Individual Program Application for the YDDP 2005 funding sent to Youth Bureau t r '... RECREATION COMM. MINUTES AUGUST 3, 2004 NEXT MEETING SEPTEMBER 14,2004 AT SCHLATHAUS PARK AT 7:00 P.M. The regular meeting of the Town of Wappinger Recreation Comm. was held August 2,2004 at Schlathaus Park, 136 All Angels Hill Road, Town of Wappinger, Dutchess County, New York The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt with the following persons present: Nancy Cito, Senior Citizen Director and Comm. Members James Chappas, Joseph Ennesser, Ronald Friedman and Ellen Korz. There were no minutes available for this meeting. CORRESPONDENCE A letter was received from a Town resident, Carmela Washburn of25 Regency Drive, regarding the fence that borders the homes on Regency Drive. She said that the fence was put in several years ago and has rusted and does not do justice anymore. She mentioned that she would like a 6' privacy fence installed to reduce the "noise level", balls and kids from coming over the fence. It was stated that Mr. Holt and Mr. Tompkins will look at it and will see what options we have. It is not that the fence is falling down but it is rusty and shoddy looking. It is not chain link fence. If we replace hers we would have to do about 7 houses and taking it down is not an option. We will have to get estimates. An application was received from Jerilyn Bradford for the use of Castle Point recreation area for a baby shower on August 7, 2004. She has forwarded to us a certificate of insurance and has paid the fee. This was approved. A letter was received from Albert P. Roberts, Attorney to the Town enclosing a copy of the Business Plan which was submitted by the Family Equestrian Center. This plan is for review and comment. A letter was received from Legion Fireworks Co., Inc. returning our copy of the fully executed contract for the Community Day display. Also enclosed was a certificate of insurance and an invoice. Applications for employment (permanent recreation maintenance) were received from Geoffrey Quattrone and Archie Gallinger, Jr. At this point there are no openings but they will be kept on file. Recreation Comm. Minutes August 3, 2004 A letter was received from Erin R. Mills requesting a refimd for the Summer Playground Camp at Martz Field. She cited lack of organized activity disconcerting and did not feel comfortable leaving her 7 and 6 year old children there. Mr. Rottkamp checked and found that they were there the first 2 days of camp as follows: Monday - 6/28 from 9 to 11 :30 and Tuesday - 6/29 from 10-1 :50. It was decided that we would return her money. A letter was received from Louis Dimock owner of Cross Court Tennis Courts. In his letter he stated that it has come to his attention that a Lourdes's tennis coach is running preseason training sessions at the Pye Lane courts for the fall girls' tennis team. He said that he believes that the players are charged $25.00 for each daily session. He wanted to know if he could use the courts since some days his courts are full. He wanted to know what the Town policy was in regards to people using the town facilities and charging private fees. It was stated that this was not allowed and this will be followed up. The Supervisor has already sent a letter addressing this situation. A letter was received from Donald Stein stating that the second year's QSY Amateur Radio Club at Carnwath was a success. "It was a technical success along with a picnic atmosphere." He thanked everyone including Mrs. Holt for her telephone message service, Peggy Roe for guiding him through all the paperwork and Steve Tompkins for cutting the year old hay field. Minutes August 3, 2004 SENIOR CITIZEN REPORT Mrs. Cito noted that the American Red Cross was the speaker for July and they presented 5 action plans for emergencies specifically for seniors. They gave them the tools to have on hand for emergencies. They are doing two movies a month and so far they have seen Grumpy Old Men and Grumpier Old Men and everyone enjoyed it. She said that they will have only upbeat movies P or PG no R. So far 25 people have signed up for the bus trip to the Dutchess County Fair on August 25th. She has 50 tickets to sell. The speaker for this month is Home Instead. It is a company that is involved with a non medical senior care. They send in people that are trained to help the seniors with basics like shopping, bills. AARP is coming in September on the 16th and 17th to present a defensive driving course for the seniors. The cost for this course is $10.00 and it enables the seniors to get 10% off their insurance for 3 years and 3 points if they have any points. The course is being held at the Town Hall meeting room from 9 to 1 and the instructor is Jim Warner. RECREATION DIRECTOR'S REPORT notes: Mr. Rottkamp was unable to attend the meeting but left the following 1. Concerts - 6 down and 2 to go. All is going great and we are averaging 200- 300 spectators 2. Family Fun Nights - Just okay; 3 down 1 to go; he has prepared 41, 61, and 66 bags of popcorn for maybe 35, 50, 25 kids that attended the program. This is a long day. 3. Basketball Camp: Jim Cancellari did a great job and the parents were pleased and wanted more days. 4. Fishing Camp: Ken Rose did a great job - 42 attended. 5. Swim Camp: 185 in attendance for 7 weeks of swim. 6. Board of Health: Brandy has been very challenging but doing her job. 7. Safety Program: Doug Haan doing a great job; there is a binder holding all the reports and pictures. a. Mr. Rottkamp would like to form a "Safety Committee" with the person in charge of each camp. 3 Recreation Comm. Minutes August 3, 2004 b. Make a 3 year playground plan for each playground; c. Monitor the playgrounds for work needing to be done, work done. d. Have a number of meetings mostly during the winter with Steve and Doug; 8. Babysitting Class: Going okay- numbers could be better (Martz 12, and Spook Hill 10). 9. Stage: Twice during concerts a "fuse" blew - What can be done? We will have to have Mr. Tompkins check on this. 10. Bike Rodeo: Two officers did a great job. 11. Playground: Overall is going great! Picnic - Tuesday, August 10 = HELP Next year - maybe - a delayed opening - 10:00 a.m. because of weather/rain (?) - too many days we close early because of an early morning shower - one hour delay could make a big difference. Every one was in favor of this. The only problem would be the fact that the area (grass & grounds are wet). The fields must be safe. Mrs. Cito suggested that we will need to have to get the word out and possibly have closures put on the radio. 12. Thank you to Peggy and Eileen for all their support and administrative duties to make this years' playground a big success. Mrs. Roe mentioned that the West Point Concert is August 12th and Mr. Rottkamp will not be able to attend. We will need someone available to greet the band and to see that everything is okay. In case of rain, the concert will be held at Roy C. Ketcham. Mr. Rottkamp said that he has obtained someone to do the lighting if it is held indoors. Mr. Holt said that he would be available to meet the band and Mr. Chappas will also be there as he is working with the caterers for the buffet after the concert. SOCCEWAIRPORTPARKlROCKINGHAM Mr. Chappas said the same thing again relating to soccer-that they need more soccer fields and they need the current ones to be fixed. He realizes that the Supervisor has been out and it is summer but we need to have a meeting. Mr. Holt mentioned that Tim Rabbit called him and said that he would like to have a meeting. Mr. Holt mentioned that the Town is working on some property on Robinson Lane and there if it comes to pass there would be enough for two to three soccer fields there. He mentioned that the Town Board realizes that Airport Park is not working out. Mr. Ennesser mentioned that he looked at the lower field at Castle Point and it would meet the minimum requirement for soccer and they could use that. There would be enough space for spectators to watch. 4 Recreation Comm. Minutes August 3, 2004 POPWARNE~OOTBALL Mr. Chappas also asked about what is happening with regard to Pop Warner. Mr. Friedman suggested that they use Quiet Acres. Mr. Chappas said that they are looking for a permanent home because right now they are at the mercy of the School District and they don't know from year to year if they will have any fields. A discussion was held about the fields at Castle Point. Possibly we could offer them the use of the upper field. We realize that this is probably not what they want because there is no electricity but it is a start. There are even rest room facilities there. CONCERT (WEST POINT) Mr. Chappas mentioned that he has spoken to Roma Deli and they will provide the same buffet as we have had before, set up, serve and clean up for $393.50. The buffet will be planned for 50 people. Mrs. Cito mentioned that she thought we should have a salad so Mr. Chappas will find out what the additional cost would be. He said that he needed to get back to them as to serving time etc. Mrs. Roe mentioned that if it rains we will have it in the cafeteria at Roy C. Ketcham. SIGN AT SCHLATHAUS PARK ETC. We have approval for Sign Language to rotate the signs at ScWathaus. He will work to see if they can do it before Community Day. He received an estimate for the new park signs per the information received from Doug Haan. For the fifteen signs the following are the estimates received: Sign Language $2,400.00 Superior Signs $1,500.00 Hillman Signs $2,625.00 Mr. Ennesser mentioned that Superior is the lowest but not necessarily the best. Mr. Ennesser will write the letter to the Town Board requesting to go with Sign Language. He is also working on the wood carved sign for Carnwath and has received 2 quotes back on this as follows: Hillman Superior Signs Sign Language $795.00 $600.00 Not back yet. REESE PARK Mr. Ennesser mentioned that someone tried to take down the gate at Reese Park and that the Central Hudson lock had been disturbed. He said that he has contacted Central Hudson to check this out. 5 Recreation Comm. Minutes August 3, 2004 He has also called Craig O'Donnell for the cement work at Reese Park pavilion and his mason is busy at the moment. The maintenance men have also been doing a good job keeping Reese Park cleaned up. BOAT RAMP Mr. Ennesser mentioned that the guys have been doing a good job with the docks. They have been checking the cables to make sure they don't come loose. There is one bolt that is coming loose because of the undulation but it is one that has not been touch for the duration it has been on the wall. We might have to go and reset that in the fall. CARNWATH This Thursday there is a Greenway meeting and he will be taking a group down to Carnwath to look at the trails per the request of Supervisor Ruggiero. We also have a ramble set for 2 weekends in September and Mary Schmalz has Carnwath on the tour and two of the Greenway people will be taking people through the history of the site. HUDSON RIVER PADDLE The "Paddle" that was held July 10th had 31 paddlers come in from Albany. They camped overnight at Temple field and they had entertainment all day. There was an average of about 200 people there for the day. People came and went all day. It was a good day. WHITES CORNERS Mr. Ennesser mentioned that he had been in to Town Hall to check on the property at White's Corners and found out that the road that is being built is a Town road. The road is being put in for 2 wells. The only thing that can be done there is to put benches along the creek for passive recreation. We were under the impression that recreation was to receive land there for recreation purposes. What happened to this land? Did it ever get turned over to recreation and if so how much land? HALLOWEEN 6 Recreation Comm. Minutes August 3,2004 Mrs. Korz mentioned that she has sent out letters to the various businesses requesting donations for the Halloween Party. She will be following up with phone calls. She had contacted Kevin Gough for the entertainment and he is free for Saturday at 2:00 p.m. and he said his charge will be $300.00. The recreation guide has Sunday, October 30th and the 30th is a Saturday. Since Halloween is on the Sunday, a discussion took place regarding when we should hold the event and it was decided to hold it the Sunday before Halloween on October 24th. Some felt that it would be too much to have it on Halloween and then have the children go out trick or treating the same day. Mrs. Korz will contact Mr. Gough to see ifhe is available that date. TENNIS Mrs. Korz mentioned that she has spoken to Barry Casowitz regarding the tennis program and all is going well but they weren't able to get the tournament going this year. He mentioned that Steve Mintz worked out well helping with the program. PLAYGROUND PROGRAM Mrs. Korz said that she kept in touch with the directors at Martz Field and everything seemed to run okay. She mentioned that the parents this year were overly concerned with safety and security. Mrs. Cito mentioned that she thinks that the playground survey should be given out early in the program so that parents will have time to fill it out. She also indicated that the attendance dwindles as the summer progresses. It was overwhelmingly agreed that Mr. Rottkamp has done an outstanding job with the program. The summer playground picnic will be held on August lOth at Schlathaus Park. Mr. Holt has made arrangements with Super Stop & Shop for 350 hot dogs, hamburgers and rolls, 450 cans of soda 12 watermelons and 5 cases of water. If anyone is available to help they are welcome to come and help. COMMISSION IDENTIFICATIONS It was mentioned that the Commission Members should have some type of LD. so that when they visit the playgrounds there is no question who they are. Also on two occasions Mr. Chappas and Mr. Holt have come across people using the soccer fields and tennis courts who have not put in a formal request and they felt that they should have some LD. when approaching them. Mrs. Roe will check with the Supervisor's office about having LD.'s made. 7 Recreation Comm. Minutes August 3, 2004 COMMUNITY DA Y Mr. Ennesser mentioned that we are all set with the trophies for the parade. They have been ordered and should be delivered the week of August 23rd. Mr. Ennesser asked about the Certificates for the parade and it was decided that they will be only sent to the Police agencies. On Saturday we will just have the rides, music and fireworks at dusk. There will also be a 9/11 ceremony at 7:30 p.m. with a color guard etc. We have decided to ask the inflatable rides for a share in the profit and we are hoping that we will get 25% of the profit from the Rotary for the other rides. ROBINSON LANE/LITTLE LEAGUE Mr. Ennesser asked about the old fencing that was removed at one of the fields and asked about using it at Rockingham. Mr. Holt said that when they removed the fence they left the old cement on the poles and that will have to be knocked off each of the poles before we can do anything with it. Mr. Ennesser said that he would see ifhe could get someone to do that for us. Mr. Ennesser also asked about the status of the signs for the fences and Mr. Holt said that we are not doing well at all. He said that he thinks that we set the target too high. We are scheduled to have a meeting on this on Thursday at 10:00 a.m. at Schlathaus Park. CHAIRMAN'S REPORT Mr. Holt noted the following: 1. He mentioned that he wants to look at the building at Quiet Acres and said that it was totally inadequate. It is much too small. 2. The Senior Picnic that was run by the County was not good at all. The food was not cooked and the cookers broke down. Mrs. Cito and Mr. Holt met with John Beale of the County and they expressed to him their disappointment. 3. He mentioned that he spoke with Supervisor Ruggiero regarding the appointment of Gary Trudell to the Commission/Committee. We really need someone as soon as possible since we are two members short. 4. When we started to use Carnwath there were pews in the Mansion that the seminarians used so we had the guys put them in the carriage house to get 8 ~ Recreation Comm. Minutes August 3, 2004 them out of the way. Now we have to get rid of them so we have had several people look at them and the best advice we received was to get rid of them. We will go to the Supervisor to get direction on what to do with them. 5. We are trying to get in touch with Craig O'Donnell to start working on the apartment for the Administration Building. 6. Since we have had two people leave the Commission/Committee recently we are looking to switching assignments. We will be doing this in the near future. 7.
