MINUTES OCTOBER 1,2002 NEXT MEETING NOVEMBER 4,2002 AT SCHLATHAUS PARK (MONDAY) The regular meeting of the Town of Wappinger Recreation Comm. was held October 1,2002 at Schalthaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director and Comm. Members Joseph Ennesser, Ronald Friedman, and Ellen Korz. The minutes of the August 6,2002 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. The minutes of the September 10, 2002 meeting were approved on a motion by Mr. Friedman seconded by Mrs. Korz. CORRESPONDENCE Approval was received from Myers Comers School for the use of their facilities for Saturday morning gymnastics from 10 a.m. to noon from Jan. 4th to May 10th, 2003. Approval was also received for the use of their facilities on Tuesday nights from 6:30 - 9:00 p.m. for Adult volleyball, Oct. 1st, 2002 to May 6th, 2003. Approval was received from Sheafe Road Elementary School for the use of their gymnasium on Saturday mornings from 10:00 to noon from Jan. 4th to March 29th, 2003 for the Boys and Girls Basketball program. A safety report was received from Ron Friedman for the last portions of Robinson Lane. A copy will be given to Mr. Tompkins. A copy of the Resolution Authorizing the execution of the Agreement Between the Town of Wappinger and Little League Association was received for our files A letter (contract) was received from Kevin Grough, Magician for the performance for Halloween. We received a copy of the letter sent to Supervisor Ruggiero from the D. C. Youth Bureau regarding the 2003 YDDP Funds. Recreation Comm. Minutes October 1, 2002 OUTGOING CORRESPONDENCE 1. Request for P.O.'s for paving of Robinson Lane - Thalle $12,000. Clove $4,000. 2. Letter to Sgt. First Class Pappas requesting Jazz Knights to perform next summer. 3. Memo to Supervisor Ruggiero and Town Board inviting them to the November 1 st concert at Van Wyck. 4. Letters to Carl Garofolo, Michael Leonard and Heather Kitchen thanking them for being judges for Community Day. 5. Fax to Nicole Piche, Selective Insurance with information that the truck that was in the accident was checked and is mechanically okay. 6. Letter to Boy Scout Troop #56 and check in the amount of$305.66 for Community Day. 7. Letter to Explorer Troop 2609 and check in the amount of$305.67 for Community Day. 8. Letter to Cadet Senior Girl Scout Troop 359 and check in the amount of$305.67 for Community Day. 9. Letter to Chris Maus regarding rules and regulations for the use of fields for Town of Wappinger. 10. Request for P.O. for purchase of Beam clay 11. Memo to Supervisor Ruggiero inviting him to the Elks Christmas parties. 12. Memo to Supervisor Ruggiero inviting him to the Senior Christmas party. REESE PARK Mr. Ennesser mentioned that he has been working with Mr. DelBene regarding the surveying work at Reese Park and once that is done he will get in touch with DiPiet for the fencing. He said that we are looking at approximately 260 ft. of 6 ft. high fencing. He is also looking into a mechanized wheelbarrow that will move up to 800 lbs. and is waiting on estimates and more information. BOAT RAMP Mr. Ennesser will be meeting with the representative on the docks to see about making something permanent for the bumpers. It would have to be something removeable because of the ice during the winter. Mr. Ennesser was looking into using the trailer bed from Rockingham as a storage for the docks when they were removed from the water or maybe we could modify it for use at the barn. Mr. Holt mentioned that he has talked with Mr. Tompkins and he was suppose to go over to Royal to talk to them about this. So far we haven't heard anything. 2 Recreation Comm. Minutes October 1,2002 HALLOWEEN Halloween is going pretty good and we have a good amount of prizes and coupons. Mrs. Korz mentioned that she purchased a few little gifts from Rite Aid ($25.00 worth) and she will be going to Hannafords with a $20.00 gift certificate and Stop and Shop with $25.00 to get other gifts. We have 2 gift certificates from Party City of$IO.00 each. Home Town Buffet are going to come with their Bee Mascot to give out 200 kids passes and paint faces. She is still working on the prizes and will be picking up the remaining ones. She reminded everyone that we have to contact Myers Comers School as a rain site. She will also contact Meadowbrook for the 6 pumpkins, 10 Indian Com, 23 Cider, 7 bu apples and 15 donuts. It was suggested that she decrease the amount of apples and increase the donuts to 20 dozen. Ellen will give them the list. We need to get a P.O. Mrs. Korz mentioned that we will need the witches hats and capes. Mr. Holt said that Little League and Soccer will bring candy. We will have the bags. We need to set up the sound system. We need to be there early to decorate and the suggested time is noon. Mr. Rottkamp said that he sent the paperwork in to Myers. He also mentioned that he has been placing fliers in the Elementary Schools. CHRISTMAS Mr. Holt said that he has also talked to Little League and Soccer about the Christmas Party and Soccer will be doing the hot chocolate and candy and Little League will be doing candy and something else. DIRECTOR'S REPORT Mr. Rottkamp met with Steve Mintz on Sept, 17th regarding Ballroom Dancing which will be held at Roy C. Ketcham High School Friday Nights from 7:30 to 8:30 p.m.. We will need at least 10 couples to register for this class. The first session will start January 10 and go to February 7. He is every enthusiastic about the program. The fee should be $15.00 for a single and $25.00 a couple. Mr. Rottkamp mentioned that he purchased a new camera for recreation at a cost of $249.00 and he said that it is for everyone to use. He still has to finish the first roll offilm. It was suggested that he have these pictures on a C.D. along with the regular pictures. He has been contacted by two people about doing murals for the Town. He was contacted by Christine Applethy, an Art Teacher at WFJH and Griffin Brown, Eagle Scout. 3 Recreation Comm. Minutes October 1, 2002 Both want to do murals on our buildings. Officer Daniels picked up the left over paint from the Spook Hill Project and when he did this, Mr. Rottkamp told him that we would be interested in doing murals on our other buildings. Christine called him shortly after that and said that she has an art club after school and she said that she would love to go to our other buildings. Griffin Brown called and said that he would like to do a mural. Past practice at school was that anyone who wanted to do a mural would have to present a plan to be approved. Mr. Holt said that we would want to review the project. We could do something at Quiet Acres, Castle Point and Martz Field and possibly the tractor shed and truck body at Robinson Lane. It would be something to do with soccer, baseball, slides or swings - something in the way of recreation sport. They should come back to us with their plan for approval. Griffin Brown should organize his own and maybe we should give him one to do near where he lives Baton Twirling will be continuing (summer program) on October 2nd. Session 1 -8 classes. Session 2 in January has 20 classes. Maybe we should have her break the session 2 into 2 sessions. Babysitting Course - He received a call regarding babysitting. It was decided to put a hold on this course. Mr. Rottkamp is working on the program guide and hopefully he will get the computer hooked up soon so that he can do it there. He has sent letters to Little League, Soccer, Football, Golf, Cheerleading, Tennis and mentioned that we would like more information for the 2003 Guide. Hopefully, people will get back soon and it will save on a lot of phone calls. Mr. Holt mentioned that Supervisor Ruggiero will be sending information out to the Town people and they could send the Recreation Guide with it. Hopefully it will be done in the Spring. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of September. This report is attached to these minutes. She mentioned that the craft fair will be held on October 25. She also had raffle tickets if anyone was interested in purchasing any. She is looking into coordinating a volunteer program for the seniors. There are 3000 seniors in the town and there are seniors in the Town that would volunteer to help others. 4 Recreation Comm. Minutes October 1, 2002 Maybe they could help in a school reading to children etc. Mr. Rottkamp suggested that they send out a questionnaire asking the seniors what they would be willing to do. We will be writing up a plan for this. CHAIRMAN'S REPORT Mr. Holt mentioned that the bids for the lights at Robinson Lane must go out for re-bid because the specs do not meet the specs for Little League in Williamsport. The engineer had cut down the pole size in back of the backstop from 60 ft to 50 ft. and the wattage was not what it should be. Mr. Holt mentioned that he obtained a copy of the specs from Little League and has given them to Mr. Paggi and he will run off a copy for the engineer. Mr. Friedman mentioned that once we get lighting, we will have to draw up procedures and who will be able to use the fields. Mr. Holt talked to Mr. Paggi about Rymer Property and he is suppose to give us a map by Friday on the property. We put $20,000. in the 2003 budget to resurface the 4 tennis courts and Supervisor Ruggiero took that out. He said that if we do it in 2003 we will have to use Parkland Funds. Greystone has asked for 6 more months and we probably will not be able to take over until next May. We did get approval to put in the dugout at Robinson Lane for the T-ball players and that will be done this year. It was noted that Mrs. DeLisa has sent thank you letters to the Oak Grove Grange for the use of their facilities while construction was being done at the Town Hall. The Town Board to our knowledge has not done anything. Festival of Lights for the County. Mr. Ruggiero will be asking the Highway Dept. to put lights on the outside of the Town Hall. We will as usual put lights on the gazebo and put up the tree. In addition to this Mr. Ruggiero has asked us to do something inside the Town Hall. Mr. Holt has met with the men in the senior center and they are constructing a platform for the center hallway. The tree will be on the platform and the men are building mountains for either side of the tree. Around the tree we will be putting on the platform a village with a train. We will have music piped in. We will also be putting up all the symbols for the various religions and decorating 5 Recreation Comm. Minutes October 1, 2002 around Schlathaus. Mr. Holt mentioned that he had a meeting with soccer. They feel that they are not doing for them as we do for Little League. They mentioned that we had someone line the fields for Little League and not for soccer. We now have employed a Daniel Higgins and he will be lining the fields for soccer for the next couple of months. Weare planning on painting the building at Airport Park. They fence at Airport will have fence guard installed. We will pave on either side of the building but right now we have pea gravel there and it gets all over the area. We are planning on sealing around the building. Of course, soccer wants water. Mr. Holt has spoken with Craig O'Donnell and he will be getting us some information to dig a well, run the lines from the well to the pump house, and go down parallel to the road and another line deep into the park and another line parallel to the road. This will probably be a big bill. Mr. Holt mentioned that he has been speaking with Frank Buyokowski who is building on Shamrock Development and we would be entitled to 4 or 5 lots. Mr. Buyokowski might be willing to work with us regarding the wells and additional property at Airport Park. Mr. Holt said that we have had our first meeting regarding the 2003 budget and we have not lost too much. We lost the money for the Tennis courts. He took out the truck and the mower and suggested that these go out to bond. Mr. Holt mentioned that as of next years budget the Comm. members would be getting a stipend payment for attending all meetings and functions i.e. Halloween, Christmas, Easter, etc. Friedman.
