RECREATION COMMISSION MINUTES MARCH 9, 2004 The regular meeting of the Town of Wappinger Recreation Commission was held March 9,2004 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Skip Rottkamp, Recreation Director and Commission Members James Chappas, Joseph Ennesser, Ronald Friedman and Ellen Korz. The minutes of the February 10, 2004 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with all in favor. '" CORRESPONDENCE A letter was received from the Greater Southern Dutchess Chamber of Commerce regarding April 8th Commitment to Community Day. They would like to spread the news that events that are free and open to the public. Events being held are a free identity theft seminar, Blood Drive: Your Chance to be a Silent Hero, Free Child Identification Cards, plus Rookie and more. A letter was receive from Harold Stilsing to Eric F ellinzer stating that Bruce Balderson of Universal Sports Lighting and their project foreman Robert Camadine will be available on 2/9/04 at 6:30 to turn on the lights at Robinson Lane for testing as required. A letter was received from Fred Dahl of Pop Warner stating that he has spoken with Gina Basile and they have obtained the use of the Town Hall on April3rd and April lOth for their signups. The letter also addressed the need for a permanent field. He stated that there are two areas in the Town that might work. One is the unused field next to Castle Point. He said that he had been down there, walked it and feel it has potential. If they could get an agreement for this land, P.W. people would get the manpower to develop it. The second is the land acquisition the Town made last year. He does not know where that is but asked if that could be a possibility. He mentioned that Pop Warner's relationship with the school is still a good one, but as they grow so do the problems with field use, field wear and tear, parking etc. A letter was received from Gloria Morse, Town Clerk asking for someone to open the building on March 24th at 7 p.m. for a meeting. One of our maintenance men will do this. , . Recreation Minutes March 9,2004 A letter was received from Meridith Cullin of Hudson River Performing Arts Center asking for permission to use Schlathaus Park on Friday, August 20th for a performance. It was decided that as long as Mr. Rottkamp is finished with his concert season that would be okay. We will need an application, certificate of insurance and fee. A letter and contract was received from Legion Fireworks Co. for the Little League Opening Day Dedication of Lights on April 17th. Mr. Ennesser mentioned that he had met with the representatives of Legion and they will set off the fireworks down on R- 3 and R4. A letter will be sent to the New Hackensack Fire Company to have apparatus on standby when they are set off between 9 and 9:30 p.m. A survey was received from the NYSRPS, Inc. This questionnaire was in partnership with the National Alliance for Youth Sports. A calendar of2004 Music Magic was forwarded to us from the Town of Poughkeepsie Recreation Department. This calendar listed the concert schedules of Town of Hyde Park, Town of Poughkeepsie, Town of LaGrange, Town of East Fishkill, Town ofFishkill, Town of Wappinger, and the City ofPougkeepsie. A memo was received from the Supervisor enclosing a list of recommendations received from CRM (Compensation Risk Managers). We were asked to make any changes he has requested, and return the appropriate paperwork to them verifying the changes. A call was received from the Highway Department regarding a dangerous tree between Ai's Auto Repair and the Cemetery. Mr. Tompkins has been notified about this and will check on it to see if it is on our property. A memo was received from Dutchess County Youth Bureau regarding the Annual YEA awards nominations for youth and adults. A copy ofa fax sent to Gram Foster from Eric Fellinzer stating that the recommendations for bulb burn in at Robinson Lane is 10 days of 10 hours and that we need to log the date and time in. A letter was received from a Marguerite Stein regarding the lights at Robinson Lane. She asked if we have a landing zone there and wondered if there was a legitimate reason they were on. We have had lots of calls regarding the lights at Robinson Lane. Mrs. Roe mentioned that the lights were on from 1:00p.m. to 10:00 p.m. and everyone is very upset about them - shining in their windows. We have told most of the callers that this is a test period for them and they have to be on 10 days for 10 hours a day. Toward the end a Recreation Minutes March 9, 2004 of the period the maintenance men turned them on early in the day and off in the afternoon but then we had calls asking why are they were on in the day. A letter was received from the health department regarding regulations on epi pens and the possibility of expanding hours. They are saying that if we are going to do epi pens that we will have to have counselors trained. Mr. Rottkamp was given this information and will follow up. Letter to Michael Cole to resume employment at Castle Point on 5/16. RECREATION DIRECTOR'S REPORT Mr. Rottkamp mentioned the following: 1. The registration for the last session of aerobics will be tonight at Evans and he will be leaving early to do the registration. 2. He is hoping that the recreation guide will be in next week. 3. He handed out a list of the bus trips for the Town. 4. He again emphasized that we need to get in place the Director for Robinson Lane (lights and field usage. ) We already have a resume on file from Nicholas Bisaccia and it is a good one. We will have to get this person in place as soon as possible to work on the signs, field usage, fees etc. 5. He has been working on the Easter Egg Hunt and has contacted Ketcham to bake cookies and the Interact Club to help out that day. 6. He has been busy with registrations during these past few weeks - Ballroom Dance, Golf, Foxwood and Lion King trips. 7. He noted that the parents of the children in gymnastics on Saturdays have been very happy with the program. Many parents have spoken with him about it. There was a discussion on hiring a safety inspector and the Commission made a motion stating that the "Commission urges the Town Board to engage the services of a certified safety inspector for immediate inspection of the recreation areas." Mr. Holt mentioned that he has discussed this with the Supervisor and it is not a dead issue. He will be meeting with him again this week and will bring up the subject again. Maybe if the expense is too high we could go together with other Towns and share the expenses. A letter was received from Mrs. DeLisa stating that" After serious consideration, I have reached a decision to resign as Director of the Senior Citizen Center effective April 23, 2004. I feel it is time for me to pursue my love of art, to create meaningful paintings and to teach others the skills necessary to do the same... ...." Everyone was sorry to see her leave and wished her well. A Recreation Minutes March 9, 2004 SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the senior activities for the month of February. This report is attached to these minutes. SOCCER/AIRPORT FIELDS/ROCKINGHAM Mr. Chappas mentioned that the fields at Airport Park are really bad. There are pockets and dips. The fields are in desperate need of attention. Maybe we should contact some landscapers. Mr. Holt said that he wished he knew what we could do. They walked the fields with the Supervisor last year to see if we could come up with a solution. Right now they are so wet we can't get any equipment on them. We were supposed to roll them but they are too wet. What we really need is drainage. Maybe we should write a letter to the Supervisor - here we are again the fields are in bad shape what can we do. Mr. Holt said that he knows that Mr. Ruggiero is sympathetic to the problem but we need to focus on what we can do. Mr. Ennesser mentioned that he is still working on the sign for Rockingham Pond for skating. He still needs to talk with the Attorney on what we can put on it. This will be for next year at this point. He spoke with the CTC regarding the trailer and they can't take care of it. Mr. Holt said that we should just call Mr. Humeston and get it out of there. REESE PARK Mr. Ennesser mentioned that we are still trying to get the building permit application to the Building Dept. for the shelter at Reese Park. It was sent to the Supervisor's Office for his signature but we have not got it back so we can file it. Mr. Ennesser said that he has been working on getting the prices from 3 vendors for the bathroom facility at Reese Park. . We have a 50/50 grant to do these facilities and hopefully the balance can come from Parkland Fund. ROBINSON LANE Mr. Ennesser mentioned that he has ordered the dedication sign for Robinson Lane Mr. Holt mentioned that Robinson Lane is in terrible condition especially Big League Field. We also need to take down trees on the right field ofSLl 5 Recreation Minutes March 9,2004 Mr. Holt mentioned that one time when he was at Robinson Lane there were 3 R. V' s in the park and every gate on every field was open. He suggested that maybe we use the fence that we are taking off of Big Boy Field and put it along the perimeter of Robinson Lane so they can't get in. We will also have to tell Mr. Farrell not to leave the gates on the fields open. Mr. Ennesser still indicated that he would like the fence for around the pond at Rockingham. DOCKS Mr. Ennesser mentioned that the docks will be taken to Cold Spring in the middle of April so that they can be fixed. Hopefully they will be fixed in 3 days and returned to Chelsea so that they can be put in during the first week in May. BUDGET ITEMS It was suggested that as anyone thinks of budget items during the year, than Mrs. Roe be notified so that when it comes time to make up the budget for next year we will have a head start. - i.e. new sign for Schlathaus , fence for pond or Robinson Lane. CARNWATH Mr. Holt mentioned that we are not taking over Carnwath until possibly July or September. We have already had 5 applications for the maintenance position so we will have to let them know that we are holding off on the position until later in the year. We still can go ahead with plans for constructing an apartment in the administration building. Mr. Craig O'Donnell has indicated that he might be willing to help us out with this project. We will have to take him along with some other builders down there to see if they can come up with a plan. MOWER DECK Mr. Holt mentioned that we have a mower that is in pretty good condition but needs a new mower deck. The cost for a new deck would be $3,000.00. He mentioned that we should write a letter to the Supervisor stating that we would like to purchase the new deck for this mower and possibly take the money from Parkland. 6 Recreation Minutes March 9, 2004 NEW FUNCTION: As of January, we have had a new function. The custodian at the Town Hall reports through recreation and we would like to have him work at the Town Hall in the morning and then possibly help with the maintenance in the afternoon. He would also be responsible to cut the grass at the Town Hall. REPLACEMENT FOR SENIOR DIRECTOR Mr. Holt mentioned that we will have to look for a replacement for Mrs. DeLisa and he thinks that this is a civil service position. We will have to check to see what has been done and what we can do to get someone to replace her as soon as possible.
