NEW BUSINESS - Community Day and Memorial Day OLD BUSINESS - Basketball Program New Equipment and Roller hockey MEETING ADJOURNED NEXT MEETING RECREATION COMMITTEE MINUTES FEBRUARY 5, 2002 NEXT MEETING MARCH 13,2002 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Committee was held February 5,2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was opened by Peggy Roe, Recreation Secretary at 7: lOp. m. Others present were Kathi DeLisa, James Chappas, Ronald Friedman, Ellen Korz, Stephen Miller and Joanne Vazquez. Stephen Lowery the Recreation Director arrived at 7:30 p.m. The minutes of the January 8, 2002 meeting were approved on a motion by Mr. Miller seconded by Mr. Friedman with all in favor. CORRESPONDENCE A copy of a letter from Attorney AI Roberts to Supervisor Ruggiero was received. This letter pertained to a resolution authorizing the Town Board to make an application to the Dutchess County Youth Bureau for the 2002 grant. Mr. Roberts included in this letter a form of Resolution to be adopted for these funds. A letter was received from Roland Norris of the Town of Wappinger Little League stating that Opening Day will be held on April 20,2002 with the rain date of April 27,2002 at 9:00 a.m. He also indicated that they would again need porta potties. A letter was received from Lt. Colonel David H. Deitrick, Jr. of West Point indicating that the Jazz Knights of the USMA Band will be playing for us at Schlathaus Park on June 9, 2002 at 4:00 p.m. A letter was received from the New Hackensack Fire Department requesting the use of a softball field at Robinson Lane for their home games. They indicated that their field is being removed and they will no longer have a field for their games. Their games will be on Friday nights beginning at 6:00 p.m. and there will be approximately 9 games. It was mentioned that they would have to use SLl as the girls fields will be too short for them. Mr. Chappas mentioned that New Hackensack has helped out Little League a lot so it was decided that Mr. Chappas will contact Mr. Farrell to see what could be worked out. A letter of resignation was received from Steve Lowery effective April 1, 2002. A letter and bulletin was received from Academic Solutions regarding after school programs. They also enclosed an outline from the Fishkill Recreation Department. This is a Recreation Minutes February 5, 2002 very good program but at the present time we are not able to do anything with this program. A memo was received from the Planning Board with a map of the proposed Cranberry Hills subdivision. A memo was received from Gerald Terwilliger, Comptroller requesting that each employee who drives a vehicle for the Town provide a copy of their Driver's License. A letter was received from the Town ofFishkill Little League, Inc. requesting the use of the fields at Castle Point during the months of March and April for practice time. They would utilize the fields on weekdays as well as weekends. Mr. Chappas mentioned that we would have to see what the softball usage is and work around that. Mrs. Roe said that the only team was the Chelsea Fire Company and they would probably start in late April. Mr. Friedman questioned the maintenance of the fields. Mr. Friedman suggested that we give them use of3 fields during the week and Saturday for the first year with a stipulation that if any team from Wappinger needs the field they will be required to give them up. Mr. Friedman also mentioned that we should tell them that the fields should be raked after each practice. It was also suggested that we charge them $50.00 for the use of the fields for this period since it will be an ongoing usage for a month and a half Mr. Chappas will call them and follow up on this. OUTGOING CORRESPONDENCE FOR JANUARY 2002 1. Mr. Lowery sent the 2001 Program Annual Report to the D. C. Youth Bureau. 2. A letter was sent to Colleen Cannon, Deer Hill Center, requesting permission to use their facilities for our 2002 summer swim program. 3. A letter was sent to the Town Board from Mr. Ennesser requesting the board consider an offer to purchase the Lund Property located on Creek Road adjacent to Reese Park. 4. A memo was sent to the Town Board stating that Mr. Holt will be on vacation from February 4th to March 5. 5. Memo to Town Board requesting approval to acquire two additional computers and software for the senior programs. (Was tabled at 1/28/02 T /B Meeting.) 6. Memo to Town Board requesting permission to obtain a P.O. In the amount of$I,575.48 to Wappinger Central School for custodial services for the Saturday morning Gymnastics program. 7. Memo to Town Board members for approval for a P.O. in the amount of$I,500.00 to Dutchess Metal for 2 additional panels for the Boat Ramp. 8. Memo to Jerry (Comptroller's office) regarding the software needed to get the senior's computers running. Recreation Minutes February 5,2002 9. Memo to Supervisor Ruggiero for permission to use Town Hall for registration for the Summer programs April 26 & 27 and May 10 & 11. (Approved by Supervisor). 10. Letter to D. C. Youth Bureau enclosing a certified copy of the Town resolution to accept the 2002 funds. 11. Memo to Town Board Members to approve permission for Mrs. DeLisa and Mrs. Vazquez to attend the NYSP&R Conference in Syracuse March 10-13 (Approved by Town Board.) 12. Thank you letter to Annette Bonette for the delicious cake in memory of her mother. 13. Thank you letter to Nina Lynch of the Office of the Aging for her talk on senior issues such as Medicare 2002, Epic, health proxies etc. 14. Memo to Town Board for permission to obtain a P.O. in the amount of$2,055.99 payable to Signal Graphics Printing for the 2002 Recreation Guide. (This is on hold.) 15. Organizational chart for the Recreation Dept. was sent to Supervisor Ruggiero. 16. Copy of the attendance sheet for recreation meetings and activities was sent to the Town Board. 17. Memo to Supervisor Ruggiero regarding Memorial Day celebrations. 18. Letters to EnviroClean Porta Potty, Superior Sanitation, M. & O. Sanitation, Jones Septic for quotes for porta johns. 19. Memo to Supervisor Ruggiero regarding the printing of2002 Guide by County. 20. Memo to Town Board requesting P. O. ' s for Hot Rod Band for $1,000., Thunder Ridge $1,100., and "Goowin's Balloowins" $1,000. 21. Memo to Supervisor Ruggiero regarding the Office of the Aging Picnic to be held at Robinson Lane on August 14th. MEMOroALDA~COMMUmTYDAY A discussion was held regarding the Memorial Day and Community Day programs. Mrs. Roe mentioned that Supervisor Ruggiero has requested that the Recreation Committee take over the details of both of these events. Mr. Holt has asked Mrs. DeLisa to work on the booths and Mrs. Roe to work on the organization of the parade. Mr. Ennesser has been asked to look into the setting up the fireworks - procuring the area from Mr. Humeston and contacting Legion Fireworks. Since there was no information left in the Town Hall Mrs. DeLisa and Mrs. Roe have been trying to come up with information. We have procured the Southern Dutchess News with the ad and line up and people who participated. Mrs. Roe has been in contact with the New Hackensack Fire Company to see if we can get any further information. There will be a meeting the end of March to discuss this further and to get volunteers to help with this project. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of January. 3 Recreation Minutes February 5,2002 This report is attached to these minutes. DIRECTOR'S REPORT Mr. Lowery mentioned that he was resigning as of April 1st. He mentioned that he wanted to continue on with his education and would like to pursue his doctorate degree. He mentioned that he, Kim Allen and Claire Rottcamp would be interviewing for the summer playground program starting March 1st. He hopes to get that done before he leaves. He will also work up the transportation schedule. The concert program and family fun program are set. He mentioned that he would be putting a notice in the Southern Dutchess News regarding the new roller hockey program. He is asking people who are interested in this program to contact him so we can get an idea if we should proceed with the program. LITTLE LEAGUE/ ROBINSON LANE Mr. Chappas mentioned that Mr. Farrell had questioned about the repair work that needs to be done on the dugout roofs. Mrs. Roe said that she had talked to Mr. Tompkins regarding this project and he has already spoken to someone to do this work. There was a question about who the batting cages belong to. Is it the Town or Little League? Mr. Miller said that there has to be a resolution that the Town accept them and Mr. Friedman said that any structure once built automatically belongs to the Town. Mr. Chappas mentioned that Mr. Farrell said that he will try to clean them up. The nets are destroyed, locks are broken. He said that he would try again this year to secure and keep them clean. Little League has requested the use of the fields at Robinson Lane and Martz from March 1st to October 28th. Mr. Friedman mentioned that we should clarify that they would have exclusive use other than when the Town has something that would have priority. Mr. Farrell said that he understands that the High School's have a new Freshman baseball team and he mentioned that he does not have any more room to accommodate them if they request fields. There is however, room for the Jr. High School program which we had last year but he mentioned that he would prefer to grant usage to Wappinger Jr. High versus Van Wyck School since those are the kids from Wappinger. Van Wyck kids are primarily from East Fishkill. Kids from Van Wyck are usually in the East Fishkill program whereas the kids from Wappinger Jr. High kids are primarily from our program. We will see what happens with this program. 4 Recreation Minutes February 5,2002 Mr. Chappas asked when the seats were going to be put in the new dugouts and Mrs. Roe mentioned that they will be done before the season starts. It really should be done before they start to practice. AFTER SCHOOL PROGRAMS Mrs. Vazquez mentioned that she has spoken with Mrs. Cindy Starke Director of Fishkill recreation and was very impressed with the program that is run in the Brinkerhoff, Fishkill and the Glenham School. She does this with a zero budget and the fee is $6.00 a day for after school programs which runs from 3:30 to 6 :00 p.m. Every day there is a different activity. They hire someone to do the special activities each for a 10 week session. She mentioned that the schools are very happy to have the programs as long as you are a student at that school. Snacks, supplies and the special activities are provided. Mrs. Starke would be glad to come to one of our meetings to explain the program fi we would like. There was a discussion regarding the summer program sponsored by the Town of Fishkill and our summer program. Mrs. Vazquez mentioned that they charge $60.00 per week for their program and that it only runs until 1: 15 p.m. She also said that they will be starting another summer program that will run early in the morning to later at night for working parents. BASKETBALL PROGRAM Mr. Lowery mentioned that Michael O'Sullivan will be volunteering to run the boys and girls basketball program. At this point we don't know if we will be running a couple of weeks later or not because we will be running into baseball season. We will take a poll of the parents to see what will happen. ROLLER HOCKEY Mrs. Vazquez mentioned she can compare prices on the borders etc for the roller hockey program but she still has to get information on the goals and storage space. Mr. Lowery is putting something in his column so we can find out if there is an interest in this program. If there is not enough interest we won't go ahead with the program. NEWPLAYGROUNDEQUWMENT Mrs. Roe mentioned that she will be speaking with Supervisor Ruggiero regarding the preparation of a bid package for the new playground equipment. Mr. Friedman mentioned 5 Recreation Minutes February 5, 2002 that we should go to a contractor for a bid to install a piece of equipment. If we are going out for something for $15,000. to $16,000. we have to go to formal bid. DATE FOR NEXT MEETING Because of vacations and conferences, we would like to change the March meeting to the second Wednesday (March 13). The only person not available would be Steve Miller.
