AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Comm. was held January 6, 2004 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt. Others present were Skip Rottkamp, Recreation Director and Comm. Members Nancy Cito, Joseph Ennesser, James Kennedy and Ellen Korz. CORRESPONDENCE 1. We received a copy of a letter from Peter Paggi to Comptroller Jerry Terwilliger regarding the release of the retainage for the Spook Hill modular playground. 2. We received a copy of a letter to Supervisor Ruggiero regarding the records management plan/microfilming records. 3. A memo was received from the D.C. Youth Bureau regarding the annual report form and narrative report for 2003 which is due on January 16,2004. This was given to Mr. Rottkamp for follow up. 4. A notice was received from Denise Schirmer regarding and introduction to babysitting class. This was given to Mr. Rottkamp. 5. An application was received from the D. C. Men's Senior Baseball League for the use of Robinson Lane fields (SLl and Holt) on Wednesday evenings from 5/5 to 9/29. OUTGOING CORRESPONDENCE 1. Minutes January 6, 2004 9. Faxed to Southern Dutchess News a Letter to Editor regarding thanks for helping with the Elks Christmas Parties. ROBINSON LANE Mr. Holt mentioned that we are going to be looking for a person to take care of the fields as soon as possible. The position would report through Mr. Rottkamp. There wasn't as much put in the budget for this position as we had wanted, but we will work around this. Mr. Rottkamp mentioned that this position should be filled as soon as possible since most teams are in the process of making their schedules at this time. Mr. Holt said that he would put some information together for Mr. Rottkamp to put into his column. Mr. Ennesser also mentioned that we should put in the paper that there is availability for play at the Castle Point Rec. area. Mr. Rottkamp indicated that he would like to review the forms (applications for field use) and indicated that he would like to have them in duplicate/triplicate. Mr. Ennesser is already working up a plan for the contract for the advertising signs that will be placed on the fence. It was decided that we would have a separate meeting to discuss this and also we would see if we can find out what the fees are for other Towns for field usage. We will have many more organizations requesting to use the fields at Robinson Lane because of the lights. It has been determined that Little League will have first choice on the fields and then the requests will come to us. Little League will not have to pay. We have not come up with a charge for field usage. It is estimated that the bill for the electric will be about $25,000. a year and we do not have that in our budget. We were going to fund this by putting in an 8' or 10' fence and leasing space to businesses for signs to generate the funds. This fencing project did not get approved by the Town Board in time to have the work done in the fall but luckily we did encumber the funds and will have the work done as soon as we can in the spring. SENIOR CITIZEN REPORT Mrs. Delisa was unable to attend the meeting but sent in a report on the senior activities for the month of December. This report is attached to the minutes. RECREATION DIRECTOR'S REPORT Mr. Rottkamp mentioned that he went to Statewide and he purchased 4 refrigerators for the playgrounds. He mentioned that this will be a great improvement to have the lunches and water kept cold. Saturday, January 3rd was the registration for the gymnastics and basketball programs. There was some problem earlier in the week regarding having custodians available for the Saturday programs. Sheafe Road initially said that they did not have a custodian and after some discussions they were able to get someone from 2 Recreation Comm. Minutes January 6, 2004 another school to cover. Registration was held with 38 registering for the gymnastics program and 20 for the basketball program. Peter Stefanowich and a J.V. Coach from Webutuck School will be the instructors for the basketball program. Dawn Terpin, a physical education teacher at Oak Grove School, will be the instructor for the gymnastic program. She has 9 assistants from Roy C. Ketcham and John Jay to help her. He has been talking with Marge Short of Aristocrat Tours regarding the Town bus trips. He is looking at the following trips: Yankee Candle Company, Arthur Avenue, ice skating in Albany and Chinatown. He is working on getting information for the 2004 Recreation Guide. We have been informed that we will be using the same company as last year so it will make it easier to do the information. He hopes to sit down with Mrs. Cito soon to go over some of her suggestions for the guide. We will not be sending the guide to the residents this year. Mrs. Cito asked if it would be possible to put flyers in any Town bulk mailings regarding upcoming programs. Mr. Rottkamp asked if anything had been done regarding the playground safety inspector. Mr. Holt said that he had not had time to do that but he would talk to the Supervisor. He also asked if Sun Up had certified our 2 new playgrounds. Mr. Rottkamp said that we have to start to make decisions about summer camps. We had discussed before about opening early and staying open later. We also spoke about holding a fishing camp and about hiring an arts and crafts person and having a junior high school age camp. We need to answer these questions so that the information can go into the recreation guide. Mr. Holt said that he had talked to Ken Rose and he was interested in helping us run a fishing camp. He also might have some equipment that we will need. It should be a 1 week program and we have to determine how many participants we can have. There was a discussion on where to hold the camp i.e. Pye Lane, Kent Road, Robinson Lane and Reese Park from approx. 9 to 11 a.m. There was a discussion on the fishing program and it was decided that we have a separate meeting to discuss this. Mr. Ennesser gave a list of fishing sites in the Town of Wappinger which will be incorporated in the recreation guide. We will have to send a letter to the Town Board for approval for any new program or program change. As far as the extended hours for the camps there were a lot of questions that still had to be answered i.e. staff, hours, etc. It would mean more hours for staff all the way down the line. We will have a special meeting to discuss this so that we can present a plan as to as to how we are doing to do it - what we will charge, what the impact will be on the salaries and staff etc. The meeting on these two issues will be held on Monday, January 12th at 6:30 at Town Hall. 3 Recreation Comm. Minutes January 6, 2004 CARNW A TH Mrs. Cito mentioned that she had a great time dressing up for the Carnwath Victorian Holiday and enjoyed meeting the people who came. Some of the people who came she has met at previous recreation functions and these are people who are really interested in their Town. She felt that these people should be kept in some database and they should be kept informed when things are being done at that site. Mr. Holt said that there is a long range plan that has been put together and he will let anyone who wishes to read it do so. Some of the thoughts in this plan were to have a restaurant in the carriage house, a bed and breakfast in the mansion, the chapel being renovated to hold weddings and the dormitory to rent out spaces. This doesn't mean that everything in the plan will be done but it is a start to a plan. There is a committee working on this. He also mentioned that as of April! st the Town will be taking over the Carnwath maintenance. We will be looking into hiring someone as a caretaker and we will be building an apartment for him in the administration building. We will be responsible for the painting, repair work from a maintenance point of view only. As far as the running of the place, this has not been determined. They will probably appoint someone as a director with several sub-directors. REESE PARK Mr. Ennesser mentioned that the shelter at Reese Park is complete but in the spring we will have to do the concrete platform. We already have the item 4 base. He would like to talk with the person from Dutchess Landscaping to see if we could get some stone work for around the area to cut down on weedwacking etc. He also mentioned that he is in the process of calling vendors to get information on the modular rest room and he is reviewing prices. Hopefully in the next month he will be able to put a package together for the board and for us to review. Mr. Holt mentioned that he had spoken to Mr. Bettina and he said that he would support the Town buying the property in front of Reese. Mr. Ennesser mentioned that he would like to fix up the old docks with the new hardware that we already have and put them in at Reese Park. ROCKINGHAM Mr. Ennesser mentioned that the poles are in across the pond at Rockingham and once it freezes they will be able to put the fencing across the pond. The scout also did spot checks for the depth of the water and said that the maximum depth is 4 ~'. Mr. Ennesser mentioned that this might be because of the rise in the water table 4 Recreation Comm. Minutes January 6, 2004 because of all the rain and snow. We will put up a sign where it is available for open skating and for hockey. Mrs. Cito mentioned that where she came from they put up a flag red if it wasn't safe for skating and green flag if it was okay. We should do this. Mrs. Roe mentioned that the new benches for Rockingham will be delivered tomorrow so Mr. Ennesser said that he will notify the scout. We don't know if we will get a break in the weather so they can be installed. It was mentioned that the trailer at Rockingham has to be take care of. We should pull it into the yard and dismantle it but if that can't be done, we should just have it hauled away. Mr. Ennesser said that he has already approached the scout and the CTC group to do this and they don't want to take on this job. SCHAL THAUS PARK Mr. Ennesser mentioned that we should order at least 5 bulletin boards which can be placed at each playground so that information can be posted during the summer for upcoming events. He also said that we should light up the signs at Schlathaus. This was agreed upon and we will see about cost to do this. DOCK The repairs on the dock are scheduled for the first of April. They have to weld the main structure and it should only take a couple of days. TENNIS Mrs. Roe mentioned that she had spoken to Barry Casowitz regarding the tennis schedule for 2004. He mentioned that he would like to have an adult program on Saturday morning during the summer. He said that he finds that it is difficult for the adults to make classes in the evening during the week. He would like to have a beginner's class from 9 - 10 a.m. and an intermediate class from 10-11 a.m. There would only be 4 classes for each session. The decision was to try this to see if it works out registration wise. Mrs. Korz mentioned that in the booklet we should indicate new for any new activities. CHAIRMAN'S REPORT Mr. Holt mentioned that Robinson Lane has taken a beating with all the rain this year. The water has been up to the building and a lot of the new clay that Little League put on Memorial Field has washed away. For opening day they are planning a game at 7 p.m. We will have a band play and there will be fireworks after the game. 5 Recreation Comm. Minutes January 6, 2004 Paul Neglia who has been working for recreation as a seasonal worker will now be doing maintenance at the Town Hall until Anthony Mussara returns. Anthony was in an automobile accident in September. Come April recreation will be called RecreationlFacility Control. He mentioned that a volunteer has requested permission to paint on the dugouts at Martz Field to do caricatures and kids stuff. She is not looking for any pay she is an artist and just wants to do this for the Town. Mr. Rottkamp said that she should give us a plan or we should tell her what we want done. Everyone was in agreement with this so Mr. Holt will follow up on it. Mr. Friedman at the last meeting had questioned about the fences being fixed at Castle Point and we weren't up to date on the status of this work. Come to find out that work had just been completed. Mr. Ennesser mentioned that they capped the fence that is on the hill on the left hand side - around the play area. Mr. Ennesser said that since it is a closed loop he didn't think that it needed capping. He said that it is there and looks nice but wasn't sure that it was needed in that instance. The old fence that is at Robinson Lane will be put around the pond at Rockingham. We have received the notice that the 64th Annual Conference and Business Expo will be held April 25-28, 2004 at the Westchester Marriott in Tarrytown. Mr. Rottkamp and Mrs. Cito were interested in attending. A letter will be sent to the Town Board requesting permission for at least 2 people to attend this meeting.
