Memo from Peter Paggi to Albert P. Roberts advising that on June 19, 2003a Request for Proposal to perform the well installation at the Airport Drive Site was issued and as of 7/3/03 only one bid proposal was received. A copy of the proposal was also sent to Mr. Roberts. 3. A certificate of insurance was received from Wappinger Central School as reflects use of facilities for baseball activities. 4. A letter was received from Don Stein stating that the June 26th was a successful weekend and that the radio club had a great time. Approximately 1,000 voice and morse code contacts were made. 5. A safety report was received from Ron Friedman for Airport Park. Copy was given to Mr. Tompkins on 7/22/03 6. A memo from Joseph Stankavage to Sun Up Enterprises regarding the Martz Field Play unit. AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Comm. was held August 5,2003 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was opened at 7:00 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director, and Comm. Members James Chappas, Nancy Cito, Joseph Ennesser, Ronald Friedman, and James Kennedy. The minutes of the May 6, 2003 meeting were approved by Mr. Friedman seconded by Mr. Ennesser with all in favor. The minutes of the June 3, 2003 meeting were approved on a motion by Mr. Friedman seconded by Mr. Chappas with all in favor. The minutes of the July 1,2003 meeting were approved on a motion by Mr. Friedman seconded by Mr. Kennedy with all in favor. CORRESPONDENCE A copy of a memo sent to P.F. Beal & Sons, Inc. from Peter J. Paggi was received. The memo stated that their June 20, 2003 Request for Proposal to perform the well installation at the Airport Drive Recreation site had been accepted by the Town Board. Unit prices for the well installation shall be as per their RFP, aggregating an estimated Total Cost of $9,572.00. A copy of a memo from Peter J. Paggi to Albert P. Roberts, Esq. stating that stating that on June 19 their office issued a Request for Proposal to perform the well installation at the Airport Drive Recreation site. As of 7/3/03, they had received only one bid proposal as follows: P.F. Beal & Sons, Inc. at $9,572.00. A Certificate of Insurance was received from the Wappingers Central School District naming the Town of Wappinger as additional insured regarding the use of facilities for baseball activities. A letter was received from Don Stein stating that the Camwath dedication and QSY Amateur Radio Club activities were a success and the radio club had a wonderful time. "The QSY radio amateurs and myself thank you for your accommodations and assistance to make the event successful." A safety report was received from Mr. Friedman for Airport Park. A copy of this report was given to Mr. Tompkins on July 22,2003. ,'I Recreation Comm. Minutes August 5, 2003 A copy of a memo from Joseph E. Stanavage ofPaggi, Martin & Del Bene to Sun Up Enterprises, Inc. was received. The memo enclosed two (2) copies of Shop Drawings for the Martz Field Recreation Site-Proposed Modular Play unit. The drawings have been stamped "Approved as Submitted". It also stated that all work must be scheduled with the Town Recreation Department. A letter was received from Mrs. Michelle Colabelo stating that her daughter, Lindsey was enrolled in the golf and basketball sessions but unfortunately she had an injury to her back and she was not able to get Lindsey there. She therefore was requesting a credit for next year or a refund. Mrs. Cito suggested that we take a fee for returning the money. If that is done, it would have to come before the Town Board to be approved first. Mr. Holt said that he felt it was an extenuating circumstance. A discussion followed on this situation. Since we have a policy that no refunds allowed after the programs begin, it was suggested that this be sent to the Town Board for their approval. A letter was received from PERMA indicating that Mr. McKinney had received Dr. Spyros Panos okay to return to work on August 11,2003. A request was received from Ed Doyle, Special Olympics to use Robinson Lane, August 17, 2003 from 10-1 :30. This request was approved and the fee was waived. OUTGOING CORRESPONDENCE Letters were sent to those who donated to Carnwath dedication. The individual program application was sent to the Youth Bureau for the 2004 funding for the swim program. Applications were sent to the following schools for use of facilities for the fall/winter programs: Myers, Evans, Wappinger Jr. High, Ketcham and Sheafe Road. SENIOR CITIZEN REPORT Mrs. Delisa handed out a report on the senior activities for the month of July. This report is attached to these minutes. COMMISSION DUTIES Mr. Holt asked that a note be sent to Mr. Bill Farrell of Little League stating that Mr. Kennedy will now be the interface for the Recreation Comm. Mr. Chappas will be taking over the soccer interface (Airport and Rockingham). Mrs. Cito 2 " J . Recreation Comm. Minutes August 5, 2003 will be doing Spook Hill. Mrs. Korz will do Martz Field and tennis. Mr. Friedman will stay as safety officer. Mr. Ennesser will be doing the Boat Ramp and Reese Park and Fleetwood. It was mentioned that we have received a complaint about the play area at Fleetwood. We will have to do something there. Of course everyone is asked to help at Easter, Halloween and Christmas. SPOOK HILL Mrs. Cito mentioned that the hoop has been missing from the backboard at Spook Hill for some time. Mrs. Roe said that they have just been received and that the maintenance men will be putting them up as soon as they can. She also said that she had spoken to the counselors at the playground and they mentioned that they were not happy with the "bridge". They felt it was an accident waiting to happen. Mrs. Cito said that they had one at Myers Comers and they removed it because they had multiple accidents. Of course if it is removed, they would like another piece of equipment. Mrs. Cito mentioned that the area of the parking lot that is not paved needs to have gravel or to be paved. There are big holes and puddles of water. The counselors mentioned that they felt that the tables were dangerous. They are metal tables and they said that the comers were not smooth and a child could cut his leg on it. She also mentioned that there is some brush and dead trees on the right hand side by the fence. Maybe this could be cleaned up. She mentioned that the counselors told her that they would like to have the playground fenced in. Mr. Holt asked if they meant the whole area or just on the far side. Mrs. Cito said she didn't know if it was just along the gulley behind the building or the whole area. She said that she felt they wanted the whole perimeter. Mr. Holt said that he would like to take a look at the Park and see what we can do. Mr. Holt said that everyone should look at their parks to see if any fencing needs to be repaired or they need new fencing. ROBINSON LANE Mr. Holt said that Little League is taking memorial field out of service very soon. Little League is putting up $30,000.00 to dig up the infield and redo the field. Mr. Holt said that he would like to take down that fence and move it to Castle Point and fence in the upper field. He would like to put in an 8' fence at Memorial field 3 , . Recreation Comm. Minutes August 5, 2003 and sell rental space for signs. This would help with the electrical bill we will have there. Mr. Kennedy said that he has visited Robinson Lane and all the light posts are on the ground ready to be installed. He looked at the light pole across from the concession stand and agrees with Mr. Chappas that it is not in a good place. Mr. Friedman asked if we had managed to get someone to manage the lights and to also do the field scheduling at Robinson Lane. Mr. Holt said that nothing has been done yet. We are probably waiting until the lights are done. ROCKINGHAM PARK Mr. Kennedy asked about the blue stone that was placed on the trail at Rockingham. He said that the stone is hard to walk on. Mr. Ennesser said that once it settles it should be okay and it will fill in nicely once it rains and washes. All this material was donated and the work done by an Eagle Scout. Mr. Friedman said that parking could be made at the sewer plant. He doesn't know what they did when they took out the sewer plant but the surface should have at least 2 ft of sand and 3-4" of item 4 would be needed. As far as health and safety, there should be no problem. Mr. Kennedy asked if someone goes in to plow off the pond in the winter when there is skating since we have signs stating that ~ is for open skating and ~ is for hockey. Mr. Holt said that we have not done that in the past but we will be buying a plow for the truck that we just purchased and will be able to do it. P A YPHONES There was a discussion on the payphones at the playgrounds. Mrs. Roe asked if the counselors had any trouble with the Nextel phones Le. signal and batteries and Mr. Rottkamp said that he didn't hear of any problems but Kim and Clare would be the persons to ask about that. Mr. Kennedy was concerned about someone getting hurt while on the playground and it was stated that these phones are inside the buildings which are only open during the playground program. Mrs. Cito asked how the children would be able to call home in case of an emergency and Mr. Rottkamp said that they would use the cell phone. It was decided that we would again push to have these phones removed. RECREATION DIRECTOR'S REPORT 4 i' Recreation Comm. Minutes August 5, 2003 Mr. Rottkamp thanked everyone for their help at the end of summer picnic that was held that day. It was very successful thanks to everyone's help. Clare and Kim did a great job lining up everything for the day. Everyone had a task and it went well. The West Point Concert will be held on August 14th. Mr. Rottkamp has spoken with Jim Steinmeyer of Ketcham and has gotten a name of someone to work the lighting board if we should happen to have to have it indoors. We will pay him for his services. He has checked with the school and everything is okay for that date. West Point has contacted Mr. Rottkamp and they are ready to come. Mrs. Roe mentioned that Mr. Kennedy has contacted Romi Deli and they will give us the same as last year for $8.75 a head and we estimate a total cost of$435.70. We have requested a P.O. in this amount. Mr. Kennedy will call them and tell them it is a go and will follow up on it. We will get a cake and some more soda. Letters will be written to the Town Board inviting them to the concert and to the buffet after. The next Foxwood Trip will be on October 19th with sign up on August 12th. Mr. Friedman will be escorting that trip. Mr. Rottkamp mentioned that he sent in 6 applications to the schools for the use of their facilities for the following activities. Aerobics, ballroom dancing, basketball, baton twirling, gymnastics and volleyball. These are for our fall and winter activities. He has been talking with the instructors and everything seems to be going well for these activities. Concerts have been successful for the most part. We have had some outstanding numbers. Of course, we had a few problems with Family Fun Nights because of the rain. Playground season ends this Friday. Mr. Rottkamp said that it was a very successful year. He also noted that there were 528 children registered for the program. Ned Galfars whose Family Fun Night was rained out on August 1 st will be rescheduled for August 15th or the 22od. Mr. Rottkamp mentioned that he might not be available on the 220d and asked if someone could help out for that night. They don't have to run a movie or make popcorn just be the host for Ned. Melaine Rottkamp mentioned that she has 22 girls signed up for the August practice for the Community Day Parade. They are really excited. The Bronx Zoo trip on September 20th is full. Mr. Rottkamp brought up the subject of hiring a professional to do a safety inspection on all the playgrounds. Both Mr. Friedman and Mr. Ennesser have done a good job but maybe every once in a while we should have an expert in the field go over the equipment etc. We still need to continue our high focal point on safety but Mr. Rottkamp will see ifhe can get further information on this subject. Maybe we should 5 .... :.. Recreation Comm. Minutes August 5, 2003 put it in the budget for next year. Mr. Rottkamp said that he knows someone who is a licensed playground inspector. He will get more information on this and see what the cost might be. Mr. Ennesser also suggested that we go to the State and ask if they have a consultant to do a review etc. A discussion was held regarding advertising of programs. Mr. Friedman suggested that we put the events in the "Our Town's" section of the Poughkeepsie Journal. It doesn't cost anything to advertise there. Mrs. Cito also mentioned putting fliers in the schools. Mr. Rottkamp said that he is already doing that. Mr. Ennesser said to call a Mark BeckIe a the Poughkeepsie Journal and see if he can do anything to help us. Mr. Ennesser suggested that we get bulletin boards for each playground and items can be posted during the summer. Mr. Rottkamp felt that it would be vandalized. BOAT RAMP Mr. Ennesser said that the boat ramp has had a lot of action. He said that he didn't hear of any incidents over the July 4th weekend but Mr. Holt felt that we should have some coverage over the Labor Day weekend. Mr. Kennedy said that he heard that someone left their boat at the dock and Mr. Ennesser said that the boat broke down and he was waiting to be towed. REESE PARK Mr. Ennesser mentioned that the easement issue is still in the hands of the Attorney to the Town, Al Roberts. As of yesterday he sees no legal access but he is still proceeding with the search. As soon as he gets back from vacation, he will be putting together a package on the modular concrete bathrooms at Reese Park. He would like to start working on the $15k grant that we have. He will also be meeting with the Engineer, to see if there is a sewer hookup there. Mr. Paggi said that he thinks there is one. Weare also looking to get information on the shelter for Reese Park with Craig O'Donnell. He needs to put together a material list. COMMUNITY DA Y Mr. Ennesser has assessed the trophies and he should have an estimate tomorrow on the cost of them. He dropped off all the old trophies and we will have new plates but on them so they can be reused. Mr. Ennesser has drawn up a map of Laerdal which will be sent out to the parade units so they will know where to go to get to their division. 6 .. ;. Recreation Comm. Minutes August 5, 2003 Portajohns still have to be ordered. We still need a parking attendant for Schlathaus. If you know of someone, let us know. Tickets will be given out for those people who are allowed to park at Schlathaus. Mrs. Korz was away but sent in the following information: Halloween is underway. Letters will be going out this week and she will follow up on them the beginning of September. She spoke with Barry Casowitz several times and everything has been going well with the tennis program. CHAIRMAN'S REPORT Mr. Holt reported the following: 1. He has a meeting tomorrow at Airport Park with Peter Paggi, Mr. Tompkins, and a representative of soccer regarding the well. 2. We will make sure that we comply with the ADA when installing the playground unit at Martz Field. 3. We held a dinner at Schlathaus Park for those who helped at the Greystone/Carnwath dedication. The place looked really nice. Everyone was thankful. 4. There is a letter being prepared for the Senior Elks dinner and that should be going out shortly. 5. It is the time of year when we do a budget. By the next meeting we will need input from everyone. Look at your park and come back with any items that need to be fixed or done to make your park better. It doesn't mean that everything will go in but we will look at it.
