NEXT MEETING: April 5, 2006
The regular meeting of the TOWnofWappihger Recreation Commission
was held on Wednesday, March 8, 2006 at SchIathaus Park, 126 AU Angels Hill Road,
Town of Wappinger, Dutchess County, New York.
The meeting was caUed to order at 7: 10pm by Chairman Ralph J. Holt
with the foUowing persons present: Skip Rottkamp, Recreation Director, Nancy Cito,
Senior Citizen Director, Bob Sheridan, Maintenance Supervisor and commission
members Joseph Ennesser and Gary Trudell.
Minutes for July 2005, August 2005 and February 2006 were aU approved
with no corrections necessary.

sprayings that are necessary as well as the advantages of NY Tick bringing their
own water and not having to tap into Town water. It was agreed that our tick
infestation has been decreased considerably in the last two (2) years.

OLD BUSINESS: Status of Bruce Lustig's application for Recreation Commission
member. Mr. Lustig was interviewed by the Town Board but the commission has
not been notified of any decision as yet.
Patrick Bova, Student Council, RCK, requested the use of Schlathaus
Park for May 13th Carnival - No rides, just booths. After this initial contact, the
Recreation Office has not been able to reach him to solidify plans. We will grant
use as long as we can be assured of proper security coverage and thorough clean-
up afterward.
SENIOR DIRECTOR REPORT
Mrs. Cito started out by congratulating Mrs. Manrting on being named the new
Recreation Secretary.
Mrs. Cito continued by saying that the Town wide Dial-a-Ride meeting was held.
In attendance were three County Legislators, Supervisor Ruggiero and about 35 of our
town seniors and handicapped residents. Many of these residents were not people who
normally frequent our Senior Center and Mrs. Cito stated that the same complaints
seemed to be a problem in both circles. The next step will be to have the Dial-a- Ride
people meet with John Beale, the head of the Office of the Aging.
The seniors had a Mardi Gras at the Villa Borghese on Feb 28th with about 60
people attending. Our relationship with the Villa up until now has been very good.
However, in response to a survey I received, I found it necessary to send a letter to them
stating some complaints that the Seniors have made about our last two events there. At
the Christmas event there were some complaints about the food being over-cooked or
under-cooked. However, Mrs. Cito continued, at the Mardi Gras event, even though she
complained about the lack of heat several times nothing was or could be done about it.
The seniors had to resort to wearing their coats. When booking this event, Mrs. Cito
requested non-spicy food and was told that would not be a problem. This was not the
case. The chicken was very spicy. Mrs. Cito stated that she had not yet received a reply
in response to her letter.
Because of the raise in the bus trip prices Mrs. Cito is concerned that the Seniors
will not show the same interest in these trips as last year. The first trip is set to go
tomorrow with twenty-six (26) people (out of a possible forty) and our trip to the
Westchester Broadway Theatre, which usually fills up may have to go with only thirty
(30) people. Marge Short of Aristocrat Tours will have to reduce her profits on these
because they are not full.
Mrs. Cito and the members of the Senior Center will be having a "Spring FIing"
party at Carnwath Farms on March 30th. Supervisor Ruggiero's office sent out the

invitations and to date forty-four (44) seniors have signed up. Mrs. Cito asked for
volunteers to help with the parking lot, food service, etc. As with other Town functions,
Mr. Tom McDougall, of Super Stop n Shop, has agreed to help us out with food for this
party
Mrs. Cito has arranged, as in the past, for a member of our senior center to help
our seniors in doing their taxes at no cost to them. She volunteers through the Office of
the Aging.
RECREATION DIRECTOR REPORT
Mr. Rottkamp started by discussing the 13 to 15 year-old Summer Program. He
has met a number of times with the instructors he hopes to use in this program. He is
hoping to include the following programs: Theater Arts, Food Club, Fine Arts, Amateur
Radio Club, and still to be determined - Babysitting. Each topic will run for one week,
(Five classes) three hours per day. Supervisor Ruggiero has indicated that he is looking
forward to seeing this happen.
Mr. Rottkamp has announced that our Recreation Guides for 2006-2007 have
arrived and will be placed in a number of schools and the Grinnell Library.
The Recreation Dept. has been offered the donation of an organ. The exact size is
not known at this time but it was agreed that a donation like this is hard to turn down.
Mr. Rottkamp will check into this further.
On March 6th Mr. Rottkamp met with Doug Haan, our Town Safety Inspector,
and set up a schedule for four (4) annual inspections of our six (6) playgrounds: Castle
Point, Martz Field, Quiet Acres, Spook Hill, Fleetwood and Robinson Lane. A checklist
was provided by Mr. Haan to help the Commission members and the Camp Directors in
doing their weekly and, during camp season, their daily inspections. Because of the
changes in our Recreation Commission, we will be re-assigning the playgrounds that
have no coverage.
Mr. Rottkamp continued by discussing the Easter Egg Hunt to be held at
Carnwath Farms on Saturday, AprilSth. A call was placed to Linda Leopardi of the RCK
Gourmet Club to make cookies for this event. She does this with great pleasure every
year.
Mr. Rottkamp has Mr. Ennesser doing some pricing in regard to the "Misters" for
our four playgrounds. Mr. Ennesser has presented John Ossenkop with the specs and is
waiting for an estimate.

Mr. Rottkamp met with Supervisor Ruggiero about the Summer Playground
payroll. The Supervisor asks for a complete listing of all. Summer hires with salaries for
approval before camp begins.
The previously mentioned Grant for Theater Arts (Incoming mail- Item #10) will
be looked into by Mr. Rottkamp and Mr. Ennesser.
Winter Program sign-ups have been GREAT!! Particularly Basketball with over
seventy (70) children registered in comparison to only 25 last year.
Mr. Rottkamp indicated, especially with the Town bus trips, that last year we
charged an out-of-town fee for non-residents. We do not have plans to do that this year.
He would like to see this reinstituted next year. The commission agreed.
Mr. Rottkamp had a discussion with Doug Haan about the problem of bee and
wasp nests being found on our properties. Mr. Haan explained that he would be glad to
take care of this for us but that Mr. Rottkamp or Mr. Sheridan should not do this
themselves. In the past we have used Waverly Pest Control for this. Castle Point seems
to be the property with the most problems along these lines. Mr. Haan also suggests
having one of our maintenance men take a course to qualify them to do this sort of
spraymg.
Mr. Haan also called to Mr. Rottkamp's attention the importance ofre-doing the
material under the swings and at the ends of slides after a busy day so that the material
will be thick enough to cushion a fall. Mr. Rottkamp suggests getting a hard rake for
each camp so that this may be maintained. Mr. Sheridan would like to have enough help
over the summer so that he can assign one or two men to do morning garbage clean-up
and afternoon tours of the parks so that they will be maintained properly.
Mr. Rottkamp is interested in purchasing a "Welcome" banner for each
playground. It would be put up and taken down each day and would be a bright addition
to the parks. We will go forward with this if we get it approved.
The adult and children's Golf Programs are going to be held again this year. They
will be self-supporting. Through discussions with Peter Shea, our Golf pro, the price for
adult Golf has been set at $80.00 per session. The price for the children's sessions has
not yet been set.
Mr. Rottkamp went over the applications we have received for Summer Camp
Counselors and 34 out of 46 counselors from last summer are interested in returning. In
addition, we have received many applications from new hires. Mr. Rottkamp's concern
is that with the new raised rate for Summer Camp ($100.00) should we go ahead and hire
the same number of counselors as before. The hiring will need to take place before all

our registrations are completed so that these youngsters know if they have ajob for the
summer. It was decided we would have to wait and see the results of the first two
registrations.
The bus trip to "Spamalot" is sold out and "Foxwoods Casino" has only eight (8)
seats left.
JOE ENNESSER'S REPORT
Mr. Ennesser has been working on bids for a new Robinson Lane dugout. So far
he has two bids: Lown at $9,250.00 and C.J. at $6,100.00. We are waiting for a third bid
from Heady. These bids are for the masonry work and do not include the roof. Mr.
Sheridan indicated that it was Bracaden Construction that supplied the roof for several of
our dugouts last year. Because time is getting close we will look into a way of securing
the dugout and making sure it is safe for use. Future dugouts will be fashioned after a
blueprint provided by Doug Haan which allows for water drainage at the bottom and
holes to cut down on wind resistance near the top.
It was called to everyone's attention that Robinson Lane and Martz Field were
already being used for Little League tryouts. Mr. Holt showed some concern about the
condition of the fields but Mr. Trudell said that all the fields that were being used were in
good condition. The roof that came off the dugout at Martz Field in the high winds will
be removed immediately. Since Little League started their try-outs much earlier than
usual Mr. Holt asked Mr. Sheridan to check out both parks and set up garbage containers
immediately. Mrs. Manning will order porta-johns for these parks tomorrow morning
and should have them by early next week.
Mr. Ennesser stated that work has been started on the Chelsea Boat Ramp to get it
ready for the season. Repair parts are being ordered and re-tooled. The floats have also
been ordered and are on their way . We hope to have the docks in by April 15th.
Bill Farrell of Little League asked us to have some signs made up to indicate that
"Practice Permitted In Outfield Only". Mr. Ennesser will take care of that.
Mr. Ennesser has discussed the new security system for Camwath with Supervisor
Ruggiero. Platt's Locksmith and Digiguard are looking at the facility to see what will be
required and how much it will cost. This will also link up with the telephone system to
go in at that facility.
The security fences for Camwath have been approved at a cost of $21 00. They
will be installed to prevent vehicles from going into the big field and tearing up the
property. Exact locations to be determined.

Mr. Ennesser received a note from Mike Brown in regards to doing some Grant
work with us for the Town. Mr. Ennesser would like to pursue us obtaining a "Stage-
Mobile" for summer concerts and possibly for use with the Summer Theater Arts
Program for 13 - 15 year-olds.
The stove at Carnwath will be able to be repaired but Mr. Ennesser was concerned
about how dirty the stove really is. Charlie, of Creative Caterers, has said that he will
take care of it once the contracts have been squared away.
Mr. Ennesser said that a Grant has been approved for a kiosk to go on the
Carnwath property similar to the one at Reese Park. Frasier Engineering is working with
us to make up the artwork mapping out the property to be displayed in the kiosk.
Mr. Ennesser also stated that we have two Eagle Scouts (Ben & Tony Basile) that
will be working on the Gazebo at Camwath. One will be fixing up the screens and
redoing the woodwork while the other will be clearing the trail that goes from the
entrance down to the tracks and back to behind the mansion. All materials will be
supplied by them.
The benches that were ordered for Camwath with be put together by a Boy Sout
troop and their parents. Mr. Sheridan said that 45 holes must be dug to sink the poles for
the tables and benches. A sample table and bench was put together so that they would
have a model to work from.
Mr. Ennesser, Mr. Sheridan and John Youngman met with Bernie Roe of the New
Hackensack Fire Co. to select a trailer for use by recreation. This trailer will be used for
moving the Boat Docks back and forth without disassembling them. They also have fifty
(50) wooden captain's chairs for the taking. We could use them at Camwath in the
museum and in the Admin building and in other locations as needed. It was agreed we
would take them.
ELLEN KORZ'S REPORT
Mrs. Korz was not in attendance at this meeting.
GARY TRUDELL'S REPORT
Mr. Trudell has nothing at this time.
BOB SHERIDAN'S REPORT
Mr. Sheridan spoke of the Emergency Services building. He stated that the
building is set up to be energy efficient but that the garage area will naturally lose more

heat. The workers will be sleeping in the garage area and it will require the heat to be
turned up for their comfort. It will have to be checked out to see if this will work and
then seek Supervisor Ruggiero's approval.
Mr. Sheridan questioned when Robinson Lane would be officially open. Mr. Holt
said that Valerie Cote would no longer need to open and close Carnwath but that she
would start opening Robinson Lane on April! 5t for the trout fishing in the creek.
Bathrooms would not be open until closer to opening day.
RECREATION CHAIRMAN'S REPORT
Mr. Holt stated that the Recreation budget is almost completely intact. Two lines
have been affected. There will be no money in the line for the Golfprogram and no
money in the lines for Town and Senior Bus Trips.
Mr. Holt asked if there is anyone who would like to volunteer to help with the
"Spring Fling" party for the Seniors at Camwath. The men from the Senior Photo Club
will be putting together a slide show for the event.
Mr. Holt made mention of several things including the fact that our Controller and
Linda Yankowski were no longer with us. He wishes them the best.
Discussions have been going on between Charlie and the Town lawyers to
develop a contract that will be beneficial to the Town as well as to Charlie of Creative
Caterers. If enough money is brought in it would help to do the repair work that is
needed at Camwath. Mr. Holt expressed concerns about the logistical and financial
responsibility of Carnwath. Mr. Rottkamp indicated that the Supervisor has appointed
Maureen McCarthy as the liaison.
Mr. Holt explained, in detail the procedure for making purchases against the
budget lines. At this time ALL purchases must still be approved by the Supervisor's
Office.
Easter has been discussed and final arrangements are being made for a successful
day. Volunteers are needed and Mrs. Manning will call those who have volunteered in
the past. Mrs. Manning will call WDST about having them present and donating an
Easter Basket for grown-ups as well as the raffle prizes for the children. Everyone
received their assignments and things are in good shape.
