MINUTES NOVEMBER 5,2001 NEXT MEETING DECEMBER 4, 2001 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Comm. was held on November 5,2001 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:05 p.m. by Chairman Ralph 1. Holt, with the following persons present: Stephen Lowery, Recreation Director, Comm. Members James Chappas, Joseph Ennesser, Ronald Friedman, and Ellen Korz. The minutes of the October 2,2001 meeting were approved on a motion by Mr. Ennesser seconded by Mrs. Korz with all in favor. CORRESPONDENCE Thank you notes were received from the American Cancer Society and Supervisor Smith for the donation made in memory of Vernon Smith. Approval was received for the use of the Myers Corners School for the Fall/Winter Volleyball program and the Winter Boys and Girls Gymnastics program. A memo was received from the Dutchess County Youth Bureau with the 2000 census data for the County youth. A memo was received from the D. C. Planning Dept. asking for the 2002 available funding sources. Since we have not received a definite word on the actual funding from the Youth Bureau we used the same as 2001. We received a copy of the D. C. 2001 Youth Survey Report. A memo was received from the D. C. Youth Bureau on the status of 2002 allocations and related programs information. Information was received by Supervisor Smith from Clivus Multrum systems for parks. Recreation Comm. Minutes October 2, 2001 OUTGOING CORRESPONDENCE - OCTOBER 2001 1. Memo to Supervisor Smith asking for comments regarding a phone call we received from a Carol Culkin who wanted to do a patriotic festival to raise funds for a memorial in Dutchess. 2. Letter to Peter Shea asking for more information on the golf inventory that he sent previously. 3. Letter to Bob English for organizing the talk by the Hughsonville Firemen for Fire Prevention. 4. Letter to Hughsonville Fire District thanking them for speaking to the Seniors on the importance of Fire Prevention and safety in the home. 5. Memo to Mark Liebermann for attending the Fire Prevention presentation by Hughsonville. 6. Letter to Paul Ganci, of Central Hudson requesting a donation of night lights for the Senior Elks parties. 7. Memo to Town Board requesting a P.O. in amount of$8, 1 00.00 to Bracaden Construction for the construction of 3 dugouts at Robinson Lane. 8. Memo to Town Board requesting a P.O. in the amount of$I,725.00 for the purchase of25 t of Beam Clay for Robinson Lane. 9. Letter to Town Board Members regarding Personnel Policy. SENIOR CITIZEN REPORT. Mrs. DeLisa was absent but sent a report on the Senior activities for the month of October. This report is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that the activities for the month of October have had a very low attendance. He doesn't know if it is because of the recent tragedies or what. He mentioned that East Fishkill has also noted the same for their activities. 2 Recreation Comm. Minutes October 2, 2001 A discussion was held on the Halloween Party and the fact that the attendance was low for that event also. It was stated that a lot of things were going on that day (Saturday) and it was also very cold. It was suggested that for next year we go back to Sunday and try to get the Myers Comers School. Mrs. Korz thanked everyone for their help on the Party and mentioned that she was grateful for Little League and Soccer's help and contributions. The entertainment was good but everyone was quite cold. Mr. Holt mentioned that Mrs. Korz and Mrs. Vazquez did a great job on getting the gifts etc for the party. Ifwas a difficult job this year and they had to make many trips back to each of the businesses. Mr. Lowery mentioned that Jennifer Simmons, had spoken to him recently and that we might not be able to use the gymnastic equipment at Myers Comers School for our Boys and Girls program which starts in January. She told Mr. Lowery that we would have to buy our own equipment and bring it back and forth. It was suggested that Mr. Lowery speak further with her and mention that we thought we had a reciprocal agreement with the schools. They usually want to use our baseball fields and tennis courts. Ifhe gets no where speaking with Ms. Simmons, then we will write a letter to the School Board. Mr. Lowery mentioned that he would like to get the information for the 2002 Recreation Guide in as soon as possible. His target date is December 15th. He has acquired the Hudson Valley Council Band for the Christmas Tree Lighting on December 2nd. They should be sending in their contract soon. His new newsletter should be out this week. Mr. Lowery mentioned that since the new law went into effect regarding hand held phones, we should look into getting a few adaptors from NexteI. Mr. Lowery mentioned that the bridge club keeps answering the phone at Schlathaus and he doesn't get messages. They also do not put things back where they find them and they leave the place in a mess. We will have Mrs. DeLisa speak to them. We also need to put up a new phone list by the phone at Schlathaus. CELL SITES Mr. Chappas mentioned that he has spoken with someone regarding the possibility of using recreation areas for cell sites. He has seen where the cellular company will rent space on certain recreation land and will pay up to $2,000. monthly rent. That rent is then used to update or maintain the parks. It was mentioned that East Fishkill has one behind their roller hockey. Mr. Chappas was asked to have someone come in to our meeting to discuss this. It was stated that 3 Recreation Comm. Minutes October 2, 2001 the towers would only be 100' and in most cases they blend in with the surroundings. Mr. Ennesser reported the following: 1. The new letters for the sign at Schlathaus should be in by Wednesday, Nov. 7. 2. They are hoping to blacktop the ramp at Chelsea on Wednesday and then hopefully he will be able to submit the information to get the $2,000. from the grant. He also picked up the safety railing for the boat ramp. 3. He has gotten the fencing materials needed for Reese Park and he has spoken with Roger Humeston about doing the other work. 4. He has received the bill from Vitolli for the materials for the new sign at Robinson Lane. 5. He has also been requested by Mr. Tompkins to obtain some signs for Robinson Lane which state "NO GOLF ON BASEBALL FIELDS". CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. We hired a young man, Jason, on a full time basis but he has already left. We have also hired two Part time people - Robert Sheridan and Franklin McKinney. They both seem to be working out well. Mr. McKinney had previously worked at Greystone. 2. We have the P.O. for the construction of the dugouts at Robinson Lane. That work will be done before opening day in April. 3. The clay was delivered last Thursday to Robinson Lane. 4. Mr. Friedman was questioned about the status of the bids for playground equipment. It was suggested that we call Town of Poughkeepsie to see how they got their bids for their equipment. Since most of it is modular it is very hard to compare exactly. 5. A letter was sent to the Hannaford Store asking for help with our Senior Elks Party. 4 Recreation Comm. Minutes October 2, 2001 A discussion was held regarding the registration process for the summer playgrounds. We really need to come up with a system where only the parent can sign up their own children. It was suggested that we might have to require the parents to bring in a copy of the child's report card. This will be discussed further at the next meeting. The meeting was adjourned at 8:45 on a motion by Mr. Ennesser seconded by Mr. Friedman. Peggy Roe Secretary 5
