MINUTES NOVEMBER 5, 2003 NEXT MEETING DECEMBER 2,2003 AT 7:00 P.M. AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Committee was held November 5,2003 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger, Dutchess County, New York Chairman Ralph J. Holt opened the meeting at 7:00 p.m. with the following persons present: Kathi Delisa, Senior Citizen Director, Skip Rottkamp, Recreation Director and Committee Members, Nancy Cito, Joseph Ennesser, Ronald Friedman, James Kennedy and Ellen Korz. The minutes of the October 15,2003 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. CORRESPONDENCE We received a copy of a memo addressed to the Supervisor from the Dutchess County Youth Bureau regarding the policy change concerning the claiming of the YDDP grant money. The policy change is as follows: "In March when the Youth Bureau receives the OCFS Fiscal Reports of the previous year's state YDDP claims paid, the Principal Program Assistant will send a memo to any Town Supervisors/City Mayors about their lack of claiming previous year's YDDP funding. Technical assistance is offered along with the forms. If they choose to waive any balances back to the County, then the funds will be distributed to over-matched municipalities in the same category as approved by the Youth Board. If by June the municipalities still have not claimed the previous year's funds, then the Principal Program Assistant will send a certified letter to the Supervisors/Mayors stating they have until July 31 or they must waive the funds back to the County. A waiver form will be requested or copies of the submitted signed state vouchers will be due at the Youth Bureau within 10 business days." A copy of a memo sent to Comptroller Gerry Terwilliger from Peter Paggi of Paggi , Martin & DelBene was received. This memo was regarding the irrigation well drilling at Airport Park and included a contractor's invoice no 047902 dated October 1, 2003 and certified payrolls. Mr. Paggi stated that they have inspected all work completed to date and reviewed all submittals and recommend that payment be made to P.F. Beal & Sons, Inc. in the full voucher amount of$3,783.00. An application for use of facilities at Robinson Lane was received from the Hudson Valley Raptors. They have requested to use a field from 2:00 -4:00 on Saturday, ',' Recreation Committee Minutes November 5, 2003 October 25, 2003 and have already spoken to Mr. Farrell who approved it. They have provided the Town with a certificate of insurance and the $20.00 fee. A letter was received from Paul Endress one of our maintenance workers terminating his employment as of October 21,2003. Because of health reasons, he is unable to continue his employment. A memo was received from Carol Farrel of Wappinger Little League giving information for our 2004 Recreation Guide. We received a copy of a letter addressed to Supervisor Ruggiero from the Dutchess County Executive. This letter stated that at a recent meeting of the Dutchess County Youth Board $6,757.00 was approved for 2004 YDDP program for the Town of Wappinger. OUTGOING CORRESPONDENCE 1. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of October 2003. This report is attached to these minutes. RECREATION DIRECTOR'S REPORT Mr. Rottkamp thanked everyone for the great job on the Halloween Party on October 26th. Everything went well. 2 '. Recreation Committee Minutes November 5,2003 very nice. He mentioned that he has received the new Recreation Banner and it is There are two trips coming up soon. The Radio City Music Hall trip on November 15th with two buses going and the New York City Shopping spree on December 6th. If anyone is interested in being a chaperone on either of these trips, please let him know. Mrs.Cito said that she would be interested in doing the Radio City Trip and she will check her calendar and get back with us. If anyone has any suggestions for bus trips for 2004, please let him know. As far as the concert season goes for 2003, 8spots have been filled and he is still waiting for Joe DeAngelo to get back with him for the last date. Ifhe doesn't hear from him in the next couple of weeks, he will look for someone else. He has spoken with West Point and they are scheduled to perform on August 12, 2004 at Schlathaus Park. Mr. Rottkamp has already requested the use of Roy C. Ketcham in case of inclement weather. We have had such a great turnout for the aerobics program that Mr. Rottkamp has spoken to Jennifer Simmons of the Wappinger School District to see ifhe could get another larger site for the program. He mentioned that they might be able to transfer the program to the cafetorium at the James Evans School. Mr. Rottkamp mentioned that he received a listing of76 names of safety instructors in New York State and that Doug Haan of the Wappinger School District is on that list. Mr. Haan said that he does the inspections for the school but it would cost him $5,000. for insurance for himself. It was brought up that maybe he could be a part-time employee of the Town and work so many hours a month. We will have to look into this. Mr. Rottkamp mentioned that Mr. Haan went over to Spook Hill and said that the equipment is okay and the bridge is a safe piece of equipment. He did mention though that we need to watch the boards since they widen. It was also mentioned that when a Company puts in a piece of equipment that they should give us a written certification that it is a safe piece of equipment. JOSEPH ENNESSER REPORT Mr. Ennesser mentioned that the shelter at Reese Park is almost complete. He has a list of the materials and will put together something for the building department in the line of specs. He also suggested that we name it the Craig O'Donnell Shelter. The Eagle Scout will be starting work at Rockingham Park to get it ready for ice skating. It was suggested that the fencing from Robinson Lane be placed around the pond at Rockingham. Mr. Holt said that he didn't think that this work will be done this year since it is getting too late in the season to do the work. Mr. Ennesser asked about the status on the benches and Mrs. Roe said that she is still waiting for the P.O. 3 Recreation Committee Minutes November 5, 2003 He called Royal to see about them dismantling the trailer at Rockingham and if they do it there is no guarantee that we will get the chassis back in usable shape. It was mentioned a while ago that the people at recycle wanted it but Graham Foster doesn't want it. Mr. Ennesser said that if we could disassemble it at the yard that would be better. Mr. Ennesser is putting together a package for the rest rooms for Reese Park and hopefully it will be put in the bond issue. We already have the $15,000. grant from the state and it is a 50/50 grant. We are planning on going with a holding tank at this site. Mr. Ennesser and Mr. Friedman reviewed the backstop at Fleetwood and both agreed that it should come down. It is a safety issue. Mr. Ennesser called Ecological Systems on the docks because we have a couple problems with the welds and they will check it out. RON FRIEDMAN REPORT Mr. Friedman asked about the walking path at Robinson Lane and was told that it is still in the works and hopefully it will be done in 2004. There was too much going on at that site with the lights going in this year. He also asked about the status on hiring someone for the lights and to manage scheduling games and was told that we are waiting for the budget. It was also noted that the roadway lights have been on for almost a week and Mr. Holt said that both Eric Fellinzer and Jay Paggi have been notified along with the Supervisor's office. We will shut them down for the winter and they won't be turned on again until Spring. As far as we know, they have not been turned over to the Town yet. He asked if the pay phones have been removed yet and Mrs. Roe said that this was done the end of September. ELLEN KORZ' REPORT Mrs. Korz thanked everyone for their help for the Halloween Party and mentioned that thank you letters have been sent out to all the organizations that donated to this event. She mentioned that we have to think about donations for next year. It keeps getting harder and harder to get them every year and she ends up going back to the businesses several times to get something. 4 Recreation Committee Minutes November 5, 2003 CHAIRMAN'S REPORT Mr. Holt mentioned that they are about ready to install the new playground equipment at Martz Field. Mr. Paggi is suppose to be doing a survey on the easement from Rockingham Park to Brown Road. The maintenance men will be starting to put out the holiday lights in the field at Schlathaus during the week of November 17th. That will include all the religions that we have so far. Mr. Holt still has to call Dutchess Landscaping to see if we can get 20 yards of item 4 for Reese Park. He has ordered the items for Christmas from Meadowbrook we still need to check with soccer to see if they are going to do the hot chocolate. Mr. Friedman will help with the cider on the 7th. We have to contact New Hackensack to bring Santa and to use their kitchen. The meeting was adjourned at 8:45 p.m. on a motion by Mr. Ennesser seconded by Mrs Korz. Peggy Roe Secretary 5
