"< / RECREATION COMM. MINUTES FEBRUARY 10,2004 NEXT MEETING MARCH 9, 2004 AT SCHLATHAUS PARK AT 7:00 P.M. The regular meeting of the Town of Wappinger Recreation Committee was held February 10,2004 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. Peggy Roe opened the meeting at 7:05 p.m. with the following persons present: Kathi Delisa, Senior Citizen Director, Skip Rottkamp, Recreation Director, Committee Members Nancy Cito, Joseph Ennesser, Ronald Friedman, and Ellen Korz. The minutes of the December 2, 2003 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. The minutes of the January 6, 2004 meeting were approved on a motion by Mrs. Korz seconded by Mr. Ennesser with all in favor. CORRESPONDENCE A memo was received from John Beale, D. C. Office for the Aging regarding Older Americans Month National Photography Contest. This contest is open to all non professional photographers age 60 and older representing a senior center. This application was given to the photography club for further action if they desire. A letter was received from West Point informing us that the Jazz Knights are scheduled to perform at Schlathaus Park on August 12,2004 at 7:00 p.m. Mr. Rottkamp will be following up on this. A memo was received from the D. C. Youth Bureau giving due dates for various reports etc. This was given to Mr. Rottkamp for his information. A copy of a letter addressed to Mrs. Cito from the D. C. Health Department was received. This letter was regarding her conversation with them regarding the proposed extended camp hours. We received an approved application from the Roy C. Ketcham High School for the use of their facilities as a rain site for the Jazz Knights on August 12,2004 We received a copy of the Certificate ofInsurance for the Town of Wappinger Little League. ~ , , Recreation Committee Meeting February 10, 2004 A memo was sent from the D. C. Health Department regarding several topics that were noted as needing improvement in relation to the camp safety plans on file with the department. Out of Camp trips and the Buddy system sections will need more information. Mrs. Roe noted that we will have to retype our safety plan and send it to the Board of Health before camp starts. A letter was received from Denise Efantes regarding her hours that she worked for the summer camp as the arts and crafts director. Mr. Rottkamp and Mrs. Roe had asked her repeatedly to come in to the recreation office to fill out her papers so that she could be paid to no avail. This letter was written January 30th claiming 120 hours of work time and requesting payment. Mrs. Roe spoke with Mr. Terwilliger, Comptroller and since he has not closed out the books for 2003 we will try and process this payment. Mr. Rottkamp will speak to her and have her fill out the weekly time sheets and correct paperwork as soon as possible. We received a copy of a letter that Supervisor Ruggiero sent to Mr. & Mr. DeLease of Regency Drive. This letter was in regard to the traffic problems on Regency Drive. He mentioned that the Town has looked into building a new road for park access from Brown Road and the research has determined that this is not possible. The properties that the road would have to traverse are on private land. The Town has an easement over this property which grants us the right to install a sewer line and cannot be used for a road. He also mentioned that the Town Attorney is researching the legality of installing speed bumps on various Town roads. Ifhis research finds that the installation of speed bumps is lawful, the Town would consider placing them on Regency Drive. He has also instructed the Town Patrol to increase radar speed enforcement during games and practice times. A bill was received from Craig O'Donnell in the amount of$3,184.00 for the construction of a shelter at Reese Park. OUTGOING CORRESPONDENCE 1. Letter to Radio City to see about a refund on Radio City Music Hall trip. Received a note from them stating that they are unable to give refunds but the person involved could attend a rehearsal this November for this years' show. 2. Letter to Martin Lynch ofCTC program thanking them for continued efforts at Reese Park. 3. Letter to June Ellen Notaro with Annual Report and Narrative for the 2003 program. 4. Faxed note to Mr.Ennesser from Marshall of River Connections regarding a kayak regatta in September. Mr. Ennesser mentioned that he told them to contact Chris Iverson. Since they were going from the Mid Hudson Bridge to the Newburgh Beacon Bridge and not stopping at any of our sites, we didn't get involved. 5. Faxed list of concerts to Town of Poughkeepsie. SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of January. This report is attached to these minutes. She mentioned it was a quiet month with the cold weather. DIRECTOR'S REPORT Mr. Rottkamp handed out two fliers -the first was an article "Assuring Safe Playgrounds Through NPsr'. This article was about Towns sending someone to be a Certified Playground Safety Inspector. He mentioned that he felt that it would be a good idea if someone from the Committee applied. Mrs. Roe mentioned that Mr. Holt has spoken to the Supervisor regarding the hiring ofa part time safety inspector, and when he gets back from vacation, he will be talking to Jack Peluse of Marshall and Sterling. He also asked if the installers of the equipment at Spook Hill and Martz Field had certified this equipment and Mrs. Roe indicated that she did not think that was done. The second flier was information regarding the Fishing Camp. He mentioned that he has spoken to Ken Rose and he was interested in being the instructor for this program. It will be held July 19-23 and there will be two times and groups. The first session will be from 9-11 :30 for boys and girls 8 -12 and the second 12:30 - 3:00 for boys and girls 13-16. The location has not been determined at this time. Mr. Rose will speak with Mr. Ennesser sometime this week regarding location. The registration dates will be the same as the camp registration. The fishing pole/line will be supplied with the fee or you can bring your own. The fee will be $20.00 and there will be a maximum of 12 participants. The recreation guide should be done in a few weeks. Mr. Rottkamp, Mrs. Roe and Mr. Fabiano met with Mr. Wambach and everything is going well. We are still 3 ~ , ". Recreation Committee Meeting February 10,2004 working on some dates for concerts and trips. Mrs. Delisa mentioned that she would like to have her trips listed in the booklet also. Mr. Rottkamp mentioned that we are doing one last try for the ballroom dance class. We have changed the day for the program. It will be held at Roy c. Ketcham High School cafeteria from 7:30 - 8:30 p.m. and will run from March 9th to April 13th. We will see how many sign up for this program and if there isn't enough interest, we will cancel. The charge is $15.00 for a single ad $25.00 a couple. He mentioned that Arlington has a similar class and they charge $56.00, Spackenkill charges $40.00 per person, Poughkeepsie charges $55.00 per person and Wappinger Continuing Ed. charges $55.00 per person. He mentioned that he feels that the people don't get anything if they don't pay a higher fee for the program. Mrs. Delisa said that sometimes when the prices are low the people feel that they aren't getting anything. Mr. Rottkamp mentioned that he received a call from Mr. Scofield about the Yankee/Met tickets and after a discussion, it was decided that we would not go with this game. Mr. Rottkamp mentioned that the registration for gymnastics has gone from 38 in January to 61 in February. He has visited the program quite a few times. The instructor is Assistant Varsity Coach at Ketcham. The one Saturday she couldn't have the class was when there was a meet with John Jay so she ended up inviting all the kids to observe the meet and had them participate in different activities. They really enjoyed this. Basketball registration has increased from 20 in January to 50 in February. Mr. Rottkamp visited the basketball program on Saturday, January 31 st and was very pleased with the way the program was run. He indicated that both of these programs are filled. He also mentioned that the volleyball, baton twirling, and aerobics classes are running smoothly. He has been busy booking dates for the concerts and family fun nights and indicated that he still has 2 open dates for the family fun nights. He has been in contact with several teachers to get ideas of groups and is following up on this. He mentioned that if he is unable to fill these two nights that he might do a family craft night and have a movie. Mrs. Delisa suggested that possibly A. C. Moore would help him with something like this. He mentioned that he has been talking with Brandy Vadala, of the Board of Health regarding the issue of epi pens and he still has no concrete information on this. He still wants something in writing regarding this issue and will still pursue this matter. ROCKINGHAM 4 . ", Recreation Committee Meeting February 10, 2004 Mr. Ennesser mentioned that he has the signs all laid out for the skating pond at Rockingham regarding if it is okay to skate or not. He is still waiting to check with Mr. Roberts, Attorney to the Town, regarding legality of the signs. The pond is being used and someone has been plowing it with an A TV. The poles are in and the guys have put the netting fence across. The benches are in but we have been unable to install them. Mr. Ennesser met with the CTC people regarding the trailer and they are willing to tear it down for us. Mr. Ennesser mentioned that he would give them a window of a week to do it and we will have to bring in a dumpster. He said that they could do it in March but he first has to see if Mr. Tompkins really wants it. If not we will have to get it out of there. SURVEY~ASTERPLAN Mrs. Cito said that she had cut out an article in the paper regarding the master plan for LaGrange and asked if we had advertised our master plan. Mr. Ennesser said that the Town is now in the process of updating the overall plan. They will be sending out a comprehensive survey probably in the month of March. He emphasized the importance of filling out and returning the survey TIME TABLE Mr. Friedman mentioned that we should be trying to get as much work done in the spring as possible. He said that the top soil, bleachers and picnic tables should be ordered by May I st, and the fence guard by April 1 st. TENNIS Mrs. Korz mentioned that Mr. Casowitz would like to run some kind of tournament at the end of each session of the programs. Mrs. Roe asked Mrs. Korz to speak with Mr. Casowitz to come up with some information that can go on a flier that can be handed out at registration regarding this tournament. PLAYGROUNDS Mrs. Cito received a letter from the Dutchess County Board of Health in reply to her request for information on increasing the hours of operation at each of our playground sites. They mentioned that we would still have to have the full supervision ratio of 1 counselor to 12 campers and that there must be at least one counselor onsite per 200 campers with active CPR, First Aid and RTE certification. They noted in their letter to Mrs. Cito that they would allow enrollment expansion at the Castle Point, Martz Field 5 , . Recreation Committee Meeting February 10,2004 and Quiet Acres sites without additional measures being taken and that this decision was based on the past performance of the staff at those sites. In addition, these three campsites had physical barriers to limit the public's interaction when camp is in session. If we wanted to increase the campers at Spook Hill there would be additional measures that we would have to take. This is due to the unique layout of the campsite. The playground is larger and more spread out from the main building and bathroom area. They listed several requirements that would have to be done as follows: 1. Provide a separate table at the entrance of the park for check in/check out of campers. This table should be positioned so that members of the public cannot enter the park with first registering with the counselor. This counselor would not be involved in supervising campers and will not count towards the ratio. 2. There should be a designated area for the camper's lunch sacks. 3. The head counselor for this site should be directing the flow of camper traffic from activities to sports and field trips. The head counselor should be mature, authoritative and capable to deal with the large volume of activities present at this site. 4. The children should not be accessing the shed where games are stored without the consent of their counselor. Younger children should be escorted to and from the restroom or drinking fountain areas. Visual supervision must be maintained at all times. The letter also stated that in anticipation of the 2004 camping season, the Health Dept. would like to remind us that a new Safety Plan will be required. The existing document has redundancies and unnecessary duplication since regulations have changed in the last few years. They are requesting that we edit and condense the safety plan. They also noted that in the past, the Health Dept. has interacted largely with Mr. Rottkamp and Mrs. Roe, however since they both have other duties and responsibilities for the Recreation Department, it is imperative that the inspector Brandy Vadala interact with the designated Camp Director. The letter also stated that the Camp Director must review and evaluate the performance of the counselors and other duties that she should be performing to oversee the program. 6 . . ; Recreation Committee Meeting February 10, 2004 We can use some of these in our planning for next year and we will have to put the funds in the budget. We have discussed putting out a flier at registration asking how many people would have a need for extended hours etc. BUDGET Mr. Friedman indicated that in January/February timeframe, we were to review the budget and see if we could get a number of the items done earlier in the year so that in the fall we won't have constraints and are unable to get the work done. Several of the items he suggested was to order the top soil by May, get the fence tops ordered by April 1 st, and order the bleachers and picnic tables by May 1 st. Mrs. Roe indicated that each of the budget items has its own code. Every member was given a copy of the 2004 budget and they were asked to review it and if they had any questions, they could be answered at the March meeting. EASTER EGG HUNT Easter will be held at Carnwath on April3rd at 10:00 a.m. The program will be for children ages 3 to 8. Everyone was asked to think about this program and if there should be any changes from last year. If it is wet we will have to hold it in the chapel. This will have to be finalized at the March meeting. Mr. Rottkamp was asked to call Mrs. Leopardi at Roy C. Ketcham Gourmet class to see if they would be willing to make cookies. We still have 120 craft items left from last year. For refreshments we will have cookies, juice and coffee. We will have to see if the Interact Club would help us that day.
