NEXT MEETING JUNE 6,2000 AT SCIll-ATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was held
on May 2,2000 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County,
New York.
The meeting was called to order at 7:20 P.M. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Commission Members Joseph Ennesser, and
Ellen Korz. Arriving late were Steve Lowery, Recreation Director, and Commission Members
James Chappas and Stephen Miller.
The minutes of the April 4, 2000 meeting were approved on a motion by Mr.
Ennesser seconded by Mrs. Korz.
CORRESPONDENCE
A letter was received from Dory D' Agostino requesting permission to use Castle
Point fields for the Keith 1. Murphy Memorial Softball Tournament should there be a rain out on
Friday night. The tournament was to be held on April 29th. The letter was forwarded to Mr.
Chappas for follow up.
A letter was received from Ron Rabasco of StoneLedge Landscaping and
Contracting Inc. expressing his willingness and desire to volunteer his services for the
maintenance of Holt Field at Robinson Lane. He would be able to mow on a regular basis,
maintain the edging of the baselines, infield and outfield grass and implement a basic fertilization
and weed control program. Maintenance of the mound and infield dragging would have to be
discussed and arranged. There has been some discussions regarding the feasibility of such an
offer. Each member of the recreation commission has been asked for their comments pros and
cons on this proposal. Several members mentioned that we would be at the mercy of the people
working on the fields. Every field might be done at a different time.
A letter was received from Ron Rabasco of the Hudson Valley Softball League
requesting use of Holt Field at Robinson Lane on April 30, 2000 from 9 a.m. to 12 noon and on
May 7,2000 from 4:30 p.m. to 7:30 p.m. A certificate of insurance was also received. This letter
was sent to Mr. Chappas for follow up and he mentioned that they not able to use the facilities on
April 30th because it has already been given to Charlie Cornacchio's league. The May 7th date is
okay. Mrs. Roe will write a letter to Mr. Rabasco indicating that it is available and send him an
application and note the fee is due if they still want to use the field.

A check in the amount of$7,918.00 was received from the State of New York for
the 1999 Youth Bureau funding for the swim program held at Deer Hill Center.
A letter was received from Dutchess County Health Department enclosing a
variance for the Children's Day Camp for the period beginning 6/1/2000 and ending 9/1/2000.
This variance allows the operation of a camp with a modification to the Camp Medical
Requirements (i.e. maintenance of a current confidential medical history on file for each camper,
without record of immunization history.)
The Affidavit of Publication was received for the bids for the commercial mower
and the backhoe attachment.
A memo was received from Peter Paggi enclosing the lab results from the water
quality testing at Robinson Lane. Also enclosed was an invoice in the amount of$I,970.00 from
PJ. Beal & Sons, Inc. for the 3/20/00 tests on well #1 and to extend the well casing (near the
monument.). A second bill in the amount of$471.12 was received to raise up the casing.
A memo dated 4/12/00 was received from Peter Paggi regarding the water at
Robinson Lane. In his memo he mentioned that he had a conversation with Dan O'Connor of the
Dutchess County Health Department and Dan stated that he had reviewed the results of the water
testing and had the following comments:
1. He has no problem with the Town opening the facility on April 15, 2000 as
long as we comply with the disinfection protocol that we were following last year.
2. He requested that the Town test the other well for bacteria, nitrate and nitrate
as soon as possible and submit the results to his office.
3. It is understood that the Town will operate the facility for the duration of this
season in the same manner as it did last year. After the 2000 season is over, the Town will
undertake the necessary capital improvements.
A notice was received from the State Department Of Health with information for
the summer camp on the following: gastrointestinal illness, West Nile Virus, and bat capture.
This information must be included in our safety manual.
A letter was received from Daniel O'Connor of the Dutchess County Dept. Of
Health stating that the water quality from the tests at Robinson Lane met drinking standards with
the exception of iron and color which are both aesthetic concerns. He did, however, recommend
that the water be re-tested for these two parameters a few times this season to determine what

variations exist. He recommended that the test for silver (new parameter) be completed since it
was not included in the 3/21/00 results. He recommended that the standby well (#2 be tested for
total coliform, nitrate in case this well needs to be placed in service in an emergency. Mr. Holt
mentioned that the two wells interacted and that he didn't think that was necessary. Mr. Chappas
felt that in that case we should respond to Mr. O'Connor. Mr. Holt will talk to Mr. Paggi and if
needed we will test the well and send a letter to Mr. O'Connor.
A letter was received from the Town of Wappinger Little League stating that Sean
Kinney (who played on the Mets Instructional team) was killed in an auto accident. They
requested that his name be added to the memorial stone that is at the base of the flag pole. Mr.
Holt mentioned that this will not be done this season but will be done for the 2001 season. Mr.
Holt mentioned that his brother was seriously hurt in the same accident but hopefully he will pull
through.
A letter was received from Bob Drennan of the now defunct Wappinger's Mens
Softball League. In his letter he thanked the recreation dept for all the help and support that we
provided. He also enclosed a check in the amount of$996.51 which was the balance left in their
account. Mr. Holt asked Mr. Ennesser to look into something for the Castle Point fields to use
this money. We discussed possibly putting some benches in by the ball fields and attaching a
plaque on them stating that they were donated by the Wappinger's Mens Softball League.
A memo was received from Michael Tremper of Camo Pollution Control regarding
the correspondence from the Dutchess County Health Department on the water at Robinson
Lane. In his letter he stated that Camo Pollution is not contractually involved in the day to day
operations of the Town's recreational areas and that if Steve has any questions or needs a hand,
they are always able to provide the assistance he requires. He mentioned that the items outlined
in the correspondence from the Health Department need to be addressed by the personnel
maintaining the day to day operation of the water treatment system.
A memo was received from Peter Paggi including a sketch which illustrates the
asphalt paved lot that can accommodate ten boat/trailer slips as well as sixteen regular car parking
spaces at the Castle Point Recreation site.
A letter was received from the Dutchess County Department of Health regarding
the Epinephrine Auto Injector Device. A law has been passed which allows Children's Day
camps to administer the emergency treatment to people with severe allergic reactions. In order to
be able to administer this someone would have to pass a training course approved by the New
York State Department of Health on the use of the auto injector. After a discussion it was decided
not to participate in the program.
A letter was sent to Supervisor Smith from Sloper Willen stating that Bruce Heath,

EMT.P will fill the position of Health Director for the Town's 2000 summer program.
DIRECTOR'S REPORT
Mr. Lowery discussed the following:
I. Last Friday while he was at Schlathaus to pick up messages, a couple of people
from the census bureau approached him asking for space to do their counting. They mentioned
that they needed it as soon as possible and would end on June 19. 9-1 Monday thru Friday and
possibly Sat and Sunday. Mrs. DeLisa mentioned that the house is used most days by either
photo club, bridge or computer classes. It is also being used by the Greenway Committee for
their meetings. Mr. Holt asked Mrs. Delisa to make up a calendar and insert dates when she
knew the building was being used and see what we can come up with for them.
2. Mr. Lowery mentioned that he had a woman in the office last week asking
about a golf tournament for children. She had 5 or 6 kids who were interested in a tournament
and he mentioned that he really did not have any information regarding this. We are having
classes for children and he told her when registration was.
3. He mentioned that he had met with Mr. Kurt Drexler and Mr. Paul Tobin about
running an after school program and both seemed positive. Mr. Lowery mentioned that it would
be a 6 week program that would start in September and run until Thanksgiving. Mr. Lowery
mentioned that he could also apply for a Ronald McDonald grant for the program. Mr. Holt
asked him to write up the program i.e. staff, what type of activities etc. He would then have to
go to the Town Board for approval to do the program.
4. Don't forget that registration is scheduled for May 15, 17, 23 and 25 at Roy C.
Ketcham High School from 7 p.m. to 8:30 p.m. All help would be appreciated. We will be
registering for summer playground, swim, basketball, tennis, and golf
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the senior activities for the month of April
which is attached to these minutes. Also discussed were the bus trip rules and regulations with
several changes being made. These rules will be added and distributed at the next meeting.
Also discussed was the S.I.P. (Senior Injury Prevention Program). The study has

been completed but we are still doing the course. Mrs. Manning is now the instructor since she is
a full time person and will give the program some continuity. Mrs. DeLisa mentioned that she is
still having those wanting to do the program sign a release and get a doctor's approval. She also
mentioned that the weights that were used for the study have been donated to the Town and we
will use what we have at the present time. Everyone felt that this was beneficial to the health
and welfare of the seniors. Mrs. DeLisa mentioned that everyone in her department has been
trained to teach the program - Regina Waldron, Maria Borges, Eileen Manning and herself so they
have back up in case someone is out.
ROBINSON LANEILITTLE LEAGUE
Mr. Chappas received a call stating that Mr. Rottcamp had scheduled a game for
Robinson Lane and there was not a field available. Mr. Chappas will follow up on this with Mr.
Rottcamp as he was not given permission to use the fields for games only for practice.
PLAYGROUNDS
Mr. Chappas mentioned "Nextel phones" for the playgrounds. He will look into
prices for them for the next meeting.
CHELSEA BOAT RAMP
Mr. Holt mentioned that the ramps are not in yet. We have had a lot of bad
weather and rough water and the men were not able to do the work necessary to get them in. We
are hoping for sometime this week. Mr. Ennesser said that he has been in contact with White's
about putting in the piling but also mentioned that the docks can go in without the piling.
Mr. Ennesser mentioned that he has a grant in for the boat ramp and he received a
call from Albany asking for the number of people who use the ramp.
SIGNS
Mr. Holt mentioned that Mr. Ruggiero brought in a resolution to the Town Board
to name the girls Senior League Field at Robinson Lane the Melissa Danielle Bisaccia Memorial
Field. This resolution was passed at the April 24th Town Board meeting. Mr. Holt mentioned
that Mr. Ruggiero has asked us to get prices on a bronze plaque to be placed on one of the
dugouts. This plaque would have the total resolution that was passed. Mr. Ennesser is working
on this. It is our thought that to have the total resolution on the plaque will be quite expensive

so he is also looking at a couple of other avenues.
Mr. Ennesser mentioned that he has been getting estimates for the "reward" sign
which was passed by the Town Board..
REESE PARK
Mr. Ennesser mentioned that the wall between Reese Park and the LuparelJi
property has come down and felt that they should be notified. At this point it does not pose a
problem but if we should get some rain it could wash out into the road.
Mr. Ennesser mentioned that the boy scouts were working in Reese Park over the
weekend and noticed an A TV in the park. They were able to get the license plate number and a
call was placed to the Sheriff's office. They were able to trace the owner and made a visit to him
and told him that A TV's are not allowed in the Park.
Mr. Ennesser mentioned that the bridge at Reese Park has to go out for formal bid
and he is working on the bid package. Most of the work is done on the package but it still needs
to be typed.

CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
I. We have hired a new part time maintenance worker. Shaun Warren will be
starting on Monday, May 8th. He is really knowledgeable with equipment etc. Mr. Endress has
not been feeling well and has not been in a lot which leaves only Mr. Tompkins and Mr. Gallinger.
2. We have had a P.O. approved for more fencing around the barn. He
mentioned that kids ride through there on their A TV's.
3. We will be doing the fencing work on SL 1 and using some of the left over
fencing to do aT-Bali field.
4. Mr. Tompkins met with Mr. Tremper ofCamo to review the water testing
procedure for Robinson Lane. Mr. Tompkins will then be showing Mr. Farrell and Mrs. Roberto
how to do the testing each day. They have volunteered to do the testing since they are at the
facility each day. When we come to open Castle Point we will ask Mike to do the testing. All
reports will be brought in to the Recreation Office and forwarded to the Health Department.
Mr. Holt mentioned that we will also have to make arrangements to have the water at Schlathaus
tested daily. Even though we usually bring in water, we really need to have the water tested on a
daily basis.
5. Mr. Terwilliger mentioned that he is in the process of ordering 2 new
computers for the recreation office and that they should be delivered in another week or so.
6. He has a meeting on Wednesday with Mr. Paggi and Mr. Swartz regarding the
new Senior Citizen building. They will also have Mrs. DeLisa there to discuss some of the plans

for the kitchen.
7. The tree by the doorway has been removed at Schlathaus and Mr. Baisley will
come back at a later date to remove the stump.
8. We have received approval to do the tick spraying in May at the various parks.
When we have the date set we will notify Mr. Chappas and Mr. Miller so that Little League and
Soccer can be apprised. A letter for a second spraying for June has been submitted to the Town
Board for their May meeting. In talking with the Tick Control personnel it was suggested that we
spray in May and June when they are in the larvae stage.
9 . We will be placing an order for first aid kits and mats for each of the parks.
10. We have received a P.O. to purchase another air conditioner for Schlathaus.
11. We have a P.O. for 2 loads of clay for Castle Point fields. It will be delivered
in the next couple of weeks and the fields will be york raked.
12. We have received a P.O. to block up the garage door that faces SLl at the
store at Robinson Lane. We will be putting in a regular steel door. Mr. Schnoor will then be able
to install the rest room facility that he is donating to the Town.
13. We have not been able to do much at the Rymer property since we have been
so short of help but we will be putting in some trees on the bank.
