JULY 6, 2004
NEXT MEETING AUGUST 3, 2004 AT 7:00 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission
was held July 6, 2004 at Schlathaus Park. 136 All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was opened at 7:05 p.m. by Chairman Ralph J. Holt with the
following persons present: Nancy Cito, Senior Citizen Director, and Commission
Members James Chappas, Joseph Ennesser, and Ronald Friedman.
The minutes of the June 1, 2004 meeting were approved on a motion by
Mr. Chappas and seconded by Mr. Ennesser.
CORRESPONDENCE
1. A letter was received from Legion Fireworks, Inc. with a contract for
Community Day in the amount of $2,500.00.
2. Approval was received from Sheafe Road School for the use of their gym for
the Summer Basketball program during the week of July 12 - 16th.
3. A copy of a letter sent to Supervisor Ruggiero from a Peter H. McMillan
expressing interest in serving on the Recreation Advisory Board.
4. Playground safety audits for Martz Field, Spook Hill, Quiet Acres and Castle
Point were received from Doug Haan.
5. Received a phone call from Bess Rodgers of Choices for Change asking to use
Schlathaus Park on September 25th or October 4th from 10-4 for a fall festival.
We did not think that Schlathaus Park was big enough for what she was
planning and parking would also be a problem.
6. A request to use Castle Point Park on June 19th from 12-7 was received from
Cub Scout Pack 252. All paperwork was received and approval was given.
7. A certificate of compliance was received from the Building Department for
the gazebo at Reese Park.
8. Application for the use of fields at Robinson Lane was received from
Arlington American Legion Post 1302, Charles Tufaro. This was okayed by
both Mr. Farrell and Mr. Norris and all paperwork was received so approval
was given.
9. A letter was received from Vergilis, Stenger, Roberts regarding the agreement
between the Town of Wappinger and Little League. The letter included a
resolution authorizing the Town of enter into an agreement and also included
a rider to the agreement. The Agreement and Rider must be signed by both
parties.

10. A memo was received from the D. C. Youth Bureau regarding NYS Office of
Children and Family (OCFS and Youth Development Delinquency
Prevention (YDDP) for Municipalities.
11. A call was received from a resident of Rockingham Park complaining about
speeding in the area and the fence between her house and the park. Mr. Holt
mentioned that we should contact soccer about the speeding and he will have
Mr. Tompkins look at the fence. It was mentioned that she could attach a
privacy fence on her property.

SENIOR CITIZEN REPORT
Mrs. Cito noted that someone would be opening the Senior Center on
Saturday for the sewing club but she was concerned about who would do the cleaning up
before the seniors come in on Mondays. Mr. Holt stated that he would expect the group
to leave the area as they found it. She also mentioned that she was concerned about the
supplies and things that are the seniors that are around the room and also the coffee pots
etc. Mr. Holt said that he did not think that anything would be disturbed but suggested
that she put away the coffee pots. Mrs. Cito said that she is worried about setting a
precedent about letting in just any group.
Mrs. Cito mentioned that 80 seniors attended the "Sweet Sixteen
Anniversary" picnic. It was very hot but everything went well. She thanked Mr.
Tompkins and his staff for all their help setting up, cooking and cleaning up. The seniors
either brought a dish to pass or they had to pay. The Town Hall employees were also
invited to have lunch after the seniors had their fill. In fact, the employees made a
donation to the seniors.
The Father's Day brunch was held at Dutchess Diner with about 67 in
attendence. They had the whole room in the back and the staff treated the seniors very
well. Everything was great. At the end of the brunch Mrs. Cito gave each senior a
chocolate chip lollipop that she made.
The June speaker, Lifephone the emergency response, was canceled. This
program is good for those who live alone. The representative was very rude when we
had to cancel because the Town Hall was closed because of President Reagan's funeral.
Mrs. Cito said that from the beginning he had an attitude and so she called his manager.
She did not feel comfortable having him in the center.
She has the American Red Cross for the July speaker and they will do a
presentation on "Together we Prepare" five action emergency preparedness items. What
to do in an emergency. This presentation will be geared toward the seniors.
On July 12th and July 14th we will be holding computer classes with John
Macek as the instructor. The classes are Intro to Computers and both are all filled.
Next time we will try to offer the next level up.

On Mondays the seniors have been having "Monday Munchies". Right
now Mrs. Cito is purchasing the croissants, muffins etc. but is hoping to get them
donated. They also had a movie "Stuart Little" on one of the Mondays. She is hoping to
have 2 movies a month.
The art classes are doing great and they have done some really nice work.
This last month the "On the Road Again" group went to FDR and
Vanderbilt Mansions to walk grounds and look at the rose gardens and then go to lunch.
It is really a great group and they have a lot of fun. They really enjoy each others
company.
SOCCER/POP W ARNER/FIELD USE
Mr. Chappas said that he will say the same as last month and the month
before about soccer - they have no fields, they need fields fixed and they are hoping
some day soon something can happen.
He also mentioned that we have to contact Little League and Soccer in
writing to remind them that no activities- tournaments, clubs, clinics or any activities can
be approved by them. They first have to come to the Town to fill out an application, pay
the fee, and turn in their insurance. The approval form must be with them when they
come to use the facilities. Both Mr. Chappas and Mr. Holt last week came across
groups using the soccer fields without our knowledge.
Mr. Friedman mentioned that while he was doing a safety inspection at
Martz that he found baseball equipment that was left out. When he called Mr. Farrell he
said that they were not using Martz this year. Mrs. Cito said that she has had games at
Martz and Mr. Holt said that he knew of several games there also. Mr. Friedman said
that there are a lot of fields that are not being utilized for instance Castle Point Field and
Quiet Acres and he made a motion that we offer the lower field at Castle Point to Pop
Warner for practice.
SAFETY REPORT
Mr. Friedman asked if two of the items he had on the safety report for
Martz had been taken care of. The first was the slippery corner on the tennis court. He
mentioned that the tree sap comes down and then when it gets a little wet it is really
slippery. The second item was the padding on the basketball posts. Mr. Ennesser
mentioned that he and Mrs. Roe have been looking for these pads. We will be looking
to pave the courts under the baskets to extend them hopefully in the 2005 budget.
Mr. Ennesser mentioned that we have the old type of basketball backboard and they are
right on the edge of the court and should be corrected for safety.

REESE PARK
Mr. Ennesser mentioned that there are mountain bikes at Reese Park and
they have ripped up some A TV blockers so he had the CTC people fix them. The kids
have been using the item 4 that was delivered as moguls so Mr. Tompkins will be going
down there tomorrow to clean that up. He will also clean up the upper parking lot.
He mentioned that he contacted Craig O'Donnell about doing the concrete
work floor at the pavilion.
Mr. Ennesser mentioned that he had a request, from a lady from Buffalo
who will be kayaking to New York City for Alzheimer's, to camp at Reese Park. He
said that he told her that it would be okay.
This Saturday, July lOth we will be having the Hudson River Paddle which
will be held at Temple Field. Mr. Ennesser said that he will be using the old pick up
truck and will be taking some gear to the site. Mr. Humeston will be taking down a flat
bed to be used as a band stand.
SIGNS
Mr. Ennesser mentioned that he has done some preliminary work on the
signs for the playgrounds and he will be talking to Doug Haan about the statement that he
wants on it. He is also working on a sketch for the Carnwath sign which will probably be
a double sided wood carved sign. We will probably need a 4 x 4 post to hang it on.
DIRECTOR'S REPORT
Mr. Rottkamp was unable to attend but left the following notes:
1. On Thursday, July 7th we will be having our final playground registration and
it is estimated that we might have another 26+ children enrolled. If that is the
case can he hire another counselor? Mr. Holt said that if we have to, we will
hire another counselor. Before we do this, we will take a good look at the
numbers at each camp.
2. Monday, June 28th was the opening of camps and it was very successful but a
little overwhelming.
3. So far we have had 2 concerts The Klassics and Johnny Dell and both were a
big success. The estimate for attendance was about 250+ at each concert.
4. The Friday Family Fun night was okay and the movie was good. There were
about 75 parents and kids present.

5. He had a meeting with Charlie Pike of Alamo who is our acting Medical
Director for the camps. He will be visiting each of the 5 playgrounds to
review their accident reports and make suggestions.
6. He had a meeting with Jennifer Simmons regarding the use of the schools for
our fall and winter programs. Everything seems good.
7. He has instituted a fighting policy for the 5 camps to cover ourselves - and the
following was his recommendations: (See Attached)
8. There have been some problems with Deer Hill and Colleen reported him to
Supervisor Ruggiero and the Board of Health. Colleen has been under a lot of
stress with trying to sell the Center and there have been a couple of closing
dates that didn't materialize. Hopefully everything will be straightened out
soon.
9. There was a lady at last Thursday's concert selling food. Mr. Rottkamp
wanted to know if that was okay. (It is not alright.)
10. Mr. Rottkamp said that he will not be able to do the Town trip to the
Children's Museum of Manhattan and Madame Tussaud's Wax Museum on
August 15th. He will be needing a escort and Mrs. Cito said that she would do
the trip
MARTZ FIELD
Mr. Friedman mentioned that the new playground equipment that was
installed at Martz Field is not ADA. It must have a clear path from the parking area to
the equipment that is wheelchair accessible. The unit itself is ADA but the access is not.
CHAIRMAN'S REPORT
Mr. Holt noted the following:
1. He would like to make changes in the assignments and he will discuss this next
month.
2. Mr. Holt mentioned that our new safety officer, Doug Haan did an inspection of our 4
parks and we have copies of his reports. The swings at Martz had to be disassembled
because there was a crack in the top of the rail. Now we have only 4 of the 8 swings.
We also had a slide at Martz field that had to be removed. The slide was probably 40

years old and the handles that went up the stairs were not strangulation safe. A small
child could get his body through the space but not the head. It was not practical to
have someone bring it up to code. The seats on the swings have got to be changed.
3. Mr. Friedman asked about the property at White's Comers. He said that they were
constructing a road and was wondering about the status. Mr. Holt said that he did
not know and that he will check this out.
4. Mr. Holt mentioned that he has been dealing with many people at Stop & Shop
regarding the requirements for the upcoming end of summer picnic. (All of the
managers we have previously dealt with are leaving or being transferred). We are
getting 350 hamburgers, hot dogs and rolls, a dozen watermelons and 475 cans of
soda. He also asked for packages of cookies and they will see what they can do.
They also suggested ice cream and Mr. Holt said no.
5. He reviewed the letter received from Mr. Bill Verlin about an exchange of property at
Castle Point. Mr. Verlin would like the Town owned property across from Castle
Point Park and he in return will give us property that abuts our recreation area that
can be used for parking. Mr. Holt wrote a letter to the Supervisor stating that he felt
that this would be a good exchange only if the property be left forever green. Mr.
Holt noted that the item came up at the Town Board meeting and the other members
let him know that they did not receive the letter and felt that they should also have
received a copy. Mrs. Roe noted that we have to review this process so we know if
we are copying the Town Board or if Mr. Fabiano is doing this.
6. The Town Board is looking at the property lines at the boat ramp.
7. Nick Bisaccia and Roland Norris are going to sell the signs at Robinson Lane and
hopefully we will see some signs soon. Mr. Friedman mentioned that he was at
Robinson Lane the other day and noticed that the old fence that was taken down and
is by R-4 is sticking out too close to the road and it should be removed.
8. Mr. Holt is waiting for a call from a Mr. Ingrassia who owns the property that abuts
the Robinson Lane area. Mr. Holt said that he spoke to Mr. Ingrassia's wife and he
asked about how much of the property is dry and usable and what portion is in the
wetlands. He also mentioned that we would be interested in some land to make
another entrance/exit to Robinson Lane. She said that her husband would call us
back. She also indicated that the gentlemen who owns the property adjacent to theirs
brought in dirt and has changed the flow of the water on their property.
9. Community day is coming up on September 11 th and 12th. On Saturday, the rides
will start at 1 :00 p.m. and go until 10:00 p.m. We will also have Bob Martinson Band
at 6:30 and fireworks at dusk. On Sunday, we will have the parade and booths as
usual and we will be ending at 7:00 p.m. Mr. Ennesser mentioned that he needs some
information on the trophies so that he can get them on order.

Mrs. Roe mentioned that if anyone has any budget requests to start thinking
about them and write them down. We will need to do the budget really soon.
The meeting was adjourned at 9:45 on a motion by Mr. Friedman
seconded by Mr. Ennesser.
