The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director, and Commission Members James Chappas, Ronald Friedman, and Ellen Korz. The minutes of the August 9,2000 meeting were approved on a motion made by Mr. Friedman seconded by Mr. Chappas with all in favor. CORRESPONDENCE An invitation was received from the Wappinger United Soccer Club to attend their Opening Ceremony of the 2000/2001 soccer season. The event is scheduled for Friday, September 8, 2000 at 6:30 p.m. at the Airport Soccer Fields. A letter was received from Matt Sisia from Deer Hill Center thanking us for the beautiful plaques which were presented to them for their continued help with our summer swim program. A note was received from Superior Sign Service with a quote for new signs for Schlathaus Park. The sign facing Myers Corners Road was taken down during one of the severe storms this summer. Mr. Ennesser is getting quotes from several other vendors. Everyone liked the design of the proposed sign. A letter was received from Regina Bera, Club Marketing Coordinator ofBJ's Wholesale stating that at this time they are unable to support our request for a donation for the Halloween Party. They stated that they have currently adopted Brinkerhoff Elementary School in Fishkill as part ofBJ's Adopt a School program and thru this program they support local children and their educational programs. A letter was received from Roy C. Ketcham High School indicating that they have received our application for building use however, they are not approving any applications until after September 18t. They will keep the application on file. ,_____ __'-..,.A Recreation Minutes September 12, 2000 A letter was received from the Wappinger k High School approving our request for the use of their facilities on Tuesdays and Thursdays for the Aerobics program which starts October 3rd. They also enclosed a tentative schedule for the 2000-2001 school year. A letter was received from Lone Melendez requesting a refund of $30.00 for tennis lessons. She stated that she was unable to transport the children because her car died and had to be totaled. The commission stated that we should check with Mr. Casowitz and if they didn't attend any of the lessons they could get a refund. We received the application for use of facilities, certificate of insurance and check for $100.00 from Patrick DeHaven of the Mid Hudson Road Runners Club for their race on September 16th and 17th. A letter was received from Florence Graff requesting information on the construction of a new recreation building on Montfort Road. The following are the questions that were asked. "1. What impending, immediate need is there for this facility? This was not referred to at all in the paper, 2. What other socially redeeming activities (besides seniors use of it) is planned. Will the "central room" be easily converted for basketball and for indoor volleyball use? 3. Would this building be limited to use by adults only-or are there special activities planned so that children can use the facility? It is hoped that a majority of the community can access this facility. 4. Is an indoor swimming pool planned? Now this would be a big improvement for recreational access by the community! We have tennis courts, a baseball field and a volleyball area. We don't have a swimming pool, bu I can see where this would be quite useful in many ways, for all of us to use. We can't all afford membership to use the pool at the local sports facility. 5. The art storage area? Can you explain what this is for? Is this for the storage of art pieces for a planned mini museum within the building? 6. A 600 square foot "commercial kitchen" no less- is planned. What activities are envisioned for its use? Will it be used for a mini convention, political meetings, business presentations, or for showcasing a food bazaar? What about rental fee structure for the use of the building by outside interests? 7. Where on Montfort Road is this building to be built and how far back into the woods? 8. The article indicated that the proposed building would resemble other structures on the property. Are we talking about the storage type building opposite the tennis courts? Why would we want this building to look like that building-which has no aesthetically pleasing features! 9. The architect's early rendition of how the building will look is very nice. One suggestion was to ask the Supervisor to hold a meeting to answer such questions. Others felt that the letter should be personally answered. Mr. Holt will prepare a letter and have the Supervisor review it. Information was received from Becker Business Machines on the purchase/rental of a copier. Mr. Holt is reviewing this information. A call was received from Myers Corners School approving the use of their facilities for volleyball on Tuesdays from 6:30 to 9:30 starting October 3rd. We received the Fall newsletter from the Dutchess County Youth Bureau. OUTGOING LETTERS 1. Letter to Daniel Zoller, D. C. Health Department with water reports for Robinson Lane and Castle Point for August. 2. Letter to the Editor of Southern Dutchess News re: End of Summer Picnic with press release pictures of the Stop & Shop vehicle with the children. 3. Thank you letter to Nina Lynch from the Office of the Aging for sharing time and knowledge on Medicare and HMO's. 4. Fax to D. C. Youth Bureau with info on Recreation 2001. 5. Letter to D. C. Personnel with report of the Seasonal Summer appointments. 6. Thank you letter to Florence Grafffor printout on "I am a Senior Citizen". 7. Memo to Supervisor Smith regarding Dial A Ride Service. 8. Memo to Supervisor Smith regarding 2001 Community Development Block Grant 9. Memo to Poughkeepsie & Wappinger Stop & Shop thanking for assistance to our End of Summer Picnic. SENIOR CITIZEN REPORT -3- Recreation Minutes September 12, 2000 Mrs. DeLisa handed out a report on the Senior activities for the month of August. This report is attached to these minutes. Also reviewed were the General Bus Trip Rules for Senior Trips which read as follows: 1. The bus trip is open equally to participation by all Senior residents (60 years or older) of the Town of Wappinger. 2. The availability of the bus trip must be made known to residents of the Town by a newspaper announcement, notice posted in Town Hall or by handout fliers. It may also be advertised on the Wappinger Recreation Web Page. 3. Bus transportation is subsidized by the Town with little or no cost to the Senior participant. 4. Senior residents of the funding municipality must be afforded an equal and reasonable opportunity to sign up for the trip. (Limit of trips if necessary.) A lottery system is used for trip sign ups. Each participant receives a two part ticket, one part to be placed in the lottery barrel and the participant keeps the second part. At a designated time, tickets are drawn from the lottery barrel. Seniors may then sign up and pay for the trip. 5. Seniors may sign up for themselves and one other Senior only. 6. Only day trips will be sponsored by the Recreation Commission. 7. Payment is due at the time the reservation is made. 8. Tickets/reservations are not transferable. Any change or cancellation must be reported to the Recreation Office. 9. Refunds available only when space is filled thm the Recreation Office. A discussion followed regarding opening the trip up to nonresidents if the trip is not filled. A suggestion was made that if the trip is not filled within 3 days of the trip that it be opened to non residents and they would be charged their portion of the cost of the bus. A motion was made by Mr. Friedman that Recreation is against allowing any non resident to utilize Town subsidized trips. All were in favor. Mrs. Delisa also emphasized that the following items at Schlathaus still need to be addressed: 1. The water smells terrible and especially when mixed with the photo chemicals. 2. The ventilation in the house is still a problem 3. The T.V. needs to be fixed. -4- "' , ----..... Recreation Minutes September 12, 2000 RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that the Fall programs will be starting on October 3rd. Aerobics will be held at the Wappinger Jr. High on Tuesdays and Thursdays at 6:30 p.m. and Volleyball will be held at the Myers Comers School on Tuesdays also at 6:30 p.m. DJ. (Pat) Reese will be doing the aerobics and Walter Leczinski will be doing the volleyball. The Schlathaus race is scheduled for October 7th at ScWathaus. Mr. Lowery needs someone to be able to come to open the house and get the trophies out for the race. He is scheduling a "Do What You Wish Day." in New York on December 9th. Reservations can be made on September 28th from 5:30 to 6:00 p.m. Because ofa school commitment he was not aware of he has to shorten his office hours that night. Drop off site for the trip is to be determined but will be probably around Grand Central. There is a new web address W appingerRecreation. org. He would like to purchase a digital camera. He will look into prices. He also mentioned that he will have a sign out sheet at ScWathaus for the various equipment. SCHLATHAUS It was suggested by the Fire Company that a lock box be placed at ScWathaus Park. We will have Steve Tompkins check with Platt Locksmith. RYMER Mr. Friedman asked again about the status of the composite map for the Rymer Playground. It has been over a year since we have asked for this map and we have not received anything. HALLOWEEN The Halloween Party will be held October 29th at 2:00 p.m. Mrs. Korz mentioned that she has sent out letters to the various businesses and will be following up on them soon. She and Mrs. Vazques will be visiting the various places to either pick up the donations or ask about them. The entertainment will be the same as last year. -5- . ' 1./ , . Recreation Minutes September 12, 2000 CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. He has spoken with Mr. Paggi regarding Castle Point and he mentioned that the water at Castle Point is all right and that we can proceed with installing the basketball court. 2. At Robinson Lane we have not blocked up the doorway on the building yet but that should be done in the near future. Mr. Norris of the Wappinger Yankees would like to put a 10ft. warning track around Memorial field. He suggested using the grass for SL 1 field. 3. Mr. Friedman mentioned that even though we have received the grant for the cement work on the Reese Park walkway that we still have to go out to bid. Mr. Holt said that he would check on this policy and if necessary we will prepare the bid papers again. 4. Mr. Holt mentioned that Mr. Ennesser has received a grant for $10,000. for the dock area. He said that the 3 piling will be removed. With the added funds in the budget Mr. Ennesser proposed to pave the ramp that goes into the water. 5. At Airport Park the holes were dug for the construction of the shelter but they filled with water so they are waiting for the water to recede before doing the concrete work. Mr. Holt mentioned that he would meet with Mr. Paggi to discuss the placement of the well. 6. The paving work at Robinson Lane and Schlathaus Park was tabled at the August Town Board meeting. We would still like to have it done and hopefully Mr. Foster will be able to help us. September 25th is the next Town Board meeting. 7. The date for the Town Christmas Party will be December 3rd. The Villa Party is December 8th and the Elks parties are scheduled for December 6th and 13th. We still have to look into ordering another Santa Suit. 8. Mr. Holt would like to get someone in to clean Schlathaus Park. Mrs. Roe will look into this. The meeting was adjourned at 8:45 p.m. on a motion by Mr. Friedman seconded by Mr. Chappas.
