Received a copy of a letter sent from Cerniglia & Swartz to Lou Maldonaldo regarding renovations on the Ramp at Martz Field Rest rooms 3. Bias were opened on May 22nd for the playground unit at Martz Field and results were as follows: Sun Up - $31,819.00 and Advanced Contracting Concepts $35,000.00. A letter was received by the Town Board from Paggi & Martin recommending the bid be awarded to Sun-Up. 4. We received a copy of the letter sent by Paggi's office to Sun up stating that they were awarded the bid and they need to send all necessary bonding and insurance documents to the Town Attorney. 5. An application for use of Castle Point Park was received from the Boy Scounts Troop 85. Date - June 14 from 11 a.m.-3 porn. 6. Letter to Ralph Holt from Joseph Ennesser regarding the canoe and paddle event at Reese Park 7. J.E OLD BUSINESS Registration on June 13 & 14 at ~own Hall NEW BUSINESS MEETING ADJOURNED NEXT MEETING: RECREATION MINUTES JUNE 3, 2003 The regular meeting of the Town of Wappinger Recreation Comm. was held June 3, 2003 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director and Comm. Members James Chappas, Ronald Friedman and Ellen Korz. Melaine Rottkamp, the Baton Twirling instructor, attended the meeting and mentioned that her "Triumph Twirlers" attended a competition in Carmel and they took 3 first place trophies in the beginner's level. Ms. Rottkamp mentioned that all the girls received blue ribbons. Several pictures were passed around showing the girls ages 6-10 in their outfits and with their trophies. Mr. Rottkamp mentioned that he will try to put a picture in the Southern Dutchess News. The parents were very excited and thrilled about how well the children were prepared. Ms. Rottkamp said that they are looking forward to being a part of the Community Day parade. CORRESPONDENCE We received an application from Todd Emslie for a maintenance position at Greystone. This will be held on file. We received a copy of a memo sent to Lou Maldonaldo from Michael Bufi of Cerniglia and Swartz regarding the renovations to the Martz Field Bath House. In his memo, he noted that the asphalt ramp which was recently modified has been incorrectly reworked and is rejected. He was asked to remove the ramp in its entirety and replace it with a configuration that meets the design intent as outlined by the drawings and clarified by their field instruction, as well as conforming to the Building Code of New York State. Bids were opened on May 22, 2003 for the new playground unit to be placed at Martz Field and the results were as follows: Sun Up $31,819.00 and Advanced Contracting $35,000.00. A letter was sent to the Town Board recommending that the Contract be awarded to Sun Up Enterprises. A letter was sent from Paggi, Martin and DelBene to Sun Up stating that at the May 27,2003 Town Board meeting they were awarded the bid for the Martz Field Modular Play Unit. They were advised to send all necessary Bonding and Insurance documentation to the Attorney to the Town. Recreation Comm. Minutes June 3, 2003 A request was received from the Boy Scout Troop 86 to use Castle Point Park on June 14,2003 from 11 a.m. to 3 p.m. We have also received a Certificate of Insurance and a check for $10.00. This request was approved. A letter was received from Joseph Ennesser of the Wappinger Greenway Trail stating that they have been asked to participate in the annual Albany to New York canoe and paddle event by providing Reese Park as an overnight encampment for the group on July 7, 2003. This is the same event that was supported last year and they hope to even provide more entertainment for their stay this year through the efforts of our Reese Park interpreter Mr. Chris Iversen. A copy of their Certificate of liability insurance was forwarded with their letter. We received a Certificate of Insurance from Hudson Valley Baseball Association. Mrs. Roe asked who this certificate was for and mentioned that the Town was not added as additional insured. Mr. Chappas will follow up on this. A call was received by Vince Fabiano, Legislative Aide to the Councilmen regarding balls being hit over fence at Martz and hitting the home of Tom Casobra. This field is a Little League field and the older kids get on the field and hit the ball over the fence. Putting a bigger fence up there is not the answer. Mr. Friedman suggested that whenever Mr. Casobra sees bigger kids over there to call the Police. We will also notify the Town Patrol to make periodic checks on this situation. We received a telephone call from a Jerry O'Dell stating that there is glass under the swings at Fleetwood and it poses a dangerous condition. This was given to Mr. Tompkins to take care of. OUTGOING LETTERS 1. Thank you letters to Katherine Scholz, Marie Angelucci, Lindsay Brodie, Stephanie Ames and Jewel Brangman for doing the Boys and Girls Gymnastic program during January to May. It was a very successful program. 2. Thank you to Rosemary DiGennero for instructing the Aerobics program January to May. Mr. Rottkamp said that she did a fantastic job. 3. Thank you to Charles Bono and Members of Friendly House for their donation of a bingo set to the Senior Center. 4. Thank you to Scott in the Bakery Department of Sam's Club for the donation of cookies, pies and rolls to the Seniors. 5. Thank you to Steven Bellatoni for sharing his time and knowledge on pharmaceuticals, drug interaction and more with the seniors. 6. Thank you to Jack Barmello for hosting a great day of bowling for the Seniors on April 28, 2003. 7. Memo to Supervisor Ruggiero and Ralph Holt inviting them to the Senior's 15th Anniversary celebration at the Villa Borghese on June 5th. 9. Memo to Harold of Stilman Electric regarding electric meters at Robinson Lane. 10. Memo to Town Board and Supervisor Ruggiero requesting a P.O. in the amount of$9,500.00 payable to Deer Hill Center for the summer swim program. 11. Memo to Town Board and Supervisor Ruggiero to obtain a P.O. in the amount of $10,000.00 payable to the Wappinger Central School District for the summer transportation. 12. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the Senior activities for the month of May. This report is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Rottkamp went over the information on the Yankee!Met game on June 22nd. The 8:00 p.m. game will be televised on ESPN. The bus will leave Town Hall at 5:00 p.m. People will be allowed to being coolers for soda and sandwiches on the bus. He would like to have two lists one with Wappinger residents and a separate list for out of town residents in case there are openings available. On June 11 th and July 16th we will be having a Town of Wappinger Family Fun Night at the East Fishkill Golf Center. For $10.00 you will have 3 hours using the baseball hitting cage, softball hitting cage, mini golf or the golf range. Each of the playgrounds are taking trips during the summer. We will be having registration again on June 13th and 14th. Ellen, Ron and Claire can be there on the 14th, Ralph, Sylvia, Peggy on 13th and 14th Kathi on the 13th and if really necessary on the 14th also. We will have to check with Joe and Eileen Ennesser to see if they are available. Mr. Rottkamp mentioned that we had 333 kids sign up so far for the camps. Mr. Rottkamp said that he would like to have two lists of people on some programs such as bus trips etc. One list would be Town residents and the second would be for out of town residents. The out of town residents would be only if there are opening left on a trip. A discussion was held and it was decided that a letter should be sent to the Town Board regarding this asking permission to do this and charge an extra fee to cover part of the bus costs. 2 Recreation Comm. Minutes June 3, 2003 This year there were two mothers that approached Mr. Rottkamp and Mrs. Roe stating that their children have a severe allergy to peanuts. They are highly, highly, allergic to them. They mentioned that their child had an epi pen and we were not sure what our liability was regarding the use of the epi pen. Since registration, Mr. Rottkamp said that he has discussed this at his Recreation meetings and asked the Directors of the other Town's what they do. Mrs. Starke from Fishkill mentioned that if the child has to use an epi pen the child has to be able to administer it to himself. That is also what the Health Department is telling us. Mr. Rottkamp would like to put a statement in our playground situation regarding the children getting wet at the playgrounds especially on 90 degree days. He would like a statement from the parents if they do not want your child "cooled" down. The camp directors will need a note to that effect. Mr. Rottkamp received a call from a parent during the winter asking why on Spook Hill there were no signs stating that there was is a playground ahead - drive slow. Mr. Rottkamp said that he spoke to Graham Foster, Highway Superintendent several times and he will put up signs at our four playgrounds stating that there is a Playground Ahead - Drive slowly. TELEPHONES Mr. Friedman asked about the pay phones at the playgrounds and if something had been done about removing them. We will have to follow up on this. SHELTER AT MARTZ FIELD Mr. Friedman mentioned that a parent had come to him regarding a shelter at Martz Field. Mrs. Roe was asked to pullout information on the cost for a small pavilion and we will look at it. HERBICIDE Mr. Friedman handed out some information on herbicide handling tips which he thought was of interest. The article was in the Public Works magazine. SAFETY REPORTS Mr. Friedman handed in the Safety Reports for Quiet Acres and Castle Point. He noted that several of these items have been on the safety report for several years especially at Castle Point. There are a lot of fences that are in terrible condition at that site. Some are budget items. 2 Recreation Comm. Minutes June 3, 2003 TENNIS Mrs. Korz mentioned that she needs a P.o. to purchase tennis balls for the clinics. Mrs. Roe will get it to her. Mr. Holt said that he has spoken with someone regarding a new surface for tennis courts. It is almost like an artificial field. The contractor went over and looked at the 4 courts and came back and said that he could do the work on the courts and guarantee the work for 25 years for $95,000.00. The guarantee for 25 years is great but $95,000.00 is a lot of money. ROBINSON LANE Mr. Chappas said that he was concerned about the placement of the lights at Robinson Lane and felt that someone should look at them. He is especially concerned about the one which is directly opposite the concession stand. He was concerned that someone will back into it. Mr. Friedman said that if the cars back into them the cars will have to be repaired. The lights and poles are sturdy. Mr. Chappas mentioned that there are stakes by the tree by Holt Field and wondered if they were planning to remove it. There are a lot of people who do not want to have that tree taken down. It is a great shade tree to sit under and watch a game. Mr. Holt will look and see what Mr. Chappas is referring to. CHAIRMAN'S REPORT Mr. Holt reported the following: The Town Board will be reviewing applications at their June 9th meeting and making the appointments to replace JoAnne Vazques and Stephen Miller on the Commission. There is a meeting set up for soccer on June 14th at 11 :00 a.m. They really would like to have water at Airport Park. Mr. Holt, Mr. Friedman and Mr. Kennedy will meet to discuss the situation. There is one field there that has terrible ruts. If we can get Roger Humeston to roll it we will. Ifhe can't we will have to close the field. We would like to have soccer use Rockingham a little more and emphasize that they must park inside the park. We should also look into making a parking area where the old sewer plant was. Mr. Friedman will check on this. The soccer people should get letters to their parents about driving and where to park. They must park inside the park. We would have to notify the Town Patrol or State Police to give out tickets. We have to do something since Rockingham has fields which we desperately need. Mr. Chappas also mentioned that we should fix up the playground equipment. We need to look at the park in total and present a plan to the Town Board. 2 Recreation Comm. Minutes June 3, 2003 Community Day is coming along and we feel that we are in great shape. We have been concentrating our efforts on Greystone at the moment. Mr. Holt mentioned that we have already had 2 break in's at Martz Field. They broke in the first time and did some damage. The second time was just a disgusting mess and Mr. Tompkins had to go over there with bleach and clean up the mess. We will be putting a bolt on the outside with a lock on them thereby making it a little more difficult to get in the building. There were pine boards on the outside of the building to make it look nice. Already some of the boards were missing and had to be replaced. The guys (older kids) are there in the evening drinking their beer and of course they have to break their bottles on the ground. It seems as though we try to take a step forward to spruce up the park and then two steps back because of the vandalism. There was a break in at Quiet Acres but fortunately nothing was damaged or lost but nevertheless they got in. At Rockingham there is a trailer and it has been there for years. Soccer has told us that we can have it but so far we have not been able to get rid of it. The men working at the Town Reclamation have expressed an interest in it. Mr. Foster said that he was afraid it would be a mess but it would really help them when it rains or snows. We would have to look at it before we can move it. We would like to get it out of Rockingham. Greystone/Carnwath open house will be held on June 26 by invitation only and will run from 6:30 - 8:30 p.m. We understand that approximately 1,000 invitations were sent with the hopes that 250 will attend. So far we have 150 responding and the deadline to RSVP is June 12th. We have talked with the owner of Aladdin Tent and picked out a tent that would handle about 275 people. We will have a dedication and the property will be dedicated to the residents of the Town of Wappinger. We will then open the doors to the mansion and there will be a tour of the first floor. Each guest will receive a glass of champagne or punch and some hors d'oeuvres made by the Culinary Institute of America. There will be art work on display and we will have music. There are a number of volunteers dressed in period costumes in the mansion helping to serve. After touring the mansion they will go into the Chapel where there will be coffee, tea and dessert. The firemen will help with the parking. On Saturday, there will be an open house from 10 a.m. to 3 p.m. for the residents of the Town. We will have tours of the various buildings.
