MAY 4,2004
NEXT MEETING JUNE 2,2004 AT SCHLATHAUS PARK AT 7 P.M.
The regular meeting of the Town of Wappinger Recreation Commission was held
May 4,2004 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:00 p.m. by Chairman Ralph 1. Holt with the
following persons present: Nancy Cito, Senior Citizen Director, Skip Rottkamp,
Recreation Director, Commission Members James Chappas, Joseph Ennesser, and Ellen
Korz and Ronald Friedman.
There were no minutes for approval.
SPECIAL GUEST
Mr. Douglas Haan who is a certified playground safety inspector was at the
meeting to discuss safety. He has worked for the Wappinger Central School District.
There was a discussion and he mentioned the following items:
1. He recommended that we get a letter from our playground equipment (vendor)
stating that they have installed the equipment correctly. They should also give
the age limit for the piece of equipment.
2. He also mentioned that pea stone will not longer be an acceptable ground
cover in a couple of years.
3. When you have an accident you must document exactly where it happened.
CORRESPONDENCE:
1. A letter was received from Kathi DeLisa stating that Martha Petersen will be
instructing the senior art class.
2. Information was received from the Health Department for the summer camps.
(This was given to Skip Rottkamp for follow up.)
3. A letter of resignation from the Commission was received from Nancy Cito.
4. A notice was received from Chevy on a safety recall. (This was copied for Steve
Tompkins).
5. A thank you letter was received from Kathi DeLisa.
6. A letter of resignation from the Commission was received from Jim Kennedy.

7. An application for the use of Schlathaus Park on August 20th was received along
with a certificate of insurance and $10.00 fee. This was from the Hudson River
Performing Arts Center.
OUTGOING CORRESPONDENCE
1. A letter was sent to Deborah Hendler, Selective Insurance Co. of America
regarding Thomas Buckley claim.
2. Letter from Kathi DeLisa to the Hudson Valley Federal Credit Union thanking
them for their presentation on Identity Theft.
3. A fax was sent to Patti Moore with a schedule of Summer Concerts.
4. Letter to Kathy Hollop thanking her for helping with the face painting at the
Easter Egg Hunt.
S. Memo to Supervisor Ruggiero stating that Martha Petersen will be the new senior
art instructor.
6. Letter from Kathi to Jack Barmello thanking him for hosting the senior bowling
day on April ISth
7. Memo to Supervisor Ruggiero regarding numerous fence repairs at R.L.

SENIOR CITIZEN REPORT
Mrs. Cito mentioned that the Hudson Valley Federal Credit Union has donated a
shredder to the senior center so that the seniors can bring in their papers to shred.
Mrs. Cito mentioned that she attended the NYSRPS Conference in Tarrytown and
she brought back a lot of material for everyone to glance at. She mentioned that she
learned a lot and went to all the senior programs.
The will be having the Mother's Day luncheon on Thursday, May 6th at Chan's
Buffet. She mentioned that she has SO registered for this event.
Her biggest challenge is to learn all the seniors' names.

On May 14th Nina Lynch from the Office for the Aging will be a speaking on
Medicare laws and what has changed.
Mrs. Cito mentioned that they had a speaker from Dial a Ride and that they have
made some changes. They have new manager in customer service hoping to enhance the
service. They have also instituted new procedures. If someone falls the driver must get
off the bus after calling 911 and stay with the person. If a person requests help with
packages the driver can help them.
RECREATION DIRECTOR'S REPORT
Mr. Rottkamp mentioned the following:
There is another summer program registration on Friday, May 9th and Saturday
May 10th at Town Hall. Friday will be from 7 - 9 p.m. and Saturday will be from 9-11
a.m...
Mr. Friedman mentioned that the AprillSth trip to Foxwood went well. He also
noted that possibly the reason that it was not filled was because the seniors had a trip to
Mohegan that same week.
He met with Nick Bisaccia regarding the fields usage and signs and there seems to
be a lot of work still to do. Mr. Ennesser helped them out regarding a proposal for the
signs. Mr. Holt said that the proposal has been sent in to the Supervisor for approval.
Ballroom dancing was extended for another session. The next session will have 2
classes in May and 2 in June.
This Saturday is the last gymnastic class and they are having a special show for
the parents.
About 3 weeks ago there was a meeting regarding the epi pen situation. Those at
the meeting were Supervisor Ruggiero, Attorney AI Roberts, Mr. Rottkamp, Mr. Holt,
Maureen McCarthy, and Jack Peluse from Marshall and Sterling. There was a lengthy
discussion and it was decided that we would do the same as we have in the past. If a
child attends the camp, the doctor must write a note that the child can self administer the
epl pen.
There was a discussion regarding the 1099 and W -4 route for paying employees.
In the past year we have been paying employees on a 1099. By doing that they are not
covered if anything should happen during their program. It was decided that we should

Pay them using the W -4' s. All playground personnel are paid on the W -4 but it is those
employees who run the other "N' programs that are not i.e. gymnastics, basketball,
aerobics, volleyball etc.
Mr. Rottkamp will put a notice in his recreation column that we have 2 positions
open on the Recreation Commission and if anyone is interested, please contact the
recreation office.
SCIaATHAUS PARK
Mr. Chappas asked about turning the signs at Schlathaus so that they can be read
from both sides. There was a discussion regarding this proposal and a vote was taken.
Mr. Friedman made a motion that we turn the sign perpendicular to the road and make
them double sided. We will have to get estimates to add tracks on the other side. There
was a vote and 3 voted for changing the sign - Mr. Friedman, Mr. Chappas and Mrs.
Korz. Mr. Ennesser abstained. . Mr. Chappas will look into it. Mr. Ennesser said that if
we change the signs we will have to get new estimates for the electrical work. We will
have to put this in next year's budget.
We have been advised by the Town Board that they have purchased 13 trees from
Plant Depot which will be planted at Schlathaus Park for beautification.
DOCK AT CHELSEA
Mr. Ennesser mentioned that we have a problem at the dock. There is a big pot
hole at the bottom of the ramp which must have happened during all the ice this past
winter. He left a message with the maintenance men to take a look at it. Mr. Ennesser
also looked at it and said that we will have to put some gravel in it to get us through the
season.

Mr. Ennesser will be meeting with Ken Rose to take him around the Town sites.
To get him acquainted with the area and see where we will hold this camp. He will also
ask him about two sessions for fishing camp. Mr. Rottkamp will speak with the Health
Department to see if we need a lifeguard and what the restrictions might be. Mr.
Rottkamp also mentioned that we had talked about furnishing the fishing equipment. We
will have to discuss that with Mr. Rose so that the equipment can be purchased. Mr.
Ennesser said that maybe we should look into the pond at Ye Olde Apple Orchard since
they put the aerator in. Maybe we could have it stocked for next year. We could put bass
in there. Mr. Friedman mentioned that his son already fishes there.

ROCKINGHAM
Mr. Ennesser mentioned that the scout has finished his job at Rockingham and the
benches have been installed. He will set up the poles to divide the pond. They will go
in with waders on to stabilize them.
The guys are working on removing the trailer at Rockingham. The next thing we
have to do is take down the fence.
Mr. Ennesser asked about the fence he was supposed to get from Robinson Lane.
Mr. Holt said that he might have to use it at Robinson Lane. He will check this.
SAFETY INSPECTIONS
Mr. Friedman mentioned that he sent in 2 safety inspections.
Spook Hill is in good shape. The one section offence is in disrepair. If the
wooden fence is ours we should take it out or fix it. There is one board that has a jagged
edge. Mr. Friedman mentioned that the bridge needs to have hand rails. It was
mentioned that the plastic dome on the playground equipment is broken.
Castle Point. - The fence at Castle Point has sharp points on top and needs fence
guard.
Mr. Friedman said that he saw a 4-wheeler go through the walk gate and drive
over the fields. He said that we should put in our budget to fence in the fields so that they
can't get on them. It was 2 adults with kids.
Someone cut a hole in the fence in the back and there are rough edges. That is
another dangerous situation.
In the playground area there are stumps that need to be removed.
MARTZ FIELD
Mrs. Korz mentioned that she has been to Martz and there is no place to hook up
water (something for a sprinkler). There are no outside spigots. The apron around the
building should be smoothed out.
Mr. Rottkamp asked if Sun-Up signed off on the playground equipment.

SIGNS
Mr. Holt mentioned that we need new signs. Mr. Ennesser will check on this
We need new large signs for Robinson Lane, Castle Point and Carnwath. Mrs. Korz
asked about the tennis signs and Mr. Ennesser said that they were in the Recreation
Office. They will have to be put up soon.
SOCCER
There was a meeting with soccer with Tim Rabbit, Peter Kennedy. Supervisor
Ruggiero and they will be meeting directly with the Board of Directors of soccer. There
are a couple of things in the works.
On Robinson Lane there is a development going in down the road from our park.
We did not get to see this plan. The Town Board has decided that they will take the land
even though the only purpose for this will be for picnic tables along the stream. They
said that money will always come but land disappears and that is it. The Town will be
taking 11 acres.
Further down the road there is 26 acres that abuts the Robinson Lane recreation
area. Mr. Holt has been asked by the Supervisor to contact a person by the name of Ernie
Mancuso an architect and family friend of the people who own this property. Mr. Wery,
the Town Planner mentioned that he spoke to him in the later part of 2003 and he was
looking for advice on the property. Mr. Wery mentioned to Mr. Mancuso that the Town
might be interested in this for the expansion of their park and he wanted to meet with Mr.
Wery about the possible subdivision of the property. Mr. Holt was asked to contact Mr.
Mancuso regarding this property.
When Mr. Ruggiero met with soccer and mentioned this land to them someone
asked about the property on Whites Comers and Mr. Holt mentioned that this would not
be soccer land. It is wet land and will only be good for passive recreation.
Part of a discussion on Airport Park was that if we give some land as a buffer we
might be able to use the 2 middle fields and put in some drainage. Mr. Paggi said that he
is not too optimistic about this but we will look into it,
Mr. Chappas suggested that maybe we should give R-3 and R-4 to soccer.

The Town has raised the fee per lot for the developers to $2,000.00.
We have a water problem at Robinson Lane. One of the pipes under the road is
broken. Mr. Tremper from Camo suggested that we fix this as soon as possible before it
gets worse.
The fence on R-2 is a safety issue. Because of the bad winter, the posts have
come up out of the ground and it poses a problem if a child puts his arm under to get a
ball. Weare getting prices to have the posts reset.
The meeting was adjourned at 9:00 p.m. on a motion by Mr. Friedman seconded
by Mr. Ennesser with all in favor.
