DECEMBER 3, 2002
NEXT MEETING JANUARY 7, 2003 AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation was held December 3,
2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New
York.
The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt. Others
present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director and
Commission Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz, and
Joanne Vazquez.
The minutes of the November 4, 2002 meeting were approved on a motion by Mr.
Friedman seconded by Mr. Chappas with all in favor.
CORRESPONDENCE
A letter and resume was received from a Donna Wenzl for a full time secretarial
position. This was copied and sent to the Supervisor's Office.
Approval was received from Roy C. Ketcham High School for the use of their
facilities on Friday nights January 10 to June 20, 2003 from 7:30 to 8:30 p.m. for our Ballroom
dancing classes.
We received a copy of the Town of Wappinger Conservation Advisory Newsletter.
A thank you note was received from Melaine Rottkamp for asking her to be
involved as judge for our Halloween program.
OUTGOING CORRESPONDENCE FOR NOVEMBER
I. Fax to Audra Capogna Principal Program Assistant, Dutchess County Planning with available
funding sources for 2003
2. Letter to Judy Walsh, Astor Home Programs returning unused money for summer trips for

SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the senior activities for the month of
November 2002. This report is attached to these minutes.
Mrs. DeLisa told us about a new program she had received information on and
was written up in the December newsletter to the seniors. It is called Wappinger Senior
V olunteers in Education. This would be a joint project between the seniors and the Evans
Elementary School. The school needs volunteer listeners for first and second graders who read
aloud one on one. She has asked Kay Von Reyn to oversee this project. All members on the
Commission were in favor of the project and suggested that a letter be sent to the Supervisor and
Town Board explaining the project.
RECREATION DIRECTOR'S REPORT
Mr. Rottkamp thanked the commission for the flowers sent to his wife while she
was in the Hospital. She is now home after spending 25 days in the hospital.
He mentioned that the Christmas Tree Lighting celebration on December 1 sl was
great.
He is busy working on setting up the concert schedule for 2003. He has been in
contact with West Point and they have indicated that they would like to play on August 14th
instead of June as in the past. Mr. Rottkamp had already booked Joe DeAngelo for that date so
he is trying to switch dates around to fit them in and also accommodate Mr. DeAngelo. Mr. Holt
mentioned that Greystone is coming along and maybe we could have a concert there in July. We
would have to do some homework first but maybe we should save some money to do one there.
When the weather gets better, Mr. Holt, Mr. Ennesser and Mr. Rottkamp should decide on a
place and be ready if we are requested to do a concert.
Mr. Rottkamp thanked Mrs. DeLisa for chaperoning the trip to Radio City. He
and his wife were scheduled to do the trip but unfortunately they were unable to attend.
ROBINSON LANE/LITTLE LEAGUE
Mr. Holt mentioned that he went to Robinson Lane to see how the R-2 field is
coming and was glad that we were able to get the second load of good clay delivered. They really
needed this clay. They are finished working on this field for this year. Mr. Holt said that he was
asked if we could see that the electric power is increased so that they can install a pizza oven and
they will replace the stove. The stove would not require any additional electric but the pizza oven
would. Mr. Holt is asking Mr. Tompkins to get a an estimate for this work to bring before the
Commission. Mrs. Roe also mentioned to Mr. Holt that we are having a lot of trouble with
Central Hudson reading the electric meter. They use to call the day before and we would have

one of the maintenance people meet them to let then in to read the meter but for some reason that
is not happening and they are always estimating the electric usage. One reason it was put inside
was for vandalism. Mr. Friedman mentioned that the meter could be placed in a lock box and
Central Hudson would be given the key. No one had a problem with this so we will have Mr.
Tompkins look into this as soon as possible.
Mr. Friedman mentioned that the pizza oven will heat up the kitchen. They will
need to get some air to circulate around the freezer to cool off the coils.
GREYS TONE
Mr. Chappas mentioned that we should look into getting a landscaper to go in and
spruce up Greystone. Mr. Holt mentioned that there is a committee that has been put together
that will be working on Greystone. Among the committee members are Mr. Holt, Mrs. Delisa
and Mr. Ennesser representing Greenway.
Mr. Holt, Mr. Ennesser and Supervisor Ruggiero had a meeting in Colonie, N.Y.
recently to see how they run their property "Pruyn House". The Town of Colonie was given a
piece of property approximately 5-10 acres with a house. Their concept is similar to Greystone
although smaller. In order to run this place, they formed a committee called "The Friends of
Pruyn House" and they raise about 50% of the funds needed to keep the building going. Mr. Holt
said that he spoke with their Director and they rent out rooms for weddings, clubs, meetings etc.
They have one paid director and various volunteers who get programs and do the contact/contract
work. This might be a way to go for Greystone.
Mr. Holt also mentioned that Greenway is renting the administration building and
that is a plus to have someone there. This will not be a park for ball etc. but will be a high level
cultural park.
REESE PARK
Mr. Ennesser mentioned that the carved sign has been put up at the entrance to
Reese Park and the activity board should go up soon.
The fence has been installed along the property line on the South Road entrance of
the park.
Mr. Holt asked Mr. Ennesser if the pond at Reese Park is okay to be used for
skating and Mr. Ennesser said yes but just for open skating. All we need is for the weather to
cooperate.

ROCKINGHAM PARK
Mr. Ennesser mentioned that he has met with the Boy Scout, Jason to go over the
work plan for Rockingham Park.. He is very environmentally conscious so he will not be working
in the stream. He will be laying out a plan to get to the stream and will not start before Spring so
we will have time to review this plan.
It was mentioned again that we have to do something about the geese at
Rockingham. Mr. Holt said that maybe we have to fence around the pond. The geese don't want
to fly out of the pond they like to walk out. Something has to be done about this since it is a
health hazard. Mr. Enneser also mentioned the trailer that is at Rockingham stating that we still
need to do something with it. Mr. Ennesser will check with Royal Carting.
Mr. Ennesser mentioned that he has given Mr. Tompkins a plan for the pond for
ice skating with 2/3 of it for open skating and 1/3 for hockey.
ADA ACCESS GROUND TREATMENT.
Mr. Ennesser mentioned that he has checked out 6 vendors for the ADA access
ground treatment for Airport Park and it has come down to 3 companies for approximately 300
ft. Summit Products has 3 x 5 x 1 inch thick pieces that are interlocked but are not anchored.
The cost for the material and shipping would be about $4 ~ k for the hardware. We would have
to install it. Playpro Mats come in 4 x 6 x 2 inch thick and are not anchored and the cost is $11 k
including shipping. Super Deck is the one they use over sand and they come in 3 ~ x 5 x 3 inch
pieces and they are anchored. This would cost about $11 ~ k again with shipping. They could
be taken up and moved but Mr. Holt said that we would not move it once it is down. At this
point, we do not know where it would be installed at Airport. Mr. Holt said that he has not
talked to the lady who wrote the letter but would like to once we have some information. Mr.
Holt proposed that we go to soccer about this and maybe they would split the bill with us.
TELEPHONES
Mr. Friedman asked if we had done anything about removing the pay telephones at
the parks since they are now charging us $75.00 per month even when they are not in use plus
they keep all the money. It was suggested that a letter be written to the Town Board stating that
we would like to have these phones removed.
COST COMPARISON FOR PLAYGROUNDS.
Mrs. Vazquez brought in some pictures that she took at the East Fishkilll
Playground and discussed what she feels should be done to some of our parks.

She also handed out a copy of the cost comparisons for the summer camps. She said that she met
with the Supervisor and he doesn't want to increase just because everyone else is but only if it
would better the program. She said that he was interested in after care programs and would like
to form a committee of Mr. Rottkamp, Mrs. Korz and Mrs. Vazquez to revamp summer camp.
CHRISTMAS DECORA nONS
Mr. Holt mentioned that we will see more denominations come to the park.
Someone came to the Supervisor at the Tree Lighting party and said that we are one of 3 towns in
the State of New York that recognizes all religions. We will put up the decorations if they show
some initiative, we won't go to them.
CHAIRMAN'S REPORT.
Mr. Holt mentioned that overall we had a very productive 2002. We finally got
the equipment in Spook Hill and have put funds in for next year to do another park.
At Reese park we have done fencing, signs, and a survey.
At Robinson Lane we got the roadway paved., we purchased the new clay which is
safer- more expensive but it lasts longer and we have worked on the dugouts.
At Airport Park we painted the building, sealed the blacktop around the building
and put fence guard on the fences. Weare committed to do some more paving around the
building but before we do anything major there, we have to make sure we don't get in trouble
with the wetlands.
Martz Field will have new rest rooms, also a ramp for the handicap.
Schlathaus Park we have the new computers and hopefully will start classes in
January. We also re-paved in front of the stage.
The Barn was painted again and it looks great.
All ofthe parks are better today then they were a year ago but we are not through
with them. At Quiet Acres we would like to do something about rest rooms but again there is
the water problem (it floods). Maybe we could put in a large tank with a high water alarm and
have it pumped periodically. Another solution would be to install an environmental toilet that
doesn't use water.
Mr. Holt mentioned that he was very pleased with the summer program. For
someone who came in when he did, Mr. Rottkamp did a great job with this program.

Mr. Holt mentioned that the soccer program is growing and has no space. We
have to focus on Rockingham and what we can do with this area but we still have the problem
with traffic control. It was asked about the land we were suppose to get adjacent to Rockingham
behind White Corners and we have not heard anything further on this. We will check on the
status.
On the 12th of November a vote was taken by the Town Board to go ahead with
the lighting at Robinson Lane. They still have the three phases and all three phases were
approved. The bill will be around $785,000. and the Town will be going out to bond. One girls
field, senior 1 field and memorial field. Road in will be done. We will also have rollerblading and
basketball court along with volleyball.
We will also be looking to add another full time maintenance person so we will be
aggressively going for this person.
Mr. Holt thanked all the members for all their work during 2002 - it was a really
good year but we still have more to do.
