MINUTES JANUARY 2005 NEXT MEETING FEBRUARY 1,2005 AT 7:00 P.M. AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Comm. was held January 4,2005 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:00 p.m. by Chairman Ralph J. Holt with the following persons present: Nancy Cito, Senior Citizen Director, Skip Rottkamp, Recreation Director, Comm. Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz and Gary Trudell. The minutes of the November 9,2004 meeting were approved on a motion by Mr. Friedman seconded by Mr. Ennesser with the correction of the word under CIT from fee to feel on Page 3. All were in favor. CORRESPONDENCE We have received applications for employment from a Russell Malanga and a Christopher Del Bene. As you know we now have the responsibility for Carnwath. Mr. Holt is meeting with Supervisor Ruggiero next week and will be asking for two (2) positions for Carnwath for maintenance. We still have to get an engineer in there to look at the administration building and see if we can get him to draw up a plan to turn the second floor into an apartment which will be used by the custodian that we will hire. Mr. Tompkins has already prepared a list of the hardware that we will need i.e. truck, mowers, etc. We will be setting up an interview with Mr. Malanga in the near future and will keep the other application on file. It was also noted that Paul Neglia who will be leaving on Friday to go to work for the railroad. We will be okay now because work is slow but we will have to hire someone soon. We will have more information for the next meeting. We received approval from Sheafe Road for the use of their facility for the Boys and Girls Basketball program on Saturdays from 10:00 a.m. to noon. We received a copy of the soccer contract for 2003-2004 season plus the roster. This was given to the Supervisor's secretary on November 22,2004 for Town Board action. Recreation Comm. Minutes January 4, 2005 We received a letter from Carol Farrell of the Town of Wappinger Little League to add the name of Ricky Lombardo to the Memorial stone at Robinson Lane. We will take care of this in the spring. A memo was received from Supervisor Ruggiero requesting information for insurance coverage. The information which was due December 1, 2004 consisted of a list of the parks and playgrounds, acreage of each park, activities at each park and the number of participants in the various programs including senior activities. We received a copy of a letter sent by Joseph Stankavage ofPaggi & Martin to the Supervisor regarding the Reese Park Rest Room activity schedule. The bid opening is scheduled for January 17th at 11 :00 a.m. We received a copy of a letter sent by Mr. Stankavage to the Supervisor regarding the change in the bid opening for the Reese Park restrooms to January 18th due to the Martin Luther King holiday on the 17th. A copy of a letter sent to Supervisor Ruggiero from County Executive William Steinhaus was received stating that the 2005 YDDP funding is $6,503.00. We received a copy of a letter sent to Supervisor Ruggiero from Al Roberts, Attorney to the Town with a Resolution for the Town Board Meeting to raise fees for the Summer Program from $40./$35 to $60/$50. We received a letter from the Dutchess County Health Department with changes to Sub-part 7-2 (Children's Camps) that will apply to the 2005 season. This was given to Mr. Rottkamp for his review. A memo was received from the Supervisor stating that his office should be notified immediately of any Notice of Lawsuits and Insurance Claims. A letter was received from the Dutchess County Youth Bureau regarding $15,000.00 which is available for 2005 Youth Asset Mini Grants. This paperwork is due February 5, 2005 and the Supervisor would like us to look into this. A request was received from AARP to use Schlathaus Park on January 3, 5,14,20,24 and 26 from 9:30 to 4:00 p.m. for a Tax Aide Program. We also received a certificate of insurance from them. Mr. Holt mentioned that AARP trains people to do 2 Recreation Comm. Minutes January 4, 2005 taxes for seniors. Weare letting them come in to Schlathaus to use our facilities for this training and Mr. Macek has installed the programs for them. He mentioned that he would like to work out a deal where our seniors can go to Schlathaus to have their taxes done. They are scheduled to train 15/16 people to do taxes. The dugout on SL2 is in really bad shape. The cost to do this is $8,600.00. We asked the Supervisor to encumber the funds for this dugout. The two dugouts on memorial field are not in good shape either but the one on the 3rd base side is the worse. Hopefully we will be able to do one more. 12. SENIOR CITIZEN REPORT Mrs. Cito mentioned that December was an extremely busy month with the 2 Elks party which had 300 in attendance and the Villa Party with 86 seniors in attendance. They had Santa at all events. Just before Christmas they had another "Little Christmas" which was held at the Town Hall with the special guest of Monsignor Martin who came to entertain the seniors. One of the items that Mrs. Cito is working on is the misconception that there is a waiting list to join the center. At one time there were too many people in the actual center and we had to tell people that they couldn't come. Now with people moving on we can have more people attend. She mentioned that she wrote a letter to all "active" seniors to let them know that there is no waiting list and then write to those on the waiting list. She will also be sending out a survey to see what they seniors are 3 Recreation Comm. Minutes January 4, 2005 interested in. She said that she would like to bring in new programs or enrich the ones that she has. Mr. Holt mentioned that the senior men did a super job setting up the Christmas tree display and also with the camera work that they did for the Carnwath Christmas Party at the Town Hall. RECREATION DIRECTOR'S REPORT There was a discussion on the C.LT. program and it was voted that we would go ahead with the program. Mr. Rottkamp will come up with specific responsibilities and we will decide at a later date how many we will hire. Mr. Rottkamp will like to go with one 15 year old at each camp. Mr. Rottkamp mentioned that after going over the transportation bill and contacting them about several discrepancies on the bill we finally received a second bill which resulted in a savings of$5,055.23. Mr. Rottkamp mentioned that Councilman Joseph Paoloni had called with a request for a Men's Open Basketball program (Thursdays at Wappinger J.H.) and also a Men's Softball League. The softball program would be easier to have because they could use the fields at Castle Point but we would need someone to organize it. The basketball program would be harder to start because it is very difficult to get gym time at the schools. He will contact Mr. Paoloni regarding these two items. The volleyball program and the aerobic program (32 registered) are going great. He mentioned that he went to the recreation volleyball program and he said that he was impressed with Walter Leczinski and his program. On Saturday, January 8th we will be registering the children for the gymnastics at Myers Corners School and basketball at Sheafe Road School. Mr. ROttkamp will be doing the gymnastics and Mrs. Roe will be doing the basketball. Mr. Rottkamp asked if anyone could help it would be appreciated. Mr. Friedman said he would be available to help as Myers and Mrs. Cito will help at basketball since she will be signing up her son. Dawn Turpin, a gym teacher in the Wappinger School District, will be the director of the gymnastic program. She is returning for her second year. She will have help from the members of the John Jay and Ketcham gymnastics team. For the basketball program, we will have 2 new directors Jay Curtis, Jr. and Jay Curtis Sr. with volunteer help from the Roy C. Ketcham basketball. This year we will be having a basketball program for the 13-15 year olds which will run from 11 :30 a.m. to 1 :00 p.m. at Sheafe Road. Mr. Rottkamp asked for any suggestions for the recreation guide. He said that so far he has 90% of the information he needs. Mr. Ennesser said that he will have an updated Greenway map for the brochure. Mr. ROttkamp has been trying to get in 4 Recreation Comm. Minutes January 4, 2005 touch with Dick Wambach to get a time line for the guide and wants to target March 1 st for the booklet to be finished. Mr. Rottkamp spoke with Mr. Fabiano about ordering 4,500 booklets but he was told that Supervisor Ruggiero wants 5,000. Mr. Rottkamp mentioned that the Board of Health estimates the maximum number of children that can be at each of the Town playgrounds. He showed the numbers as follows: Max Number allowed 2004 Average 2004 Registered Castle Point 36 39 62 Martz 120 112 227 Quiet Acres 96 52 103 Spook Hill 120 94 220 He wanted to bring this to our attention. We have to find out what their criteria is and how they come up with these numbers. It was suggested that we wait before deciding to have early opening and later closing until we can discuss this further. Mr. Rottkamp also noted that he has discussed the pros and cons with Mr. Tompkins in respect to maintenance. We decided that we will not do it this year. (He mentioned that 49% of the children registered attended the camp in 2004 and this is up from 2003 where 43% of the children registered attended.) While discussing his calendar for the summer program with Mrs. Roe she indicated that the Town Hall will be closed on Friday, July 1 st and Monday, July 4th. Mr. Rottkamp asked if the Board recommended that the playgrounds be closed on both days. After a short discussion, it was voted that since the office will not be open that the playgrounds will also be closed on both days. Mr. Rottkamp will adjust his schedule according to this. Mr. Rottkamp mentioned that he would like to be able to charge "out of Towner's" more when they join bus trips or other programs. Mr. Rottkamp mentioned that we always open programs to Town residents first. He asked if there were still a few openings if we could open them to non residents and charge them more. Mr. Holt was concerned with the liability and suggested that we contact the insurance company to make sure we are covered. Mr. Rottkamp said that he had a meeting on December 6th with Doug Haan and Steve Tompkins to review his weekend inspection of the playgrounds which he did in early December. Mr. Holt asked if there was something in writing and Mr. Rottkamp said that he has it. Mr. Holt would like to have a meeting with him in the near future regarding his inspections. Mr. Rottkamp said that Mr. Haan was very pleased with the progress that was done. He complimented Mr. Tompkins and the men on all the work 5 " Recreation Comm. Minutes January 4, 2005 that they accomplished. He mentioned that some of the items we need like hooks, chains etc have been ordered. Mr. Haan has also been a great help to Mr. Tompkins regarding the dugout issues. Mr. Rottkamp mentioned that there has been some trouble with instructors being paid late. He mentioned that right now he has been in a verbal confrontation with the aerobics instructor because she has not been paid in 7 weeks. Mrs. Roe mentioned that once Mr. Rottkamp gets the voucher it needs to have 2 signatures of the commission members, then it is copied and sent to the Comptroller's Office where it needs to be sorted etc., then it goes to the Supervisor for his signature and then back to the Comptroller to be paid. It has been decided that all instructors will now be paid on payroll which will eliminate this problem. Mr. Rottkamp will write a note to the Supervisor regarding this. REPORT FROM MR. ENNESSER Mr. Ennesser mentioned that the Town of Wappinger sign for Carnwath should be done on Wednesday and he hopes to have it on before he goes away the end of the month. The jack stands for the docks should also be in Wednesday afternoon. He wants to get the docks up to the Barn so that they can be repaired. Mr. Ennesser noted that seven bid packages have been picked up from the Town Clerks office for the bathrooms at Reese Park. They will be opened on the 18th of January. Mr. Ennesser mentioned that he talked to Graham Foster, Highway Supt. regarding the blacktop job at Reese Park. He said that he wanted to alert him that in the area by the parking lot they left a 4 inch lip that is going to be undermined with water. He said that he is still working with Albany for a grant for a stage for Carnwath. He told them to contact Brookhaven as they have one that is similar to what we are looking for. The stage that we are looking at will be about $80,000.00. Mr. Ennesser said that he has followed up on the Supervisors request for gates for Carnwath and received a rough estimate of about $11,000.00. He also mentioned that the wall is down and the pier is leaning against the pole. Mrs. Roe said that someone hit it before Christmas. Mr. Holt said that who ever hit it must have done a lot of damage to their vehicle. 6 ~ Recreation Comm. Minutes January 4, 2005 The Sports Museum will be moving in to Carnwarth and they are negotiating with the Supervisor to put in place a document of understanding by the end of this month. Mr. Ennesser said that he has a meeting with the Supervisor on the 18th of this month. REPORT FROM MR. FRIEDMAN Mr. Friedman asked about the status of the new senior citizen building and if that was a dead issue. Mr. Holt said that there are some problems with wetlands but as far as he knew it wasn't a closed issue. There also was a discussion on the new school district proposal to buy land and build new schools and if that comes about maybe we could partnership with the school. Mr. Holt mentioned that there already have been some discussions between the school and the towns about shared services. He also asked about whether or not Pop Warner was contacted about using the property at Quiet Acres for their permanent field. Mr. Holt mentioned that he has spoke with Fred Dahl about this and they will probably try to hold out for the property at Robinson Lane. There also have been some discussions with the school system and Pop Warner about the building at the Wappinger Jr. High. REPORT FROM MRS.KORZ Mrs. Korz mentioned that she has written her first letter for Halloween to the Renegades. They always want requests early in the year. Mrs. Roe indicated that she had received a new address for Arby's which can be used for this years Halloween donations. Mrs. Korz mentioned that she will try and get in touch with Mr. Casowitz regarding the schedule for the summer tennis. We need to know for the Recreation Guide what days he will be holding classes and the time frame. REPORT FROM MR. CHAPP AS Mr. Chappas asked if the date for Community Day had been set. As soon as information as to date etc. has been confirmed, he will have to start contacting the bands. It is usually the Sunday after Labor Day but that is September 11 tho We will have to discuss whether we will have it that day. REPORT FROM THE CHAIRMAN Mr. Holt asked Mr. Chappas if he would contact a Jim Molfeta at 298- 6255 regarding LaCrosse. Mr. Molefta contacted us a while back about obtaining fields 7 Recreation Comm. Minutes January 4, 2005 for a league in Wappinger but we will need more information about what his plans are. plans. We have fields at Castle Point and Quiet Acres that might be suitable. Next week he will be meeting with Mr. Bisaccia, Mr. Norris and Mr. Rottkamp regarding the signs for Robinson Lane. We have to get going on obtaining signs for the fields. The work is getting underway to fix the carriage house and the chapel. The Town has also contracted with an Environmental Group to do some work in the mansion on the top floor. There are dead pigeons there and these people will be going in to do the cleaning. The Town has acquired grants to start the initial work on the roof. It should be started late spring early summer. The total work will cost close to a million dollars. Mr. Holt is hoping to get an engineer to look at the Administration Building. He mentioned that this building is in the best shape of all buildings. He would like to put an apartment on the 2nd floor of the building for a custodian. They will be looking to make a separate entrance for this apartment. The downstairs floor would be for offices. They are talking about having the recreation offices move to this site. We don't know where this is in the time frame. There is a lot of work to be done before that happens. We would like to get the apartment done as soon as possible so that we can have someone there 24 hours a day because that is key. As Mr. Ennesser mentioned, we need a gate for the entrance. We already have RV's running around. Once they know that there is nobody there we will be asking for trouble. We want to put something at the entrance that conforms to the period of the building. It won't help with the people that come in from the back so that is why we need someone down there. The Supervisor would like to have at least one concert at Carnwath this year. As Mr. Ennesser mentioned he is trying to get a grant for $80k for a stage for Carnwath. The Rotary has been given the go ahead to come up with a plan to upgrade Schlathaus Park and bring it back for discussion. They are talking about building a pond and putting in benches, lights etc. It could also be for ice skating in the winter. The Supervisor thought that this was a good idea but Mr. Holt mentioned that it would cause some problems with Community Day. He suggested that maybe we would have to reverse the parade. We might have to start at Schlathaus and end at Laerdal. Mr. Chappas mentioned that there are usually some people that are working there that day. We don't know how soon this will come about. Mr. Rottkamp mentioned that it is Rotary's centennial year and they are asking all Rotaries to come up with a project. Mr. Holt mentioned that Mr. Parsons was not well and was not able to do Veterans Day so we picked up that program. We are also being looked at to possibly do Memorial Day. 8 Recreation Comm. Minutes January 4, 2005 Mr. Holt mentioned that we planted a lot of rosebushes around the Town by the signs. We also planted a good number at the Barn so we will be able to replace those that do not survive the winter. At the last meeting we discussed putting together something that describes what the signs that are up at the Park during the Holiday season mean. Mr. Holt said that he has been in touch with Ved Shavad and he will give us something brief about his sign. We still need to have something on the Menorah, the Indian Symbol and the Christian symbol. Mr. Holt mentioned that we are still down one member on the Commission/Committee and he will be interviewing a Peter McMillan next week. He also mentioned that we might have another applicant. We also welcome Gary Trudell who was appointed in December. Mr. Holt said that he would like to change the assignments and when we meet next time he will do a little shuffle and will discuss the changes. Mr. Rottkamp mentioned that the Christmas tree lighting was a great success. He also complimented Mr. Holt on singing with the band that night. Mrs. Roe mentioned that Easter is early this year and we will have to start making plans for our pro.ram. The tentative date which was suggested for the Easter Egg Hunt was March 19 . One of the questions was where we would be holding it and what would we do. Things have to be ordered soon. Mr. Holt said that he thought that the Chapel would be done by that time. If it is available we will do it there. We will have a back up plan. At this point we will plan on March 19th at Carnwath. Mrs. Roe mentioned that we have received information on the N.Y.S. Recreation Conference and this year it will be held April 10-13 at the Hyatt Regency in Rochester. If anyone wants to go, please let her know so that a letter can be sent to the Town Board requesting permission. Deadline for reservations is March 26th so we have to have the letter in to the Town Board for their February meeting.
