3. Received approval from Evans Elementary School for Baton Twirling on Wednesdays from

JANUARY 7, 2003
NEXT MEETING FEBRUARY 4,2003 AT 7:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Comm. was held
January 7, 2002 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County,
New York.
The meeting was opened by Chairman Ralph 1. Holt at 7:05 p.m. Others present
were Commission Members James Chappas, Joseph Ennesser, Ellen Korz and Stephen Miller.
Skip Rottkamp, Recreation Director arrived at 7:30 after doing the registration for the Aerobics
program at Wappinger Jr. High School.
The minutes of the December 3, 2002 meeting were approved on a motion by Mrs.
Korz seconded by Mr. Chappas with all in favor.
CORRESPONDENCE
A letter was received from West Point stating that the Jazz Knights are scheduled
to perform at Schlathaus Park on August 14, 2003.
A letter was received from Melissa Gross of Special Olympics asking for the use of
the Robinson Lane facilities for their fall classic September 20,21, Oct. 4 or 5th. Mr. Chappas
will be following up on this with Ms. Gross and Mr. Farrell.
Approval was received from Evans School for the Baton Twirling classes on
Wednesdays from 5:15 to 8:15 p.m.
A memo was received from the Dutchess County Youth Bureau stating that the
annual narrative reports are due to them by Wednesday, January 15,2003. This was given to Mr.
Rottkamp for follow up.
OUTGOING CORRESPONDENCE
Letter to the Town Board requesting to have $2,700.00 encumbered for Bracaden
Construction to build aT-Ball dugout at Robinson Lane.
A letter was sent to Martin D. Lynch of Community Transition Center from Joseph
Ennesser stating that their workers have been doing an outstanding job at Reese Park.

LITTLE LEAGUE/ROBINSON LANE
Mr. Chappas asked if there was anything new on the electric upgrade at Robinson
Lane and Mr. Holt said that there wasn't. With the holidays and the snow, we haven't gotten out
there. Mr. Chappas said that he hadn't heard about the registration dates for Little League and
Mrs. Roe said that they would be January 25th and February 22nd at the Galleria Community Room
and February 15th at Town Hall. All times would be from 9 to 3.
REESE PARK
Mr. Ennesser mentioned that he has been working on recouping the monies from
the D.O.T. Grant for Reese Park. We spent $2,800. of the $5,000. grant for the concrete work
on the bridge <:md we have $2,150. for which he is now sending the paperwork to Albany.
The Community Transition Center workers over the next several weeks, depending
on weather, will be putting up the activity board and cabinet so that we can put up
announcements of the programs being run at the Park.
Mr. Ennesser said he will be meeting with Dave Beck of Bowdoin Park to discuss
the ground work for the materials that need to be covered in our summer camp safety manual for
the Reese Park programs.
SOCCER/AIRPORT PARKJROCKINGHAM
Mr. Miller mentioned that he has been talking with Peter Gilman and Soccer about
Mr. Gilman's request to use the Airport Fields to run a program. Mr. Miller said that he is not
running it as a camp but just to get kids together. He also said that there would be no charge for
this activity. Mr. Miller mentioned that he found out that Mr. Gilman had not been to the
Wappinger United Soccer board with his request. At this point we should wait and see if the
Soccer Board comes back with a determination and if they are going to put him under their
insurance policy.
Mr. Holt said that over the Holidays he received a call from the Supervisor's
mother saying that the Sheriff had noticed that the door on the building at Airport Park was
open. Mr. Holt then got in touch with Mr. Kennedy to check out the building and make an
inventory of any missing items.. Come to find out, no one was called regarding the alarm going
off and it was determined that someone from soccer had entered the building to get supplies for
an event going on in Poughkeepsie and in leaving did not shut the door completely.

DIRECTOR'S REPORT
Mr. Rottkamp mentioned that the 2003-2004 Recreation Guide is about 95%
finished. He is still waiting for information from Peter Shea and soccer. There was a discussion
on the costs for the programs. It was decided that we would increase the fees on all the A-Fund
programs to $20.00 and $15.00 instead of$15.00 and $10.00. Mr. Holt will write a letter to the
Town Board on this. Mrs. Korz, Mrs. Vazquez and Mr. Rottkamp are still hoping to have a
meeting with Supervisor Ruggiero to discuss the raising of the Summer Playground rates. If this
has not happened before we publish the guide, we should write that fees were not available at the
time of printing.
Because of the snow, we did not have registration for the children's winter
programs. Registration and the first class will be January 11th. Mr. Rottkamp mentioned that
Michael Paino is the director of the Boys & Girls Basketball program at Sheafe Road and Katy
Scholz will be doing the Gymnastics program at Myers. For the baton twirling program at Evans
with Melaine Rottkamp, we already have 22 signed up. The ballroom dancing program will start
on Friday the 10th with Steve Mintz at Roy C. Ketcham High School.
Mr. Rottkamp mentioned that he had just registered for the Aerobics program and
19 had signed up.
SENIOR CITIZEN REPORT
Mrs. DeLisa was absent but sent the report for the month of December. This
report is attached to these minutes.
She also sent in a request she received from one of the Seniors. They would like
to use either Schlathaus or preferably the Town Hall Senior Center for a super bowl party on
January 26th. The Knights ofPythias would like to be involved along with the seniors. The
seniors would pay a fee which would be used for snacks etc. and the Knights would provide a
sub. The Commission discussed this and thought that Schlathaus would be too small and not an
option. As for the Town Hall, we would have a problem with having the building opened and
closed and someone would have to be there with the group. The Commission was against this
request but Mr. Holt said that he will speak to the Supervisor.

Mr. Holt mentioned the following:

1. He is setting up a computer class at Schlathaus Park for Mr. Rottkamp, Mrs.
Delisa, Mrs. Roe, Mr. Ennesser, and himself on Monday and Friday of next week. This trial
class is for people who have gone past the basics on the computers. It will eventually be given to
the seniors.
2. 2002 was a pretty good year in terms of what we were able to accomplish. We
would like to do a final report on recreation activities for the year 2002. Mr. Holt asked each
member to jot down their thoughts in bullet form of things that were accomplished. Everyone
was asked get their notes in to Mrs. Roe as soon as possible.
3. Mr. Holt mentioned that he saw the plan for the new senior/court building
that will be constructed behind the Town Hall. The bottom floor would have 8,500 sq. ft. of
space for the seniors. In addition it would have an office for Mrs. Roe, Mrs. DeLisa, Mrs.
Manning and a visiting office for anyone of the members to use. There will be moveable walls-
making smaller/larger rooms. In total it will be 10,000 sq. ft. It is suppose to be started this
year and should be opened in 2004. The court will use the second floor of this building.
Mr. Chappas mentioned that we should have a sign outside which will indicate
what is going on in recreation programs.
4. The bids for the lighting of Robinson Lane are scheduled for January 10th and
all indications are that they will be doing some phase of the project. Mr. Roland Norris
mentioned that he could get rentals for the outfield fence between $500 - $1,500 a season. We
will need someone to schedule the fields.
5. Supervisor Ruggiero indicated that he would like to attend one of our
meetings.
6. We are still looking for a full time maintenance guy. We now have Mr.
Tompkins, the Supervisor and Mr. Sheridan, an excellent worker, on full time. The rest of the
staffwill be part time people as we have had previously. We have two on staff already Frank
Porach and Franklin McKinney.
7. Greystone will finally be turned over to the Town in May and there will be a big
program held there. A lot of the top state representatives will be invited to attend. It will be an
opening to the Greystone Property.
8. We will be needing a maintenance person for the Robinson Lane complex for
this year. Mr. Roy Gallinger had a bad stroke and will not be coming back. We will be handing

out a flier to the residents of this area.. The job consists of opening the gate at sunrise, raising the
flag, cleaning the rest rooms and papers off the fields, taking down the flag and closing the gate at
sunset. The job runs from April 1 st to the end of October. If anyone knows of someone, let us
know.
9. We have been approved to purchase a truck and mower and we will go out to
bond for it. Mr. Tompkins will be putting together specs. The Town is putting in place a new
capital plan.
EASTER
There was a discussion on the Easter program and how we could make it better.
It seems difficult to hold it at Schlathaus since it is hard to hide eggs and can be so muddy. There
is always a problem when some children don't find any eggs and parents helping the older
children. A committee will be put together of Mr. Rottkamp, Mrs. Delisa, Mrs. Korz and Mrs.
Roe to review this program to see if something else can be done.
The meeting was adjourned at 9:05 p.m. on a motion by Mr. Miller seconded by
Mrs. Korz.
