NEXT MEETING JULY 6,2004 AT 7:00 P.M. AT SCIaATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was held
June 8,2004 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was opened at 7:10 p.m. by Chairman Ralph 1. Holt with the
following persons present: Nancy Cito, Senior Citizen Director, Skip Rottkamp,
Recreation Director and Commission Members James Chappas, Joseph Ennesser and
Ellen Korz.
The minutes of the March, April and May meetings were approved on a motion
by Mr. Ennesser seconded by Mrs. Korz with all in favor.
CORRESPONDENCE
Two applications for employment were received for the maintenance department.
Jeff DeChristopher age 16 is looking for summer employment and Arlin Browne age 25
is looking for full time maintenance work At this time there are no openings and these
applications will be placed on file.
A memo was sent to Supervisor Ruggiero from George Kolb, Building Inspe~or
with a copy to Camo, Highway and Recreation stating that ALL DEPARTMENTS
intending to do ANY WORK an Town parcels require abuilding permit. Work should
not begin until the issuance of a permit.
We received a fax from Playground Medic with an agreement (quote) for both a
compliance audit and safety audit for Quiet Acres Park and Martz Field. The cost for a
playground compliance audit for Quiet Acres would be $600.00 while Martz would be
$900.00. The safety inspection for Quiet Acres would be $450.00 and Martz would be
$675.00. They mentioned that an compliance audit is a super in depth inspection
including every nut and bolt. The inspection would just be for safety hazards.
A letter was received from the Department of Health enclosing a variance to
allow the operation of a day camp with a modification to the camp medical requirements.
We will be allowed to have our campers medical record without a record of
immunization.

A letter was received from Mr. Ennesser which included the details and planning
offisherman's walkway at Rockingham Park. This is the Eagle Scout project that Jason
Price completed well before the first of this year making it very accessible for the 2004
spring trout season.
Safety audits were received from Mr. Friedman on the following parks: Castle
Point, Spook Hill, Quiet Acres, Martz Tennis, Montfort Road, and Martz baseball field.
A letter was received from Bill Verlin a resident of the Town of Wappinger who
owns property on River Road which is contiguous to the town recreational property at
Castle Point. The Town of Wappinger owns a parcel on the west side of River Road,
directly opposite a parcel that he owns on the eastern side. He mentioned that if
municipal law would permit, he would like to propose that an exchange of these parcels
be made. He said that the Town could utilize his lot for parking for the ball field, or for
boat trailer parking. He would utilize the Town lot strictly for an enhanced view from his
lot across the street. He mentioned that he would be willing to enter into a legal
agreement with the Town to keep the Town parcel undeveloped and forever green and
would only remove any sumac trees that are growing wild. Mr. Holt said that he felt that
this was a good idea as long as the parcel is kept forever green. A letter was forwarded to
the Supervisor supporting this request..
We received an application for credit from Dick's Sporting Goods for the supplies
we are purchasing for the fishing program.
A signed application for a building permit for the gazebo/shelter at Reese Park
was received from the Supervisor and will be forwarded to the building department for
their files.
We received a signed copy of the 2004 contract with Little League along with a
disk containing their roster and a signed voucher for $8,000.00. These were given to the
Supervisor's Office for follow up.
A request to use Carnwath Farms was received from the Q.S.Y. Society (Amateur
Radio Club) for June 25th to June 27th. They will be there in the afternoon of 25th and
will be setting up tents etc and will spend the weekend. Approval was given for this
event.
A contract was received from Deer Hill for the use of their facility for the Town's
SWIm program.
A letter was received from Selective Insurance requesting information on the
Buckley claim.
An application was received from Judy Longacre of the American Sewing Guild _
Hudson Valley Neighborhood Group to use the Senior Center on the 2nd Saturday of each

month. The Recreation Commission was not sure why this came through us other than if
it is approved we will have to have someone unlock the Town Hall on those Saturdays.
A letter was received from Angela Luther, Dispatcher for the Wappinger CSD
with an estimated bill for the summer playground transportation.
A letter was received from Bill Todd requesting use of the Robinson Lane Little
League fields to practice and host games during the 2004 season. Mr. Todd was told to
contact Mr. Farrell and get back to us.
A resume was received from Gary E. Trudell applying for a position on the
Commission. This was forwarded to the Supervisor.

to call N.Y. Tick to see if they can do it. Ifwe have to go out to bid again we
won't have time.

apologizing for the misunderstanding with her residency.

Community Day will go for two days this year. Saturday, September 11th will be
rides and only the booths connected with them. We will go from 1 p.m. to 9 p.m.
and will have the fireworks on Saturday Night along with a concert. Sunday will
be the parade and booths and will end at 7 p.m. Ifit rains on Saturday it will all
be done on Sunday.

SENIOR CITIZEN REPORT
Mrs. Cito invited everyone to attend their Anniversary Picnic "Sweet Sixteen" at
the Town Hall tomorrow at 11 :00 a.m. She mentioned that she has about 70 seniors
signed up. Most will bring a dish to share and the maintenance workers will cook the hot
dogs and hamburgers. She thanked Mr. Holt for helping her obtain a gift certificate from
Stop & Shop to help defray the cost of the hot dogs, hamburgers etc.
On Friday, June 11, there will be a speaker from Lifefone which is a personal
response service. A representative will do a presentation on personal medical emergency
alarm devices.
Our next trip is on June 29th to Holyoke, Mass. for a Lobsterfest. The July trip
will be an Erie Canal Cruise.
Mrs. Cito mentioned that there was a great article in the Poughkeepsie Journal on
senior exercise. She would like to promote this more in the Center.
She mentioned that she has instituted a Monday Munchies day and the seniors
seem to like it. She is trying to get the goodies donated.
RECREATION DIRECTOR'S REPORT
Mr. Rottkamp passed around some gymnastic pictures that were taken at the final
Saturday morning program.
He is very happy to hear that it has been approved that we hire Doug Haan as a
safety inspector. Mr. Haan, Mr. Rottkamp and Mr. Holt will have to set up a meeting to
discuss procedures.

The last registration for the summer programs will be held this Friday and
Saturday at Town Hall. Mr. Rottkamp mentioned that he will not be available on Friday
night but will be there on Saturday. He will see that everything is set up. We are
already getting phone calls from people stating that they are unable to make it to this last
registration and didn't make it to the other three what can they do. Mr. Rottkamp
mentioned that he has spoken to Mrs. Roe and set a date of June 21 st and we will another
it at Schlathaus. It will not be advertised, only for those who call.
Ballroom dance class on Tuesday, May 24th had only 1 couple showing up so
they were sent home and we cancelled the session.
Mr. Rottkamp mentioned that 31 counselors are returning for this year. He said
that he will be hiring 13 new counselors and he has 26 letters that he sent out telling the
applicants that they are on an alternate list. He is in the process of calling all the
references on the 13 new counselors (he has to have notations on 3 references for each
counselor for the Health Department).
We have hired a new arts and crafts instructor, Louise Rose. He has met with her
several times. Mrs. Roe mentioned that she will need to have an order for S. & S. or A.
C. Moore soon so that the paperwork can be done.
He mentioned that he met with Bill Green of East Fishkill and Cindy Starke, of
Fishkill to share ideas. He said that the meeting was very productive.
He met with Brandy and Sandy of the D. C. Health Department and has set up
two meetings with them. June 10th will be a tour of our facilities and June 22nd Brandy
will sit and review all of the children's registration forms and all the director and
counselor applications.
We have orientation for all the directors and counselors on June 15th at Schlathaus
Park. Camp opens on June 28th and swim also starts that same day.
Mr. Rottkamp mentioned that a parent asked him about the smoking policy at the
soccer fields and at Robinson Lane. Mr. Chappas mentioned that you can't smoke in the
dugouts. Mr. Holt said that here is no sign that says you can't smoke. . Maybe we
could put up a sign that states "as a courtesy smokers should go behind the stands or
move to the back of the bleachers." We will pursue this further.
Mr. Ennesser and Mr. Rottkamp went to Dick's Sporting Goods and came up with
a pole and kit for $15.00 which they will give it to us for $11.00 . We will be purchasing
36 poles. Dick's mentioned that they would be interested in sponsoring the fishing camp.
They will put up a sign and possibly give the children more supplies. Our fishing camp
now has 3 time slots of 1 ~ hours and we still have two pages of names on the waiting
list. Mr. Holt mentioned that he will have the guys cut the grass low for them. Mr.

Rottkamp mentioned that he called the Board of Health and we do not need a lifeguard on
site but we will have one of the counselors from Martz come over to help Mr. Rose.
Mr. Rottkamp mentioned that he has set up a babysitting course at each of the
playgrounds this summer. The course will be 5 hours in one day and those who
participate will get a certificate. Denise Schirmer will teach the course. Because of the
enrollment numbers Castle Point and Quiet Acres will be combined.
A discussion was held on whether or not we should have the playgrounds open on
July 5th since the Town Hall is closed. It was decided that we will close on that day.
SOCCER
Mr. Chappas asked ifthere were any meeting scheduled with soccer. Mr. Holt
mentioned that he has been given the job of calling a Mr. Ingrassia who owns the
property adjacent to Robinson Lane to see if they would sell the land to the Town.
Someone came to the Supervisor and mentioned that the person who owned the land is
now deceased and his children are not interested in it. There is 26 acres of land there and
some of it in the wetlands. Ifwe could get this land it could be the solution for soccer.
Mr. Holt mentioned that D.E.C. has come down on the Town and will not let us put
anything on the existing fields to improve them.
SIGNS AT SCHLATHAUS
Mr. Ennesser mentioned that he has received an estimate of $4,200.00 to rotate
the signs at Schlathaus and to add the second side and get additional letters. He has
received only one quote since we should go to Sign Language the company who
originally constructed it,. He will formulate a letter to the Town Board.
Mr. Ennesser mentioned that he has already sent a letter to Supervisor Ruggiero to
with an estimate of $42,000.00 for a sign at Town Hall which can be changed inside the
building. .
Mr. Ennesser mentioned that he will wait on the electric packet for the signs at
Schlathaus. If the signs are to be changed that will change the cost of the electrical
work to be done.
REESE PARK
Mr. Ennesser mentioned that the work on the concrete platform at the Reese Park
shelter has been approved and that we have ordered items 4 to be delivered.

July lOth is the Hudson River Paddle at Reese Park and we will be getting a 40 x
60 tent and chairs for the event.
COMMUNITY DAY
Mr. Ennesser said that the letter has been sent to Legion Fireworks and now he
has to work on the trophies and contacting someone to judge the fire companies and
apparatus. He has contacted Mr. Piga and he will get back to Mr. Ennesser.
CHAIRMAN'S REPORT
Mr. Holt mentioned that Mr. Gary Trudell has submitted an application to be on
the commission and that a letter has been forwarded to the Supervisor with the resume.
Mr. Chappas' term on the commission expired in May. He mentioned that he
would like to be reappointed to another term. A letter will be forwarded to the Town
Board.
The water leaks at Robinson Lane have been repaired.
We finally got approval to go forward with the signs at Robinson Lane. Nick
Bisaccia, Roland Norris, Mr. Ennesser and Mr. Holt will set up a meeting to get this
gomg.
A dozen flowering trees have been purchased by the Town and put at Schlathaus
to beautify the park.
The monkey bars have been removed from Quiet Acres, Robinson Lane and
Martz Field.
There was a discussion on the proposed Equestrian facility at Carnwath. They are
looking to use the carriage house for their program. Details still have to be worked out.
The meeting was adjourned at 8:45 on a motion my Mr. Ennesser seconded by
Mr. Chappas.
