Memo from Supervisor Ruggiero regarding Town policy on parks closing at dusk/overnight camping requests. 2. Numerous field usage applications from groups as well as individuals. 3. Memo & 2006 Budget packets from Supervisor Ruggiero's office requesting return by September 1st. Due to Mr. Holt's vacation, Recreation was given an extension. 4. Thank you letter from Nancy Cito to Dr. Joy Dittenhoefer, AuD. regarding her visit to senior center telling them about hearing screenings and hearing loss. 5. He was also advised he needed to give copies of his letter sent to Joe . I Ruggiero's office requesting road usage for the day to the Town Board members, Town Clerk and Highway Superintendent. 6. Via a fax to Mike Witkowski, a letter was sent to G. Thomas Stella, Wappingers Central School District, Director of Administration advising him that student Brian Witkowski had completed 30 hours of community service work with the Recreation Department. The letter included a breakdown of the details of Brian's work. 7. Dutchess County Youth Bureau, 2006 Municipal Funding Application was submitted for YDDP funds for summer programs. REPORTS: N.C. R. MEETING ADJOURNED NEXT MEETING October 4, 2005 Refreshments - .2- I -;- '..-" RECREATION COMMISSION MINUTES SEPTEMBER 13, 2005 The regular meeting of the Town of Wappinger Recreation Commission was held on September 13,2005 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was opened at 7:00 p.m. by Chairman Ralph J. Holt with the following persons present: Skip Rottkamp, Recreation Director, Nancy City, Senior Citizen Director and Commission Members Joseph Ennesser, Ronald Freidman, Ellen Korz and Gary Trudell. The minutes of the July 12/14 meetings were approved on a motion by Mr. Ennesser seconded by Mrs. Korz with all in favor. CORRESPONDENCE A memo was received from Supervisor Ruggiero regarding the Town's policy on parks closing at dusk and overnight camping requests. He mentioned in the memo that his office was informed that permission had been given to a couple who were biking to New York City to camp overnight at Reese Park. He mentioned that this is inconsistent with the Town Policy which states that "all parks close at dusk". He mentioned that we do not allow Town residents in the parks and therefore should not allow non-residents to camp there. He said that it could also be dangerous to their safety and could be a liability to the Town. A memo and the 2006 budget packets were received from the Supervisor's Office requesting that they be returned by September 1 st. Due to Mr. Holt's vacation Recreation was given an extension. Mr. Holt mentioned that he has been working on the budget and it is 90% completed. He is targeting for it to be in the Supervisor's format by September 15th and turned in after Community Day. Memos were received from Mrs. Korz, Mr. Friedman and Mr. Trudell with their requests for the 2006 budget. OUTGOING CORRESPONDENCE 1. Memos were sent to Supervisor Ruggiero, Town Board Members and Recreation Commission Members advising them that Mr. Ennesser has been designated as Acting Recreation Commission Chairman during Mr. Holt's vacation from August 13th to September 8th. Recreation Commission Minutes September 13,2005 2. A memo was sent to Mike Cole regarding the field usage application from the Legion Fireworks to have their company picnic and fireworks at Castle Point Rec. area. (They have applied for a permit with the Fire Inspector's Office.) Last year when Legion used the park for their annual picnic there was a problem with one of the attendees and our employee Mike Cole and Mr. Cole was not in favor of us letting them use the park. Mr. Holt said that he had a meeting with Legion and they apologized for their employee. They also said that they do not take alcohol into the park. Mr. Cole mentioned that after they shot off the fireworks, the caps were left allover the park. Mr. Holt said that Legion said that they would do a better job of cleaning up the park. Mr. Holt mentioned that based on his conversation with Legion, he felt that we should allow them to use the park. He also would like a letter sent to Mr. Cole requesting input on how the event went and how the park was left. 3. An information packet was sent to Sgt. Watterson of the Sheriff's Dept. regarding the Community Day patrol. This packet contained a schedule and map of the layout prepared by Mr. Ennesser. Mr. Holt spoke with Sgt. Watterson and he said that he would have 5 men available for Sunday's parade. Mr. Holt said that he would like to have the entrance to Old Myers Comers Road closed off by noon on Sunday. The Sheriff's men will be stationed as follows: 1 at each entrance to Laerdal, 1 at Old Myers Comers Road, 1 at Schlathaus and 1 at the intersection of All Angels and Myers Comers. 4. SENIOR CENTER REPORT Mrs. Cito announced that they will be up and running with the Senior Web site link to the Town of Wappinger site very soon. She mentioned that she now can do 2 Recreation Commission Minutes September 13, 2005 announcements of current events etc like trips and parties on the site. Mr. Ennesser asked her about this and how he could go about doing the same for the museum/Greenway and was told to contact Gina Basile in the Supervisor's Office. She mentioned that the senior trip to the Dutchess County Fair was very good and everyone had a great time. The weather was great. She mentioned that she will try to do this as an annual event. Mrs. Cito mentioned that TransCare is now providing the blood pressure screening for the seniors at the end of each month. She has been in touch with East Coast Pain Management and they said that they would provide a speaker and "food" for the Center. They will be running their 3rd Annual AARP Defensive Driving Class and Mrs. Cito mentioned that every class has been filled. There are two trips left for the seniors for this year - The Westchester Dinner Theatre and the "Oktoberfest" at Pomona. They will also run the ABSenior program at the elementary schools. This program has been so popular that they have expanded the program to include both Evans and Myers Comers Schools. This is the program where the seniors go to the schools and coach young readers. Mrs. Cito mentioned that the seniors who are interested must fill out an application and they have to have a background check. The "On the Road Again" group would like to take a trip to the Sports Museum and then have lunch somewhere in the area. Mr. Ennesser and Mrs. Cito will work out a time. Mrs. Cito mentioned that New Hackensack Fire Company will be doing a Fire Safety program in October for the seniors. October is Fire Prevention Month. RECREATION DIRECTOR'S REPORT Mr. Rottkamp gave out a report on numbers for the summer programs for this year. He mentioned that 48% of the kids that registered for camp attended. In previous years it was 43% and 49% so it is fairly consistent. Mr. Rottkamp mentioned that on Tuesday while he was doing signups at Schlathaus he received a call that someone was locked in the Castle Point Rec. Area. After calling several people he was able to reach Mr. Ennesser and he went down and unlocked the gate. Mr. Rottkamp mentioned that in the future, we should put together a call list for situations such as this. 3 Recreation Commission Minutes September 13,2005 Mr. Rottkamp mentioned that since the Fishing Camp went over so good this year that he would like to extend it to 6 weeks next year. He mentioned that there was an incident at the Castle Point Playground with the ice cream truck. A parent witnessed ice being thrown from the truck at two boys who were waiting for ice cream. Evidently the vendor said that the kids were banging on the truck. The incident was witnessed by the counselors and director. It was suggested that all involved be invited to a meeting to discuss the situation. Mr. Rottkamp mentioned the following items that should be discussed in the near future: 1. Registration - Should we have a cut off or not? 2. Salaries for directors and counselors. 3. July 4th is Tuesday which might mean that the Town Hall will be closed. He also mentioned that the overall swim program went well with minor problems. He mentioned that parking was a big issue. He said that he would prefer Deer Hill if it were available however he has a meeting set up for next month with Ron Young of Cross Court. Mr. Rottkamp mentioned that there are several things that we have to think about regarding the Recreation Guide for 2006-2007 such as: 1. Are we going to suggest an increase in the fees for programs? 2. We need to put in the booklet a non-resident fee explanation for the $15.00 for trips and 50% increase for activities. 3. He would like to include a "head shot" of all the Commission Members, Secretary, and Maintenance. 4. He would like to put in information about the Sports Museum. 5. He said that we will need information from Supervisor Ruggiero, Mr. Holt, Mrs. Cito and Mr. Ennesser regarding their programs and! or letters. 6. If there is room he would like to put in a paragraph about the history of Schlathaus Park. 7. Discuss registration for playgrounds "online". There was a discussion regarding handicap accessible playground equipment. Mr. Ennesser mentioned that all modem equipment is designed with the handicap accessible transfer platforms. Mr. Rottkamp said that Ray Healey (Special Ed) from the School District would like to be included in discussions on handicap accessible equipment. 4 Recreation Commission Minutes September 13,2005 Mr. Rottkamp mentioned that he has been discussing with Bill Green of East Fishkill about having a joint concert in October at the VanWyck Jr. High School. We would have Johnny Dell and another group and we will also feature the winners from our American Idol Contest in the summer. East Fishkill would pay for one group and we would pay for the second group. REESE PARK Mr. Ennesser reported that the bath house at Reese Park looks nice per Mr. Rottkamp. It was also mentioned that we are still dealing with the A TV problems there. CARNWATH He said that there is a lot of work going on at Carnwath in the main building, the kitchen and fixing various leaks around the site. Charlie (the Chef) is anxious to get the facility ready to hold birthday parties, weddings etc. A meeting has been scheduled for September 14th with Supervisor Ruggiero regarding Carnwath. He mentioned that a new boiler has been installed in the Administration Building and we need to re-do the walls and sub floor. The 15 6' benches and 8' picnic tables from the State grant for Carnwath have arrived and are being stored at the maintenance barn. Mr. Ennesser has been working with Mike Tramper of Camo on the wells. He said that there is just a lot of neglect of the whole water system. Mr. Holt said that he would like the gate at Carnwath locked. He mentioned that Mr. McKinney could unlock it in the a.m. and take a ride around to see that everything is okay. We still need someone to close it up. There was some discussion regarding gates by the Administration Building. Mr. Ennesser said that he has been working with Central Hudson regarding the power outages at Carnwath during the recent storms. He has been trying to get them to trim the trees and they said that they wouldn't go into the area that far. They did however give him the names of a couple of vendors to do the work. He said that he received a quote of $29,000. to do the work from one of the vendors and a quote of $2,150. a day from another but he didn't estimate how long it would take. Mr. Holt said that he would ask Supervisor Ruggerio to contact Denise VanBuren regarding this. Mr. Ennesser mentioned that the generator at Carnwath (main building) needs to be serviced. Mr. Holt will speak with Mr. Youngman. 5 Recreation Commission Minutes September 13,2005 BOAT RAMP Mr. Ennesser said that the boat ramps are in great shape and we haven't received any complaints recently regarding the parking. He said that they are getting plenty of use by the small rigs. ROBINSON LANE Mr. Ennesser mentioned that we have received 2 bids to date for the dugout at Robinson Lane ranging from $7,250 to $8,160. Mr. Holt said that Mr. Tompkins had given him an estimate of$I,500 for the roof. Mr. Trudell said that Mr. Farrell asked about the bidding process for fencing. Mr. Holt said that for anything over $1,500. we have to get 3 bids. He also said that the foul poles have arrived and they need to be installed. Mr. Holt said that the light pole for the end of the driveway is in and we need to get Bob Smith of Chris Bar Electric to see if the light portion is okay. We would like to have this done before winter. Mr. Holt said that he would like to get some clay for the girl's field. Ifwe get it Little League will spread it. The ladies in the store mentioned that when the men power wash around the building that the water gets inside. Mr. Holt said that he will have the men caulk around it. HALLOWEEN Mrs. Korz gave a report on the Halloween party. She mentioned that it has been difficult getting donations this year. Each year it seems to get worse. She said that she would ask Kathi to be one of the "witches" judges again this year. "Just for Fun Entertainment" came through with a charge of $220.00 for their entertainment this year. MAINTENANCE Mr. Holt said that the maintenance crew (limited as they are without Steve and Bob) have done a really great job. It was noted that Mr. Y oungrnan (Fred) has done a super job and is on top of things. Mr. Holt said that Mr. Sheridan will hopefully be back on November 1 st and that Steve Tompkins might be out another 2 months. 6 .. , , ., Recreation Commission Minutes September 13,2005 'MISTERS' Mr. Ennesser has been working with Fellinzer, the Engineer, to go over the plans for the "Mister". He has a meeting tomorrow at 1 :00 with him at Town Hall to go over it again. We will need to go out to bid and we will need a detailed plan. Mr. Holt mentioned that all we have in the budget is $10,000. to do the job. GREENWAY Mrs. Cito mentioned that they receive many calls regarding Bowdoin Park. Mr. Ennesser mentioned that Greenway will formally open their trails on October 18th and that there will be a kiosk showing the trails. There will also be a booklet handed out through the Chamber. It will show how they connect to Bowdoin Park and will give a number to call. Maybe this might alleviate some of the calls that we are receiving. It was also mentioned that maybe we should put the number for Bowdoin Park in our recreation guide. CHAIRMAN'S REPORT Mr. Holt mentioned that if anyone needs to be reimbursed from Petty Cash for any small items that they have purchased, please do not hold the ticket but submit it in a timely fashion. Community Day will be Saturday and Sunday and hopefully everything is in place. October 15th is the day that was supposed to be the day that Mr. Rottkamp, Mr. Holt and Mr. Ennesser were to be in their offices in the Administration Building at Carnwath. The girls were to follow. To date we still need to take care of the phones at the site. Mr. Holt mentioned that after Community Day there will be NO overtime for the employees. Mrs. Cito mentioned that the wood on the benches around the Town Hall is very brittle. They should be fixed. Mrs. Yankowski mentioned that there is a waiting list of 28 people for the Mohegan Sun trip and asked if we should try and get another bus. We will have to get a cost first. Mrs. Cito asked where the money is going for the non resident fee that is collected and Mr. Holt mentioned it should be going in the recreation income account.
