MEETING NOVEMBER 4, 2002 NEXT MEETING DECEMBER 3,2002 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Comm. was held November 3,2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt. Others present were Kathi Delisa, Senior Citizen Director, and Commission Members Joseph Ennesser, Ronald Friedman, Ellen Korz, and Joanne Vazquez. Stephen Miller arrived at 7:20 and Skip Rottkamp, Recreation Director arrived at 7:30 p.m. The minutes ofthe October 1,2002 meeting were approved on a motion by Mr. Ennesser seconded by Mr. Friedman with all in favor. CORRESPONDENCE A resume was received from a Peter S. Gilman for full time maintenance work. This will be placed on file. We received a call from a Peter S. Gilman who wants to hold soccer clinics during the summer next year. This was given to Mr. Miller to follow up and get more information on. A copy of a letter sent by Supervisor Ruggiero to Robert Silvestri was forwarded to us. In the letter the Supervisor mentioned that he had received Mr. Silvestri's letter of October 4th regarding individuals parking on his property during the Wappinger Community Day on September 8th. He apologized for any inconvenience that this caused and he said that he would speak to the Community Day Committee to make sure that it doesn't happen in the future. We received a copy of a letter written by Joseph E. Paggi, Jr. Engineer to the Town, to Fellenzer Engineering, LLP regarding the Robinson Lane Lighting. It stated that at the October 28t\ 2002 meeting of the Town Board, the Board rejected all bids received for the project. They then voted to re-bid the project with the redesign to meet Little League standards. Due to the length of time since the last presentation, the Town Board asked that Mr. Fellenzer attend the November 12th workshop meeting to make a brief presentation on the project. A contract was received from the Hudson Valley Council Band in the amount of $300.00 for their performance on December 1,2002 at the Christmas Tree Lighting Ceremony at Schlathaus Park. A fax was received from Kate Dickman of the Wappinger Central School Recreation Minutes November 4, 2002 Page 2 Transportation with a copy of their bill for the summer transportation charges. They mentioned that if they did not hear from us by Monday, October 21 st, then they would bill us officially. After discussing the bill with Mrs. Roe, Mr. Rottkamp went over it in detail and made an appointment with transportation to go over the inconsistencies in the bill and it was re- figured. Because of his meeting with the school, the bill went from $9,234.26 to $6,023.27. A copy of the resolution # 2002-283 authorizing the painting of the barn at Montfort Road was forwarded to us for our files. A Certificate of Insurance was received from the Tabernacle Baptist Church for the use of two soccer fields for a tournament on either Nov. 2nd or 9th. (Although we have the certificate it was found that we could not fit it in with the soccer schedule and we believe they went to Bowdoin Park.) A note was received from a Debbie Berish of 29 Moccasin View Road. In her note she stated that her son plays soccer at Airport Park and because she is handicapped and in a wheelchair, it is inconvenient for her to go and watch him play. She mentioned that there is only one wheelchair access (by the refreshment stand) and her son usually plays on the other side of the field. The distance is very far. She was hoping that we would be able to make the other two entrances wide enough for a wheelchair to fit through. Mr. Holt mentioned that we are working on doing something there. Mr. Holt said that he will talk to Mrs. Berish. Mr. Ennesser mentioned that there was some type of mat that can be put down for handicap. He will look into this. It goes on or above the surface treatment. Mrs. Roe received a note from a Jason Price. He wants to build benches and do trail work and stream work at Rockingham Park for his Eagle badge. Mr. Ennesser will follow up on this. Stream renovations would need a permit from DEC. OUTGOING CORRESPONDENCE - October 1. (Approved 10/15/02) 2. $2,634.00 to BSN Sports for the purchase of 1- 5 row bleacher. 3. $1,899.00 to Ballantine Communications for purchase of Hitachi Projector. 4. $1,250.00 to Game Time for purchase of 4 - 6 ft metal benches. (2,3,and 4 all approved at Town Board meeting 10/28/02.) 12. Letter to Town Board Members regarding the emergency repair of the boiler at Schlathaus at an approximate cost of $1 ,200.00. 13. Letter to Town Board for a P.O. for $3,200.00 payable to DiPiet Fence Company to install fencing at Reese Park. 14. Memo to Supervisor Ruggiero asking for the status on the payment to Yonni Grozo for Tennis Instructor in 2001. SENIOR CITIZEN REPORT Mrs. Delisa handed out a report on the senior activities, for the month of October, which is attached to these minutes. She noted that the 1 sl Elks Christmas party is full and that we have 15-20 seats left for the second party on December 10th. She said that the attendance at the craft fair was down and she believes that it was part due to the fact that three times she sent a notice to the Southern Dutchess News and they did not print our article or her column. Mr. Ennesser suggested that maybe we should have a board similar to the one at Schlathaus at the Town Hall since Middlebush Road gets a lot of traffic. It could note Town Board Meetings and other Town activities. It was suggested that Mrs. DeLisa put these dates in the Recreation Guide. REESE PARK Mr. Ennesser mentioned that the survey work at Reese Park has been completed and that he has taken pictures of the posts just in case they disappear before we get approval to have the fencing done. DiPiet has come in with the lowest bid of $3,200.00 for the 260' of 6' high fencing. Mr. Iverson will be taking care of several trees and obstacles that will need to be cleared away for the fencing. Recreation Minutes November 4, 2002 Page 4 Mr. Ennesser said that he has been working on getting estimates for the wood for the pavilion at Reese Park. Lowes will charge us just to look at the design and lay it out and Williams Lumber came back with a cost of$3,600. less the interface pieces. Mr. Ennesser is working on submitting photos, bills and information for the DOT grant for $2,100.00 and there is another $2,000.00 grant out there. He spoke with someone from Stoneykill about their program of nature trails but since they are a State program they do not have to answer to the Board of Health rules and regulations. This is in regard to merging the Reese Park programs with our Summer programs. He will be meeting with someone from Bowdoin Park to discuss their programs. BOAT RAMP Mr. Ennesser mentioned that the docks have been taken out and noted that the wall retention supports will need some work before the docks go back in the Spring. This is the result of loose cables last year resulting in too much movement. Ecological Specialties has given us a drawing on the dock guard to finish the design for the" I" beam. The update will cost $950.00. SKATING Mr. Ennesser said that he has given Mr. Tompkins a layout for the ice skating for Rockingham to subdivide the pond for hockey and open skating i.e. where the fence will go. DIRECTOR'S REPORT Mr. Rottkamp complimented everyone on the Halloween Party. He felt it was a good party. He mentioned that he has talked to Melissa of Roy C. Ketcham about entertaining for the Christmas Tree Lighting and she said "yes". He spoke with Althea Richards with the Hudson Valley Council Band and they are coming. He also spoke to Patty Wells, of the Ketcham Interact Club and they would be willing to provide 4 students to help that night. Mr. Rottkamp brought in the new camera to show the Commission and if anyone wants to use it just contact him. He is anxiously awaiting to get going on the Recreation Guide. He showed the Recreation Minutes November 4, 2002 Page 5 guides from East Fishkill and Fishkill and noted that we will try and go with the smaller size booklet this year. He also noted that East Fishkill had sold ads. They have about 28 pages in their booklet with 15 advertisements. He felt that the booklet was too busy and it was hard to find the programs. He felt that Fishkill's booklet was better. He asked if we want to go with advertisements and we decided not to at least for this year. He has not heard anymore on the murals from Griffen Brown and the Art teacher at Wappinger Jr. High School. He handed out an inventory of the sound system and audio systems at Schlathaus. We have also checked the camcorder and it works. Mr. Rottkamp mentioned that he sent a thank you letter to Mr. Herm London who helped sort out these systems. He mentioned that he stopped at the East Fishkill Golf center on Route 52. He would like to put them on the summer schedule for next summer. We can use batting cages, miniature golf and driving range for $7.00. Mr. Rottkamp said they could accommodate 60-70 in a 2 Y2 hr block. He also discussed having a Town of Wappinger night. They would offer for $10.00 from 6-9 p.m. the softball, batting cage, miniature golf and driving range. We would need to have 50 people to make it a go. After a discussion, it was decided to pick one date early in the summer and if it goes well we can set up others. It was decided that they should sign up for this. Mr. Holt mentioned that Mr. Macek will be in contact with Mr. Rottkamp regarding the setting up the computer for him. Mr. Rottkamp received a call from a Tony Gonzoga who said that he was interested in roller hockey. Mr. Rottkamp returned his call and told him he would like to set up a time to meet with him to discuss this. The concert last Friday at VanWyck was good but the crowd was very disappointing. About 30 interact kids from John Jay showed up to sell cake, cookies, coffee etc. Mr. Green was disappointed in the Poughkeepsie Journal. He had hoped that there would be a big article in the paper but all they put in was a little paragraph. PHONES Mr. Friedman questioned the bill for the pay phone at Castle Point. The bill was Recreation Minutes November 4, 2002 Page 6 for $75.00. He thought that we would turn it off and it should be cheaper. Mrs. Roe mentioned that she had called to turn off the pay phones at Martz, Spook Hill, and Castle Point and was told that the charge would be $75.00 per month with a disconnect charge of $275.00 (last year it was $35.00 per month and in 2000 it was $5.25 per month). There was a discussion on these phones and it was suggested that a letter be written to the Town Board to ask permission to remove them and just go with the Nextel cell phones at each site. A motion was made by Mr. Friedman seconded by Mr. Miller to recommend to the Town Board the removal of the Verizon phones at the playgrounds. The Counselors would have the cell phone for emergencies. All were in favor. HALLOWEEN PARTY Mrs. Korz mentioned that it was a beautiful day and we don't know why we didn't have a bigger crowd. We had lots of gifts from the local vendors and the magician was good. It was decided that we had too many small gifts. It was very hard for the witches "judges" to make their selections. FEES Mr. Holt mentioned that as far as the summer program, Supervisor Ruggiero said that they would not raise the rates. They feel that they are giving something back to the residents. Mrs. Vazques did an in depth analysis of the fees. Cost of our summer camps vs others in the area. We charge $.14 an hour to use our parks (summer playgrounds) for a babysitting service. She said that our parks are in need of more than just one piece of equipment. She suggested that we need a park which can keep all ages busy for more than 20 minutes. . We have to spend so much money on salaries because we have to hire so many counselors because kids are signed up as an in case and they do not come. She brought up many enlightening items and will make an appointment to see the Supervisor as a private citizen not a member of the Commission to discuss thi s.. CHRISTMAS/HANUKKAH Mrs. Korz mentioned that Hanukkah starts the Friday after Thanksgiving so the lights will have to be on that day. We will have to see if there is a menorah for Town Hall. Christmas for the Town's children will be December 1 st at 5:00 p.m. Soccer and Little League will be at the Christmas party and will be giving out things to the Children. CHAIRMAN'S REPORT. Recreation Minutes November 4, 2002 Page 7 Mr. Holt told everyone to take a look at the R-2 field at Robinson Lane. Little League has put a lot of money into redoing this field and it really looks great. November 12th there is a meeting at the Town Hall to address the three phases of improvements to Robinson Lane. Everyone is invited to attend this meeting. The Supervisor has cut off spending money with some exceptions. Some of our items must be completed and hopefully they can be completed. The rest rooms at Martz Field have been gutted and the handicap trail to the handicap parking area has been done and paved.. It came out pretty good. The building will be done in the next couple of weeks. Recreation is also involved in the decorating of the lobby at Town Hall. Veteran's Day is the 11 of November and Mr. Bill Parsons will be MC for this year's ceremony.. There is a Greystone Committee that has been formed and they have met with a firm that will be doing fund raising for the facility. We have been told by the Supervisor that the Town will not take over until either Mayor June of2003. We have been doing some cosmetic things at Airport Park for Soccer such as installing fence guard, painting the building and shelter, and sealing the blacktop around the building and we will be putting more down on both sides of the building. We will also be taking down the tree that is in the left comer of the area. What ever we do at the park we have to get permission because the whole park is in a wetland area and the restrictions that were in effect 10 years ago were no where as strict as they are today. Mr. Holt mentioned that the meeting with the Town Board on the 2003 budget came out well. The truck and mower that we asked for will be taken out of the budget and we will be allowed to get it as part ofthe bond issue. We will be setting up a tour with the Town Board members to see the various parks. Mr. Holt spoke with Mr. Buyokowski who is the owner of the land before the park and after the park. Before the park he owns a 4 acre strip that has 2 wells which would be a great help to us to water the fields during dry spells. On the other side there is 8 acres and we hoped to get him to do some work making fields. All of this we hoped to get done because Mr. Recreation Minutes November 4, 202 Page 8 Buyokowski is putting in on Old Hopewell Road, a development called Shamrock which will be about 61 homes at an acre and a half. If we take money for Shamrock we would get $90,000. or 12 acres of land. A meeting was held with Mr. Buyokowski, Mr. Holt, Mr. Paggi , Supervisor Ruggiero and Mr. Buyokowski's engineer. We found out that we can't do anything a airport park because the wet land comes right up the fence. Out of the eight acres, we would be lucky to get 3 1/2 acres of use able land for soccer. Mr. Holt spoke with soccer about this and they agreed that they would not take the land. Mr. Holt said that he has written a letter to Mr. Buyokowski stating that we would not take this land but if he has any other we would be glad to talk to him. Soccer has 1,050 children participating and when Airport was build they only had 800. There is a real problem with land especially for soccer.
