Effective immediately (Oct. 6, 2005), all purchases require prior approval and a PO number regardless of dollar amount. This remains in effect until further notice. b. Mike Tremper from Camo Pollution Control notified Supervisor's office that work needs to be done on well #5 at Carnwath Farms. Recreation is to set up meeting with Camo to discuss needed repairs and the steps to be taken to help expedite the issue. 2. From Environmental Protection Bureau: a. Memo regarding Pressure-Treated Wood in Public Facilities published July 2005. 3. From Dutchess County Children's Services Council: a. Flyer regarding "Family First Night" September 26, 2005 b. Flyer inviting us to their 8th Annual Youth/Adult Conference "Inspiring Tomorrow's Stars: Building Leaders for the Future" being held November 17,2005 at Villa Borghese in Wappingers Falls. 4. From Dutchess County Executive William Steinhaus: a. Letter advising Recreation Department that our application for 2006 Municipal Recreation funds has been accepted and the Dutchess County Youth Board approved our "Recreation 2006" program for $6,375. Final approval is contingent upon NYS Office of Children & Family Services approval of the county's 2006 Resource Allocation Plan. Total 2006 YDDP allocation is $371,983 or $4.44 per youth, based on our youth population of83,780. Municipal recreation eligibility is $1.00 per youth, and municipal service eligibility is $0.89 per youth. This represents approximately a 2% reduction in current YDDP funding. 5. From Doug Haan, Safety Inspector: a. Report on the findings of his October 2nd playground inspections. 6. From Choices For Change: a. Flyer advertising their Fall Fest of Southern Dutchess family fun day at Memorial Park in Beacon on September 24, 2005 along with an invitation to call their offices to learn more about the organization and perhaps become a member. They help educate the public about Youth Services and Programs available for families in our community. 7. From Town of Wappinger resident, Orestes Mihaly @ 18 Lake Oniad Drive: a. Aristocrat tours advised this was too risky to hire a 2nd bus. - 3 - . NEW BUSINESS - 1. Mike Cole, Castle Point seasonal worker, resigned. His last day was 9/24/2005. 2. Seasonal Workers end date: Ralph not ready to close up yet; has asked seasonal maintenance workers to continue beyond Nov. 1 st. Exception: Valerie Cote @ Robinson Lane finishing up 10/29/05. Bill Farrell has agreed to help ifanything comes up. 3. Halloween Party Sunday, October 30. Location - Schlathuas, Camwath, Town Hall? RECREATION COMMISSION MINUTES OCTOBER 11, 2005 The regular meeting of the Town of Wappinger Recreation Commission was held October 11,2005 at Schlathaus Park, 126 All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:15 p.m. by Chairman Ralph J. Holt, with the following persons present: Nancy Cito, Senior Citizen Director, Skip Rottkamp, Recreation Director and Commission Members James Chappas, Joseph Ennesser, Ronald Friedman, Ellen Korz, and Gary Trudell. SENIOR CITIZEN REPORT Mrs. Cito mentioned that the seniors have been asking about the status of our plans for the senior center in light of the Fishkill Seniors getting a new community center. She also mentioned that the Christmas tree assembly cannot be done by the usual seniors. We only have a couple of guys and it is a really big job. She mentioned that the guys are getting older and feel that they can't do it any more. She also said that she would be checking on the fees for mailing the recreation guide. The sign up for the Elks Christmas party will be November 3rd at Town Hall starting at 9:30 in the morning. The parties are scheduled for December 1 st (a Thursday) and December 7th (a Wednesday). She said that she has booked Johnny Dell for both parties. The ornaments have been ordered and are in and the candy has been ordered. Mr. Holt asked about the donations and Mrs. Cito said they are doing well with money and raftle prizes. She said that she didn't have the exact number and information with her as Mrs. Manning has been keeping track of it. Mr. Holt mentioned that a couple years ago Central Hudson gave us a bunch of night lights to be given to the seniors in their goodie bags and suggested that Mrs. Cito contact Denise VanBuren at Central Hudson to see if we can do this again. All are invited to attend the events for the month of October which include the Halloween Boo Bash; and on the 21 st the Craft Fair. They will have crafts, baked goods, raflles etc. at the Craft Fair. The ABC Senior group program is expanding this year to Myers Comers School and to date there are 30 volunteer seniors signed up. This program is very popular with the School District and the seniors. There is a coordinator with the school that gives the seniors the direction on this program. It is a one on one reading program. 4 Recreation Commission Minutes October 11, 2005 RECREATION DIRECTOR'S REPORT Mr. Rottkamp brought up the following: 1. In regard to the fishing camp for next year, he wanted to know if it was going to be a 4 week or a 6 week program. Mr. Holt asked him how much he would need if it was a 6 week program. Mr. Holt said that he has requested funds b e put in the 2006 budget and we will have to work out the numbers to see what we can do. 2. In regard to the incident at Castle Point Camp this summer with the Ice Cream Man (Chilly Willy), do we have the right to say that HE can not service our playgrounds? Mr. Holt said that he didn't think that we could but he has a meeting tomorrow with the Attorney to the Town and he will ask him. It was also mentioned that the vendors get a license from the Town to use public highways and maybe we can stop him from going into the parks. Someone also mentioned that if we do it for one we will have to do it for all. We will await the direction from the attorney. 3. He mentioned that he is working on getting information for the 2006 Recreation Guide. He will need input from all the members regarding registration dates for programs etc. He asked each person to contact their respective group i.e Little League, Soccer, Pop Warner etc to get information for him. 4. He mentioned that East Fishkill puts a copy of their registration form in the middle of their guide and asked if we could/should do this. It was voted that we should put it in and mention that it was for 18t time registrants only. 5. There was a discussion on fees for next year - whether they should be raised or not. Mr. Rottkamp said that some of the fees are so low that people question how good the program could be and if they don't show up it is no big deal. Mr. Holt said that we are definitely going to raise the golf fee for 2006 from $30.00 to $40.00.. 6. In regard to the swim program for 2006, Mr. Rottkamp asked ifhe should try to pursue other venues or stay with Cross Court. Mr. Holt said that he didn't think that Deer Hill was sold and he could try to contact them. Mrs. Korz mentioned that Jekoce had been sold. Mr. Holt said that probably Cross Court would be the site. 7. He asked about how the 3 year plan was coming for the 4 playgrounds. He would like to have a plan for each site. Mr. Holt said that Mr. Friedman gave him some input on Spook Hill as follows: 5 Recreation Commission Minutes October 11, 2005 a. First year to do asphalt work on the park b. Second year to put in a tennis court by the handball court so as to spread tennis around the Town a bit. c. Third Year - Put in a Water playground. 8. Mr. Rottkamp mentioned that he was unable to attend the joint concert with East Fishkill at Van Wyck School but that is was very good. The concert featured Cherished Memories and Johnny Dell. Also included in the concert were the winners of our Summer Playground Idol. They did a super job. 9. Mr. Rottkamp mentioned that he is still looking for computer help and that Mr. Macek did not hold the last classes at Schlathaus Park. Mr. Holt said that he would speak with Mr. Macek about this. Another suggestion was Northeast Computer Service, but we would have to pay for them to help. 10. The Schlathaus Memorial Race was held on October 1st and it was a success. The Town paid $593.40 for the medals and trophies. 11. Mr. Haan met Mr. Rottkamp on October 2nd and informed him about the weld problem at Martz and Spook Hill. On Friday, October 7th he turned in a playground inspection report which Mr. Rottkamp handed over to Mr. Holt. He mentioned that he would like to set up a separate meeting with the maintenance men, Mr. Haan and a couple of the Commission Members. A couple of the remarks on his report included: Ground cover is not adequate for the height of the equipment at all of the playgrounds. He did mention that there is a pile of surface treatment at the barn which is covered. Why can't this be used? He mentioned that the small piece of equipment at Martz is in desperate need of this material. We also need wear mats under the swings and slides. He mentioned that there are a lot of new mandates for safety and handicapped accessibility. Mr. Holt said that we could set up a meeting the beginning of November to address these problems and to set up a 12 month schedule for the men to go around and check the areas. Mr. Haan said that 7')0.10 of all playground accidents occur because of the surface treatment. 12. Mr. Rottkamp made note that the School District overcharged us $473.00 when we were charged for 6 bus trips that did not occur. Mr. Rottkamp said that he checks this every year and is on top of this bill. 13. Aerobics, volleyball and baton twirling are all underway for the fall and the enrollment is very good. He mentioned that he had a discussion with Rosemary DiGennero and that she is asking for an increase to $40.00 an hour. She said that she has excellent certifications. After a discussion, it was 6 R~creation Commission Minutes October 11, 2005 decided that Mr. Rottkamp and Mr. Holt will review all the salaries. Mr. Holt mentioned that we have put $2,200.00 in the budget for 2006 for aerobics. Mr. Holt said that he is not opposed to raising salaries. 14. Mr. Rottkamp is working on the concert schedule for next year. He has 4 concerts set out of the 8 spots. 15. The N.Y.C. Shopping trip is scheduled for December 4th and he needs an escort for the trip. If anyone is interested, please let him know. 16. A discussion was held regarding dates for events in 2006 and the following were accepted. Christmas Tree Lighting - December 3rd at Schlathaus Halloween - October 29th at Schlathaus - rain site Myers Comers School Easter - April 8th at Camwath There was a discussion on Community Day and the original day was set for 1 day, September 10 a Sunday. Mrs. Cito mentioned that she was not in favor of Sunday and felt that the whole day should be moved to Saturday because of the children having school the next day. 17. Mr. Rottkamp mentioned that he had received a phone call from Councilman Paoloni asking about starting a men's basketball league. Mr. Rottkamp gave him the run down on what would have to be done. He also contacted Mrs. Simmons of the School District and found that the only available night would be Sunday at Wappinger Jr. High. This would mean we would have to pay for custodial overtime. CARNWATH FARMS Mr. Ennesser mentioned that he had a walk through at Camwath with Central Hudson and the tree contractor to establish who owns what. The tree firm is Tamarack Forestry and they work closely with Central Hudson. They will hopefully start work within a week at which time they will start from the other end - the generator area and the pump house and work out. A letter was sent to the Town Board with bids for carpet to be installed in the administration building. The lowest bidder, for the job, was Carpet World with a bid of $2,846.00 to scrape up and dispose of the old carpet and to install a commercial grade carpet with underlying pad to compensate for the floor irregularity. The other bid was from Associated Abby Carpet at $3,510. and Freight Liquidators did not come back with a bid. We hope that this work can be done in a couple of weeks. 7 Recreation Commission Minutes October 11, 2005 Mr. Ennesser mentioned that the bathrooms need to be done and the ceiling in the back room needs to be fixed. He said that he is working on getting bids for the bathroom and will speak with Beacon Construction to see if they will put in a bid. Mr. Ennesser mentioned that while he was at Camwath "Charlie" was there and brought another chef. Mr. Ennesser let them in and both were very impressed with the area. He asked Mr. Ennesser about the leasellicense etc. and said that he wants to continue toward the upgrading and also would like to start a program to educate young cooks. REESE PARK Mr. Ennesser mentioned that he will be going to the Town Board meeting with photos on the A TV activities at Reese Park. This will be to support his request for 230' of additional fencing at the South Avenue entrance. Bids received for this work came as follows: Mid Hudson Fence.................$4.300. A-I Fence Company...............$3,489. DiPiet Fence Company.............$6,250. He also mentioned that he has a meeting scheduled tomorrow at Paggi's Office regarding the vault at Reese Park. Evidently they did not compact it enough but Mr. Ennesser said that it is still under warranty. ROBINSON LANE Mr. Ennesser mentioned that the letter and bids to replace the third base dugout on Holt Memorial Field has gone to the Town Board. The lowest bid was from George Lown Mason Contractor at $7,250.00. Mr. Ennesser mentioned that we have $8,690 in the budget for this purpose and that we need to get it done before the cold weather sets in. Mr. Ennesser said that he spoke with "Fred" and told him to start to winterize all of the outlying recreation areas except for Robinson Lane. DOCKS Mr. Ennesser also mentioned to Mr. Youngman that he could start to make plans to take the docks out of the water. 8 . . Recreation Commission Minutes October 11, 2005 items: Mr. Friedman asked the following questions with regard to old and new 1. What was the status on the Senior Center building? 2. What is the status on the Rymer Property? At one time we were working on a plan and we had asked Paggi's office for the contour plans. Did we ever receive them? Mr. Holt said that we did not. 3. What is the status of the walking path at Robinson Lane? Mr. Holt said that was supposed to be done by Mr. Foster and he has not heard anything further on it. 4. He mentioned that there have been problems with using telephone poles for traffic control/parking. He said that if they are used they have to be tied down. 5. He also asked about the back stop protection on the poles at Martz Field and the ground edge around the basketball courts and the court at Spook Hill. He mentioned that we have to pay more attention to the items listed on the safety reports and to constantly keep checking these items. HALLOWEEN Mrs. Korz mentioned that she is still working on trying to get prizes for the Halloween party. When she went to Pizza Hut, she found that it was sold and they told her to come back after October 18th. She also needs to go back to Rite Aid. She said that she is sure that we have enough prizes. Mr. Rottkamp was asked to put an article in the Poughkeepsie Journal about the Halloween Party and Mr. Holt will contact Little League to see if they will be there and contribute something. Mrs. Yankowski will contact soccer to see if they will be there. It was decided that all helpers should come at 12:30 to help with the decorating etc. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. There is a lot of water at Robinson Lane and Quiet Acres after all the recent ram. 2. We still have some signs that need to be put up. Mr. Ennesser said that he had the guys do all the playground signs first. 3. Mr. Tompkins is still out and we are not sure when he will be coming back. 4. The budget has been given in 5. Both of the scout troops that worked selling tickets for the inflatable rides at Community Day received a check for $512.00 for the day. 6. The Rotary did well selling the tickets for the mechanical rides. They gave the Town a donation of $1 ,000.00. This money will go back into the Celebrations Account to help defer the monies spent on the bands etc. 9 , . Recreation Commission Minutes October 11, 2005 7. The Town also received $100.00 for each booth the mechanical rides put up. This year we received a check for $700.00 which will also be deposited in the Celebrations account. Mr. Ennesser mentioned that the R.C.Ketcham Choral group is planning a trip overseas next year and they would like to sing for our Christmas programs. He said that a letter should be forthcoming regarding this. Mr. Ennesser asked about the expansion of Robinson Lane and Mr. Holt said that the Board will be looking at it sometime this month.
