr. Ennesser mentioned that since we have completed the construction work at Schlathaus Park we need to purchase a wall coat rack since the closet was removed by the back door. He mentioned that he would look into prices for this purchase and get back to Mrs. Roe so that a P.O. can be obtained and the 1999 funds used. SAFETY REVIEWS Mr. Ennesser mentioned that he has started working on the safety reviews for the parks and has made up the inspection sheets for each park. FIELD DEDICA nON Mr. Friedman asked if there has been any further information from the Town Board on the proposal for the dedication of fields. Our recommendations for the guidelines had been sent and the Town Board decided that each case will be settled on an individual basis. ROBINSON LANE Mr. Holt mentioned that Lucy Doroni, the person who was working at Robinson Lane passed away December 2nd. She had been with us for many years. We need to start looking for a replacement for her. Mr. Holt mentioned that Roland Norris would be willing to open and close the park and put up the flag but he doesn't want to do the cleaning. If anyone knows of anyone who might be interested in this position please let us know. Mr. Holt mentioned that the work around the flagpole at Robinson Lane has been completed but the plants were not put in because of the weather. They will be planted in the Spring. Money will be held out of the 1999 budget to finish paying for this project. Mr. Friedman asked about the status of the lights for Robinson Lane. Mr. Holt said that the Town Board said that they were thinking about going out for bonding and asked us to give 3 ",' '. Recreation Minutes December 7, 1999 them a list of capital improvement options that we would like to see completed. We sent in a list of these items such as Rymer Playground development, lights at Robinson Lane, rollerblading, paving at Schlathaus Park, Senior Citizen Building, Greystone Building, (our long range wish list) and items such as basketball court at Robinson Lane, building at ScWathaus Park, blacktop work at Quiet Acres, backhoe attachment, and mower which were items that we had placed in the 2000 recreation budget. To our knowledge, at this point, the only items that were included in the bonding includes only the equipment (mower and backhoe). RYMER Mr. Holt mentioned that he, Mr. Paggi and Mr. Tompkins have been down and looked over the property. Mr. Paggi is suppose to come up with a plan. CHRISTMAS PARTY Mr. Holt mentioned that the Christmas Party went really well and that every Commission member was there to help. The children were really great with Santa and Supervisor Smith was super helping out and directing them to Santa. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that he is working on the recreation information booklet for the year 2000. He said that he needs registration dates and contact dates for Little League, soccer and Pop Warner and information on tennis. He is targeting to have it ready for the next meeting so everyone can take it home to proof read it and corrections can be made. Hopefully it can be sent out to be published by the end of January. All the concerts have been booked. He went over the progress of the recreation programs and he said this year he was going to target families by having the family fun nights at Schlathaus Park and hopefully have a family trip to Great Escape in the summer. CHAIRMAN'S REPORT Mr. Holt mentioned that we have had some turnaround in the maintenance personnel during the past two months. Mr. Weber left the beginning of November and now we find out that Mr. Massa, who is a super worker and likes the job, is on a disability pension from the State and finds out that he cannot continue to work for us. At this point we now have full time - Steve Tompkins and as part time Paul Endress and Nick Butler. If anyone knows of someone looking 4 . , ~ . Recreation Minutes December 7, 1999 for a maintenance job, please let us know. A letter has been sent to the Town Board to encumber money from B-731 0.4 and transfer it to B-731 0 .2 for the purchase of a slide for Castle Point to replace the damaged one. Mr. Holt mentioned that he would like to rotate duties of the commission members for the coming year. It is always a good idea to have someone fresh in new areas thereby getting new ideas for various parks. Mr. Holt mentioned that Mr. Tompkins and Mr. Ennesser should look at the trailer at Rockingham to see ifit is worth the Town taking it over from Soccer. A discussion was held regarding the January meeting and because Mr. Friedman and Mr. Ennesser would be out of Town and we would not have a quorum, the meeting was changed to January 11th at the same time.
