July 10, 2001
NEXT MEETING: AUGUST 7, 2001
The regular meeting of the Town of Wappinger Recreation Commission was held on July
10,2001 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present
were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director, and
Commission Members Jim Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz and Steve
Miller.
The minutes of the June 5,2001 meeting were approved on a motion by Mr. Friedman
seconded by Mr. Chappas with all in favor.
CORRESPONDENCE
A Certificate ofInsurance was received from the Road Runners Club of America for use
of Robinson Lane on Sept. 15,2001 and Sept. 16, 2001.
A Certificate of Insurance was received from Wappinger Falls Merchant Softball League.
Mr. Ennesser believes this should have gone to The Village of Wappinger. Mrs. DeLisa will call
the Village to confirm this and then send it to the Village Recreation.
A Letter was received from Steve Lowery thanking employees of a summer program for
the great job so far with the playground program.
A letter was received from Dutchess County Youth Bureau regarding the funding for
2002. A copy of this was given to Mr. Lowery
A note with photos enclosed was received from Mr. Meyer regarding fence maintenance
at Martz Field. This was in regard to our fence along the Town's right away. This was the first
time we have been made aware of the need for this maintenance. Mr. Holt will instruct
maintenance to remove this fence.

SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior activities for the month of June. This
report is attached to these minutes.
RECREATION DIRECTOR'S REPORT
The playgrounds are doing very well and he credits this to excellent staff Mr. Lowery
also wants to thank Eileen Manning and Kathi DeLisa for their help. There have been minimal
problems this year and he is pleased with the overall success so far.
The concerts are going good and drawing a good crowd.
There is a sign up on July 11 th for the Christmas show at Radio City Music Hall.
Regarding the wiflle ball program, Mr. Lowery suggests this be shelved due to lack of
time to get proper approval from the Town Board. Mr. Lowery had obtained K 1 04 as a sponsor
for this program. KI04 bought all the supplies to donate to the Town for this wiflle ball program.
They were anxious to be a part in promoting this program for the Town. Unfortunately, due to
the delay, it is now too late in the summer to begin this program as the targeted age group will be
going back to school before it is approved. We'll try again next year.
Mr. Chappas will be giving Mr. Lowery the information for Fall Ball sign up next week. If
possible, he could put the dates on the boards at Schlathaus.
REESE PARK
Mr. Ennesser stated that he received the check for $2850.00 from the Dept. of
Transportation for the concrete work at Reese Park. He gave it to the Town. These monies were
taken from our budget. However, this check is returned to the General Fund. There is still
$2100.00 in that account to finish out the $5000.00 grant. He is checking with Joel Miller's office
and forwarding the paperwork to try and recoup the additional $2100.00.
The Reese Park Camp out was held on July 3rd and 4th. The Canoe and Kayak Club from
Albany came in about 8:00 p.m. Mr. Iverson had an educational itinerary for these days. Mr.
Iverson also had the local Kayak Club put on demos and took some local children along the
creek. He also took some children along the trails as an educational activity. An article on this
should be in the paper this week.
Mr. Ennesser submitted a summary of activities at Reese Park for the month of May 2001.
Mr. Ennesser will meet with Adam Darnobid regarding the shelter/leanto at Reese park.
BOAT DOCKS
Mr. Ennesser thanked Recreation Maintenance for cleaning up around the docks. Debris
comes up with the tide right onto the ramp. He stated there were about 19 cars and trailers using
the dock over the 4th of July holiday.
Mr. Ennesser mentioned we will be finishing up the boat ramp with the black topping. He
would like to do the paving after we pull the docks out. This black topping will go up to the
water's edge for easier access.
SIGNS
The signs for Schlathaus Park will be installed this Thursday. Mr. Ennesser will also pick
up the tick warning signs for the various parks.
.CASTLE POINT:
Mr. Holt requested Mr. Ennesser to make a flyer to be hand delivered to the neighbors,
regarding the abuse of the A TV ehicles. Someone has cut holes in the fence so they could drive
these vehicles around the park area causing a substantial amount of damage. Informing the
neighbors may help to deter these vehicles from using this area.
SAFETY REPORT:
Mr. Friedman submitted a safety report on Robinson Lane. He suggested that all our
swings be painted bright colors for both safety and for looks.
PLAYGROUND EQUIPMENT:
Mr. Friedman is working on specs for the playground equipment Recreation would like to
put in our parks. He also pointed out the article in the paper regarding the upgrading of
Recreation equipment that the Village is doing. Mr. Friedman suggested we check with the
Village regarding their purchases.
Mrs. Korz stated that this year's tennis program has a very large enrollment. She also
commented that she has visited the playgrounds and stated it is going very well and the staff is
super.
AIRPORT PARK
Mr. Miller reported that soccer is complaining about the overabundance of geese at
airport park. There is a spray called "Goose Chase." This is a biodegradable, food-grade taste
aversion agent made from a bitter tasting, smelly part of concord grapes. It renders food sources
unpalatable and inedible to geese.
Mr. Holt suggests we order a gallon and try it.
CHAIRMAN'S REPORT:
Mr. Holt stated that the plaque for Bisaccia is temporarily fastened to the back of the left
field dugout in the girl's softball field. He suggested a frame work should be made so plaques can
just be slipped in and a bar put on top to secure it.
Regarding the Rymer property, highway was able to dump excess road diggings to be
used for a road base here. Mr. Holt will look into when we can get this road started.
We will be ordering more fence toppings. It was suggested that yellow would be more
visible and better as a safety factor.
The new computers to be installed at Schlathaus have arrived. Mr. Holt will be looking
into getting additional Internet hookups for the Senior Computer Classes.
Mr. Holt mentioned we had three mowers down at the same time. Two of them have been
fixed, but one is still in for repairs. With the grass growing so rapidly, we need all our mowers
working.
Mr. Holt reported that Mrs. Roe is recuperating and is doing well.
