RECREATION COMMISSION MINUTES JANUARY 11, 2000 NEXT MEETING FEBRUARY 1,2000 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held January 11,2000 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Steve Lowery, Recreation Director and Commission Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz, Stephen Miller and Joanne Vazquez. The minutes of the December 7, 1999 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. Mr. Ennesser took several minutes to give a presentation on the Greenway Trail and how it affects Reese Park. He gave out a packet of information and showed several maps of what the Greenway Trail consists of and went over the total trail design. Also enclosed in the package was information on an educational program that they will be working on to get out in the month of February into the media and schools to make them aware of the environmental capabilities along the creek and in Reese Park. There was also a detail of the mission plan for Greenway. CORRESPONDENCE. A letter was received by Spiegel, Brown and Fichera indicating that Mr. Tompkins will be scheduled for a deposition on the Williams case on January 25,2000 at 10:00 a.m. Mr. Holt has been scheduled for April 6, 2000 at 10:00 a.m. Both will be held at the Meister Reporting at 11 Raymond Avenue in Poughkeepsie. A thank you was received from Bob and Mary Cardascia for the wonderful Elks Party. They mentioned thatthey really enjoyed themselves and the music by Johnny Dell was great. A letter was received from Crum and Forster Insurance Company on the notice of loss on the Boat Ramp. The letter indicated that they had investigated the claim and that their investigation reveals that the loss was the result of high seas and waves on the Hudson River. Our insuring form states the following: "1. We will not pay for loss or damage caused directly or indirectly by any of the 1 Recreation Minutes January 11, 2000 following. Such loss or damage is excluded regardless of any other cause or event that contributes concurrently or in any sequence to the loss. G. Water (1). flood, waves, tides, tidal waves, overflow of any body of water, or their spray all whether driven by wind or not~ For those reasons, they are obligated to close our file on a no payment basis." A letter was received from Spiegel, Brown & Fichera confirming that a deposition for the O'Leary case has been scheduled for Mr. Holt on Tuesday, January 4,2000 at 10:00 a.m. at the offices of Feldman, Kleidman & Coffey on 153 Main Street, Fishkill, New York. Mr. Holt was requested to be at the offices by 9:30 a.m. A fax memo was received from Peter Paggi stating the S. 1. Lore has completed the work at the Rymer Entry/Old Hopewell Road and has submitted a voucher for payment to the Town. He mentioned that his office has inspected and approved all the work, but had suggested to the Town that Dutchess County Department of Public Work approval be obtained prior to releasing payment ofS. 1. Lore. After repeated attempts, Mr. Paggi's office has received no response from the County. In his letter he states that as of December 7th he left a voice mail for Mr. Peter Nedwell of the Dutchess County Department of Public Works informing him that the work has been completed, that his office had approved it and that the Town is going to release payment to the Contractor unless he has any objections. Mr. Nedwell was requested to contact him if he had any comments. Mr. Paggi indicated that unless the County contacts him by December 8th that full payment should be made to S. 1. Lore. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of December. This report is attached to these minutes. REPORT FROM THE RECREATION DIRECTOR Mr. Lowery discussed the recreation booklet and received suggestions and corrections from the Commission members. He mentioned that he will be completing the booklet and will take it to Goldlief to get an estimate for it to be printed. Depending on the cost he will also get a quote from Signal Graphics and Sir Speedy. He hopes to have it printed by the end of January 2 . . . Recreation Minutes January 11, 2000 and have it available at the Recreation Office. He said that he might try and put some in the Grinnell Library, in the schools and he will hand them out at the winter programs. Mr. Miller mentioned that Mr. Lowery should not include James S. Evans School in the booklet since it is not definite that we will be able to use that area again this year. So far it has been on a yearly basis and Mr. Miller said that he was not sure if the school is scheduling work to be done there this summer. He was asked to check into this as soon as possible. He has been working on the Town trip schedule and is still waiting to hear from Aristocrat Tours about definite dates and costs. Mrs. Roe mentioned that she and Mrs. DeLisa had a meeting scheduled the next day with Mrs. Short from Aristocrat and she was planning on getting the information at that time. Mr. Lowery mentioned that the concert schedule has been completed and reminded the members that the West Point Concert Band is scheduled to perform at Roy C. Ketcham on April 14th and the Jazz Band will play at Schlathaus on August 11 tho Mr. Holt mentioned that we will need to do plenty of advertising for both of these concerts as we will want to have a good turnout for both. We will also have to look into getting a buffet set up for each of the performances. It was suggested that Mr. Lowery send a special invitation to the Town Board members to attend these concerts. Mr. Lowery mentioned that he had a counselor get together on Friday, January 7th at Schlathaus and the counselors mentioned that it was nice to have someplace to go on a Friday night. He mentioned that he thought that it might be a nice idea to open Schlathaus up on Friday nights and have something for the teenagers to do. He wanted to do a trial program during the month of March and will have a movie, cards and several board games available. It would be a small group to start with and we would not advertise it. Mr. Miller suggested that we set up a meeting with some of the kids and ask them what they would like to see done. Mrs. DeLisa, Mr. Friedman, and Mrs. Korz mentioned that they would be willing to help out with the program. Mr. Miller mentioned that he would be willing to help with any contacts that he might need. The commission members reviewed the salary proposal that Mr. Lowery presented and felt that it was satisfactory. We will look further into it. Mr. Miller stressed the point that we get a lot of applications for the counselor and directors positions but many of the kids apply as a safe bet until something better comes up. RYMER SUBDIVISION Mr. Holt mentioned that we have started to level out the roadway and put down some of 3 Recreation Minutes January 11, 2000 the shale to get us into the park. It really does not look bad at this time. We have had no answer about the request for funds (go out for bonding) for the development of the park. In anticipation of the Rymer Park, Mr. Ennesser went out and obtained an estimate for an 24 x 44 all steel pavilion assembled on site and put in place for $33,000. He mentioned that they come in all sizes but they average out to about $31.25 a square foot. It would be all treated material and lightening rod grounded. Mr. Holt mentioned that we are still waiting for a layout from Mr. Paggi for the above park. Mrs. Roe mentioned that Mr. Liebermann had asked about whether we were going to hold a Public Hearing and she told him that we do not have any concrete plans at this time. SCHLATHAUS PARK Mr. Ennesser mentioned that he went out to get estimates for putting in a sink at Schlathaus Park for the photo club. He mentioned that a stainless steel sink with cabinet would cost about $450.00. We would also have to pay to have it installed or maybe Mr. Tompkins would be able to do it. The photo club has not been able to do much work since we had the bathroom redone. Mr. Ennesser mentioned that he had talked with the camera club about what their needs were and then he said that he went to Lowe's for the prices. REESE PARK Mr. Ennesser mentioned that he was looking into the cost for the printing of the Reese Park booklet and mentioned that he received a quote from Goldlief of $205. for 500 copies. The funds for this booklet is in the 2000 budget. Mr. Ennesser mentioned that the scouts are working at Reese Park as weather permits. He is also looking forward to getting started on the footbridge. Mr. Holt mentioned that he wrote a letter to the Town Board to encumber the funds for the balance needed for its construction. BOAT RAMP Mr. Ennesser mentioned that he has drawn up a layout for the ramp to put in poles to protect it so that the people don't hit the walkway with their trailers. This is what broke some of the welds. 4 .., '" Recreation Minutes January 11, 2000 ROCKlNGHAM TRAILER Mr. Ennesser and Mr. Tompkins went to look at the trailer at Rockingham to see if the Town might be interested in taking it over from soccer. Mr. Ennesser mentioned that he feels that the trailer should be moved to the barn area and worked on at that site. He said that he felt that it would be usable with a minimum amount of work. He mentioned that the roof will have to be fixed and the floor inside will need work. Mr. Holt said that he would look at it with Mr. Ennesser to make a decision. Ifwe decide that it will be usable for the Town a letter will have to be written to the Town Board requesting permission to accept it from soccer. Mr. Ennesser said that he felt that it could be used at Rymer until a building is forthcoming. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. We will be needing maintenance help. At the present time Paul Endress is the only part time employee and Steve Tompkins is the only full time person. 2. Mr. Friedman will be acting chairman for Mr. Holt while he is on vacation January 27th to March 7. 3. The decision as to where the Senior Center will be located is still up in the air. Both Mrs. Smith and Mr. Ruggiero spoke with the seniors at their "millennium party" and Mr. Ruggiero said he liked Town Hall and Mrs. Smith said Montfort Road and of course Greystone is still being discussed. 4. We have in the budget money to do more fencing around the Barn and Mr. Tompkins is working on getting quotes for the work. We really need to enclose the area to keep the kids from riding their motorbikes through the area. 5. We believe that no decision has been made by the Town Board on the lighting for Robinson Lane. 6.. The Christmas parties at the Elks were all a success. 7.. We have heard that the mower and the backhoe will be placed in bonding along with various items from the highway. We have not heard anything regarding the other items that we had sent in to the Town Board i.e. basketball court at Robinson Lane, building at Schlathaus Park, 5 ~ " .. Recreation Minutes January 11, 2000 track at Quiet Acres, Rymer construction. 9; Mr. Holt mentioned that he had reviewed each members responsibilities and thought that it might be nice to change around responsibilities and therefore possibly get new ideas. He therefore gave out a new list of responsibilities as follows: James Chappas _ Robinson Lane, Little League, Scheduling Fields, (Including C.P. & Martz), Christmas (Santa) Joseph Ennesser - Boat Ramp, Castle Point, Fleetwood, Reese Park and Christmas Ron Friedman - Safety, Schlathaus, Rymer Development and Christmas Joanne Vazquez - Spook Hill, Halloween and Christmas Ellen Korz - Martz Field, Halloween, Tennis and Christmas Stephen Miller _ Soccer (Rockingham and Airport Park, Quiet Acres and Christmas Ralph J. Holt _ Overall supervision of maintenance, and of all programs and recreation areas.
