The regular meeting of the Town of Wappinger Recreation Committee was held March 13, 2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was opened by Chairman Ralph Holt at 7:00 p.m. Others present were Kathi DeLisa, Senior Citizen Director, Stephen Lowery, Recreation Director, and Committee Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz, and Joanne Vazquez. The minutes of the February 5,2002 meeting were approved on a motion by Mr. Chappas seconded by Mrs. Korz. CORRESPONDENCE A letter was received from NAP Planning regarding Aquatic Program Planning. A letter was received from Dutchess County Youth Bureau regarding the nomination for Youth and Adults to be publicly recognized in the youth development field on a countywide basis. The awards will be presented to the winners at the annual luncheon on June 5th. If anyone has a name to submit please let Mrs. Roe know so that an application can be filled out. Quotes were received for the rental of porta johns for the year 2002. They are as follows: Regular Unit Handi Unit Enviro Clean Porta Potty Superior Sanitation M. & O. Mrs. DeLisa will call her and discuss the position with her. A letter was received from Jason Casterlin who worked full time in the maintenance dept. for a month last fall. He wrote the following; " I would like to thank you for giving me the opportunity to work for your recreation department and providing a comfortable work environment. Unfortunately, I was unable to stay working there as for the pay wasn't sufficient for my needs. I would also like you to know that Steve was a great person to work for. Thanks again and take care. Sincerely /Jason." . , /' Recreation Committee Minutes March 13, 2002 A letter was received from Supervisor Ruggiero regarding the Wappinger Pop Warner. He attached a letter from Mr. Fred Dahl stating that he was concerned with the growing size of Wappinger Pop Warner and having to use the football field at Wappinger Junior High which has come under a strain. A discussion was held regarding possible sites for Pop Warner. Mr. Ennesser suggested that we look into using the Bleachery Field in the Village since they do not have any Little League play there. Mr. Chappas will speak with Mr. Dahl and to the Village about this usage. Mr. Chappas also mentioned that we had previously talked about them using the land at White's Corner when that is available. A letter was received from Child Abuse Prevention Center stating that they would like to bring their camp counselor training program to our attention. They educate camp counselors about child abuse and neglect. Through their training, counselors become more aware of how to identify abuse and neglect and how they should deal with cases of suspected abuse and neglect. This letter will be placed on file. A letter was received from the Wappinger Transportation Department stating that they will again be able to do our summer transportation but only between the hours of9:30 and 1 :30. They also requested our schedule as soon as possible. This was given to Mr. Lowery to work on. OUTGOING LETTERS 1. Memo to Town Board Members requesting a P.O. payable to Superior Sanitation for rental of portajohns for the 2002 season. 2. Memo to Town Board Members requesting a P.O. payable to M.A.S.A. in amount of $1,058.00 for fence guard for Robinson Lane. 3. Memo to Town Board Members requesting a P.O. payable to BSN for purchase of swing seats and bucket seats. 4. Memo to Supervisor Ruggiero regarding the 2002 recreation guide. 5. Memo to Gerry Terwilliger, Comptroller re: holiday time for Robert Sheridan SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of 2 Recreation Committee Minutes March 13, 2002 February. This report is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Lowery mentioned that he has been working with Kim Allen and Clare Rottcamp on getting in place the staff for the summer program. He mentioned that he has had to hire at least 14 new people this year. A question came up regarding the rehiring of a person who was hired last year and after a week left to take another job. This person has since put in another application for this year. After a discussion a motion was made by Mr. Friedman not to rehire this person because he left us after only one week last year which made us have to look for a replacement. This motion was seconded by Mr. Chappas with aU in favor. Mr. Lowery mentioned that the sign up for the YankeeIMet game was scheduled for March 30 and since we have not received any information on this we wiJI have to postpone it until a later date. Mr. Lowery mentioned that Mr. Friedman wiU be escorting the Town trip to Mohegan Sun. He mentioned that this is his last meeting and he thanked everyone who had faith in him and helped him in performing his job. He has reaUy enjoyed working with everyone. ROBINSON LANEILITTLE LEAGUE Mr. Chappas requested that we have the porta johns delivered to Robinson Lane as soon as possible. They wiU be starting to have practice there this weekend. Mrs. Roe mentioned that she already has the P.O. and wiU caU tomorrow to schedule a delivery. It was requested that the water be turned on in the store as soon as possible so that Little League can get in there to clean up that area. It was requested that it only be turned on in the store and not in the rest rooms. Mrs. Roe said that she would speak with Mr. Tompkins regarding this. Mr. Holt mentioned that he has been given a couple of names of High School seniors who might be interested in lining the fields at Robinson Lane and he would like to see them do more than just the lining work but also some weed wacking etc. He wiU try to set up interviews with the boys for next week. Mr. Chappas mentioned that there is a third boy by the name of Brian Travis who is interested in being a back up. 3 . - Recreation Committee Minutes March 13, 2002 Mr. Chappas mentioned that he has been talking with Jennifer Simmons of the School District regarding their use of Robinson Lane. She mentioned that she would call the office and have a Certificate ofInsurance sent to us. She will also have to fill in a Request for Field Use form so that we have something on file. Mr. Chappas will keep on this request and will work with Mr. Farrell regarding the scheduling. Ms. Simmons mentioned that if there is any trouble regarding the usage to please let her know. The request from the New Hackensack Fire Company has been approved and Mr. Farrell has been given the dates that they are requesting. He will make sure that those dates are set aside for the Fire Company. COMMUNITY CENTER Mr. Holt mentioned that he has received a letter from Mr. Paggi's office and that he has recommended to the Supervisor and Town Board that the community center not be constructed at the Montfort Road site because of the flood plain. Mr. Holt mentioned that a possible site is now behind the Town Hall. BOAT RAMP Mr. Ennesser mentioned that the panels for the boat ramp are finished and he is contacting a couple of people to get quotes to assemble them and to put them in the water. He also been working on taking care of the several items that maintenance has requested be done on the ramps. REESE PARK Mr. Ennesser mentioned that there will be a work party at Reese Park on this Saturday. He also mentioned that Mr. Humeston has brought in some of the ground cover that was ordered the end of last year. of April. Mrs. Roe was asked to have the porta john brought in to the site by the beginning Mr. Ennessser mentioned that he is working on a $2,000. grant for a wood carved sign which will include the activities board for the above Park. A discussion was held on the A TV activity in the parks. Especially hit are Castle Point Park and Reese Park. Mr. Ennesser mentioned that he was down to Castle Point recently and the fields are a mess with ruts etc from the A TV's. 4 ~ Recreation Committee Minutes March 13,2002 ROLLER HOCKEY Mrs. Vazquez asked if we had received any calls from people interested in roller hockey and Mr. Lowery mentioned that he has received 3 calls and Mrs.Roe said that she had received only 1 call. Mrs. Vazquez said that she has priced out all the equipment for the borders and it will come in the range of $7,750. She also looked into the purchase of the trailer to transport the equipment and it would cost $3,600. and $800. to ship it. It was suggested that she try and get the information on the size and construction of the trailer and then we ask Mr. Tompkins to see ifhe could get any prices from someone in the area. COMMUNITY DA YIMEMORIAL DAY Mr. Holt mentioned that Mr. Ruggiero has asked Recreation to get involved in the planning and running of the Community Day. Mr. Holt said that he has already spoken to Mr. Ennesser about looking into the fireworks and getting permission from Mr. Humeston to use his property. He has asked Mrs. DeLisa to work on the booths getting food and various vendors. He has asked Mrs. Roe to work on organizing the parade. We still need someone to work on getting some entertainment for the stage (possibly 3 bands) and to do the rides. Other items that need to be taken care of are: Royal Carting for garbage, Superior Sanitation for Porta Johns, acquiring permission from the school to use their parking lot etc. It was suggested that Mr. Lowery put a notice in his column for anyone who might be interested in working on this committee to call. We hope to have a meeting within the next week or so on this project. Mr. Holt also mentioned that we are also working with Mr. Parsons on the Memorial Day ceremonies. Mr. Parsons takes care of renting the tents, chairs and he will send the bills in to Mrs. Roe to get them processed for payment. We will have to purchase about 6 or 7 wreaths. We will have a ceremony at the Chelsea Boat Ramp in the morning, then a parade and ceremony in the Village and then one at 2 p.m. at Schlathaus Park. Mr. Ruggiero mentioned that he would like to have Eileen Sassman whose brother is MIA to participate in the events. SUMMER PROGRAM Mrs Vazquez mentioned that she has reviewed the summer playground report and felt that there is a lot of wasted money in the counselor line. If you look at our actual attendance at each park, you will note that there are a number of counselors which are not needed to have our 12 to 1 ratio. We have to have this number of counselors because of our total registration numbers. Many people sign their children up and feel that if they go 1 or 2 times they have their moneys worth because they are only paying $30.00. A lot of parents sign their children for an in case situation which really inflates our numbers and requires a lot more counselors. Mrs. Vazquez mentioned that Fishkill charges $60.00 a week and their day ends at I :00 instead of3:00 p.m. like ours. East Fishkill's program ends at 1 :30 p.m. She felt that this money being used on 5 - . .... "' . Recreation Committee Minutes March 13,2002 staff could be put toward the upgrading of the parks. She mentioned that at the NYSR&P Conference that she recently attended a lot of the communities had raised their fees. CHAIRMAN'S REPORT Mr. Holt reported the following: 1. We have received applications from 9 people for the position of Recreation Director. We will need to set aside time for the interviews as soon as possible. With some, a letter can be written immediately that we have received their application and they do not meet the minimum standard by law. 2. Mr. Holt mentioned that we need help with maintenance. He said that we have on board Mr. McKinney who is in his seventies and has recently been having trouble with his hip and has told Mr. Tompkins that he will probably only be able to mow. Mr. Endress is also only able to mow. We also have two people who would like to come on as full time and are younger and able to do more. A Mr. David Pilon has spoken to Mr. Tompkins and would like to come to work for us and is able to use all the machinery and do everything and Mr. Sheridan who worked for us part time last year who can do many jobs but neither will take the job for less than $24,000. Mr. Holt will speak to Supervisor Ruggiero about this. 3. The Easter Egg Hunt will be held at Schlathaus Park on Saturday, March 23rd., with a rain date of Sunday, March 24th. The Committee members were asked to be at Schlathaus Park by 9:00 a.m. to help hide eggs and get things ready. Mrs. DeLisa and Mrs. Roe will be at Schlathaus on Monday the 18th along with Sylvia Holt and Eileen Ennesser to stuff the plastic eggs with candy. Chappas.
