2002-09-06 RECREATION MINUTES SEPTEMBER 6, 2002 NEXT MEETING OCTOBER 1,2002 AT 7:00 P.M. AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Comm. was held September 6,2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director, and Comm. Members Joseph Ennesser, Ronald Friedman, and Ellen Korz. The August minutes were not available to be approved. This will be done at the October meeting. CORRESPONDENCE 1. A letter was received from the Renegades stating that they must decline our request for a donation for the Halloween party. 2. Safety reports were received from Ron Friedman for Robinson Lane. (Copies were given to Mr. Tompkins.) 3. A request was received from Special Olympics, for the use of Robinson Lane Field on August 15, 2002, along with a certificate of insurance. Since this has been done in previous years and the request could not wait until the September meeting, Mrs. Roe spoke to Acting Chairman Ron Friedman and Mr. Farrell of Little League and the request was approved. 4. A copy of the Advertisement for Bids for the Renovation of the Martz Field Bath House was received. 5. Chris Iverson the Reese Park Interpreter sent in a summary and work log for the Spring and Summer programs. 6. We received a memo from Supervisor Ruggiero stating that he has reviewed the material regarding the lights at Robinson Lane and he agrees that the lights from Option 2, Letter C would be the best for that area. 7. We received a call from the Sheriffs Dept stating that there was a break in at the trailer at Rockingham Park. Mrs. Roe called Mr. Laman to have them check it out and to board up the trailer from further vandalism. Recreation Minutes September 6, 2002 8. An application was received from Jay Paggi of the American Legion Post 1466 to use Robinson Lane on 9/8, 9/22 and 10/27. We also received a certificate of insurance. Mrs. Roe told him that he should contact Mr. Farrell to work out the schedule. 9. A request was received from the Legion Fireworks to use Castle Point Recreation area for their company picnic and to hold a fireworks display. Mrs. Roe again spoke with Acting Chairman Ron Friedman and it was agreed to approve this request as long as they notify the Chelsea Fire Department of the fireworks display. 10. We received an agreement from the Town of Wappinger Little League and this was forwarded to the Supervisor's Office along with a disc of the roster. OUTGOING CORESPONDENCE 1. Letter to Barbara Strobeck stating that her letter regarding her son's accident was forwarded to Marshall & Sterling. (Accident on July 4th playing Basketball) 2. Letter to Mrs. Kert Peterman stating that her problem was with the Little League and that if she wanted to escalate the problem she would have to contact Little League Headquarters. (Wants refund of her registration fee) 3. Letter to Mr. Bruce Cole of Wendy's thanking him for the donation of chili for the Seniors "Coney Island Days" on Friday August 9th. 4. Faxed information to Steve at Cerniglia & Swartz on the C. D. Grant form Martz bathhouse. 5. Letter to Paul Cassitto giving permission to use Robinson Lane for the Classic Race on September 15th 6. Letter to Nick Johnson, Jr. from Eileen Manning with an application for use of Robinson Lane fields. 7. Letter to Town Board Members requesting that they revisit our request to build a dugout at Robinson Lane. 8. Memo to Town Board requesting permission to obtain a P.O. in the amount of $4,495 payable to Waverly Pest Control for the fall tick spraying. (Approved at 9/9/02 Town Board meeting). Mr. Holt mentioned that we are not as happy with the job that Waverly has done in comparison with the N.Y. Tick Company that we were using for the past few last year. They don't seem to do as far into the grassy area and they need to have access to our water supply. 9. Memo to Town Board requesting permission to obtain a P.O. in the amount of$I,500.00 payable to Paggi Martin & Del Bene for the surveying work at Reese Park. (Supervisor said that it did not have to go to the board and to proceed.) 10. Letter to Oak Grove Grange thanking them for the use of the Grange facilities during the past few months. 2 Recreation Minutes September 6, 2002 11. Letter to Frank M. Colussio, President of Legion Fireworks approving request to use Castle Point Recreation Area for their picnic on September 15,2002. 12. Letter to Mary Schmalz thanking her for her part in obtaining the Oak Grave Grange for the Seniors use. 13. Letter to Valerie Hunter D. C. Personnel enclosing the Seasonal Summer Employment form for the Town of Wappinger and the Affirmation Statements from the Lifeguards. 14. Accident report sent to Marshall & Sterling - Accident on 8/9/02 on Hamlet Court with the 1993 Ford Pick up 15. Letter to Supervisor Ruggiero and Town Board regarding back pay for Yanni Grozi for working as Tennis Assistant in 2001. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of August 2002. This report is attached to these minutes. She also mentioned that the Seniors are glad to be back at Town Hall. RECREATION DIRECTOR'S REPORT job. Mr. Rottkamp mentioned that the Community Day committee had done a great He mentioned that he had received a call from a Steve Mintz about holding Dance Instruction as a program in the Winter. He thought that this might be a good program for the adults. He will get more information for the next meeting and will see if he can arrange for a place for this to be held. He brought in some pictures that he had taken of the Twirlers marching in the Community Day parade and mentioned that they all enjoyed the program and would like to continue. He said that a lot of parents came to him and said that they did not know that we had such a program. Mr. Rottkamp said that he would like to continue this program and also hold it as a regular Town program during the Winter. He will again have to see ifhe can obtain a site for this program. Mr. Rottkamp has spoken to Mr. Bill Green the Recreation Director for East Fishkill and they talked about holding joint fall concert at Van Wyck Jr. High School. The Commission thought that this would be a nice idea so they are trying to schedule one for November 1 st. The concert will feature Adam and the Newharts and Preston Young singing the Oldies. He has also been in contact with West Point to try and set up a concert for next year since the paperwork has to be in early. He asked the Commission about scheduling concerts for 3 Recreation Minutes September 6, 2002 2003 and it was decided that we should only have concerts on Thursday nights. Most felt that the attendance for the Sunday concerts was not very good. Mr. Rottkamp mentioned that he has been talking with Lou DeFelice, one of the seniors, about getting a camera and Mr. DeFelice suggested that we do not get a digital camera but one that we can have pictures put on a disc. They are also discussing the differences of projectors. Mr. Rottkamp mentioned that when he gave out evaluations of the summer programs to the parents a lot mentioned that we should extend the time for the program because parents had to be to work a 9:00 a.m. they had to drop their children off at 8:30. They also said that they would like a program for the 13-15 year old children. There is not anything for them to do since they are too young to work. We will discuss this further. He mentioned that he will be meeting with Marge Short of Aristocrat Tours to get some ideas for the bus trips for next year. He will also be looking into getting some entertainment for the Christmas Tree Lighting Ceremony which will be held Sunday, Decemberlst at Schlathaus Park. CHELSEA DOCK Mr. Ennesser mentioned that he has purchased the bumpers for the dock and that they have been installed. He is working on a design to make a permanent fix to replace the bumpers. REESE PARK The survey work at Reese park has been okayed and we will go ahead with this job. Mr. Ennesser mentioned that he has received an estimate of $3,200.00 for the new fencing which will be 6' high. He has received an estimate of $4,400. for the materials for a 30 x 22 pavilion for Reese Park. The trusses would be dropped shipped to the site. He said that he is still trying to find someone to do the actual construction. He has talked to BOCES and Dutchess Community College and has had no luck. 4 ~ Recreation Minutes September 6, 2002 Mr. Ennesser and Mr. Rottkamp met with Chris Iverson regarding the Reese Park program and Mr. Iverson mentioned that he would like to continue the program next year. The individual caught at Reese Park riding the A TV is scheduled to go on trial on October 8, 2002. At Community Day while he was at the Greenway Table someone from Marlorville Road came to him and mentioned that they walked the Park regularly and they were almost run over by an ATV. ROBINSON LANE/FENCING Mr. Friedman mentioned that he will be completing the safety inspection of Robinson Lane this month and mentioned that we should be putting more money in the budget to purchase additional fence covering. He also mentioned that we should think about fencing in the fields at Castle Point so that the A TV's can't get in on the fields and tear them up. HALLOWEEN Mrs. Korz said that she has sent out letters to various businesses and is now following up on the letters. She mentioned that she has received okays from several including Hometown Buffet, Subway, and Hannaford. She also mentioned that she will be contacting Elaine Snowden and Melaine Rottkamp about being judges for the costume contest. We still have to decide on the entertainment. We have not been able to get anyone so far. The day of the Halloween Program is October 27th from 1- 4. TENNIS Mrs. Korz mentioned that the Tennis Program went well and that the parents and kids loved Barry Casowitz. She said that Allison PerIiman, who helped Barry during the month of July worked out well and that Barry was happy with her. It was suggested that we purchase a tennis machine for these classes. 5 Recreation Minutes September 6, 2002 CHAIRMAN'S REPORT Mr .Holt mentioned the following: 1. Graham Foster, Highway Superintendent will be paving the roadway at Robinson Lane and the cost will be about $45,000.00. The funds to cover this will come from the parkland trust fund. In October he will be working on the walking trail around the perimeter of Robinson Lane park.. The trail will be 1 mile around the park and approximately 4 ft wide. 2. He will be having a meeting with soccer regarding some improvements to Airport Park. He also mentioned that he has spoken with Mr. Buyokowski regarding land at or adjacent to Airport Park. Mr. Buyokowski might be willing to give us more land and work at that site instead of land at his new subdividsion on Old Hopewell Road. Mr. Holt also discussed with him that we need a well. Mr. Friedman mentioned that we have to be cautious with the land in that area because some of it is official freshwater wet land. We should have our Engineer look at it. 3. Little League has been updating the inside of the store at Robinson Lane and has put in a new stove, fryers and tables. They are also redoing the field on R-2 and are putting about $16,000. into it. 4. Mr. Rottkamp will be setting up a meeting with his dentist, who is a big roller hockey person to discuss what we should do with the program. 5. We need to order another Santa Suit. One of the ones we have is about 25 years old and is beginning to look quite shabby. 6. We have been talking with Mr. Macek about getting the Senior Computer classes going. He is all set but we are still waiting for the other 2 computers. 7. Mr. Holt reviewed some of the items that we are putting in the 2003 budget such as a new truck with a plow and also a new mower. 8. Mr. Holt mentioned that Community Day was great and the Supervisor was pleased. We will now be helping out with the holiday decorations at Town Hall along with Highway Dept. 6 Recreation Minutes September 6, 2002 2003 BUDGET Mr. Ennesser mentioned the following items that he would like to see in the new budget or to be done from this year's budget is possible such as: 1. Two new weed wackers for Reese Park 2. A 70 watt PA system with C.D. player 3. Lights at Reese park for ice skating. Mrs. Korz.
