SMITH Supervisor Telephone: (914) 297-0720 RECREATION COMMISSION MINUTES AUGUST 9, 2000 NEXT MEETING SEPTEMBER 12, 2000 AT SClll-ATHAUS PARK 7:00 P.M. The regular meeting of the Town of Wappinger Recreation Commission was held on August 9,2000 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director and Commission Members James Chapp as, Ronald Friedman, and Stephen Miller. The minutes of the July 11, 2000 meeting were approved on a motion by Mr. Miller seconded by Mr. Friedman with the following corrections: On page 6 under Chairman's Report #1. We will dig an area 32' by 120' and down about 12" instead of 100' by 125 and down about 8" to 10" and on page 7 under #5 the brass plaque should be 18" x 24" instead of 12"x 12". CORRESPONDENCE A letter was received from June Ellen Notaro of the Dutchess County Youth Bureau thanking Mr. Lowery for meeting with her on July 11 th to discuss the Swim Lessons Program. She mentioned that as always she found the paperwork in order and the program to be running smoothly. She mentioned that after reviewing the paperwork and discussing the monitoring results, the program received a satisfactory rating which indicates the program is fulfilling its contractual obligations. A letter was received from Lynne Fronckowiak for a refund on the golflessons session August 1st to August 4th. She noted that her son could not attend. The Commission voted to okay this refund. An application was received from Sharon McSween for the use of Robinson Lane Recreation area for the benefit tournament to be held September 23rd and 24th. She noted that the certificate of insurance will be forwarded to us at least a week prior to the tournament. A quote was received from the Roma Deli Catering in the amount of$328.00 for the buffet for the West Point Jazz concert to be held at Schlathaus Park on August 11,2000. ..____-J Recreation Commission Minutes August 9, 2000 A letter was received from the Dutchess County Health Department stating that the daily record of chlorine residualfor potable water serving the Robinson Lane and Castle Point Recreation areas must be submitted by the lOth of each month. These reports are to be forwarded to Dutchess County Health Department, 223 Main Street, Beacon, New York 12508. It stated that as of July 26th the reports for April to June had not been received. Mr. Holt mentioned that Castle Point was not up and working until the end of June and therefore, there was not a full report to send. Mr. Cole has been doing the daily readings at that site. At Robinson Lane, Karen Roberto from Little League has been doing the daily readings and they will be forwarded to the Health Department. We will be closing off the Castle Point water the end of September and Robinson Lane the end of October. A letter was received from Spiegel, Brown Fichera and Acard, enclosing the original testimony of Mr. Ennesser in the Williams vs Town of Wappinger case. Mr. Ennesser was asked to read the testimony and make any necessary corrections to the transcript and return it to their office. An application and certificate of insurance was received from Ed Doyle of Special Olympics for the use of Robinson Lane on August 19th. He stated that the fee of$50.00 will be forwarded under separate cover. A request was received from Mari Piliouras for a refund on the golf clinic. Her son took and earlier class and was told by the Pro Peter Shea that he should be in an advanced class and should not repeat this course. Approval was given for the refund. A phone call request was received from Peter Roberts of the Calvary Chapel for the use of Schlathaus Park for a concert. After a discussion, it was suggested that Mr. Roberts call the Supervisor' s office regarding this. There was a concern whether this was legal or not. OUTGOING CORRESPONDENCE 1. Letter to Peter Paggi regarding Rymer Recreation. Mr. Miller was absent at the last meeting and wanted a clarification as to why the $50.00 was returned to Chelsea Fire Company. Mr. Holt said that a vote was taken and the majority approved the return of the check. Mr. Miller mentioned that he wanted it in the records that he disagreed with this and felt that we set a precedent. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of July. This report is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that this was a good summer overall. There were a few incidents but they were taken care of He mentioned that the end of summer picnic will be held on Tuesday, August Sth and that he has K-I04 to come in the afternoon and they will help with the Lip Sync. He is also trying to get a magician. Mr. Holt has been in touch with Mr. Weber of Stop and Shop and is expecting a call tonight regarding cost etc. We think that between the two stores (Poughkeepsie and Wappinger) that they are providing the watermelon, soda and rolls. We think that we will get the meat for cost. He also said that he wants to try to get Wappinger. Com. Org. on a Web site and found that it would cost $35.00. The recommendation was that he go ahead with this. He mentioned that he was able to find a projector in Pleasant Valley and the first movie Page -3- - .........- . -- Recreation Commission Minutes August 9,2000 was shown at the Friday Family Fun Night and although there was some down time to clear the stage and set up the equipment everything went well. Mr. Holt mentioned that Little League was not going to be able to bring over their popcorn maker and suggested that we purchase several bags of popcorn and make up some bags for the movie night. Suggestions to think about for the 2001 playground. 1. Keep one site open when camps are on trips in case family cannot afford all the trips. 2. There were some complaints regarding the cost of the extra trips and Mr. Lowery said that he did a study on the costs of babysitting etc and they are as follows: YMCA Camp - $275.00 Babysitter - $5.00 an hour East Fishkill - $250.00 For Wappiner for a family of3 the cost for the registration was $70.00 for Splashown it was $81.00, for Fun Central it cost $42.00, Bowling it cost $24.00 and the Movies it cost $24.00 for a total of $241.00. He said that he didn't think that was so exorbitant. It was suggested that before we commit to any changes for next year that we think about it and come back with come input. Mr. Miller said that he felt that we should always have a camp open. Mr. Lowery also mentioned that he would like to have the shirts for the summer ready to be given out at registration. He said that he would like to have the same color shirts for every camp and felt that there was no reason for multi color shirts. He said that if they wear them to Splashdown they all take them off and the different colors serves no purpose. Mr. Lowery mentioned that he would like to sponsor a bus trip to New York on December 9th. It would be a "do what you wish day". We would provide the transportation and would charge $2.00 towards the tip for the driver. Everyone felt that this was a good idea and Mr. Lowery will look in the budget to see if there are funds. BOAT RAMP Mr. Ennesser mentioned that he has received a grant of$10,000. from the Hudson River Improvement Fund for the docks. He mentioned that the estimate to eliminate the pilings is about $3,660. and to upgrade with another ramp about $4,000. Mr.Ennesser will be required to keep the records. Page -4- .----- Recreation Commission Minutes August 9, 2000 VANDALISM It was mentioned that the vandalism at Quiet Acres and Spook Hill is every night. At Quiet Acres the kids are down there every night and write obscene words on the tables, break glass etc. Spook Hill has the same. AIRPORT PARK A discussion was held regarding the well at Airport Park. There is $5,000. in the current budget for the well and we would like to get it drilled this fall. Mr. Friedman will meet with Mr. Holt to discuss where it should be placed and what else we will need i.e. pump house, pressure tank etc. SCHLATHAUS PARK Mr. Humeston met with Mr. Holt and Mr. Tompkins to discuss the paving work at Schlathaus Park. He will be giving an estimate on the prep work i.e. excavating approximately 8- 10" down and bringing in the item 4. Mr. Foster, Highway Superintendent, said that he would do the paving work. A reminder that Community Day will be held at Schlathaus Park on September lOth. Mr. Lowery will be putting the message on the board and we will have to have the house open for that day. Mr. Holt suggested that a fence be placed along the wall by the stage. He mentioned that every concert night the kids are walking on the rocks and he is afraid the someone will be hurt. BUDGET FOR 2001 Mr. Holt and Mrs. Roe have been working on the proposed budget for 2001 and if anyone has anything that they want included, please get it in to the office as soon as possible. Weare hoping to again include those items that were in before and were suppose to go to bonding. We also need to address a 4-wheel drive truck. Mr. Holt mentioned that during the winter months the recreation areas with buildings should be plowed for emergency purposes. GREY S TONE Mr. Holt has talked with the Supervisor regarding the Town using Greystone as a possible site for the Hughsonville area playground. She said that this could not be done since there has been no final paperwork processed on the purchase. Page -6- .-- Recreation Commission Minutes August 9, 2000 Mr. Holt mentioned that he has spoken with the Supervisor about Community Service people and she said that it was okay to have them come in. Mr. Holt mentioned that he will be away on vacation from August 11th to September 8th and requested Mr. Friedman to attend the Town Board Meeting on August 14th in case there are any questions. We have letters in to the Board for the paving work at Robinson Lane and Schlathaus Park. While Mr. Holt is away Mrs. Roe will be sitting in for any administrative work and Mr. Friedman for any technical work.
