The regular meeting of the Town of Wappinger Recreation Comm. was held June
4,2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:15 p.m. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director and
Comm. Members Joseph Ennesser, Ronald Friedman, and Ellen Korz.
The minutes of the May 2,2002 meeting were approved on a motion by Mr.
Friedman, seconded by Mrs. Korz with all in favor.
CORRESPONDENCE
A memo was received from Kathi DeLisa of the Senior Center attaching a list of
the positive and negative factors regarding longer use of the Oak Grove Grange. She mentioned
that some of the seniors like and others do not. Since the programs for the center are split
between the Town Hall and the Grange the attendance has dropped at one location or the other.
The seniors will go only to one location. If the exercise and osteo programs are moved to the
grange they will interfere with the every day "goings on" of crafts, games and such. The two
locations have split the staff as well and our part time help is working four or five days a week.
Many of the negatives are trivial however, logistically this is not working in an effective manner.
There is no office space, no access to a copier, typewriter or computer. Storage is limited.
Everything must be put into an unsecured back room every day at closing and then brought out
each morning. The grange uses the space and they rent it out to other organizations which is
one of their functions. It just isn't our space. Mrs. DeLisa does not recommend that the Center
stay at the Grange for a long period of time. She and her staff believe going back to the Town
Hall would be in the best interest of the seniors. Mrs. DeLisa mentioned that she would like to
have the Center painted and cleaned before they move back.
A call was received from Karen Karath of the Wappinger United Soccer Club
stating that they wanted permission to upgrade the electric at Airport Park and they will pay to do
this. She mentioned that every time they use the electric in the snack bar they blow a fuse. They
will put in a 200 amp. feed. There was no problem with this.
A memo was received from Gerald Terwilliger stating that their files show no
record of Miss Grozo having worked in the recreation program last summer. Their records show

that she was last paid for her time in October 2000. To rectify this situation of her not being paid
in 2001, it will be necessary to have the Tennis Instructor write a letter telling us the dates, hours
etc. that she worked. After receiving that and filling out a voucher, we would be able to pay her
for her time worked in 2001.
A memo was received from Peter Paggi (original to Supervisor Ruggiero) stating
that field inspections of both the Play Pro and the Game Time units had been done. As a result of
these field inspections, it is the opinion of both their office and the Town Recreation (via Mr.
Holt) that the submitted Game Time unit is of equal quality to the contract specified Play Pro unit.
It is their recommendation that the Game Time unit submitted by Sun Up Enterprises is an
acceptable "or equal" unit.
We received a copy of a memo sent to Sun Up Enterprises from Peter Paggi
asking them to provide them with Shop Drawings of their proposed surface protective system or
subsurface drainage for the new equipment being installed at Spook Hill..
A memo was received from Supervisor Ruggiero asking us to arrange for the
rental of tables and chairs for the senior picnic to be held at Robinson Lane on August 14,2002.
A fax was received from Louise Dalton of Sloper giving dates and sites for the
CPRlFirst Aid classes.
An application, certificate of insurance and fee was received from Jim LeBlanc of
Boy Scout Troop #68 for use of the Castle Point Park on June 15th at noon. This was approved.
A safety report was turned in by Ron Friedman on the Spook Hill Park. This will
be given to the maintenance department.
A copy of a letter sent by Joseph E. Paggi to Eric Fellinzer stating that as per the
resolution adopted at the May 13th Town Board meeting, their firm was authorized to prepare the
necessary bid documents for the Robinson Lane Lighting project.
A letter was received from Renee Smith-Bodie stating that her son Stephen Bodie
will not be attending Tennis beginning July 15th and golf beginning August 5th. Approved refund
for both programs.
A letter was received from Suzanne Henry stating that she did not realize that it
was not necessary to be enrolled in camp in order to participate in the other town activities. She
therefore, wants to withdraw the registration from camp and would like a refund of the $30.00
fee. This was approved.

A memo was received from Joseph Paggi, regarding the Martz FieldlRecreation
Building Expansion. He enclosed a copy of a request for proposals that should be sent out to the
architects that had previously responded to the Request for Qualifications.
A letter was received from Fred Dahl of Pop Warner regarding field availability.
He mentioned that he had looked at Veterans and Temple Field in the Village as possible sites.
He said that Veterans Field did not have the free acreage. Temple Field could be used as a
practice field during August (daylight savings time). He said that conducting practices at this
field would take the wear and tear off the Wappinger lH. field and it reduces the number of cars
parked around the school leading to fewer complaints from the local residents. It would also
utilize a recreational resource that now goes unused.
We received a fully executed contract along with a Certificate of Insurance and
invoice for the fireworks display to be held on Community Day September 8, 2002 from Frank M
Coluccio President of Legion Fireworks, Co., Inc.
OUTGOING CORRESPONDENCE
1. Memo to Micheline Brudnak regarding appointment of Skip Rottkamp.
2. Letters to AAAA Lou Grotto Pest Control, Inc., Craig Thomas Pest Control, Bug Busters Pest
Control, Inc., Waverly Pest Control regarding estimates for the spraying of recreation areas for
ticks.
3. Request for use of Roy C. Ketcham auditorium as a rain site for the West Point Jazz Knights.
On Sunday, June 9, 2002.
4. Memo to Micheline Brudnak advising that Robert Sheridan has accepted the full time position
in the recreation maintenance department as of May 13,2002.
5. Invitations were sent to Supervisor Ruggiero, Councilmen Valdati, Bettina, Paoloni, and
Colsey to attend the West Point Concert on June 9,2002.
6. A letter was sent to Supervisor Ruggiero from Joseph Ennesser regarding the memo dated
4/23/02 received from Graham Foster on the Boat Ramp.
7. A letter to Charles Coughlin from Joseph Ennesser regarding parking at the Shadowbrook
facility.
8. Memo to Supervisor Ruggiero regarding the proposal for architectural services for renovations
to the rest room facilities at Martz Field.
9. Memo to Supervisor Ruggiero requesting approval for inflatable entertainment for Community
Day.

SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior Activities for the month of May.
This report is attached to these minutes.
DIRECTOR'S REPORT
Mr. Rottkamp mentioned that he is working on obtaining Lifeguards for the swim
program. He has been having problems locating someone who is a WSI. He is looking into the
ins and outs of what we really need for the program. It was stated that one year we only had the
WSI come in for the one day of testing.
Clare and Kim are busy working with the counselors and there will be a Director's
meeting. Mr. Rottkamp is busy working on obtaining references for the 18 new counselors.
There was a discussion regarding salaries. Mr. Holt asked if we had ordered the craft supplies
and we had. We still need to get the Nextel phones in order. Mr. Rottkamp was asked to
mention to the counselors that these phones are not to be used excessively.
BOAT RAMP
Mr. Ennesser will be meeting with Charlie Coughlin of Shadowbrook tomorrow
night regarding parking for the Boat Ramp..
REESE PARK
Mr. Ennesser mentioned that he received a proposal from Paggi and Martin to do a
survey at Reese Park and it is estimated to run $1,500.00. Once the survey is done we will be
able to put in some fencing.
We received a price of$800.00 for a carved wood sign for Reese Park.. Some of
that will be covered by the State grant.
He is in the process of doing the paperwork for the volunteer time for the
transition center based on the work the group has done around the bridge to recoup some of the
DOT monies that are still out there.
He has also called BOCES Principal regarding getting help to construct a shelter
at Reese Park. They will try to get it in the school schedule. He has a rough plan and will hope
to get a estimate of the building material that is needed.. It will be an open pavilion like what is at
Robinson Lane.

CASTLE POINT.
Mr. Ennesser mentioned that he is still waiting for the Certificate ofInsurance for
the Chelsea Fire Company. The Chelsea Fire Company will not do anything at the Castle Point
fields until we have the certificate.
SAFETY REPORTS
Mr. Friedman gave in the safety reports for Martz Field and the Tennis and
Basketball courts. A lot of the items are repeats from the previous year.
He also mentioned that we need to redistribute the stone'under the playground
equipment. Also, we should do the protective fence guard at Martz Field and the maintenance
should look at the drop off edge on the basketball court.
TENNIS
Mrs. Korz mentioned that she has contacted a Alison Perlman who is a 9th grader
to help Barry Casowitz with the tennis classes. She will be able to work until August 5th.
ROLLERBLADING
Mrs. Korz mentioned that she has seen an article in the Poughkeepsie Journal
that Poughkeepsie was building an rollerblading area. She wanted to know the status of what we
are doing. Mr. Holt mentioned that we are still discussing the construction of something at
Robinson Lane. Mrs. DeLisa mentioned that in Westchester County they close a road down on
Sundays for people to rollerblade etc. Mr. Ennesser said that the Greenway is looking to close
the lower Creek Road for that purpose.
CHAIRMAN'S REPORT
1. There will be another summer program sign up tomorrow at 7:00 p.m.. Ron, Dee,
Skip, Sylvia, Ralph and Ellen said that they would be there to help. We hope there is no problem
with parking.
2. A reminder that the West Point Jazz Knights will be at Schlathaus Park On June 9,
2002. The buffet is all set and Mr. Rottkamp mentioned that he has spoken with the band and
everything is set on their end. The bus will pull off of Old Myers Comers and go along the fence
to the bandstand. We will have the air conditioners in the building and we will move some of the

tables. If the weather is nice we can eat in the grove.
3. Mr. Holt mentioned that the hood and chemicals have been fixed at Robinson Lane.
4. We will be setting up a meeting with Mr. Ennesser, Mr. Foster, Mr. Roberts and Mr.
Holt regarding the problem at the boat ramp.
5. We have the three quotes for the tick spray and we will be going to the Town Board to
get approval as soon as possible
6. We have been asked by Supervisor Ruggiero to respond to a letter regarding shared
services proposals with the Wappinger School District. Mr. Holt asked Mr. Friedman to look at
this letter.
7. Mr. Holt reviewed the community building is a 2 story building and the 1st floor will be
the Community Center and the top floor will be the court building. They are hoping to stay with
the plans that were suggested for the Montfort Road Building. He doesn't see us to be in the
building until 2004. Mrs. DeLisa mentioned that she would like to review the plans before they
are finalized.
8. Mr. Holt mentioned that Spook Hill building has been painted with a mural. If you
haven't been over to see it please do it looks great. Everyone who worked on the mural was
given a Certificate of Appreciation by the Town Board. Mr. Holt said that he spoke with Deputy
Sheriff Monaco and this project was accomplished with a grant from McDonalds. They are
thinking of doing another one at some time. It definitely enhances the appearance of this park.
9. The new equipment is supposed to be in at Spook Hill before the playground opens on
June 27th. They said that it will only take 3 days to get this done once it is started.
10. It is possible that the Town will be taking over Greystone in August.
